At the time of writing it is a few days after the DV2020 results were made available. People have noticed that I am suggesting people don’t rush to submit their DS260. I would even say that the majority of cases should NOT be submitting their DS260 – and I want to explain that advice.
As I have mentioned in a couple of other articles, we are seeing some VERY high case numbers in all regions, and that could mean this is a very over selected year. There are 50,000 visas available. It is “normal” to select more than that as winners (because some cases won’t continue the process), but a good number would be less than 90k or 100k at most. In some previous years we have seen KCC select 125k and even 140k. If they have done that again this year it will be INEVITABLE that some cases will not become current (i.e. will not get an interview).
So – we will see selectee numbers (by country and region) in one of the next 3 Visa Bulletins. There is one to be released this week, then about the same time in the coming months. So – one of those VBs will give us an important number – the selectee number. From that we can determine whether this is a normal selection year with a lot more holes than usual (because of some new procedure). OR this is an over selected year.
Until then people should hold back their DS260 unless their case number is very low. Why? Well several reasons.
- Submitting the DS260 early does not speed up your case. You cannot be interviewed before your case number is ready. Not under any circumstances.
- Most people haven’t bothered to read and understand the procedure so they will rush and later realize they made mistakes, some of which will cause problems.
- Submitting a DS260 is a serious thing. It is an immigrant application, and once that has been submitted you forever have to declare you have made an application to emigrate to the USA. If you do not get a GC through the lottery will will have declared “immigrant intent” which can make future NON immigrant visa applications harder to get approved. Not impossible, but harder.
So – unless your number is LOW, I would recommend you wait a couple of months at least. It won’t harm you by waiting, this is not first come first served, and it could save you some pain later.
By “low” I mean the following by region.
EU and AF region Under 15,000.
AS region under 5000
SA and OC under 500.
Numbers higher than that will probably not even be current (eligible for interview) in 2019. They would get interviews in 2020 only. So why rush???

There is time to decide the pricise timing for your submission to achieve a July interview, but it will be something around March/April. July interviews are from cases reading for scheduling in early May.

to determine your chances , he need to have total selectee number published. and you dont need to submit your ds-260 for four to five months from now. so dont submit ur ds-260 now . it seems to be higher selection year. so if there is big holes in the case number then you will have interview . if the hole is as of 2018 or 2019 , you possible may not have chane to interview or littele chances as your number is 13000 range for nepal in as region.

Email the KCC at [email protected] – mention your name, case number, and date of birth in the communication.
submit your application as soon as you have all the information checked, keep it for a few days and review it with a fresh mind every time, the case numbers are very high – mine is AS24XXX and I’ve seen other higher numbers, however, there has been high case numbers in ASIA before, they’ve reached up to 39XXX in 2011 but cut of at 7650 in 2015, there is no way to tell whether your case number is high at this point.
As for the ban that’s not something anyone can help you with but given the events in Yemen, it may not be resolved soon.

1. Follow the instructions on the DS260.
2. You have to list the countries where you LIVED. Not visited for a few weeks. If you were there long enough you will need police certs. Which is all decribed in the instructions that you clearly have not read.
3. You can renew later or now, whatever you want. Use your judgement.

Well your number is quite high. It is too early to know if you will get an interview or not. I suggest you marry earlier though, and in that case you can then add your spouse and both get visas.

Hi Brit thank you for the info, my wife won the DV-2020 lottery and her case no is 2020EU00045XXX. We’re from Turkey. Before I read your article we tried to sign in to the system for filling out the DS-260, we filled it with correct case no and visa confirmation number but got a “ The Case information you entered does not match our records” notification. Is this because our case number is high and not yet processed ( or too soon ) or is there a problem ? What do you think ? According to your article it seems that we will be interviewed in 2020. Yes there is a possibility you won’t get interviewed. If I were you I would wait a few months. That cannot cause delay, but may save you some hassle later.

