The “February” visa bulletin has been published. It concerns the case numbers eligible for March interviews.
As of this evening, the VB is published BUT is not available through the normal link – that link still says coming soon. However, the VB is available at this link.
For those that are current, and have forms processed early enough, they can expect their 2NL in about 1 to 2 weeks from now. I know I am going to get a lot of people who will ask me this exact question – so let me say that again. 2NLs will be sent in about one or two weeks time.
It is possible that some people will be current for March interviews, but will not be scheduled in March because they submitted late, or there is a processing backlog that causes a delay. February interviews were based mainly on cases submitted up to late July.
To those new to looking at VBs, let me explain what the “except” XXX country means (for Iran Nepal, Egypt and Ethiopia).
Processing is spread out over the full year. You can see the progress of the two previous years in this post about basic questions. However, some countries have a high number of selectees and those selectees are concentrated in the lower case numbers. For various reasons, mainly to do with embassy capacity, KCC slow down certain countries as compared to the region. So – in Africa, any case with a case number shown as under the new number can be interviewed but for cases from Egypt or Ethiopia, that number is lower. That isn’t a big problem, it just “slows down” those countries a little more than the rest of the region. Since selectees from those countries all have lower case numbers, this slowing down does not present any risk. It does not (at this point) mean they won’t allow all selectees an interview from those countries.

WHY IS THERE NO CHANGE FOR AF AND AS REGIONS? PLEASE READ BELOW!!!!
As I have been warning for a couple of months now, the pace for a couple of regions has slowed down. AF and AS regions have not increased at all (apart from the exception countries). As I said – I predicted that. I expected it. It is nothing to panic about. It is NORMAL. Remember this is a 12 month process and these March interviews are only for month 6 out of the 12. So RELAX!!!!
So why has this happened for AS and AF regions.
First AS region.
In Asia, about 80% of all the cases in the first 7000/8000 case numbers are assigned to Iran and Nepal. So – whilst the region as a whole has not increased, Nepal and Iran have increased, and therefore new cases have become current. That is simple to understand. There is a good increase for Iran and Nepal. Iran will possibly have the country exception removed next month since it is roughly in line with AS region as a whole.
Africa is slightly different. Let me explain how KCC organize their work. In order to meet the regional quotas, KCC try to schedule about 2000 AF region cases per month. That means around 3500 people (including derivatives), and from those interviews, approved cases would be sufficient to meet the regional quota in less than 12 months. There is no need to go faster than that, and in order to operate at best efficiency it makes sense to spread the workload over the whole year.
OK – hopefully that is clear to you. So then where do they get 2000 interviews from? Well, first of all they take into account how many people are already current but were waiting for their DS260’s to be processed. Next they increase the VB by enough numbers to yield the remaining cases needed to get the number of interviews they want. Since the number for last month was 28700, any number below that number was already current in previous months. BUT if someone had submitted in August, that case is only just now able to be scheduled. These are cases from the DS260 “backlog”. This month, those backlog cases (plus some for Ethiopia and Egypt) were obviously enough to fill all the interview slots with no additional increase in the AF region number.
This does NOT mean all the visas for AF region are assigned. It doesn’t mean there won’t be any more increased in subsequent months. It simply means they don’t need to increase the number this month.
Like I said – I have warned this was likely to happen. It should not be a surprise. Remember, the DV process is a test of patience.

I’ve been following up on the conversations here for a while now, I try as much as possible to find answers to my questions from other people’s experiences but you need to help me on this one, Am a dv winner from Liberia… I submitted my ds260 first early September, unlocked and resubmitted on the 26 of September, I figured I might get my 2nl by next month, but then in my ds260 form, I stated that my highest level of education is high school but then on the 7th of Dec I graduated from the University with a bsc in Biology
1. Do you think I should unlock my form and include it (I really dread doing that as I can’t bear seeing my 2nl delayed anymore) also considering the fact that I haven’t changed my name to my husband’s yet on my school documents
2. If I do not unlock it, do you think I should tell the CO my actual highest level of education though it wasn’t included in the form… thanks ever so much

So – you are in the backlog because of your late submission. There are enough cases like yours this month to not need any more numbers made current. You will be scheduled once your DS260 is processed. I doubt that will be in March, but maybe April, possibly May.

2012 was an exceptional year because the draw was totally messed up, and the results were scrapped after a few weeks. They had the draw again, but many people did not know they were winners, so not many people submitted their forms. That is why it went so fast.

I have new Born Baby this month and yet am not curunt since my No is AF 33XXX so accordingly i went through this process kindly confirm to me if am in the right direction :-
– I sent E-mail to KCC to unlock my application and my spouse application .
– I add the new Born detial in both application (mine and my spouse).
– I created DS-260 for the child and due to the fact that passport issuance my took more than 2 month for the child i want to put my passport NO instead and submit the application to avoid any delay .

That was a very late submission. It might be some months before your DS260 is processed – but I don’t know when. Watch the backlog process analysis on my articles when the 2NLs are released.

1. There is a maximum limit that no country can exceed of 7% of the number of visas available worldwide. That limit is 3500 at 50000 available worldwide. I that year 32250 yielded enough successful cases to hit the country max. In the end Egypt received exactly 3500 visas that year.
2. Possibly. Success rates have gone down since the DS260 was introduced, but still Cairo is one of the most lenient embassies.

