You have helped me a lot throughout filling my DS260 form and I’m genuinely thanking you from the bottom of my heart.
I have another question hope you help me with this one as well.
As you may remember, A little while ago I had asked you a question regarding my case.
After submitting my DS260 form I received an Email from KCC which said that I should send them some documents, among those documents they had asked me for my military records ( I have done mandatory military service ).
when I went to the ministry of defense to acquire my military records they told me that due to the 4-decade war in my country which is still going on and different regime changes/government changes that have happened throughout those years, no records from those years or the years after that is available and all those records have been destroyed due to those wars. I called KCC and told them about that and they told me to write an explanation letter and send that with my other documents.
However, I don’t know how to write an explanation letter. I searched google to see if I could find a template of an explanation letter and write one like that but I didn’t succeed.
I’d appreciate it if you could help me with this.

So it’s almost a month now since I last contacted the KCC as you instructed, which I’m thankful for, but I still haven’t got any email that my documents have been processed. Now, I know that you probably get asked that a lot, and I’m sorry for that, but my concern is that I don’t get the email before the next VB, which could possibly cover my CN (AF49xxx). Should I contact them again? Or will I be just wasting some of their valuable time? Also, is the KCC working with full power amid the current crisis?

I am currently stuck on my ds260 application form which I haven’t yet submitted due to a single mistake. While I review the application, the question “Is your mother address same as your father’s?” is answered yes which was supposed to be NO. And when I edit that section I am unable to find that question anywhere. I tried many times but that question doesn’t appear anywhere. Please help as soon as possible.

Hello Britsimon. First, thank you for the support you provide to netizens like me. I got my DV last month. My visa expires in August 2020 but I wanted to activate ASAP due to the uncertainties spawned by the C19 world crisis. I was to travel on Saturday to DC to activate my GC then to return tomorrow i.e. Tuesday. However, at the airport I was informed I was ineligible to travel because I am not a U.S. citizen nor a LPR, yet. I live in Kenya and I was not aware the C19 travel restrictions applied to travelers like me. However, U.S. Embassy in Nairobi, Kenya canceled routine consular appointments running from March 16 to 27. Are there travel restrictions for travelers from Africa because of the C19 health crisis or is it that the U.S. is only allowing citizens and LPR?

I submitted my documents twice already, once in january to KCCDVDocuments and once in february to KCCDV and then I received an email saying the documents were forwarded to KCCDVDocuments. It has been 6 weeks and my CN will likely be current soon (if VB moves at all.., my CN is EU32Xxx). I sent an email to KCCDV asking whether they received my documents and this is the reply I got:
“Thank you for your inquiry.
Collect and submit your documents promptly. Your case will not be scheduled for a visa interview at a U.S. embassy or consulate until KCC has received and processed all required documents. Missing or illegible documents will delay processing of your case. If you cannot obtain a particular document, send a scanned or photographed explanation in of why you cannot obtain the document, as an attachment in .jpeg or .pdf format, to [email protected], with your case number in the subject line. Diversity visas are numerically limited and there is no guarantee a visa will be available. Only a consular officer can determine, at the time of the visa interview, if you are qualified to receive a Diversity Visa.

If the relationship is genuine then you should just get married. No problem.
If you try and do it later, it will take longer and cost more money.

Hi BritSimon, one more quick question from me re DS260: It is about how to enter the birth place. My wife’s birth place in birth certificate is as follows: XX village, YY region. Now the question is what to enter in “city” box and what to enter in “state/province” box. There is also a city under the same name of the region (YY city of the YY region). But if I enter YY as city, in principle it will be wrong because she was not born in that city but rather in the village of the region (YY). Thanks a lot for you help as usual.

Yes, but the second batch of 2NLs usually goes out at the end of the month. However, all embassies are closed, so after sending the first batch of 2NLs KCC sent cancellation notices also.

Any idea if the embassy in Wuhan is open? If so, maybe we can hope embassy’s in Europe open back up within two months after the outbreak as well? I’m submitting my DV2020 documents to KCC, following their instructions, in the hopes they will be ready to go whenever normalcy returns.
Do you know whether the official documents need to have an Apostille attached?
All of the countries involved are members of the Hague convention governing the use of Apostille (including the USA). An Apostille allows the document to have legal validity abroad. In my experience elsewhere, practice varies a lot as to whether they are required. An Apostille can be costly and lengthy to obtain (especially now).
I have searched the relevant websites but they are silent on the matter. The email from KCC did not mention the need for Apostille. I take this to mean either:
a. of course you need to have the documents with Apostille, this is obvious.
b. of course you don’t need the documents with Apostille, that’s why we haven’t mentioned it.
I would be grateful if you have any advice on the matter. Apologies if this has already been covered, I used your search function and it didn’t come up.

I wanted to have US legal status during being outside US. I filed my US tax return for 2018. I mailed the form but unfortunately didn’t keep a copy. I only have the US tax return payment receipt and the tracking number of the envelope mailed.
I have the US tax return form with no signatures. Should I take this? Is it a problem that I don’t have a copy of the 2018 US tax return?
I tried to get transcript online from IRS but you have to be in US to be able for this.

Are border patrol likely to send me back to OZ if I arrive after August? Is there exemptions due to the nature of this beast?

Well August is months away, so you will probably have time to be able to make the trip then.
However, if you are UNABLE (not just don’t want to) to return before the one year you would apply to your local embassy for an SB1.
You could also try re-entering and see what happens at the POE.

I’m from the Bahamas which is the only eligible country in the North American region for the dv lottery. However, I barely see selectees chosen from the Bahamas. I entered the dv lottery 2020 but wasn’t selected. I’ve tried again for dv 2021. Are you able to shed some light on why there are hardly any selectees from my country and this region? Thanks!

The number of visas allocated to each region is based on population and normal immigration from the total population of that region. Since your region is just the Bahamas, the region has a small allocation. However, there are also few entries from that region (less than 2000 typically) so your chance of being selected is about the same as other regions.

Hello,
I went to the US last October and got my GC. I left the US on 31 Oct. 2019 back to my country to liquidate my assets, resign my job and get my end of service money, etc.. As my Plan was to permanently move to the US by the end of April 2020
Due to the current situation, I will not be ready to move until maybe October 2020 which is 1 year since I last left the US last time. People who were buying my car/house for example are not anymore. My current employer are short in cash and might not be able to pay my end of service money.
1- Does this count as an unavoidable reason when i’m entering the US next time?
2- Do I need to hire a lawyer?
3- Even if I can move there now, isn’t it risky to resign and move to the US looking for a job during the current market situation?

Right now, all embassies are closed. Most embassies have contacted people scheduled in March and April that their interviews are cancelled. KCC have cancelled interviews scheduled for May. So – as of right now, it looks like we will not have interviews until June. But that could change – and I really don’t know what will happen.
