The above numbers are for the final VB that relates to DV2018. And oh my – they have really continued the roller coaster.
Those that are current, and have forms processed early enough, they can expect their 2NL in about 1 to 2ย weeks from now.
There is much to talk about. The most unusual thing is the retrogression of AF region from CURRENT, back to 39500. I knew it was technically possible, but in the years I have known I have never seen this happen. I had pointed out my concerns about scheduling interviews in AF region – and it was clear that they focused on scheduling for lower number ranges. There was not enough time to schedule all remaining cases, but it was NOT clear to me how they were pick and choose which cases got scheduled, and which didn’t. Well – this is their answer to that problem. By moving the number lower, they don’t have to Pick and choose.
Now – the big question for a few cases that are above 39500 and already scheduled is how will their cases be handled. Well – I am not 100% certain, but I believe those cases will be cancelled. The page that explains retrogression is here. For other case types it simply means a delay. For DV of course – it means the deadline will be hit. So – that might mean they handle thes cases differently – I don’t know. If you are one of those affected, I suggest you contact KCC and see what they say. Just THOSE people call please – those people need priority to get their question answered. **Update – some points made here for people already scheduled ABOVE AF39500
For others in AF region who were current – they are now finding they are not current – and will not be getting a DV interview. The journey is over for those people.
For other regions, EU has had the hard stop we could all see was coming and has been widely discussed. I would say that a redistribution of visas did NOT happen. SA and OC regions are exactly where they have been expected to end right from the beginning. This year will be “underfilled”. It’s very sad to see.
Now – some obvious questions.
- Is this the final numbers for the year – YES. This is it.
- Has this ever happened before – not in DV that I know of, but it has happened in other visa classes.
- Can anyone sue the government over this – no. Immigration is a privilege, not a right, and everyone is warned in the beginning that visas could run out and that selection does not guarantee a visa.
This year has turned out to be a mess. Over 30,000 people already have their DV visas, and for those people I am happy and grateful for the DV program. For those who just had their dreams shattered – you have my understanding and sympathy.

I am from AS regoin and my number was already current for July 2018. I am in the process of AOS. My file has sent to local USCIS Field office at the begining of this months from NBC after completion of preliminary security/background check.
And i am not from those travel ban affected countries, i am from Nepal.
For me it is hard to figure out that how much is the possibility of visa run out before adjucating my case in USCIS Field Office in this year?
As i know that last year in the september, thare were several cases that visa were run out at the time of adjucation.

I think your file is at the consulate now, so he wont be able to affect it anyway.
But just to be extra safe, you can call the consulate and tell them exactly that, so they wont make any changes to your file and interview date unless it is asked by you in person.

The DV selection is totally random, so a previous win or DS260 doesn’t affect the chances of selection at all.
The DS260 can be a factor in future non immigrant visa applications, as you have expressed an interest to immigrate to the USA. It doesn’t mean you cannot get a visa, but it could be slightly harder.

I’m sorry – but that is not how it works. The 50,000 is the global number of visas available. That includes all regions – and those other regions have their own numbering. I’m sorry – but you do not have a chance.

But there is supernatural intervention you will not be able to explain at some point . we have been following this blog and all official Dv website and consulting Dv experts with out official blog but preparing applicants on ground .
Limited reasoning are available on retrogression especially on Diversity visa. Visa bulleting cutoff limits Visa available for a given month. But it doesn’t limit Interview scheduling .
Let’s see how will the retrogression ends DV 2018.

Hi Brit. now that Africa is not current anymore and now has a final cut off point,
1.does that mean that all the countries in Africa have reached the maximum 7% per country allocation?
2. Assuming that all the countries in AF have not attained the 7% limit, and travel bans for some countries still apply, won’t that increase the number of available visas and consequently cause a redistribution of available visas to make up 50,000?

Whatever I explain, you aren’t going to accept it, and you already made silly comments about what I have said, so let me just say this. Sometimes life isn’t fair – or at least doesn’t seem fair. Some people missed out. That is part of the lottery. The law says the people with lower numbers take priority – that is what they have done.

As you know, DV2018 for AF ended in the most dramatic way, so this is the end of my journey. but now I’m scared shitless I may no longer visit the US on ESTA or any kind of non-immigrant visa. This could severely affect my professional prospects as I work in the automative industry and future business visits to the US are very likely.
Has the foolishness of sending DS260 with a high case number screwed my visa-free privilege to visit the US?
Do you know people who were able to enter the US on ESTA or a visitor visa after sending DS260? For how many years will my data be kept in their database?

Saabe, I’m a 2019 winner with a submitted DS260 and I am in the US right now on an ESTA. There were no questions at immigration when I entered, no one said anything at all. So I dont see your future visits being a problem. That said I’ll wait for Simon to respond as he knows a lot more about DV than I do ๐

It might affect future ESTA applications. It might come up as an issue in FUTURE APPLICATIONS for non immigrant visas. It is not a disqualification, just a factor.
