The DV lottery instructions seem to confuse people about the main requirements for the DV lottery process. The first requirement is about country of eligibility which I will address in another post. The second requirement is education/work experience. So I would like to address some common misconceptions. The rules say this.
Requirement #2: In addition, to meet the education/work experience requirement of the DV program,
you must have either:
a high school education or its equivalent, defined as successful completion of a 12-year course of
elementary and secondary education;
OR
two years of work experience within the past five years in an occupation requiring at least two
years of training or experience to perform. The U.S. Department of Labor’s O*Net Online
database will be used to determine qualifying work experience.
I highlight the either/OR because that is the first misconception – You only need to qualify by one or the other, not both. If you meet the education requirement you do not have to worry about proving work experience.
The second misconception is that each adult (husband and wife) needs to meet the requirement #2. That is normally not the case (the exception being to do with cross charging which I will explain in another post). The principal selectee only needs to meet the requirement.
OK so let’s look at the two options. The first is the simplest and best way to qualify.
Education requirement
The intent of this requirement is to take in immigrants that have achieved an education equivalent to a USA High School education. Note the “USA” part. They are dealing with immigrants from all over the world and needed to establish some “level” in USA terms that can be compared to other countries. So – the level they chose is High school. This is the point at which an American child has graduated high school and is qualified to enter s US University (college).
The term High school is confusing. For instance, in the UK where I was educated, “High school” ended at 16 years old – and that would NOT be sufficient to meet the DV requirement. In UK terms a child would have to attend 2 further years of education beyond 16 years old (receiving “A levels”) to be qualified to enter a University – and that is the level required therefore. Other countries will have other standards – and each embassy is able to set the level required based on their understanding. This has led to some changes over the years that has caught people out. Some embassies publish specific and quite detailed information such as this information for DV2015 from the Kenyan US embassy or the information from the embassy in Sri Lanka. Sri Lanka by the way was a recent example of changing their standards and there are some sad stories about that on the internet.
There is a page which offers a listing for many countries here. However, be very careful with the information as it is not 100% accurate or up to date and some countries will have varied their requirements (again Sri Lanka is an example).
So – hopefully by now you have understood that there is a minimum requirement for your country. The various embassy websites are a good place to get information on the level required.
Does a higher education satisfy the education requirement???
Another common question I get asked is “I have a Bachelors degree/masters or whatever, surely I don’t have to show my High school A levels/High school diploma”. The answer is a bit of a grey area. It makes sense that someone having gained their masters or whatever must have met the requirements BUT there are some exceptions to that logic. For example, it is possible to obtain a Masters degree without having finished 12 years of elementary and secondary education and for that reason some Consular Officers will be “picky” about seeing the HIgh School level proof. There have been many reported cases where COs have insisted on this and I am sure there have been cases of denials based on this.
Vocational education
The rules specifically exclude vocational education as being used to qualify on education grounds. For example, if a selectee were to leave school at 16 and then immediately or later go into a vocational program such as teaching or nursing, the time spent in that vocational training/education could not be used to satisfy the educational requirement. In cases such as this, the selectee may need to consider whether their work experience is sufficient to meet the requirement #2.
Work Experience requirement
Ok let’s say you cannot qualify on education grounds. It is possible to base your eligibility on your work experience – although doing so is harder than education so you would only use this as a fallback method. Why is it harder, well with education you either do or you don’t meet the requirement. You present your proof and as long as you understood the standard correctly you are done. Work experience cases are “judged” by the CO based on the proof you can supply at the interview. They are subjective therefore – it is a matter of how well you can convince the CO that you meet the requirement.
So ok – what is the requirement? The instructions say it is 2 years experience, gained in the previous 5 years, in a job that meets the standard described in the O*Net database. The standard to be met is a job that is classified in job zone 4 or 5 with a SVP (Specific Vocational Preparation) rating of 7.0 or higher. Not all jobs will meet that criteria – it is generally jobs which require a higher level of education, or skills.
How do you check your job? Well you navigate to the O*Net database and enter your approximate job title in the Occupation Search field. You will get a list of similar jobs and you should find the one that is closest to your work by title. For example I typed in “teachers” and from there I chose “Kindergarten Teachers, Except Special Education“. Scroll down the page and find the section “Job Zone” as shown here:-
You can see that Kindergarten teachers is a job at the correct qualifying level. However if you look at a Teachers Assistant – then you can see that is NOT a qualifying job.
Sometimes of course your exact job title will not appear. You can choose a similar job that explains what you do and if necessary you might want to detail your job duties to show they align well with the skills, tasks and so on of the job you wish to use as proof.
How to present the case…
OK – you believe you have found the right job description in the O*Net database. You are soon to attend the interview – how do you prepare.
Well first of all, you have to understand that your credibility will come in to play. The CO has some latitude about how they approve these work experience cases, your task is to give them a good case to be able to approve you.
I would suggest preparing a well organized and professional looking file to include as much as possible of the following:-
- The print out from of the job to which you are aligning your experience.
- Employment letters such as job offers, promotion letters and so on.
- Letters (preferably notarized) from current and former managers, colleagues and so on.
- A description of your day to day duties in the roles covering a minimum of 2 years.
- Details of any vocational training or education that supports you in your job.
- Examples of work product if possible/applicable.
Make this as complete as possible. As I said your credibility counts, so look professional, have a professional demeanor and make sure what you present is well presented, free of typos etc. You generally should not need professional help in preparing this file – and if you think about it the use of a professional could cause the CO to question whether yuou are really at the level you are claiming.
It is worth spending some time on this point, if you fail to convince the CO and have not qualified on education you will be denied and there is no appeal process (if processing outside of the USA).

