This is for August interviews and is the penultimate VB for the DV2018 year.
For the inevitable questions. CURRENT means all case numbers in the region can be scheduled. AS region being current was expected, AF region was not.
Those that are current, and have forms processed early enough, they can expect their 2NL in about 1 to 2 weeks from now. For the last three months there have been delays in 2NLs for a large number of people – so we still expect some people to be interviewed that were current in June and July. It is obvious that there has been some delay in scheduling interviews – at least in some embassies. Since this is not normal I don’t have good answers for what that means, what impacts that will cause and so on. Because AF regon is now current it means that the AF embassies that are scheduling interviews as normal will be able to have ANY case number scheduled, but I suspect there will still be some scheduling problems in some of the embassies. It’s going to be interesting.
It looks like there has been a small redistribution from Asia (because AS region cannot use its quota while the travel ban is in force), and that has benefitted OC, SA and EU. Because of this OC and SA might exceed their previous expected numbers (so people with borderline high cases just got some good news) whilst EU is still a low number despite more visas from AS.
One more VB to go for DV2018.
For DV2019 winners – remember this VB is NOTHING to do with your numbers – this is just DV2018.
To those new to looking at VBs, let me explain what the “except” XXX country means.
Processing is spread out over the full year. You can see the progress of the two previous years in this post about basic questions. However, some countries have a high number of selectees and those selectees are concentrated in the lower case numbers. For various reasons, mainly to do with embassy capacity, KCC slow down certain countries as compared to the region. So – in Africa, any case with a case number shown as under the new number can be interviewed but for cases from Egypt, that number is lower. That isn’t a big problem, it just “slows down” those countries a little more than the rest of the region. Since selectees from those countries all have lower case numbers, this slowing down does not present any risk. It does not (at this point) mean they won’t allow all selectees an interview from those countries.

AS isn’t banned. Certain countries are banned – we don’t know when that will end.
EU might get some additional visas – but we don’t know for certain, we don’t know how many – so wait and see.

There are some things I still don’t fully understand, like density, quotas and visas availables.
This year density seems to be much higher than other years.
Do we know if density is much lower in Europe after CN 20.000?
I was reading in earlier post that usually density is lower the higher is the number.

While generally true, and totally makes sense if CN is high like parent comment has, it’s also true that September is a special month because on 30th everything turns into a pumpkin.
E.g. if IOM doesn’t like anything about one’s lungs xray (and they don’t have to be actually unhealthy, just e.g. had a pneumonia fro many years ago that could’ve left some scared tissue) they could require undertaking a TB testing, which takes 6 weeks – and, reportedly, sometimes even longer. This is normally non-issue – just a nuisance, but given the potential scarcity of available visas in September it can be a problem.
My CN is EU242xx, which may still have some chances. At least I still prefer to hope so. Me and my wife had decided to do the medicals in July – before the VB and (hopefully) receiving 2NL.
Even if our case won’t get scheduled, the worst would happen is that we’ll lose some money and get somewhat upset. It’s not that bad, compared to the other theoretically possible alternative – getting an interview scheduled, passing it and not getting a visa just because of the delayed exam results. Weighting the possibilities, we’ve decided that even if chances are slim, we’d rather lose money than temper 🙂
I guess we’re really nervous about it all, given that even getting a 2NL is uncertain, visa availability is uncertain, and then there’s a risk of getting random AP delay because of STEM education and work experience – I’ve been working at telcos, cryptocurrency startups etc – nothing serious, but who knows what consul might think about it… Heard it’s well probable to get flagged for extra checks, and given the timing that would be essentially a decline. With *so* many uncertainties, we’re trying to at least be sure about things that we can have some control over. 🙂 I’d say it’s worth the price as it gives us some peace of mind this way.
Still, I DON’T recommend anyone to blindly do the same “just in case”, without giving it a proper and careful thought. Starting from evaluating their medical history, financial situation and how much stressed they are. At the very least, one has to really recognize they’re at serious risk of spending their money for absolutely nothing but knowing they’re not contagious 🙂 And that even if they get a visa, they’ll have less time to enter the US.

12000 visas up to May, with 24800 cutoff. Being current allows AF to have 21.4K visas, not including AOS. That is more than the number of African visas for each of several recent years. And for past years where there were more, yearly world quota was more than 50K.

Out of 822 visas obtained since 6/1, only 200 were with numbers above 24800. Most likely, 1 month delay would be enough to consider those cases. What I mean is AF is current for August, not just for September, and one extra month would make large majority of those cases adjudicated.

