US Department of State have just published the report for 2015, which includes the numbers by country of visas issued under the DV lottery. This is interesting to confirm the accuracy of the CEAC data extract that I publish, and also to compare to predictions of quota and to explain what happened with the processing.
So first the numbers, summarized by region.
The numbers shown are for CP (Consular Processing – cases processed outside of the USA) and the AOS (Adjustment of Status – processed inside the USA). The total column gives totals for the regions and then the global total of 49,377. The final column is a calculation of the quota based on the number achieved for the EU region and the formula that sets the regional quotas (INA 203(c)). That final column means that is EU was allowed 19711, then AF quota for example was 21845 (which was not met – as we can see).
So – what does this mean. Well Africa and Asia regions did not reach their quotas. Visa slots were wasted in those two regions. Why did this happen – well I have two explanations.
For Africa, there were many “no show”
cases. In these cases the selectee completed the DS260, so KCC scheduled an interview, but the selectee did not show up for the interview. The fact that the DS260 was introduced in DV2015 probably had something to do with this. In previous years the forms were paper based and would have been sent by mail or courier. For some, particularly in Africa, the cost/hassle of dealing with paper based forms would have been enough to put some off completing the forms. Once the process was moved to the DS260, it seems more people submitted the forms, but more were no shows.
KCC seemed unable or unwilling to accept this was leading to a shortfall, and therefore the visas issued was less than they could have achieved. This shortfall also caused me to be confident that they would reach at least 55000 for the last VB, but I assumed that KCC would see the shortfall developing as I had and would do something about it. In the end they probably saw the shortfall, but were not able to write off the no shows fast enough to reclaim those spaces.
The “wasted” 2000+ visas would have taken 6000 to 8000 cases numbers to fulfill – so we might have seen a final cutoff near to 60000. Alas, that did not happen.
In Asia, there was also a shortfall. In that case I think USDoS and KCC were expecting Iranian AP cases to clear faster, OR they took the decision to hold the spaces open for the Iranian selectees under AP. In the end Nepal took the number they were expected to take (3370) and Iran took 2661. Rest of Asia could have taken more and the AS final case number could have been over 10000 IF visas had been taken from the Iranian AP cases not approved. But that would have been a double blow for Iranian selectees that already have the worst AP situation among all the countries.
Other interesting stats to look at is the conversion rate from selectees to visas issued. I have discussed before the league table on how likely each embassy is to approve a case. Egypt remains one of the easier embassies and nearly 3500 Egyptians were issued.
At the other end of the scale Ghana has a horrific conversion rate from selectee to visa issued. 526 successful out of 3381 selected. Benin has a similar low success rate. These sickening results are due to corrupt agents, poor standards of documentation and selectees that seem to believe the rules are somehow “flexible”. I am sure that some of the selectees in Benin and Ghana were actually Nigerians looking for a way around the country exclusion.

One of Senegal reasons of wasted visas is the requirement of a document which is not compulsory according the State Department i.e. the affidavit of support.Relatives I asked to fill for me one, told me they don’t want to release confidential information and I went to the interview on 10th of September without this document, instead I produce my own bank statement but the officer who collects my documents didn’t want to understand. For someone who spent 4 years in England, travelled to many countries included Canada, I didn’t need an affidavit of support. They put my case on AP and they promised to call me. On 21st of September, I submitted the document. Till now, I didn’t hear from them. I try to forget this story, all wasted hope, time and money. I’m saying this is not fair.

I’m sorry but you should have known about the financial support requirement. It is in the instructions of the entry itself (in the FAQ) and I have talked extensively about the purpose of the I-134. It is up to you to arrive at the interviewed as fully prepared as possible – and as you sadly discovered being put on AP in the final months is often the end of the road.

For AoS the 2NL is insignificant – it is that email you received.
It is hard to predict when you will be current, although I am very confident that your number will be current. Hopefully it would be in July, but August is perhaps a stronger possibility. You will be able to file as soon as the VB that makes you current is released. PLEASE make sure you understand the AoS process well and that you are ready to push your case through. The Field Offices regularly do the processing incorrectly – so you have to push them.

