This is for May 2019 interviews.
It is clear that the new document procedure has created a backlog. This backlog is obviously a factor in the VB progression. Normal logic would say that if cases cannot be scheduled because of the new document process, that would mean the VB would be able to move faster. However, there is a backlog of cases from previous months that is absorbing a high number of the interview slots available each month, and that will cause an opposite effect on the VB (slowing). So – it remains to be seen how each region will be affected. The effects will probably not be the same in each region, because a region such as AF is slow to react to a new procedure whereas other regions will react faster.
As I have explained before however, I do expect pace of the VB to increase toward the later months. Why? Firstly because it always works that way in the regions where there are country limits. Density reduces in later number ranges, so more case numbers need to be made current to get the same number of cases to interview. Secondly the new document procedure will mean that some people will not be able to be scheduled to be interviewed, so again, KCC would then have to increase VB pace to fill the interview spaces. But as I mention above, the backlog will have an impact on that, so I would urge people to “wait and see”.
Those that are current, and have forms processed early enough, they can expect their 2NL in about 1 to 2 weeks from now. This is the same every month. VB from the 8th to the 15th of each month, and 2NLs in the second half of the month. For the last few months there have been 2NLs sent in two main batches, some early (around the 15th to 20th) and then some in the later part of the month. But given the low numbers that may not be necessary. I would expect the 2NLs to have all been sent by the end of this month.
To those new to looking at VBs, let me explain what the “except” XXX country means – and you can also read this post on how to read the visa bulletin.
Processing is spread out over the full year. You can see the progress of the two previous years in this post about basic questions. However, some countries have a high number of selectees and those selectees are concentrated in the lower case numbers. For various reasons, mainly to do with embassy capacity, KCC slow down certain countries as compared to the region. So – in Africa, any case with a case number shown as under the new number can be interviewed but for cases from Egypt, that number is lower. That isn’t a big problem, it just “slows down” those countries a little more than the rest of the region. Since selectees from those countries all have lower case numbers, this slowing down does not present any risk. It does not (at this point) mean they won’t allow all selectees an interview from those countries.
To understand why some countries get lower case numbers, read this article about the lottery draw process.

Hello BritSimon,
My case number is 2019EU29***. I would be grateful if you could help me clarify the following questions.
1. I filled and sent DS260 form on Feb 24, 2019. I received an email confirming the submission of the Immigrant Visa and Alien Registration application. However, I have not received any notification so far asking to send an email to KCC containing all the required document scans (in accordance with new procedure described on your website). Should I send my scans anyway as soon as possible?
2. My police certificate will be ready on April 6, 2019. Taking this into account, I will be able to send an email to KCC with all required scans of my documents one week after April 6. Isn’t it too late in my case? Should I consider an option to pay to agency in order to receive a police certificate earlier?
Thanks!
March 17, 2019 at 16:22
1. If you want. You have time.
2. If it were my case, I would get it earlier.
March 17, 2019 at 17:24

March 18, 2019 at 12:33
Hello Brit,
Based on VB I will be current in May. I got the email to submit the documents on March 6 and submitted the documents on March 15. I have two questions:
1. Should I email them and ask if my documents are okay, or is it too soon to ask?
2. Is there any chance that I will get the 2NL by the end of March?
Thank you
March 18, 2019 at 13:30
1. FAR too soon.
2. Very unlikely.
March 19, 2019 at 15:33
Does this mean I should have sent the documents earlier?
March 19, 2019 at 16:02
Yes. But unless you have a time machine, it doesn’t matter now.
March 18, 2019 at 13:11
Dear Simon,

