The “March” bulletin has been released. It includes details of case numbers that are current for April interviews.
If you had read my earlier post about Visa bulletin pace, you will know that I had expected EU to be between 17000 and 17500. I’m disappointed that the pace is slower – but it really doesn’t signify any problem since there is more than enough time left in the year. So – to those that will be losing patience with this process, PLEASE relax!
A quick note about political changes. There was a budget deal signed to agree a budget for the next two years. This deal has NOT included any changes for immigration as discussed recently. So, for now, there is no immigration change that cancels the lottery. Further, as I have said MANY TIMES, no law change that has been proposed recently would affect DV2018. So – please – NO NEED to keep asking me whether the changes affect DV2018 selectees. There is a debate scheduled for next week, and as I have mentioned before it seems there is little support for the DV program, but whether any changes will happen is yet to be seen.
Those that are current, and have forms processed early enough, they can expect their 2NL in about 1 to 2 weeks from now. I know I am going to get a lot of people who will ask me this exact question – so let me say that again. 2NLs will be sent in about one or two weeks time – that means the latter part of the month. The schedule is that VBs are published between the 8th and the 15th of each month, and 2NLs go out from the 15th to the end of the month (most typically around the 20th to 24th). This is the same every month, so there is no need to ask me.
To those new to looking at VBs, let me explain what the “except” XXX country means.
Processing is spread out over the full year. You can see the progress of the two previous years in this post about basic questions. However, some countries have a high number of selectees and those selectees are concentrated in the lower case numbers. For various reasons, mainly to do with embassy capacity, KCC slow down certain countries as compared to the region. So – in Africa, any case with a case number shown as under the new number can be interviewed but for cases from Egypt, that number is lower. That isn’t a big problem, it just “slows down” those countries a little more than the rest of the region. Since selectees from those countries all have lower case numbers, this slowing down does not present any risk. It does not (at this point) mean they won’t allow all selectees an interview from those countries.
To understand why some countries get lower case numbers, read this article about the lottery draw process.

((Those that are current, and have forms processed early enough, they can expect their 2NL in about 1 to 2 weeks from now))
Good day
What is processed early enough before scheduling.
I means how many months?
February 13, 2018 at 15:23
DS260 processing time varies, but sometimes is a couple of months, sometimes less.
February 13, 2018 at 11:53
how can we know, how many visas are released in different region in 2018??

The rate of increase in Egypt is 2100 every month untill now
Q1: is this rate will continue as 2100 and egypt will cut off 24000? or may the next VB will increase a bit?
Q2: CN (AF205xx) is still safe ??
February 13, 2018 at 17:22
I don’t have a prediction.
February 14, 2018 at 17:29
Final Egypt cutoff is more than 24000, 24000 is safe. 205xx is safe as well

February 13, 2018 at 17:38
Now uyou will have to wait until the case is passed to the embassy, then discuss with them.
February 24, 2018 at 10:56
hi awet iam from etiopia…..have u resivie 2NL for aprile interview
February 13, 2018 at 17:49
Dear Simon,
I have a bit concern about Afghanistan AP status, from 47 cases only 1 is issued, 7 are ready 4 are refused but 35 are in AP status, it is more than 3 months for the interview of most cases but it is not chaining, what do you think about these cases status.
February 13, 2018 at 17:54
I was thinking about AP like this earlier today. It is possible that the Trump administration have enforced tighter controls causing long periods of AP. This LONG period of AP (months) was previously quite common for Iranian applicants, but rare in other countries. Nowadays I am seeing more countries where long AP seems common.
February 17, 2018 at 06:45
Dear karim bro
Can i have your contact information, because i will have interview soon and have questions from you.
Thanks
February 13, 2018 at 21:13
In your ealier post you say :”Currently the EU response rate is 54%, so to get 1156 interviews KCC would have to make around 2000 cases current” . does the low april bulletin suggest that the response rate increased above the expected %?
February 13, 2018 at 21:28
That is a possible, but not likely explanation.
Much more likely is a reduction in the number of interviews scheduled. We will know once the 2NLs are sent.
February 13, 2018 at 21:45
The Turkey comment is true Brit. So much people are trying to immigrate into U.S. and growing.
In one of the green card forums (which also serve as an agency) told that, more than 200 people has applied for the agency service. They also told that, the previous year it was only 20.
I’m not sure if I am considering very little amount of sample but I’m afraid that it’s true.
BTW the initial response rate is more or less same in 2017-2018. Let’s wait and see
February 14, 2018 at 01:04
hi brits.please can you assist me to know how i can file for a child who i filled ds 260 that he will come later . i and my wife came to us last year.we were dv 2017. i want him to come by december .thank you
February 14, 2018 at 01:08
That will be a family based sponsorship case, not DV. I don’t advise on such cases, although you should expect that to take 2 years or so.
February 14, 2018 at 05:20
hi BritSimon