I can show you an example. Let’s take cases AF17700-AF21100. They were not current in March, so in your 3/30 file there were no visas in this interval. They were current in April, and in the first month of being current there are 643 visas in this interval in your file 4/28. In the second month of being current (your file 6/1) there are 982 issued visas in this interval (643 + 339 = 982). And in the third month of being current so far (your file 6/17) there are 1097 visas in this interval (982 + 115 = 1097). We can see that the turnaround in Africa generally requires 2 months of being current (like April and May in this example) to have about 85%-90% of potential visas issued. So, if we look at interval 24800 through 28300 in your 6/17 file (current in May), there are only 208 visas issued in June. In the interval up to 24800 I expect a vast majority visas issued in May and in June, not just in May only. And what I mean 12000 visas under 24800 issued up to June. So I expect 21.4K visas in AF if it is current in August

I have not been posting to your blog for a while , because honestly what can I ask . What a year full of disappointmets . I promised I will tell my true story in the end and as this is like the end for big CN in EU I would like to share my story.
My name is not Tom and I am not a male . I live in USA and I have been a US citizen for about 7 years. First I was here with a GC with my husband . Since the first time I came here (I had no one from my family and I was 19) I started praying to God almost every night that my sister wins the DV lottery or that the process to get a sibling here would go faster.
Well last year it was me who checked the number if my sister was selected or not . When I saw that page that she was selected I could not believe my eyes and I had to ask my husband to make sure I was understanding it right . It was 9 PM here and it was 3 AM in EU. I called her anyway to give her the news . What a joy , what a miracle we could still not believe it . During that time I was doing paper for my parents too . They felt even more relived because my mom raised my 2 nieces 4 and 9 yo. we could not wait for the number to become current . Following the VB and your blog it turned out we have a high cn and it is almost impossible . We were still hoping ……..
It has affected us and our families like nothing else . It has affected my job, even my friend and my boss at work tell me I have gone downhill this last months . On Friday I cried like never before …………………..still can’t belive it that a miracle can turn out to be like this . My friends tell me: It’s not over until its over !!!! I wish !!!!!
My parents came here in December , and my mom had to leave last week because this has affected my sisters health and she cant even eat .

Tell me about emotional. I am also EU28XXX and till february I was certain of getting so much desired interview this summer. Forecasts were all above 33k..So I took a risk and quit steady over 20y job and made a transfer for an unstable US start-up company just to get US experience prior immigrating to US..They arranged to get me a 10Y non-immigrant tourist visa and I was supposed to go to USA in May..Nevertheless start-up company lost a license and it is about to close till end of june and my GC dreams also burst with latest slow pace development of EU case numbers…So if no redistribution occurs I am without a job already and in a big trouble..Not to mention how many sleepless nights I have spent surfing US immigration sites and troubling few of my US friends with questiones? It is not fair for DV2018 to end like this..if it was announced it would have been ok for the people not to hope in vain. Take care all

Turkish forum group are all sending emails and twits and telling “they cant wait to see redistribution for EU. Give the most possible highest cut off number for September. When every year, almost every region got redistribution” months before.. Just Like last year right? EU got 20500 visas, Exceed the quota way more. Got current months before and hit the CN30000. This year they over select plus wont even able to give 50k most likely. (surprising when it was all their purpose! to give as many as visas possible) EU should get at least 30000 CN as well again. Forget about the density, derivate and what ever the other causes got us in this situation because there will be thousands of visas left. And in the history of lottery, KCC never tried to not to give visas. Their main purpose was giving the highest visa as much as possible. Nothing should be changed this year I believe, if there is any justice over there just like the past 15 years. Keep being awesome KCC, please! (well last sentence also can be added to the mail, I like it) 🙂

Honestly – that number never looked certain (meaning it was always considered a risky number) – and all the news has been working against you, so every month it became a little clearer that your number was too high. Yes Brit, its easer said than done . I wish it was just like that except and done. But when I looked at all circumstances, praying for years everything was happening in the right moment . Than looking at the number comparing to previous years it didn’t look too bad . And now AF goes Current which was also predicted as impossible. I am very religious and pray all the time and believed that my lord Jesus has answered my prayers, I still do , there is nothing impossible for God!!!!
I just want my family to be together and this is why is so hard to except. That number was a selecte number and of course it gives hope , lots of hope !

In my ds260, I stated that I have visited the US before and the details of that visit and visa number etc. I had another passport at the time, which has expired now but still is in my possession.
1. Do I need to bring that passport and the visa on it to the interview?
2. Or is it sufficient that they have the details on the ds260 and would be able to confirm for themselves
3. I submitted my ds260 on May 27th 2018, CN 2018AF7xxx. Should I expect at least 6-8 week’s processing time?
4. I would be interviewed in Sudan, and if I have understood right from the data/graphs on your blog it seems like the issued/rejected numbers are quite low. Less than 200. Can it mean that the embassy there is not a busy one? Any idea on that?
5. By the time of the interview, I should have 30k usd, with bank statements and pay slips, job contracts etc to the interview. do you think I would need an I-134?t
6. During my studies in Europe I had a total of 3 semesters, in 3 different countries. UK, Belgium, Spain. The degree is from UK. I spent less ham 6 months in Belgium and in Spain. Do I need police certificates from those countries. I have the one from the UK.

