Due to a technical issue, the DV-2019 entry period that began on October 3 has been closed. Entries submitted during October 3-10 are not valid and have been excluded from the system; they will not count as a duplicate entry. The technical issue has been resolved and a new full entry period will begin at noon, U.S. Eastern Daylight Time on Wednesday October 18, 2017 and will run until noon Eastern Standard Time on Wednesday November 22, 2017. Only entries submitted during this period will be accepted and considered for selection in the lottery. Please throw away any confirmation number or other documentation that you have if you submitted an entry during Oct. 3-10.
Update: This announcement is now on the official site. https://dvlottery.state.gov/
I’m guessing we will see the same announcement on travel.state.gov over the weekend or on Monday. I would say Ecuador has posted this information slightly early, but I’m sure it will be accurate.
The announcement from Ecuador embassy has some interesting detail – so I am posting it in full here. There is also now a similar announcement from Jordan embassy – and other’s will announce tomorrow.
>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>
Due to technical problems, the enrollment period for the DV-2019 program has been restarted and all registrations made before October 18, 2017 will need to be reworked to be considered. We apologize for the inconvenience. To ensure impartiality and to protect the integrity of the process for all involved, we must restart the registration process for this year (DV-2019).
The new enrollment period for the DV-2019 program is noon on Wednesday, October 18, 2017 and ends at noon on Wednesday, November 22, 2017.
If you registered before Wednesday, October 18, 2017 your registration will not be considered and you need to submit another one during the new registration period. You can submit a new record without being disqualified. Persons who submit more than one registration during this new term will be disqualified.
Applicants may enter the electronic form (E-DV) on the official https://dvlottery.state.gov/ page during the new enrollment period. Instructions are available on this page of the State Departmenthttps://travel.state.gov/content/visas/en/immigrate/diversity-visa/instructions.html
All other eligibility requirements remain the same.
Beginning May 15, 2018, participants in the DV-2019 program will be able to use the unique confirmation number provided to log on to https://dvlottery.state.gov/ and verify that their enrollment has been selected. On that page you will be informed how to apply for the Diversity Visa for them and the eligible members of your family. The Department will also confirm appointments for the visa interview through that same page.
Frequent questions:
Q: What can you tell us about technical problems? Were records lost? Was this an attempt at piracy?
The technical problem was a failure to select the country of eligibility if the applicant selected a country of eligibility different from the country of birth, which is allowed in certain limited circumstances. It was not the result of outside interference or an attempt at piracy.
Q: How many registrations were received before the technical problem?
Due to these technical problems we can not reliably calculate how many valid registrations have been received so far. To protect the integrity of the process and ensure a fair opportunity for all participants, we are restarting the enrollment period.
Q: How many enrollments for the program does the Department expect to receive by 2019?
In 2018, the last year we have statistics available, we received more than 14 million entries from top applicants.
Q: How will the Department notify applicants whose records are not valid?
The Department will send an automatic email notification to any participant whose enrollment was received by October 18, 2017, using the email provided on the visa lottery form, asking them to visit https://dvlottery.state .gov / and read an important notice.
We will also work with our Embassies and Consulates to inform potential participants about this situation and about the new enrollment period through social media and the local press.
Q: Will this delay the 2019 Diversity Visa process?
The selection for the DV-2019 is scheduled to begin on May 15, 2018.
At this time we do not expect delays in the process.

