The “October” visa bulletin has been published – so this is the second bulletin for DV2017. It concerns the case numbers eligible for November interviews.
For those that are current, and have forms processed early enough, they can expect their 2NL in about 2 (maybe 3) weeks from now. I know I am going to get a lot of people who will ask me this exact question – so let me say that again. 2NLs for November interviews will be sent in about two or three weeks time.
It is possible that some people will be current for November interviews, but will not be scheduled in November because they submitted late, or there is a processing backlog that causes a delay. This has happened in the last 2 years, and although I am guessing the effect will be reduced this year (because of lower selectee numbers), it does mean that cases submitted in around June onwards may not get their 2NLs.
To those new to looking at VBs, let me explain what the “except” XXX country means (for Nepal, Egypt and Ethiopia).
Processing is spread out over the full year. You can see the progress of the two previous years in this post about basic questions. However, some countries have a high number of selectees and those selectees are concentrated in the lower case numbers. For various reasons, mainly to do with embassy capacity, KCC slow down certain countries as compared to the region. So – in Africa, any case with a case number of 13500 can be interviewed but for cases from Egypt or Ethiopia, that number is lower. That isn’t a big problem, it just “slows down” those countries a little more than the rest of the region. Since selectees from those countries all have lower case numbers, this slowing down does not present any risk. It does not (at this point) mean they won’t allow all selectees an interview from those countries. In fact, in DV2017, I think all regions and countries will go current (assuming no further draw).

Yes. It is backlog. In the early months the VB number move fast because not all the current cases are processed and ready to interview. As the backlog of DS260s clears, the pace slows.

1. I have written that all regions would be current – however, the second draw has changed that – I don’t know how many extra selectees there are – so – we will have to wait and see. For Nepal, I imagine they might have a limit again – but I cannot predict exactly.
2. In AS region it is Nepal and Iran that cause the high density – so until they are both exhausted the VB pace will remain slow.

I wonder why there is no cutoff for Iran even there are more selectees (4500) from Iran than from Nepal (4000). Does this mean there is no random distribution of selectees between Nepal and Iran and in lower case number there are more selectees from Nepal and less from Iran? The increasing difference between cutoff for Asia and that of Nepal is worrying me Mr Simon!! I think when we see cutoff for Iran we could predict accurately about the distributions of case numbers!

I have explained this many times. Nepalese cases are largely processed in Nepal. One embassy. Iranians get processed in 3 embassies at least. So the difference (in the early months of the process) is capacity of the embassy.

I like to find out about possible effect of immigration papers on interview decision. I am EEA family member, living and working in the UK. My 5 years EEA residency card will expire in a week but I submitted my permanent residence application last month (August). Given the current home office workload on EEA applications, I presume my PR processing will take around 5/6 months processing, so i am assuming by the time of my DV interview at the US embassy, I will only have my COA (certificate of application) to hand. The COA gives applicants right to live and work in UK pending their application.
My question is, will not having the proper visa itself at hand have effect?

Hi Brit . I’m a Dv2017 selectee from Cameroon AF24*** , the US embassy in my country posted a message on Facebook which got me worried. It said all selectee should act now as they are limited interview spaces per month and the Visa issuance process might end earlier when the 50000 required are reached. As you said, number seems to move on a fast pace, especially that not everyone has submitted their DS260.
Regarding Europe, it’s the first time they call up to #13000 in the 2nd month (even though last year they wen up to 12500).
Assuming that my number was close to the cutoff (I’m 22XXX) and someone had 24XXX on the 2nd drawn, it may means that there was less DS260 to process far now, hence backlog are moving a bit faster.
Do you believe that we can consider a fast pace for people on the first draw (assuming they’ve submitted their visa application)?
I’ve estimated previously, according to the great page you made with all history, that my number would be called with the bulletin of March/April.
Do you think it could be earlier?

A faster VB progression at this point indicates a larger backlog, not smaller.
As for you pace questions about first draw/second draw – the pace is determined by the case number AND the DS260 being processed. Once the DS260 is processed, the case number is what controls the interview. In that respect there is no difference between 22XXX 1st draw or 24XXX 2nd draw. Both numbers could become current at the same time and be interviewed at the same time.
As for estimating your interview date, it is difficult to predict. Last lottery I had access to the CEAC data, so I could predict accurately – but I don’t have that data at the moment – so “wait and see” is all I can say…

It means what it says. DS260s need to be processed. That processing takes time (which varies by case) and there is a backlog. So – some cases submitted in June (even early June) may not get an interview in November. They will be delayed to a the following month.

That’s kind of a guess. They start processing the DS260s in the order received BUT processing times vary based on individual circumstances (countries lived, countries visited, profession and so on). There is also a factor of how big the backlog is – but I think those cases that submitted their DS260s before the second draw was announced shouldn’t have a very long backlog wait.

If you qualify on education, work experience is not a problem – they don’t even ask. However, if you do need to qualify on work experience there must be a total of 2 years within the last 5 years. So the question you should consider is whether your education qualifies you.

Actually l don’t have diploma but I have 8 years experience in Huawei company as engineer and manager in last 8 years but during this time I had 7 years outsource contracts with third companeis,
I got the same certificate from those companeis with my job descriptions and mentioned my position and Working in Huawei on that position. I have contracts and payslips of these time also
So my question is this, this is this enough or I should looking for more evidence to show to the officers ?

The embassy of Ivory Coast is one of the most difficult. The dvistes are always stressed. When the embassy puts you in PA or loan, you can make 4, 5, 6 months and older. And very often your status does not change until the end. They do not respond to emails and calls. When you have the chance to be issued, you can expect about 50 days. Before we call you to withdraw your visa. Me, its makes me almost 50 days. I Issued and still no withdrawal. However, the Embassy of Côte d’Ivoire is one of the largest in West Africa. What do you think of this? Thank you

The West African region has some of the most difficult embassies. This is because they are dealing with some issues that are particular to that region.
There is the relatively poor standard of record keeping in that area. This has been made far worst by political difficulties in the area. Government bodies are not functioning in some parts of the region, and even basic aspects of life such as the mail system do not function well in Ivory Coast. This leads to delays in getting documents needed for an immigration process and makes it hard to perform background checks. This really shouldn’t be a surprise. It’s sad, but not surprising.

Hello simon, i am current for dv2017,my bachelor degree is incomplete and still remaining to pass few subject. so i filled only intermediate level in DS260 . i have few Question as;-
Q1 .Will it affect the DV process?
Q2. will it affect for Masters degree study in USA?
Q3. will it be good to revise DS260 Including about bachelor degree running at the day of interview.?
