Region | All DV Chargeability Areas Except Those Listed Separately | |
---|---|---|
AFRICA | 15,300 | Except: Egypt 12,600 |
ASIA | 5,000 | Except: Iran 4,600 Nepal 3,400 |
EUROPE | 13,500 | |
NORTH AMERICA (BAHAMAS) | 12 | |
OCEANIA | 550 | |
SOUTH AMERICA, and the CARIBBEAN | 750 |
This is for March 2019 interviews.
Again the numbers are low, at least for AF region, which is most likely because of the number of people that were current for January/February, but were not scheduled. That backlog is likely more a factor in AF than other regions because AF as a region is slower to react to changed processes. The new document procedure has probably had some impact because as KCC warned, they did not schedule cases where people had not provided the documents by the new procedure. That meant there were significant numbers of people that could not be scheduled in January/February, and those people will have needed a large proportion of the available visa interview slots for March. The other regions have behaved largely as expected.
The other factor that might have had some impact is the government shutdown. It does NOT directly impact DV cases, because the work for visas is funded by the visa fee. However, the shutdown could impact related functions such as people that work on background checks, staff the embassies (like security personnel and so on). So – as the shutdown remains unresolved, there might be some impacts – we can only wait and see.
As I have explained before however, I do expect pace of the VB to increase toward the later months. Why? Firstly because it always works that way in the regions where there are country limits. Density reduces in later number ranges, so more case numbers need to be made current to get the same number of cases to interview. Secondly the new document procedure will mean that some people will not be able to be scheduled to be interviewed, so again, KCC would then have to increase VB pace to fill the interview spaces.
Those that are current, and have forms processed early enough, they can expect their 2NL in about 1 to 2 weeks from now. This is the same every month. VB from the 8th to the 15th of each month, and 2NLs in the second half of the month. For the last few months there have been 2NLs sent in two main batches, some early (around the 15th to 20th) and then some in the later part of the month. But given the low numbers that may not be necessary. I would expect the 2NLs to have all been sent by the end of this month.
To those new to looking at VBs, let me explain what the “except” XXX country means – and you can also read this post on how to read the visa bulletin.
Processing is spread out over the full year. You can see the progress of the two previous years in this post about basic questions. However, some countries have a high number of selectees and those selectees are concentrated in the lower case numbers. For various reasons, mainly to do with embassy capacity, KCC slow down certain countries as compared to the region. So – in Africa, any case with a case number shown as under the new number can be interviewed but for cases from Egypt, that number is lower. That isn’t a big problem, it just “slows down” those countries a little more than the rest of the region. Since selectees from those countries all have lower case numbers, this slowing down does not present any risk. It does not (at this point) mean they won’t allow all selectees an interview from those countries.
To understand why some countries get lower case numbers, read this article about the lottery draw process.

January 14, 2019 at 15:33
Hi Brit
I am a DV 2019 winner from Africa Liberia but I have move to Ukraine Kyiv for studies so I want to change my interview view loacatio from Liberia to Ukraine. If that is done do you think I can get visa from the US embassy in Kyive to travel to USA.
January 14, 2019 at 15:40
Yes, although the Kiev embassy will not recognize your education documents so there may be more delay while they validate your education documents with the Liberian US embassy.
January 14, 2019 at 16:15

January 14, 2019 at 16:02
Hi brit..
I sent my DS 260 on November 15th and I sent as well my soft documents on November 17th. My case number is AF14XXX . Based on the time I sent my DS260 and my soft copies, can I hope to receive my 2ndl at the end of January month?
January 14, 2019 at 16:52
Maybe.
January 14, 2019 at 16:06
Hello Brit , my case number is AF16 ***, I have already submitted all further required documents after submitting my D260 forms since November 2018 . I received an email on 10/01/2019, saying
Records indicate you have submitted a complete and valid DS-260 application for each family member, and you have provided all required documentation to the Kentucky Consular Center.
Interviews are scheduled numerically based on case numbers that have completed processing. Interviews for the DV 2019 program will begin in October 2018 and conclude on September 30, 2019. Please refer to the visa bulletin at http://www.travel.state.gov to locate the current numbers being processed. This bulletin is updated after the 15th day of each month. Once an interview date has been scheduled, you will receive notification via email to check
Please does this means that , my case is ready for interview once my number falls within the visa bulletin cutoff which i’m very optimistic that, it will be in April interview batch ?
January 14, 2019 at 16:51
Yes
January 15, 2019 at 08:38