Although I do respect your opinion and expertise, I strongly disagree with you about late DS260 submission.
With the new document system and that high number cases (hopefully not selectеes) in the bucket, KCC “needs” to know how many of the cases will respond and will expect interview so the can correctly manage their resources and therefore bulletin numbers.

I know all your efforts are in selectees benefit and I appreciate this, but for this post I believe you are not fully right :).
So basically you say that if KCC knows they have i.e. 25000 real cases they will push with same pace as if they know they only have 15000 cases (Sept-to-Jan)?
I don`t think so, I don`t believe all embassies up to now have worked in first months in full capacity, checking the data we can see that late months they interview much more cases.
This year we have U2 numbers up to 34k, that means there will be no clog on most busy embassies, so in theory they will be able to keep good pace in EU for first months. And that will only happen if they have most of the DV-s sent.

They have many years of history (as do I) to predict what cases will want interviews, so submitted DS260s is only one factor and scheduling happens month to month.

Because of the high number you should wait. You can delay the DS260 until around May of 2020 with no problem. So – by that time you will know more whether you have a chance or no chance, and you can get married if you want then submit as married.

I have been selected for DV2020 for Oceania. My case number seems quite high (OC1009) so I’m trying not to get my hopes up I will be interviewed at all.
I understand the reasons you have given in this post as to why high case numbers don’t need to submit early. Reading through the comments, it seems many people can have a change in circumstances like getting married, changing their passport, etc so it makes sense to wait.
I have two questions:
In my case I hold a B1/B2 visa. In your opinion, if I submit my DS260 this year and plan a short trip to the US after that, will the DS260 be considered “immigrant intent” at immigration?
I understand that DS260s can take about 4 weeks to be processed. If I was to submit today, would the KCC contact me in roughly 4 weeks or so for my documents, and then only contact me for an interview 6 weeks beforehand if there is a visa available (well into 2020)? Or will I simply not hear from the KCC at all because my case number is high?

Your number is not that high – in recent years that number has always been OK.
Immigrant intent is only an issue when applying for a new visa after a DS260 application.
However, KCC won’t touch your DS260 for months (because of your case number), so there is no point in submitting early.

Hi Brit, first of all thank you for your hard work. I was selected for Dv2020 and try to understand the Ds 260 form and just found that you have to provide sponsor address and I don’t have any friend and family member in us. So, is it must that the sponsor should be a family member or a friend? who can sponsor you?

You need to provide a US address of someone that will receive your Green Card. You may also need a sponsor – which can be someone at that same adress or another person. Use the search feature at the top of the page to search for I-134, or read the FAQ.

However, i was given post as Nairobi (I think the potential place for my interview) yet I am based in Rwanda and there is US consular in Kigali (Rwanda). What can I do to ensure my interviews are rather scheduled in Kigali- Rwanda than Nairobi -Kenya? Thank you.

Your blog has been very helpful, but i still have a few questions.
I’ve been selected for 2020 and my cn is EU10XXX. Currently I am not married, but my boyfriend and I are planning to get married before the interview and then add him to my ds form.
1. Since we do not want to move to usa before june/july 2020, when is the best time to send my ds260 form to be sure that our interview will not be before january 2020 or later, and yet that we dont jeopardise our chances for getting a green card (we plan to send ds260, and when interview is scheduled we plan to get married and add my partner on the form)?
2. We live together but the addresses on our documents are different, so do we have to change our documents to our current address where we live or is it ok that we just register the apartment where we live as a temporary residence by the police, and leave our domicile the way it is in our documents (all addresses are in the same city)?
3. Are there any conditions regarding financial situation to get the green card, do we have to have some amount on our accounts or own a real estate or is it necessary that we have a sponsor and what are responsibilities of the sponsor?

I suggest you get married before submitting (because sometimes KCC won’t open the DS260 for changes). You could submit as late as March or April or even May, but scheduling relies on two things now, DS260 and documents, so marry early, then submit and Jan/Feb/Mar for ideal timing

That would be OK. Visa processing is spread out over the year – so visas don’t run out until September in busy years.