1. how long can complete and valid takes, for example, I have summited documents a week ago but still nothing came from KCC
2. may be the name of my baby’s letter made a mistake on passport ( ‘Arefayin’ to say ‘Arefaine’ so has it problem ? formally only passport has one letter error. has it impact on validity and completeness? if it has a problem shall I recorrect passport or not? thanks in advance!!!
March 20, 2019 at 13:59
1. It varies. Patience.
2. The passport should be accurate!
March 20, 2019 at 14:45
Hello Brit, I sent a mail to KCc that i submitted my Ds-260 and my document in November. I ask them when are they sending my 2NL because I am current for may interview AF19XXX
THIS WAS THERE REPLY BELOW
QUESTION 1. (does this reply below means that I should resend my documents again)
Question 2 (have they forgotten about my case because I submitted earlier?)
Questions 3( any time I contacted them, this reply below is what they always send to me .what does it really mean?)
Thank you for your inquiry.
Your DS-260 has been processed. You should have received, or will soon receive, an email from the Kentucky Consular Center giving you instructions to complete in order for your case to continue processing. Please follow the instructions in the email. Interviews are scheduled numerically based on case numbers that have completed processing. Interviews for the DV 2019 program will begin in October 2018 and conclude on September 30, 2019. Please refer to the visa bulletin at http://www.travel.state.gov to locate the current numbers being processed. This bulletin is updated after the 15th day of each month. Once an interview date has been scheduled, you will receive notification via email to check http://www.dvlottery.state.gov.
In order to continue processing your case, you must submit electronic copies of the required documents in .jpeg or.pdf format as attachments to [email protected]. Use your case number as the subject of the email. The maximum email size is 30MB. If the total size of your attachments is larger than 30MB, send multiple emails using your case number as the subject of each email. Please send your documents for KCC review only after you have collected all of the required documents for yourself and all accompanying family members. Send documents only to the [email protected] email address; for any document processing questions use the [email protected] email address.
The following documents are required for all applicants:
• Copy of the international travel passport biodata page
• Birth certificate
• Military records for any applicant who is currently serving in the military or who has previously served in the military. If you have not served in the military, military records are not required.
• Police certificates for applicants 16 years of age or older from all required countries, which can be found at https://travel.state.gov/content/travel/en/us-visas/immigrate/diversity-visa-program-entry/diversity-visa-if-you-are-selected/diversity-visa-prepare-supporting-documents.html. Click the link to find if a police certificate is required for your country. If a police certificate will be sent directly to the Embassy or Consulate, submit to KCC a copy of the receipt showing you have applied.
• If you have been convicted of a crime, a certified copy of each court record and any prison record. This is only needed if you have been convicted of a crime.
In order for the Kentucky Consular Center to assist with inquiries regarding a specific Diversity Visa (DV) case, you must provide the Principal Applicant’s full name, complete case number, and date of birth in the following format (MMDDYYYY) as entered on the original entry. Please remember that the Kentucky Consular Center does not have the authority to tell you whether or not your specific case will be disqualified. Only a consular officer can do that at the time of your visa interview. Do not send any paper documents to the Kentucky Consular Center.

It is simply saying your DS260 is processed.
March 20, 2019 at 17:44
What are they saying with regards the documents I sent? They haven’t said anything to me in relation to that, even when I message them. Am confused
March 20, 2019 at 18:26
Nothing in that letter speaks to that., If you are confused, call them. OR – better yet – just wait.

Hi Brit, I’m AF45781 . I’ve received an email requesting additional documents. We just had a baby and the baby doesn’t have a passport yet as we are in Thailand and Cameroon Embassy is not here but in China. We plan to go to china for the passport but it’ll take up to 3 months to be delivered . 1.What can we use as the child’s identification on the child’s d’s 260?
2.can we submit the civil documents without the child’s passport?
3. Should we wait until we have the child’s passport before resubmiting the ds 260 and the additional documents at the same time?
March 20, 2019 at 22:47
1. The passport of one of the parents.
2. Yes (with written explanation).
3. No.
March 21, 2019 at 06:25
Hello brit
My CN AF27**** I have completed ds260 and sent all the required documents then i received email from kcc a month ago that conforms my documents validity.
My question is:
What if my wife doesn’t want to proceed any more? She is on ds260 and i sent her docs too.
March 21, 2019 at 13:56
She would not go to the interview. That’s all.
March 22, 2019 at 07:33
Thanks
The CO wouldn’t ask me why she didn’t come? And may this have any effect on my visa? Thank u in advance.
March 22, 2019 at 15:35
The CO can ask whatever they want. You just reply with the truth.
March 21, 2019 at 16:28
HI Brit
Yesterday I’ve sent required documents by mail and then received automatic reply that my mail is received!
1.Should I expect that in the near future someone will reply to me that my documents are OK or something like that ?
2. I wrote in the subject cell another text instead of my CN but recorded it in the mail body. Is it problem or not?
March 21, 2019 at 16:29
1. Possibly.
2. So, you did not follow the instructions. Yes that is probably a problem. Send it again.
March 21, 2019 at 18:52
Thank you Brit for your kind support! I really appreciate it.
I just sent my documents again and remarked to disregard my previous mail.
Best regards man.
March 22, 2019 at 08:55
Just for others if you need this info( My case# AF23**)
I have received email requesting docs on March 18; I have sent them same date, and on the 21st they sent me a confirmation reads as:
“Records indicate you have submitted a complete and valid DS-260 application for each family member, and you have provided all required documentation to the Kentucky Consular Center.
Once an interview date has been scheduled, you will receive notification via email to check http://www.dvlottery.state.gov”
So, If we follow Simons advice( esp, “wait”) everything will finally come up.
March 23, 2019 at 06:26
Please have u been scheduled already?
March 22, 2019 at 09:17
Hi brit it’s from AF and my CN 199** i send my document on 23/11/2018 sent all the required documents then i received email from kcc a month ago that conforms my documents is on processe! My Qes is shall i send again or wait ?
March 22, 2019 at 15:44
You could ask them if the documents are complete to their satisfaction, or you could just wait and see if you get scheduled.
March 22, 2019 at 16:07
Dear Brit?
It would be the saving account of 60000 USD can cover for public charge of 3 family members? If we can not have sponsor?
March 22, 2019 at 16:21
That should be fine.
March 22, 2019 at 16:36
Ok bro Thanks!
March 22, 2019 at 19:20
Hi Brit . Thanks for helping us. I have stayed in another country for almost 5 years and l left that country since more than one year. My resident permit also is expired. After leaving that country, luckily l had get my police record from the country via their e-government website in May 2018. Now l can’t get a new police record because l have been deleted for not being in that country more than one year. My question is , can l submit the old one even it is old ? Thanks for answering me.
March 22, 2019 at 21:48
Yes.
March 23, 2019 at 09:06
Hi Simon, I’m in Europe and currently supposed to be interview in may I already sent my DS260 but I waited to send all the documents cause I’m getting married the 4th of may. Should I wait to get married, change my ds260 and send all the documents at that time or should I send all the documents now? what would you suggest?
March 23, 2019 at 14:20
You are leaving it very late to get married! Not sending the documents will delay your interview to allow time to add your spouse, and in theory you could delay until the date of the marriage and then submit. Personally though I would have set the wedding sooner.
March 23, 2019 at 17:05
Hello brint ..on Thursdays I send email to kcc with my documents
Cn 25XXX
So I am waiting
How much time need kcc for confirmation my documents?!
Please if you have one information about it please let me know