January 14, 2019 at 23:39
Hi Brit, thanks a lot for this amazing blog, it’s being really useful.
My case number is 2019EU14XXX, I submitted my application back in May 2018 but I have not hear anything back since. I’m reading here that some people are being asked to submit documents online, but I didn’t receive anything myself. Based on my number I may get the interview in April. Is it normal that I wasn’t asked to submit documents digitally?
Thanks a lot in advance,
James
January 15, 2019 at 04:07
I assume you submitted your DS260?? You may have been asked to provide documents but missed the email. If I were you I would submit them regardless. Read my article about the new procedure which includes a list of the required documents.
January 16, 2019 at 10:08
Thanks a lot! yes DS-260. I gave them a call yesterday and the lady said that if I didn’t receive the email asking for the documents I should not send them proactively, she said that emails are not sent automatically, only on-demand. I triple-checked my inbox and I didn’t receive the email. I wonder if I anyway should send them…
January 16, 2019 at 13:55
And I just received the email asking for the documents 🙂 thanks a lot Brit!
January 16, 2019 at 14:28
No case is being scheduled without the documents having been submitted. So – send them at the appropriate time (i.e. BEFORE your number is current.
January 15, 2019 at 00:00

I wrote on this forum few days ago, my case number is eu13xxx which is in next visa bulletin. I wrote that i still didn’t receive an email for submission of documents so Brit advised me to send them anyways. I did and today i received an email that my documents are checked and all ok. So if you doubt what to do-better to send them especially if your case number is close to be current
January 15, 2019 at 23:57

Does it mean my interview will be scheduled for this month since I was current in Feb. Thank you
January 16, 2019 at 00:49
Possibly. It depends WHEN those documents were completed.
January 16, 2019 at 05:48
Hi Brit, hello everyone in the forum. I sent my ds 260 since July 3, 2018, but I did not know that it was necessary to scan and send the other documents. I just got the documents to scan and I’m about to send them. do you think I’m late or I still have time. My case number is AF237xx. Thank you.
January 16, 2019 at 05:51
You have time. Your case number is not even current yet.
January 16, 2019 at 05:40
Hi Brit
Im a 2019 DV winner my casr number is “2019AF******” , My question is i was born in UAE( Asia ) and currently my resident and nationality is Sudan, is this will be problem?
January 16, 2019 at 05:50
It could be, yes. If you were born in UAE you would normally have an AS number. Were you married to an African at the time of your entry?
January 16, 2019 at 07:07
Thanks for the feedback but am not married and am Sudanese national and living is Sudan over 20 years , I was just born in UAE
January 16, 2019 at 14:19
In that case you will be disqualified. Your entry should have been based on your place of birth and if so, you would have got an AS number. This cannot be fixed, denial is certain.
January 16, 2019 at 07:56
Helo brit, some applicants filled in the ds260 about petitioner information.but when i fill the ds260 not appear about petitioner information. Why ? I am only principal applicant of my case.
January 16, 2019 at 14:22
Your form is YOUR form. Don’t worry about other people.
January 16, 2019 at 17:13
Pls sir who is the petitioner ? Pls explain me sir what is the difference between my ds260 and another ds260? Pls sir i am excited about that .pls sir explain me
January 16, 2019 at 17:15
YOU are the petitioner. That is NOT the same in other cases.
January 16, 2019 at 09:14
Hello brit, Am case number 11*** submitted all the required documents was take current but still not received 2NL.
January 16, 2019 at 14:25
Possibly by the end of this month. Patience.
January 16, 2019 at 10:30
Has anybody already received 2NL for this month?
January 16, 2019 at 14:28
Have you seen an article from me saying 2NLs are being sent?
January 16, 2019 at 18:13
Didn’t know you were monitoring even the 2NLs 🙂 Thanks for everything.
February 1, 2019 at 18:51
I came out in this newsletter but 2nl has not yet arrived. On hold …
January 16, 2019 at 15:01
With AF slower to react to changes, does it mean it will get fewer slots this year? and when the DV closes with Current does it mean all cases will go for interview?
January 16, 2019 at 15:51
Possibly, but it could also just mean a very busy last few months as we saw last year.
January 16, 2019 at 15:18
Pleace brit i am af 36***. I am married, and would like to know if among the required document i Can add my mariage certificate. I am weatting
January 16, 2019 at 15:53
THat document isn’t asked for is it? Send what they ask for.
January 16, 2019 at 18:26
Hi Brit,
I unlocked my DS260 on December 1 because there there was missing address from different country of residence and it is now getting processed again. My question is, since i received an email to sent supporting documents before i unlocked it should i sent them now or wait until my DS260 gets processed again.
January 16, 2019 at 20:34
You can decide.
January 16, 2019 at 21:06
What do think is more preferable
January 16, 2019 at 21:10
I don’t have a preference – which is why I responded as I did.
January 16, 2019 at 19:03
If government closure continues to much until March, can it affect the lottery ???
January 16, 2019 at 20:38
Possibly.
January 16, 2019 at 21:43
The affect will be very minimal, USCIS is not funded by the government therefore it will continue operating.
USCIS said this themselves:
U.S. Citizenship and Immigration Services (USCIS) made clear in its official statement that the shutdown “does not affect USCIS’s fee-funded activities. Our offices will remain open, and all individuals should attend interviews and appointments as scheduled.”
January 16, 2019 at 23:58
USCIS processes only AOS DV cases (~1-2% of all DV winners). Consular processing falls to Department of State.
January 18, 2019 at 01:12
hello Xarthisius
please be more clear , does the shutdown affect strongly the dv2019 ?
January 18, 2019 at 01:27
The people working on visas are funded by the visa application fees, so theoretically there should be no impact. However, there are lots of other people who work on related functions (staffing the embassies, performing background checks and so on) that will be affected. So – if the shutdown lasted a long time, there would be impacts. So – WAIT AND SEE.
January 17, 2019 at 02:53