Thnkz britsmon
I have three questions
1• I’m from somalia
Live in jakarta indonesia D’s the ban is affecting me after I have my good conduct certificate for than 4year
2. If we are already banned and not allowed to enter usa why were paying 330 of visa charge
3. Do u think the lottery will end up before September 30 ? please just guess
4 late interview will be better for the banned people do u agree ?
5. I didn’t understand vp calculation
Af2018254** do u think we will get the chance of interview ?
February 14, 2018 at 17:34
1. Yes.
2. That is up to you.
3. I think there will be cutoffs in some regions.
4. Yes.
5. Yes
February 14, 2018 at 08:57
Hi Brit and all AS Winners,
If we compare the progress of AS numbers with the previous years.. the numbers are moving smoothly… initially they started very low but now are catching up fairly quickly.. the progress almost seems as previous years… it reminds me of Brit’s phrase “Filing the bucket slower or quicker – it fills in to its capacity”. considering having 8xxx as safe and comparing it with the progress.. i am fairly comfortable in expecting the number the reach 9000…. we have 5 more months… ofcourse we can never rule out the density and ban factor which can again change all this… so not predicting any number makes sense
February 14, 2018 at 09:33
Hi Brits,I have read the draft of the so-called merit based DV program Donald Trump’s guys have put together and i must say that its not attractive at all.A lot of people may qualify but would be knocked out in other areas like age, level of education, etc. This plan is to make America unattractive to people. At least can’t they copy what the Canadians or Australians have.
2.Can any future president change this thing also just like Trump is reverting everything the prolific president Obama did?
February 14, 2018 at 17:32
This is still being discussed. Nothing is decided.
February 14, 2018 at 12:02
Hey Brit! What do u think of president Trump last words:I need every American on board to help end the dangerous policy of Chain Migration. Add your name to my Official Presidential Petition to get rid of this backward program and put your safety FIRST. Thank you!
February 14, 2018 at 12:24
Nothing change for DV2018. It will maybe change for DV2019. Wait and see
February 14, 2018 at 13:07
Lionel you have understood the process very well 😛 After last bulletin i have lost the ability to understand what is going on. My cn is eu35xxx. when did i get my appointment? 😀

February 14, 2018 at 16:31
In eu reg. Only 1.2-1.3k issued visas per month in dv18. In dv17 were 2-3k. What reason of this reduction?

February 14, 2018 at 20:24
Sir britsi
What are the muslim ban expectations ?
Supreme court is ruling late june
I hope he will leave us alone ??
February 14, 2018 at 20:26
I don’t know what will happen.
February 15, 2018 at 00:57
Dear Brit can we see the concentration of Turkish selectees in CNs. I think than we may guess for the next months. Plus, can government officials decide to issue low number of visas for this year and dont fulfill 50k even there were more selectees and no region becomes current?
February 15, 2018 at 01:49
Turkish selectees cover most of the number range.
The government is not obliged to use the whole quota.
February 15, 2018 at 13:57
If I have unlocked my form three times could my request be delayed? I understand that in this process the DS are processed once the case number is in the bulletin, they are not processed as before, that is, by order of sending.
February 15, 2018 at 15:44
No delay.
February 16, 2018 at 17:55
Hi my name is Chesson my cn is af13xxx but I submitted late January 16 is it possible to get a 2nl for April interview
February 16, 2018 at 18:39
Maybe.
February 17, 2018 at 15:32
hello britsimon
am dv 2018 winner my case no. is 2018AF18xxx.i have filed ds260 form on mar 2017 by dv agent .my ds260 for file re-opened on december 2017.during that time the conformation letter took the dv agent.when i asked him why he do that he told me that it is not important for me ..my question is
1 is the second conformation letter being held on my dv agent hand cause a negative effect on may case
2 is there apossibility to change or replace my email which is attached on ds260 form by the agent or another third peson .why am asking this question is that i did not recive any notification letter until now.
3 to whom 2NL to be send for the applicant or dv agent .this is why am asking you is that the dv agent told me that 2NL TO BE SEND TO him
4 until when i have to wait to recieve 2NL .
February 17, 2018 at 18:37
You were unwise to allow an agent to control your case. You should get control of your case now.
1. Hopefully not.
2. Yes
3. Whichever email address they have. However, you don’t need the email. You can get your interview details from the ESC site once the 2NLs are sent.
4. Did you read the article???
February 17, 2018 at 17:23
However, if that is what happens, that means that we would be at about 16000 for April interviews, and then the lower density will kick in….. Hey man you missed by 50 cases on your erlaier explanation,we need some answers here? Jk. Thank you for your work and we really hope that lower density really kicks in! Respect!
February 17, 2018 at 17:33
except that it does not look like there is a density decrease coming up for the next cases….
February 17, 2018 at 18:42
Correct. May could be slow also – it depends on capacity.
February 20, 2018 at 08:12
But… if the density does not change, how we can see EU37000? Steps from 4000 to 6000 in june, july, august and september? Or current? I see density decrease after 19000 (hole – 58%).
And more. Available visas. We have 6417 issued visas and 818 AP = +/- 7200 visas. So, 5420 ready cases: -400-500 refused, not response cases, and we have +/- 5000 issued visas. Total for april cut-off (15950) – 12000 issued visas (roughly) of EU18300. I.e. we have 6300 visas for 16000-37000 EU numbers. Or not?
February 20, 2018 at 14:40
I have explained my thoughts on this – please read that. The next VB is critical. We need to be into that lower density, which also means load spread over more consulates. BUT – as I have warned the risk zone starts from about 33XXX.
February 17, 2018 at 18:41
I was hoping for more for April. The lower density starts between 16000 and 20000, so the next VB should be slightly better, but June onwards will be faster.
February 17, 2018 at 21:07
Hi sir, kindly make me to understand when you unlocked your ds260 form and resubmit dose your your confirmation number changes on the DS260 form
February 17, 2018 at 21:15
Yes it does, but that doesn’t matter.
February 17, 2018 at 21:23
Brit if I unlock the ds260 I have to take 2 confirmation number? The old one and the new one? Thanks
February 17, 2018 at 22:58
No, just the latest.
February 17, 2018 at 21:49
Meaning the first number is invalid right?
February 17, 2018 at 22:59
Maybe.
February 17, 2018 at 23:54
Brit, I submitted late on January 16 and unlocked n resubmitted Feb 2. My case number is af13xxx, today I checked ceac I was told transit. What does that mean?
February 18, 2018 at 02:12
That you will get your interview in April.
February 17, 2018 at 18:33
Dear Simon,
I am current , I checked CEAC , and it says in “In Transit” and “Your case is in transit to the Consular Section. Your interview date was provided to you by the National Visa Center. ” , yet I did not receive any email, and in the Entrant Status site I still have the selecting letter.. should I contact NVC?

