MTL haven’t marked 2NLs as received. I don’t know if they are in the 250+ cases still in transit status. So – it is too soon to assume anything, and in any case, missing one month isn’t conclusive.

A case number is current when it is lower than the number shown on the VB. KCC can answer whether the DS260 is processed or not.

Please I would like to know if KCC and the Embassy which sends the 2nl, and also when should we be expecting 2nls for case no. AF15xxx (Interview location is Sierra Leone). I am a bit confused because I emailed KCC about the status of my case and , they replied:
” Thank you for your inquiry.
Your case number is now current for interview processing. If you are scheduled for an interview date, you will receive notification via email to check https://dvprogram.state.gov. If you need to make changes to your DS-260 you should contact the consular section where you will be interviewed, or bring the information about your changes to your interview appointment. Because your case is ready to be scheduled, KCC can no longer unlock your application.”

KCC sends the 2NLs, but based on the capacity that the embassy sets. Freetown is backlogged, having accepted only 16 cases on Feb 21. If they keep up that pace, then it will be at least 2 or 3 months before they get to you. Of course they could increase or decrease their capacity too.
Once you are current for interview processing, it is hard to change.

To be scheduled three things have to be true.
1. Your DS260 is finished processing
2. Your case number is current
3. Your embassy has available interview capacity
From what you have said, I have no idea about any of those three factors for your case.

They didn’t issue any DV cases in October (before the election) or November, then they issued many in December (after the election.
This has nothing to do with Trump.
Meanwhile it does seem they have increased IR (immediate relative) processing.