Hello Sir! I am from Sri Lanka 2025AS4****. I have 3 concerns.
1. The work experience requirement in Sri Lanka is gce A/L. I did not get through all the subjects in the first attempt. Therefore, I re-attempt in the following year (immediately after the 1st). Does my second attempt count or do I have to prepare documents for work experience?)

3. Initially when filling out the DS260, I did not list all my husband’s previous work experiences as I thought it wouldn’t be necessary. However, in July I unlocked the DS260 and mentioned all his previous work experiences. Would this become an issue? Do I need to take proofs of his previous work experiences in case they inquire about that?

1. Being a freelancer is not “unemployed”. You need to make sure you describe yourself correctly in the DS260 because otherwise the CO will be looking at someone who appears unable to get a job. There was a question in DS 260 when filling about each education institute I attended.
“Degree/Diploma”?
Firstly, I mentioned my highest qualification as bachelor degree, and answer for above is “degree”,
Secondly, For High School education, I stated as neither degree nor diploma, but “General Certificate of A/Level”, that’s the exam we had at the end of high school and get grades (similar to british education system) – Which is the requirement of local embassy to prove the completion of US High school equivalency (Stated in Local US Embassy Website)
As in my country “Diploma” is known to be a level of qualification below degree level in my country.
But later I got to know that, in USA, term “Diploma” is meant to be any certification,
So my question is,
1. Do I need to change it by unlocking my Ds 260? (I mean is there any chance KCC will refuse to process my application to document request)?
2. Since I mentioned my highest qualification as University degree, will above matter create issue in processing my application to next step?
Note: unlocking DS-260 is a big battle in these days…

Kindly note that the title of the certificate it self states vocational high school so don’t you think I will be endangering my full application by referring the level of education I have to academic rather than vocational? the DS form clearly states in help section – for high school course of study please indicate Academic or Vocational.
To my understanding on this subject that full time vocational high school degree may qualify as long as they substantially conform to the core requirements of an equivalent United States General studies degree program. So from your experience in the US education system, does technical high school conform to this requirement? Shall I send my degree to a US evaluator to evaluate my certificate?
It is also worth to mention that I have completed a full time bachelor degree in university. High school is the minimum requirement, so will bachelor degree meet the requirement instead of high school? Or will the CO refuse the bachelor and insist on high school education?
I really appreciate a detailed answer from your end on this subject so that I decide to whether I complete my application or just forgot about it.

I was selected for the DV2022 and I have the following question:
Is technical baccalaureate equivalent to the US high school? It is considered as grade12 in my country and such type of vocational diploma consists of vocational/ technical and academic learning and there will be no issue in completing my education at the university level. As a matter of fact, I completed the university and obtained a Bachelor and Master degrees thereafter.
My Questions:
1- Am I required to include vocational studies (as required) at high school level in the DS260 form?
Will this disqualify me? The instruction says.. high school and it is equivalent and applicant must prove that his degree is equivalent. In this case do I need to send my technical baccalaureate diploma to WES to have their report to whether such diploma is equivalent to US high school. Will the CO accepts report from third parties such as WES ?

Vocational education is not accepted, however, your education was general enough to lead on to further general education. So don’t refer to your education as vocational.

I finished high school in the Netherlands but I am not sure if the level is equivalent to a US high school. In that case, I want to present a strong work experience case as a backup.
My question is how much work experience are you allowed to present at the interview?
1. I am an operational planner for the city of Amsterdam sinds 2017, where 2 years through HR agency, tasks are very close to 11-1021.00 – General and Operations Managers.

