This is for July interviews.
Those that are current, and have forms processed early enough, they can expect their 2NL in about 1 to 2 weeks from now. I know I am going to get a lot of people who will ask me this exact question – so let me say that again. 2NLs will be sent in about one or two weeks time – that means the latter part of the month. The schedule is that VBs are published between the 8th and the 15th of each month, and 2NLs go out from the 15th to the end of the month (most typically around the 20th to 24th). This is the same every month, so there is no need to ask me.
To those new to looking at VBs, let me explain what the “except” XXX country means.
Processing is spread out over the full year. You can see the progress of the two previous years in this post about basic questions. However, some countries have a high number of selectees and those selectees are concentrated in the lower case numbers. For various reasons, mainly to do with embassy capacity, KCC slow down certain countries as compared to the region. So – in Africa, any case with a case number shown as under the new number can be interviewed but for cases from Egypt, that number is lower. That isn’t a big problem, it just “slows down” those countries a little more than the rest of the region. Since selectees from those countries all have lower case numbers, this slowing down does not present any risk. It does not (at this point) mean they won’t allow all selectees an interview from those countries.

KCC will be scheduling interviews now – you can try and get them to delay yours until August, but if not, you then have to deal with rescheduling the appointment with the embassy, and that can introduce risk. Your choice.

In the first example I wouldn’t be silly enough to send money to an obvious fraud.
In the second case the letter you got told you you were not guaranteed a visa. That is repeated on the page of instructions. If you are doing CP abroad you don’t pay ANYTHING until the day of interview – and by that time you should understand there are some requirements you must meet. Failure to meet those requirements means you won’t get a visa.
Again – and for the last time. You have a ***choice***

We have come to an end to this discussion because you didn’t want to reply as Simon who had met all the needed requirements but they failed to process your case in time.
For the last time i’m telling you that i meet all the needed requirements otherwise the CO could just deny my visa!!
He didn’t deny it however my case was subject to futher processing.
I paid that money for the whole process(that includes the interview + processing …. etc)
I’m not saying that my visa is guaranteed at all.
I know that i have the right to be notified the reason why my your visa was denied but it wasn’t denied!
They failed to do their job and process my case in time so they MUST give me my money back!!

Visas are limited! Not everyone who receives a Congratulations Letter will get an interview and a visa. Winners are given interview dates in the order in which their entries were selected. It is very important that all DV applicants have all their documentation in order when they come in for an interview. If documents are not complete and the applicant has to return later, it can reduce the chances of getting a visa. Once the global quota of number has been issued, there are no more visas under the DV program.

You knew from the beginning the risks of participating. Also I’d like to point out that selected people are never called winners or promised anything, rather They’re informed that they’ve been selected for further processing on both 1NL and 2NL so I’m afraid to break it to you: you’re sole responsible of jumping the gun and anticipating your approval when nothing actually was guaranteed which is why it’s best to be cautious and patient. Taking a lottery outcome for granted is a bit nonsensical… There are ALWAYS more selected applicants than visas allocated so even if selected we all know it’s not sure until we go through POE and get our passports stamped.

Certainly disappointing numbers for Europe… as opposed to Africa where they hit the “turbo” button, they still have the foot firmly on the brake for Europe. It’s obvious that Europe was very front loaded this year (because of the change in processing DS260s) meaning a lot of visas being issued very fast to the under 20,000 case numbers. They are still far ahead where they were in previous years in terms of visas issued at this point in the process (a good year for comparison is 2015). The way they’ve decelarated this last 4 months might be an effort to get to the usual amount of visas left by the end of July (around 3000). I think they may be doing this because when the last 2 VB numbers are published they have to “nail” it, so they might be using a reference like July 2015 to “guesstimate” the number of case numbers made ready for the last couple of months, when they will probably get the pace back up to make the usual 1700 cases/month current for the last couple of months, maybe a little more because by decelerating the pace they probably have run through a lot of backlog cases (kinda like reducing inventory). Again, optimistic theory, I know, but I think it makes sense…

For EU : As of may 7th they issued 12294 visas (~12100 for CN up to 16k, April cutoff) and the limit is 18300. For CN from 0 to 11k they issued ~210 visa per 250 CN and from 11k to 16k they issued ~150 visa per 250 CN. Plot the data it’s pretty sensible those 2 trends and actually they match the CN density showed in Xarthisius graph. If they keep this pace of 150 visas per 250 cases you will see that final CN should be ~26.5k. We can also note that the density slightly decreases from 20k CN so I won’t be surprised if we end up slightly above it (28k?)… (my previous guesstimate was 29k). I know it sounds pretty optimistic given this new VB for EU but I try to stay on facts.

