AOK, first off, congratulations to EU and OC that both got pretty good and even unexpectedly good numbers for the last VB. Whilst many in OC region will still have missed out, EU got within a few hundred cases of being current.
Now then, AF, AS and SA. Awful news. Horribly sad. Let’s talk about them one by one.
Africa
My first thought was like many of you I am sure, that this VB was a mistake. What could possibly be going on?
The AF number is a clear increase of 5750. This can’t be a mistake, it is deliberate. For AF I believe the CEAC database is understated, so I can see that if there are even a few hundred cases that show ready or AP when in fact they are issued, that could change the VB numbers by thousands. However, I am disappointed that KCC seem to have been ignoring the no show issue for this last VB, as the previous VB seemed to suggest they were acting to address that.
Furthermore, the late submitted DS260 backlog cases are still an issue for all regions but particularly AF. DS260 processing seems dramatically improved just recently so that people submitting their DS260s even in late May are finding themselves being processed already. Those late submissions are still taking visa spaces obviously – so that is a factor that only KCC can see at this point.
Lastly, the AS result suggest they seem to be giving existing AP cases a chance, rather than prioritizing new cases. This is a reverse of what they have done before, but in a sense it is understandable. If someone has had their interview, and clears AP in September, it is a double blow to find there are no available visas. KCC may be using this low V number to reduce the chances of that happening.
We will only know their wisdom or otherwise when we see the final annual numbers. I really hope KCC does not leave visas unused!
Asia
For Asia, this is a nightmare. Honestly – I cannot understand it beyond saying that they must be allowing for a flood of AP approvals for Iran. if the quota estimates are correct, that is the only explanation. Now, as I mention above for Africa, the priority being given to closing AP cases is a reverse of previous years, but is arguably a fairer approach.
Nepal being stopped at 7150 is not such a big surprise. Nepal seems to be heading for around 460 issued visas per 1000 cases, so anyone that has being doing the math can understand why Nepal is not increasing.
South America
We haven’t spoken much about SA. The lack of increase for them is another big shock, again I suspect there is an understating of the CEAC data issued number. Again, time will tell.
Could these numbers change??
I remember a year ago questioning the same thing. SA in particular seemed like a mistake, so we wondered for a while whether we would see an update to the VB, either as a correction to the existing month, or a change in the following VB. Whilst that is not impossible (especially the correction to this month), it is not that likely so I would hate to give anyone the impression that they should wait for that. So – my heart would love to see that happen – but I don’t think it will.
Conclusion.
Congratulations to those that have gone current. It is a lottery, some experience the joy of going through, some don’t. It is awful for those just now seeing the reality and I hope my comments over the past months have not increased the burden on anyone. To those that I felt were in safe positions but have missed out (life AF numbers fro 50000 to 55000 for example) I am deeply sorry. If I could change it, I would in a heartbeat, but perhaps now more people will understand my reluctance to be pinned down on the final predictions – because this process always brings surprises, some good, some bad.

Maybe, I am stressing out too much but I am concerned about the information I entered in my ds260 form and dv 2016 entry.
In my dv2016 my mailing address is different from my permanent address in the ds260. Actually, I entered my father-in-law’s address when I submitted my application for the dv2016 lottery and when I won and submitted the ds260 form I entered my actual address where I’ve been living for more than 3 years, the reason being my father-in-law is most of the time at home and can pick up any mail that might arrive while I’m most of the time at my restaurant and actually only sleep at home.
Can this cause problems at the interview?

Hi BritSimon first of all Thank you for all your Bloqspot and the support and valious information you gave us in this amazing journey that took for more than 14 months since been selected at DVDS-2015 process, we really learn a lot and suffer a lot too. I’m from SA and unfortunately we were 100 numbers away from final cut off (SA 14..). Shure I still be trying by lottery visa for the next period, and the following but my B plan just began yesterday after the awfull cut off numbers shown.
Any recommendations for me and my family from now on when US immigration Authorities possible ask us in a future interview, about our intend to applied to inmigrate to USA, now that we decided to activate our immigration plan B, via L1,L2 investor visa.

You have to be honest and say you applied for the lottery, were selected, but your number was too high. That won’t rule out other types of visas where immigrant intent is an issue but in any case immigrant intent is NOT an issue with L1/L2 visas.

Hello Sir, I would very much want to hear your expertise on this concerning visa bulletin, for the following years. A. F cutoff 1995 was at 29679 , and 2004 was at 34450. Am assuming this were the worst years ever. Have you ever researched why…and do you know how many Selectees had been selected this two years???

It is a pointless exercise to try and research that. The quotas are different, the entry numbers are different and so on. So – comparing a final cutoff from one year to another is meaningless.

Hello Sir, Af cutoff 50k what are the chances of adjusting and increasing, I noted previous V.B they have done that 3 times.
And so far I see only 11000 visas issued for A.f . Am guessing will have unused visas for A.f.
Am Guessing Nigeria being out highly contributed to the 50k cutoff. I guess for dv2016 v.b we can only use 2015 v.b for reference.

Hmmmmmmmmmmmm!!!! its so sad that i had all the hopes n believe that my case number 2015AF6044X could sail through but the other way round happened. My missed out does not change the trust, believe and faith i still have in GOD ALMIGHTY. All i know is that we need to give glory to God both in good and difficult times. Our todays TEST will be our tomorrows TESTIMONY. After entering Dv lottery for the last 18 years, and having been selected for DV 2015 cn af58072,
it can be very discouraging to miss out.I think I will never try anymore, After all the grass might not necessarily be greener on the other side. Thank you Britsimon, it has been a very anxious year but we have walked together and you have really been an encouragement. I am now wondering how to pick up my broken pieces and move on. To be honest, every time I woke up in the morning I could just remember America and my heart could pound very hard and I could encourage myself that I will be in the last batch but now what, ladies and gentlemen, WHAT I FEARED MOST HAS HAPPENED, I HAVE SEEN THE WORST, things can only be better. Which seemed so ridiculous I don understand how the case number can be that big while some people did the DS form ways later after may and had a small cases numbers that sooooooooo unfair and make kcc un trustable