Because of your number it will be well into 2022 before you get an interview, probably a year from now. So – complete the DS260 with today’s truth, but you will have your degree proof by the time of the interview.

Would it be possible to apply for both the education and employment experience if you are not sure if either would qualify?
With regards to education, I completed four years of High School in NZ achieving an NCEA Level 2/6th Form Certificate. However usually High School is completed in 5 years in NZ = NCEA Level 3/7th Form. I received discretionary entrance into university, by-passing NCEA Level 3, then bypassed finishing a Bachelors Degree and am in the middle of completing a Masters Degree without completing a Bachelors. So the only official completion certificate I have is of NCEA Level 2.
With regards to employment I found the civilian equivalent to my role in the military on the O-net Database which shows as SVP 7-8 and Job Zone 4. But as it was a military role, I could not find a definitive answer to if it would qualify.
Any guidance you have relative to my situation would be much appreciated.

At the interview you would prepare to show both education and work experience. You don’t have to choose which way to apply.

I don’t meet the education criteria.
I flew for Australia’s National Flag Carrier for 30 years and retired as a Captain on the 747 in July 2014, so I don’t meet the 2 years job experience in the proceeding 5 years. Also I am currently retired, I am certain I would pass Public Charge criteria. Am I still eligible?

Work Experience requirement
Ok let’s say you cannot qualify on education grounds. It is possible to base your eligibility on your work experience – although doing so is harder than education so you would only use this as a fallback method. Why is it harder, well with education you either do or you don’t meet the requirement. You present your proof and as long as you understood the standard correctly you are done. Work experience cases are “judged” by the CO based on the proof you can supply at the interview. They are subjective therefore – it is a matter of how well you can convince the CO that you meet the requirement.
So ok – what is the requirement? The instructions say it is 2 years experience, gained in the previous 5 years, in a job that meets the standard described in the O*Net database. The standard to be met is a job that is classified in job zone 4 or 5 with a SVP (Specific Vocational Preparation) rating of 7.0 or higher. Not all jobs will meet that criteria – it is generally jobs which require a higher level of education, or skills.
How do you check your job? Well you navigate to the O*Net database and enter your approximate job title in the Occupation Search field. You will get a list of similar jobs and you should find the one that is closest to your work by title. For example I typed in “teachers” and from there I chose “Kindergarten Teachers, Except Special Education“. Scroll down the page and find the section “Job Zone” as shown here:-

Hi Simon, my interview is in two weeks. I have an original high school diploma but it does not have the apostille. I have no time to get it. However, my university diploma and masters degree do have. Will I have problems at the interview because of this?. I will take my work experience with me anyhow.

I left school in 1992 in G11, (Vocational education – Electronics), I worked for 20+ years in this field and I earned many nonacademic certificates… anyhow, in 2012 I changed my profession and I worked in the insurance field as “Claims Representative” with two big companies 4 years with each till 2020 and because of corona I have lost my job since then. I’m now freelancer (Elec/IT-Tech frome home), my last position is listed now in the US O*Net database work experience as (13-1031.00 – Claims Adjusters, Examiners, and Investigators). Kindly inform me is this the correct definitions in the U.S. Department of Labor, and can I consider this experience (4 years in the last 5 years) as Work Experience?
Note: In season 2016/2017 I decided to get the High school diploma, And I passed the G11 but I couldn’t proceed to G12 due to some reasons (country stifled economic collapse). I joined back the institution to in Nov/2020. I’m currently studying and preparing for the Vocational High school diploma, which may be occurred in dec/2021.

I have a question about education requirements …
It took me 6yrs to finish high school.
Our education system is a bit different from the US … We write Matric on grade 10, then if we pass that we go to G11 & G12 then we take national exam (University entrance exam) which is equivalent to the US highschool deploma.
I sat on my first G10 Matric Exam on 2002, didn’t get enough grades.
Then I took the Exam again on 2006 and got enough greads.
Then I did my G11 & G12 respectively and took the G12 National exam on 2008.
All papers must be presented right?
How do I put all this on My DS260?

Hello! Thank you for all this information, your advice has been incredibly helpful. My partner is from South Africa, he received a GED so will be applying through the job experience route.
He is a freelance film / video editor, filmmaker and photographer. Editors are under the 7-8 range. Do you think he has a chance being a freelancer to convince them? Is there anything you think he should bring in particular?

2. Possibly – but only if you don’t think you meet the education requirement. If you can meet the education requirement they don’t need work experience proof.

Hello i had a college degree of english teacher since 2012 i had work experience in venezuela so what kind of documents i need to take in case i got selected? Is like a curriculum? Or letters from the ministry of education to prove i worked there for 5 years? Thanks in advance