Dear Brit,
I checked our case status and it proved to be at NVC. Our case number is EU139** and we have submitted DS 260 in July. Does this mean that our interview won’t be scheduled for April?
Thanks in advance!
February 19, 2018 at 15:09
It means you should wait.
February 19, 2018 at 16:46
Dear Brit, sorry to abuse your patience. I wonder whether in theory we can expect to get the 2NL for April interviews, given that our case is still at NVC? Thank you so much!
February 20, 2018 at 02:14
Probably not – but wait and see.
February 19, 2018 at 16:47
Hi Brit

Should I contact NVC?

Within 3-5 days of receiving the letter, you will be able to log into http://www.dvlottery.state.gov to verify your appointment date. Please follow the instructions provided at http://www.dvselectee.state.gov for Interview Preparation and Fee Payments.”
The email was on Feb 20th.

February 26, 2018 at 19:17
2NLs go out from the 15th to the end of the month (most typically around the 20th to 24th). This is the same every month, so there is no need to ask me. Is there any reason for this month’s delay?? I think we are all worried and need some explanations if u have pls brit
February 26, 2018 at 19:22
Did the month end yet?
February 27, 2018 at 13:09
Brit, is it necessary that the 2NL for April to be sent in Feb, or it can be sent in March as well?
Thanks
February 27, 2018 at 14:39
That has happened, rarely.
February 27, 2018 at 13:08
Well, in the same boat, READY but no 2NL 🙂 the question is -to the ppl here not Brit- “Did anyone receive his 2NL for April, and if yes, Which Embassy ? when it was READY? when the 2NL was received? ”
Thanks
February 27, 2018 at 13:46
I think if we all listened to Simon carefully and made slightest of efforts to familiarise ourselves with information on this site, some of our questions wouldn’t make it here. Surely!
February 27, 2018 at 14:38
Agreed
February 28, 2018 at 07:29
agree too and some senseless questions
February 27, 2018 at 15:59
Mbiti,
Agreed.. that’s why I directed the questions to others here not to Brit.
February 27, 2018 at 14:39
2NLs have not been sent yet.
February 27, 2018 at 16:07
Yet Brit answered 🙂 Brit, did you have any data or news about “2NLs not been sent yet” ?
Thanks

Nice day.
March 1, 2018 at 14:27
Email is fine.
March 2, 2018 at 17:08
Hi Brit,
Are copies of bank accounts & latest pay slips sufficient to show that you can “survive” in the US once settled? Is there a minimum of money to have? Or is the Affidavit compulsory?
Thanks a lot

Hello sir, my level of qualification is probatoire technique. And my appointment is on the 23th of may. Will that be a problem since I have not yet had baccalaureate technique?

My fiance won the 2018 dv and went filling the ds 260 form she indicated single and after we got married and notify the embassy to unlock the former for us to edit only to discover that the agent who help her apply had put somebody name there as her spouse and after editing the name still appear on the applicant front page and the interview had already been scheduled pls how we go about it

I tell people to not use agents because of this sort of mess. Since the interview is scheduled you can contact the embassy to discuss this.

Hi Brit, under the follow – up instructional letter for IV/DV prior to interview there is a point that says, For DV Applicants only: In addition to the above listed documents bring evidence that you qualify for the DV program based on either education (A level or baccalaureate) or work experience. My question is that how is some one said to have a working experience? Am a Cameroonian.
April 11, 2018 at 14:01
If you meet the education standard, you won’t be asked to prove work experience.
April 11, 2018 at 12:51
Or what is presented to proof that some one has a working experience in a particular field of work