Regarding question 6. For that complete study period I only provided the address in UK since I was a resident there for my studies and not in the other two countries as they were considered visits and living in a guesthouse and a hotel apartment.
I was in an out constantly and there’s no specific indication or proof for those times only university can confirm the periods of study. If they CO inquires/contacts them.
I.e. on paper I only studied/was a student in the UK. Would that be a problem to not have police certificates for Spain and Belgium?

In my experience with KCC they always (or at least often) say things that are “convenient” ways of closing down the conversation. They don’t expect people to know anything, so they know that can say something that sounds sensible and the call will end without having to explain delays.
So – whilst I love the ladies of KCC, I don’t always trust their answers.
Now – is it possible that some additional pre-scheduling checks have been implemented – sure – but we can’t know for sure.

They don’t have much control over the process, and often cannot answer the questions they are asked (because they don’t have the info). They are not experts at the process – and it is not part of their job to try and give advice. Combine that with the difficult task of answering questions with desperate people with varying proficiency with English. Wouldn’t you think they sometimes say whatever they have to say, simply to end the conversation?

It looks the issuance pace is still high even though less cases are scheduled, each time I see an update on vidsa issued I see that new 300-400 visas have been issued in Europe in last 5 days. Very disappointing, Is there anyone in Europe that didn’t go for an interview, seriously it looks everyone went. 🙁

My Algerian friend was selected for DV2018. Her case# is AF35000. She had lived in Egypt when she was selected over a year ago, but she moved back to Algeria almost 9 montys ago. She didn’t unlock the DS260 to change the address because she thought it might affect the processing of her case. Now that Africa is current except Egypt in the 21000ish, she has not received the 2NL yet, and she is freaking out, fearing that maybe she was selected while in Egypt means she will never go current.
What do you think? What do you recommend? Thank you

BTW, she has a dual citizenship: Egyptian/Algerian. She indicated that she was born in Algeria in the DS260 form, although she also pointed that she applied for the lottery while in Egypt.
I’m thinking maybe she should unlock the form and change the address to Algeria, at least she could get a chance.

Is depends on the country of birth not from where she did applied or live.
Since she has been choosen as her country of chargeability from Algeria the she has no effect by Egypt numbers.

I doubt her country of chargeability is Egypt (otherwise her number would not be so high). The country of chargeability controls the country except number – and it is shown on the 1NL (selected letter).

When I check at ceac.state.gov, it shows “YOUR CASE IS CURRENTLY AT: KCC.
1) Does this mean my Ds-260 hasn’t been processed?
2) When will it be processed if they’re still to?
3) Does this imply i won’t get an invitation for an Interview?
4) Or is there something I need to do for my Ds-260 form to be processed?
I do understand my case number is far and not very safe: AF49XXX.

I am one of the luckiest winners of 2018 DV Lottery Program. I was selected during the 2017 DV draw. During the registration process I registered three times with different names, but fortunately, the one with my real name was selected. I’m scheduled for interview in July and my fear is whether the names use during the registration process will not affect my visa interview? Or is there any fine / charges to people with multiple name? Or will the system detect those multiple names?

Regarding the issue of late scheduling and the fact that AF region went current in the last VB, maybe the number of REAL CASES to be scheduled for the next months is not too big to worry about scheduling and that’s why they put AF as current? is this a possibility?

I am trying to understand what’s the point of making AF current if the real cases eligibles for interview are a lot higher than the embassies capacity. They have to accomodate everybody because they gave people hope twice, last year in May at the draw and this month by annoncing that the region is current.

They don’t “have to” do anything. They are making decisions based on what is within the rules and fairest for the largest number of people. Just because some embassies are not able to schedule, should they keep the whole of AF waiting – no – that would not be fair. So – by going current they allow the best chance of scheduling those cases that can be scheduled, with the widest possible use of the embassies throughout the world. However, it seems likely that they have allowed for the fact that some embassies will not be able to schedule the volume of cases – so my guess is that there are going to be some that won’t get interviews. However, that is just a guess – we have some weeks to wait.

Right – so in Casablanca you would have a worry right now. As it is you will be scheduled with no surprises.
However, one tip. Madrid won’t necessarily understand your home country education system. So – if your education achievement might not be obvious, put some thought into how you can demonstrate you meet the requirement to avoid AP while Madrid checks with Casablanca.

As to the education requirement, I actually moved to Spain right after high school when I was 18 for higher education. I have an engineering degree from a Spanish public university (obviously you need A high School Diploma plus entrance exam to get into the program), and also, a High School Equivalency Diploma from the Spanish ministry of education,…. besides of course the moroccan high school diploma which I need to translate and certify. Do you think it’s enough to avoid AP?