I don’t know the specifics of what will be useful in your case or considered “convincing” by your embassy. Just prepare as well as you can.
FYI, the fact that you are legally married before interview is important in itself.

I am one of DV2017 Selectees from Ethiopia, with case number 2017AF00027***. I have unlocked and resubmitted Ds-260 form two times as per your recommendations where the last re-submission was done on last week of October.
The name of the high School I attended my Grade 9th and 10th (As per Ethiopian Education system we have a 12 years of schooling) studies is now changed since the school now includes also 11th and 12th grades. By the time I attended my 11th and 12th (Its called Preparatory program in Ethiopia) in a different school.
Here is the detailed naming change.

I have a question! My family and I was refused visa today at Paris embassy under the section 212(a)(5)(A)- The Foreign State of Chargeability is incorrect.
According to the CO since bith my wife and I were born in Africa we should have apply under our Cameroonian citizenship. Which is almost impossible since Camreoon does not recogniz dual nationality for French
Plus we both came here when we were minor like 18 to 20 years ago.
I just want to know is this valid reanon of denial since we cannot provide any legal cameroonian paper unless our wedding certificat that occur there !?
Why have we been selected at first place since when applying they ask us if we are doing it under our place of birth or nationality!! and I’ve choose Nationality for sure!?

The instructions make very clear that you apply under your place of birth. It has nothing to do with your citizenship. So – since you were born in AF region, you should have had an AF number. I assume you had an EU number, in which case your denial was correct, and totally predictable.

Hello Brit,
After reading a post from someone that had their interview in Ghana and was refused a visa because of a mistake in name spelling during the initial entry.
According to the individual’s report, the real name is ISRAEL but they entered ISREAL.
With this information coming through, I’m beginning to get worried as I am in the same position.
My name was spelt wrongly during the initial entry and my interview is due in April.
Is there anything I can do to avoid a similar outcome.
A friend is telling me to go and get an affidavit as a proof that the name on the DS260 is my correct name. Do you think that’s okay or is there anything else that might be helpful.

An affidavit is a piece of paper that you swear is true. That is the same as the DS260 which you will swear is true in front of the CO. But if the affidavit makes you feel better – get it. The reality is that Ghana embassy refuse cases routinely if they suspect some type of dishonesty. So – it is about their judgement of you. They will make that judgement based on you and your paperwork. Not the affidavit.

I’m actually interviewing in Sierra Leone not Ghana. I’m just getting worried as I happened to have the same problem as the guy in Ghana.
However, as advised I think I’ll try to get the affidavit so as to me being on the safer side.
I’ll really like to know if you have any info of how often such cases are refused in this part of Africa because I don’t have much info about these DV stuff.

Hello Britt, in the initial application I put vocational training without knowing it is unregarded. I then indicated Highschool certificate in ds-260 because by that time I had not finished my ICT Diploma and I knew Highschool is the minimum education required.
Question:
Will I carry to interview both highschool and ICT diploma? or only Highschool certificate to avoid dishonest suspectation. Kindly advise me what’s best I’ll do.

now I’m just waiting for my CN to become current to schedule the interview: I have two inquiries:
1) From reading your above article and analyzing the previous years bulletin, I expect my interview to be on June or July, what do you think? if not, do you agree with me that my number will be interviewed in all cases before end of September 2017?

1 more question, i don’t have aos, but have strong financial evidence, is the aos the nessesary or depends on counselor?i have heard for this year its not nessesary,ppl got their visas without AOS, but for example in 2013 the counselor had asked from everyone to show their sponsor from states, however there were financial proof.And aos is still throug documents people should provide for interview.

I have extracted data from CEAC website upto 3150 cases to find out how much winners are there above my case (68**). From the data, it was revealed that there are altogether 765 cases and 1411 peoples including family members from nepal only. Only one refused case has been noticed and most of them are at administrative processing, issued and ready status.So, at this stage, it seems that Nepal cut off will probably be above 7,000. What do you think?

Well that doesn’t account for Nepalese cases interviewing outside of Nepal. Nor does it account for the growth through marriage and birth. But below 7000 is pretty safe (as I have mentioned, Nepal first draw should be OK).

Dear Brit, My Case AS 79** (Nepal) from second draw. I am little bit confused that the second draw CN is lower basically in Nepal than first draw CN of other countries like Naza from Iraq. What do you think about it ?

After submitting my DS-260 form on May, I have not received any confirmation email from kcc yet. I would like to know shall I email kcc and ask whether they received it or not? Or normally kcc do not send a confirmed email regarding receiving the form?
I am asking because one of people who did comment under this post says he received a confirmation email from kcc on May also (the month he submitted the form) regarding the receiving the form.
Shall I be worried? What to do?

If your DS260 says “completed” they received it. You probably haven’t heard anything because of your case number.

Yes, in part “IV Application” they mention “completed”. when you say “You probably haven’t heard anything because of your case number” you mean i did not get email because my number haven’t current yet?
if your answer is yes, may i know so why some get email since their number haven’t current yet?
I mean I wanna to know whether sending email after completing the form is a normal processing or randomly they send email?
For example, Sam Hijaz the person who did comment earlier here, his case number is AS6900 and after submit the form he got the email. (my case number is between AS5500 – 6000).

No one gets the 2NL until they are current. Some get a confirmation of submission, but that is meaningless.