Dear brit ,
I am the Egyptian who is born in Yemen with case#AS93** . I am seeking your advice : should i send an e-mail to KCC to declare that i am Egyptian not Yemeni and Yemen is only the country of birth ?because i am afraid that my interview may not be scheduled , and is it possible that my interview might not be scheduled because i am born in Yemen ?
January 17, 2019 at 00:34
They will normally schedule the interview – but you can contact them if you want.
January 17, 2019 at 00:46
Thank you so much brit .
January 17, 2019 at 08:36

I know a leady born in Libya but she is an Egyptian and she got the visa last month
January 17, 2019 at 03:04
Hi Simon – thanks for sharing your knowledge with the community here!
Quick question – do you pay the fees before or after the interview has been scheduled?
Thanks!
January 17, 2019 at 03:56
You pay on the day of the interview.

Hi Simon,
Sorry if this has been answered before, but do you know if all DV2019 selectees received the email to send supportive documents by email to KCC ? I still have not received and just want to know if I might have missed it.
Thanks
January 17, 2019 at 14:37
All cases will be emailed. You can send without being asked, but don’t do that too soon.
January 17, 2019 at 14:26
Hi Brit, I have case nr 130** and I recieved the KCC email in november 10th, i sent the doc in december 10th and now I still haven’t received the confirmation email that the documents are processed. January 21, 2019 at 16:01
You thought that everybody else that submitted on time would “stand aside” for you. No. Your delay was your choice.
January 22, 2019 at 08:04
I may have expressed myself poorly, that wasn’t my point.(the kcc mail for confirmation of the validity of my documents has been sent to me in the first half of december)
so given my delay, should i understand that i might not even be scheduled for interviews?
thanks for your job on this website, its really well documented

January 22, 2019 at 15:47

January 23, 2019 at 22:10
Hey Brit, Hi everyone. I have two concerns. I read each and others say here they have received messages from the KCC confirming that all documents have been received. Since I I filled the ds 260 in July, I was sent a confirmation page. I also scanned and sent documents. I don’t know if it is this page that each and others call the KCC Mall here, or so there should be another mail. My second concern is the following. Since when I check my confirmation page, it leaves me a message titled: summary information, in which they say: before we Can process… And below is completed. My number is AF23xxx I am wondering if this is normal all this. Please please help me.
January 24, 2019 at 00:38
That’s all normal.
January 23, 2019 at 22:26
Hi sheve. I think we both have similar issue pls let mr Brits help us

January 24, 2019 at 04:45

January 28, 2019 at 13:53
Hi Brit,
My name is Lee and my case number is 2019AF00017xxx.
I submittedhe all required documents for my DV process to KCC on December 10, 2018 and I received an email from KCC on the 16th day of this month saying that:
Records indicate you have submitted a complete and valid DS-260 application for each family member, and you have provided all required documentation to the Kentucky Consular Center.
Interviews are scheduled numerically based on case numbers that have completed processing. Interviews for the DV 2019 program will begin in October 2018 and conclude on September 30, 2019. Please refer to the visa bulletin at http://www.travel.state.gov to locate the current numbers being processed. This bulletin is updated after the 15th day of each month. Once an interview date has been scheduled, you will receive notification via email to check http://www.dvlottery.state.gov.
Does it mean that, my case will be scheduled for the next Visa interview?
January 28, 2019 at 14:17
It means the case can be scheduled once the case number is current.
January 29, 2019 at 11:12
Hi Mr Brit. Please is it normal thant some people get the mail from KCC saying they have submit complete documents….and not to the others?
Sorry, I’m asking because my case is Af00016*** and I submitted supporting docs on November 14, as soon as I sent the documents they automatically replied that KCC has received my docs and they are processing. Since then, no email from them
Please is it a problem?
January 29, 2019 at 19:49
It’s pretty much normal. But you can send documents without being asked, or contact KCC if you want.
January 29, 2019 at 21:30
Hi Sir, I sent my required documents on November 23, 2018. Today I received email from KCC saying further documents required. My case number is current for March. AF13xxx. What should I do sir?
January 29, 2019 at 21:50
Follow their instructions.
January 30, 2019 at 06:40
Hi mr brit.please is it normal that some people get the email from kcc saying they have sumbit complete documents….my case is AF18*** and i submitted supporting docs on nov 13 as soon as i sent the documents they automatically replied that kcc has recived my docs and they are processing.since then,no email from them.
Please is it a problem?
January 31, 2019 at 01:53
No. But if you lack patience you can email KCC.
January 30, 2019 at 14:52