For EU: 12287 issued, plus 1259 under AP, plus 4684 Ready. It’s already 18230. The quote is about 18300. Where did the number of Ready come from?

based on Xarthisius data < 16k (I prefer to use the 16k because it's April cutoff and we are beg of May so it's less polluted by all the CN coming in the coming months) I find 5527 "ready" but 2610 who are ready for a long time (with CN < 16k), you can expect that a large majority won't show up, so 2917 left for the months of May and June. Still based on 16k) and end of June (so CN < 20.3k) you get : 14.5k issued, 873 AP, 3.1k still ready but unlikely to show up, 1146 refused.
Then apply 150 issued per 250 CN (my linear extrapolation) and you get CN of 26.5k to reach the 18.3k issued.
Again my numbers seem contradictory with the VB pace of July – I agree with that – but I don't see a big mistake in my calc…if someone can explain me 🙂
@Xarthisius : BTW I don't know where your AP and ready come from I don't get the same numbers even if I use the same csv file.

Hi fwf! I agree with most of your calculations. By the end of June there will be around 14,500 visas issued but I think there will be around 1450 cases refused and a lot less cases ready, most of which probably won’t show up. That should affect the ratio of visas issued for CN for the last 2 months. Again, my theory is that July VB number is so low in order to hit the right pace for the last couple of months. If our calculations are right and June ends with 14,500 visas issued and not that many ready cases likely to show up (around 1500), they have to get a LOT of new cases ready just to make sure they hit the quota by september. Also, derivative rate decreases after 20,000 to around 2.2. My guesstimate is still around 30,000 cutoff number, which still leaves thousands of people with their hearts and dreams broken unfortunately…

Do “READY” cases include derivatives? As I see on the chart for EU, there are 12287 visas already issued and 4684 ready. no response rate is in avarage 20%, so this 4684 will change into 3747 actual interviews. So does it include derivatives? If it does, and the quota is 18300 there will be around 2200 visas left for the last two months. If it does not, then this 3747 interviews will change into 8000 visas (3747*2.3 avarage derivative rate) which means they already met the quota. I am not sure if I understand that correctly…

No – it was entirely predictable. I predicted it. I explained why. I am certain. They selected over 3800 people in OC. Last two years they selected 1450 and 1500. It’s easy to “open up” when there are only 1500 people selected, impossible with 3800.

Our situation is a little trickier as we are already living in the US on E3 visas. We have been advised that we can’t do a change-of-status as the wait time in NYC is 6 months+. I have known AOS cases go current in September and make it in time. You would have to file early (as soon as the VB says your number is current), and it is a risk.
If you want to reduce your risk, do CP.

Really – I don’t know because there might be some visas available from the other regions – but nothing is certain. Without additional quota there is no way to reach your number. Honestly – without doubt – “wait and see” is the best advice I can give anyone.

My concern is, Can I start preparing some of the documents like Police certificates and Translations? As I have to get the Police clearance from more than one country for me and my wife as well, and some countries takes longer time to issue such documents. Please Advice 🙂

Like, I get it that if I’m not called for an interview in August I’d probably be called in September but I’m wondering whether there’s a chance I won’t be called at all. I’m wondering whether they could be like:”well we called up to EU23.300(for example) and we are done, so September will still be the same number. I think they did that in one of the past lotteries where they called up to a certain number and the last month was still up to the same number.

Simon, is there any chance to see numbers in high 20’s for EU region, or that’s not even a possibility? Could it be possible to repeat the situation from 2015, when we had a big jump in August 4050 and 3300 in September? That year, the July jump was only 1575 numbers, almost like this year. I know that you are going to say whait and see, but I am not looking for simple yes or no, just your opinion is there any hope left for us in high 20’s. 🙂

Looking at the data provided by Xarthisius it is clear to me that EU quota can be easily met with the cases in hand plus some additional cases which might be current by next visa bulletins. I have CN around 24k and have two questions if you don’t mind:
1. Do you think Embassies will work almost with half of their capacity during August and September taking into consideration personnel vacation? How has it been previous years?
2. Do you think that the increase of real cases on July (just 656) has definitely suggested that visa redistribution will not happen and NACARA visa will not be allowed to be used?

@Mic, obviously it would be disrespectful from my part to give you an answer when the expert is Brit Simon.
But honestly Mic, not only for you but even for me EU 24k, it would be very difficult to be given interview chance if quota is not exceeded or NACARA wouldn’t be allowed to be used.
But anyway Mic I hope i’m wrong and I wish you have the chance because of what we have waited so long and dreamed for.