I am so disgusted of how they “managed” the whole ‘process’, thus I don’t want to be a participant in the US lottery program anymore.
Didn’t get notified in any way whatsoever neither.
When they treat us with disrespect, we won’t tolerate such a bad feedback and l’ll definitely do the same in return!
That’s very bad and arrogant from their side.
I feel totally embarrassed and disgust from their behavior.
July 13, 2018 at 19:18
Dude. You’ve said all that already. No one is forcing you to participate. You have total control over that. Time to move on.
July 13, 2018 at 00:21
Come on now. This is totally unacceptable!!!
July 13, 2018 at 00:37
“Unacceptable”? Do you have any other choice than to accept it?
July 13, 2018 at 00:14
THIS IS NOT JUST A SHAME BUT A TOTAL DISASTER AND CHAOS FOR BOTH THE US LOTTERY AND THEIR GOVERNMENT INFRASTRUCTURE.
IT WILL BRING A VERY BAD MARK TO THE US GOV AND MIGHT CAUSE CONFLICTS BECAUSE OF SIMPLE MISTAKES LIKE THAT ONE, THUS BEING PART OF THE REAL-TIME APPLICATION PROCESS.
I REFER NOT ONLY TO THE SYSTEM BREAK DOWN BUT THE US REPUTATION BEING AFFECTED IF NOTHING POSITIVE IS DONE ABOUT IT.
PEOPLE ARE MAD AND TOTALLY IRRITATED BECAUSE OF YOUR EMPLOYEES POST-RELEASE ERRORS E.G. THIS REAL LIFE SCENARIO IS NOW CAUSING HEADACHES.
DO YOU KNOW THAT ORDINARY PEOPLE AND PARTICIPANTS WON’T CHECK, I REPEAT WILL NOT CHECK THE STATUS OF THEIR APPLICATION EVERY OTHER DAY SINCE THE DAY OF THE ACTUAL APPLICATION BEING SUBMITTED?
WE (THE NORMAL PARTICIPANTS) HAVE NOT BEEN NOTIFIED BY NEITHER EMAIL NOR ANY OTHER CONTACT FORM ABOUT THE CHANGE.
THIS IS TOTALLY UNACCEPTABLE AND I WANT MY RIGHTS BEING PROTECTED.
FOR FURTHER ASSISTANCE, PLEASE CONTACT ME AT: XX Email removed XX
THANK YOU.

Dude, first of all. Relax, and turn the caps lock off.
Second, I am not the government – and don’t have any employees.
Third, “Total chaos” for Government Infrastucture??? LOL – I think you are exaggerating the impact and the importance of the DV lottery. Please remember, the president (a total moron admittedly). and many others in this country don’t want the DV process to continue. This country can change it’s laws, and can decide who to admit, or not admit. Immigration is not a right, it’s a privilege. As far as the USA is concerned, you don’t have any rights to be protected.
I removed your email address for your privacy.

Yes, indeed, his rraction will bring only negativity to others future dvlottery winner
May 16, 2018 at 09:49
Too disappointed! I didn’t receive any email about the restart.
May 16, 2018 at 06:12
Same situation. Entered application on October 5. I’m sure that fill my email. Didn’t get any notification about problems, only message like “Remember, only internet sites that end with the “.gov” domain suffix are official U.S. government websites. Blah-blah-blah”
May 15, 2018 at 17:38
F$%^ this DV2019, I was just checking the status and the information was not recognized. Than I finally saw that stupid message about the re-submition. This is so stupid and ridiculous, f#$% the them
May 15, 2018 at 17:46
They sent emails….
May 16, 2018 at 13:47
a tiny spam looking email which stated “important announcement about the lottery…”. It wasn’t enough. Anyway this lottery is for poor people from 3rd world countries, I live in the much better country now, no point to spend my time and nervous on this nonsense.
May 16, 2018 at 16:15
Other than sending out the emails and posting on their web page and announcing it on all their embassy websites, and of course it being discussed on this site along with hundreds of other blogs and forums where it was discussed, what else should they have done. Come round to your house, and hand delivered a personal note? Really?
May 1, 2018 at 08:06
f this. and f my luck. just logged in to dv lottery web site to check my status and saw the msg saying I am not elligeable. And it seems I got an email sometime in 2017 saying
“Dear Diversity Visa Program entrant:
Please check http://www.dvlottery.state.gov for an important announcement regarding your Diversity Visa Program entry.
Remember, only internet sites that end with the “.gov” domain suffix are official U.S. government websites. Many other websites (e.g., with the suffixes “.com,” “.org,” or “.net”) provide immigration and visa-related information and services. The Department of State does not endorse, recommend, or sponsor any information or material on these other websites. The Department of State, KCC, or any other U.S. government entity will never ask you to send money via email or request that you reply with personal information. The only fee associated with the DV program will be paid at the time of your interview.
U.S. Department of State”
I thought this is from an other scam site as it is not diffucult to make it look like its coming from dv lottery.
instead of saying have something important to say say the freaking thing like ohh your application might be canceled go and check…
So I would get worried and check.

Hi Ms Brit I and my wife submitted our DV lottery 2019 on October 6 2017. We did not receive a notification that entries between October 3-10 are excluded. Is there still a hope for our entries ?