You can’t yet. But if the FO are dragging their feet you can schedule infopass appointments, you can raise the case with USCIS, and you can get your local representative to intervene on your behalf. There are various things – but you won’t need to do any of that for months yet.

Someone has to be “in status” when their I-485 is accepted (which takes about 1 to 2 weeks after you submit). So – you would be OK if you get current in August, but not if you were current in September.

My second question regards my son’s documentation.He has a birth record and not a birth certificate indicating that he is born in the 3rd country we are currently living in as well as hospital immunizatiin cards and does not have a birth certificate from this country owing to the fact that the department of homeaffairs has not made it easy for us to get a birth certificate for him here.However,he has a birth certificate from our home country that clearly indicates place of birth(as the country we are currently in) and name of both parents.Will this,together with the birth record issued on birth , and hospital cards and his passport from our country be enough for the interview or they would require that we produce a birth certificate from the country he was born in as well.Any idea you have on how much strict the US consulate in Harare Zimbabwe is ?Thirdly, does a person to file an affidavit of support be necessarily be a close relative or friend? 1. Only the principal selectee shows education certs.
2. I don’t know if Zimbabwe will accept that birth certificate. You can check with them directly perhaps or just see what happens on the day.
3. Your relationship with the person is likely to be questioned in the interview. A casual acquaintance is unlikely to truly support a near stranger – so it is up to you whether you think you can make these sponsor seem committed to you….

Is it possible also to go for medicals in the third country we are currently in(of course by the US consulate approved medical practitioners) or maybe I have to inquire regarding this again by them. That is a bad idea. You have up to 6 months to enter the UISA after the visa is issued – so use that time to enter and establish yourself. Getting the kids processed AFTER your interview is highly likely to fail – and then you will have to sponsor them through family based route which is slow and expensive. Don’t do that – you will regret it.

1. It might delay, it might not. But so what – you have no choice but to correct your form and you will want your wife and child to go to America.

You must attend the interview as prepared as possible – but as to what they will accept in your case, that is something you can only find out on the day of interview with the CO. Generally speaking, showing savings (at least $20,000 for a couple) will show enough financial support, but the CO may insist on other levels or types of financial proof.

The question is that should I halt the process of application for the universities? Because I heard that due to the difference between status of these two kinds of visa, if my student visa’s interview happen befor lottery interview, then the officer won’t admit me for student visa. Applying for or having a student visa does not impact the DV process.
The DV process however could cause the denial of a student visa application because the DV process is an immigrant visa – meaning you will have demonstrated intention to immigrate.

1- I am Iranian, CN 7000, living in 3rd country since 6 years before, no record for working with Iranian Governmental companies, no military service (exempted of military service).
As you mentioned high CN for Iranian is risky. I want to know am I in risky area or not?
2- Normally AP is handling by KCC or Embassy of interview? Which one has main role to handle AP and clearance?

1. Everyone has some risk. Your number is a bit high, so that is some risk, and you are Iranian, that is a bit more risk, and so on.
2. AP is not handled by the embassy. KCC co-ordinate it with other agencies.
3. They might still require checks – and it could be something as simple as your name being similar to someone on the no fly list.
4. Doesn’t make any difference.

Hey there Simon, I emailed the KCC about the processing status of my DS260 and they answered me this: “Your forms have been received and pending further embassy review for the continuation of your visa processing”.
1. When do you think I will have my interview?
2. When will the 2NLs for february be sent?

The reply means your forms are processed – but I don’t know if your case number is current – so I can say when you will be interviewed.
2NLs for February will probably be sent this week.

Hi ,
Police certificate for me and my wife have been issued in November 2015 having validity one year , interview date supposed to be inn August or September 2016 , I. e. Within the validity of the certificates.
Could this constitute any problems at the date of interview?

1. Yes there is hope, but wait and see.
2. 2NLs will probably go out in the next few days
3. The background checks can reveal issues (lies typically) that can caused refusal.