I don’t know. Patience.
March 24, 2019 at 01:54
Hi Mr Brit! Thank you very much for your invaluable answers to our questions. My concern is that I sent my scanned documents with a number box in the form 2019AF2XXXX without the zeros after the AF. I do not know whether to return a new form 2019AF0002XXXX. or consider it the same thing and leave it there.
Thank you !
March 24, 2019 at 04:25
You can ask them if they are happy with your documents or just send them again.
March 24, 2019 at 08:19

Hi Simon,
I have send my documents and my number is AS76** is for May interview as per visa bulletin, however my question is, i have taken my police certificate from my country last year and my wife also… and we have not returned back yet. However as i know it’s valid for 6 month… do we have to request another police credit or it will work out… as i heart that if you didn’t go back to your country after receiving police certificate you can use for 1 year??
Thank you in advance
March 26, 2019 at 18:33
This is from the state department website:
“The applicant must submit police certificates that meet the following guidelines. The police certificate must:
– Cover the entire period of the applicant’s residence in that area.
– Be issued by the appropriate police authority.
– Include all arrests, the reason for the arrest(s), and the disposition of each case of which there is a record.”
“Police certificates expire after one year, unless the certificate was issued from your country of previous residence and you have not returned there since the police certificate was issued.”
If you haven’t been to that country since you received the police certificate, you don’t need a new one.
March 30, 2019 at 08:57
Hi brit it’s from AF and my CN 20283 i send my document on 23/11/2018 sent all the required documents then i received email from kcc a month ago that conforms my documents is on processe! My Qes is shall i send again or wait ?

Hi Brit,
My CN is 2019EU182XX and still have not 2NL, I’m current from February, any advise please?
March 30, 2019 at 14:49
Have you sent them your documents – and if so – when?
March 30, 2019 at 15:07
Yes, I got email on 20.12.2018 from KCC and I sent documents on 15 January, got automatic reply from KCC that received my email and processing my documents. So when I can expect date for interview? Is logic to be in June?
March 30, 2019 at 15:12
Well it wont be for May…
March 30, 2019 at 15:20
I can see that many cases with CN EU18XXX already got 2NL for May interview. Does it mean that something is not ok with my documents, do I need contact KCC or no need of panic this is because of backlog?
March 30, 2019 at 15:23
It is probably capacity issues at the embassy. No need (or point) to panic. Patience.
April 2, 2019 at 17:10
Hi, Brit! Thanks for great job! My CN 291xx, I have sent the ds 260 in June. 1. Do i have chance to reach interview. Should i send the doc scans now, without recieving any mail? Thanks!

is it regarding the ds260, if yes
no i didn’t but instead the email received will remind you to print the document which is simply the application confirmation
April 5, 2019 at 20:23
but if the email itself is targeted to make you print the application confirmation there’s no pb….cause that’s the aim after all

Hello Simon,
My husband and I have received our interview date for May and have a question in relation to police check translation that you or others may be able to help us
We have qualified for an Oceania area visa but live in Germany, we will be going for our interview in Frankfurt. We have numerous police check from other countries we have lived in, and thankfully all are either in English or translated, apart from our German one. I read somewhere that you do not need to have a police check translated if it is issued from the same country as where you are interviewing (eg, we have a German police check, our interview is at the American embassy in, so it is acceptable).
Do you know if this is true?
On a side note, a huge thank you to you for all of your work and the effort that goes into your site. You have been an enormous help to us throughout this journey, and we look forward to sharing our news in May after our interview; hopefully, it’s good news.
Kind regards,
Jody and Niall.

It’s not about the police check per se.
You can present any document untranslated IF that document is in the official language where the embassy is located (for example, German in the German embassy).
