Yesterday I posted an article explaining how the new document procedure has impacted the process thus far, causing low issued numbers. I think my concern might need further clarification. This is something that mostly affects EU and AF region. AS region is fine, there are ample visas, progress up to now is fine and there is time left. OC and SA are also OK – so I am not going to get into specifics for AS, SA or OC regions.
For EU and AF, we can try and calculate the likely backlog based on an assumption of what the final response rate will be. The response rate in previous years is measured as cases (disregarding holes) that submit their DS260 and therefore get scheduled for interviews. Now, there is an extra step – submitting documents. So – there could be some cases that submit their DS260 but never submit their documents. In theory (based on the updated instructions), that should mean those cases are not scheduled for interview. So – again, that means looking at cases which are scheduled for interview. The response rate always “grows” over time, since someone can delay submission of the DS260 for many months after the initial results announcement. In fact, there will be cases that submit as late as May and June this year that still get scheduled for interviews.
The source data for the calculations below are the data files on Xarthisius’ site. A big thanks to him for creating the process and hosting the data and of course to the willing scrapers. Two scrapers have solved over 20,000 captchas , so a big thank you to Petr and Mena (plus Anthony, Mena’s son!). There are three others who have solved over 10,000 captchas also, Recocanovic, Anna and Xhana – again, an awesome effort, and much appreciated.
OK – so how do we get a response rate to start with. Well – that is really a matter of prediction – so it is not a number we can be 100% certain about, but we can take last years numbers and adjust them. The response rate for EU last year was 66%, and AF region was 64%. Since the new document procedure will now miss some cases who don’t go through the additional step of submitting documents, we should lower both those numbers. Because I have observed a higher “no show” rate in AF region in previous years, I think it is wise to assume a bigger reduction for AF than EU – so let’s take our assumptions based on 59% for EU and 55% for AF. I cannot be certain of those numbers – it could be higher or lower in the end. By the way – for those calculating based on prior year success rates, remember to adjust those rates because no shows, AP and refusals will be lower since people have jumped through an extra hoop and have shown documents prior to being scheduled.
So then we can take those assumed response rates and use them to calculate how many cases should be responses, compare to how many are responses so far and look at the remaining cases (not yet current) to calculate how many of those will want interviews.
It is important to note that I am NOT talking about quotas and caps here. I am simplifying and assuming there are enough visas for all. That may or may not be the case – again – we really have to wait and see based on new issued rates, derivative rates and so on. So – this is really about remaining demand and whether there is logistical capacity for that demand.
For EU, there are real 11927 cases already current (below 21900) and 3158 cases left above 21900. Of the 11927, 5313 are “responses” meaning a response rate of 44.5%. If we assume a response rate of 59%. that means there are 1724 cases, already current, but not yet scheduled – in other words – the “backlog”. Of the remaining 3158 cases we could assume that 1863 of them will respond. So that is a total of 3587 cases that would need to be scheduled in the last 4 months of interviews. The May interviews in EU region were 1009, and that is in line with (or even a little lower than) what I have seen in previous years. So – I think capacity will be OK in EU – it’s just a matter of whether KCC can keep the numbers up with the new procedure.
OK – so now the same exercise for AF region.
For AF, there are real 16098 cases already current (below 24500) and 8925 cases left above 24500. I am ignoring the affect of Egypt on these numbers, so this is somewhat incorrect – but close enough to make the point. Of the 16098, 6688 are “responses” meaning a response rate of 41.5%. If we assume a response rate of 55%. that means there are 2166 cases, already current, but not yet scheduled – in other words – the “backlog”. Of the remaining 8925 cases we could assume that 4909 of them will respond. So that is a total of 7075 cases that would need to be scheduled in the last 4 months of interviews. The May interviews in AF region were 1137, and that is lower than capacity I have seen in previous years. So – we need to see higher number of interviews for AF region. And again it is a matter of whether KCC can keep the numbers up with the new procedure.
I hope this helps people understand a little better. I know I am going to get some questions from people who have not bothered to read this whole article – so those people will simply be told to read the article.

Thanks for your further clarification for AS.
April 2, 2019 at 20:40
Mr Simon my cn is EU271** and I haven’t received the email from kcc to send my doc. In your opinion what should I do ? To send or wait for their email ? Thanks a lot
April 2, 2019 at 20:54
I would send.
April 2, 2019 at 20:44
How can we understand this in the EU that we will have the chance and with number 29 *** for an interview date? Thank you
April 2, 2019 at 20:54
Read the article and then wait and see.
April 2, 2019 at 21:00
But for sending the documents?
What do you suggest me?
April 2, 2019 at 21:06
April 2, 2019 at 21:08
Thank you ?
April 2, 2019 at 20:47
Thanks for the detailed analysis. From that, I now conclude that all regions will go current soon unless otherwise.
April 2, 2019 at 20:48
Thanks for the clarification, however, I think you’re actually over-estimating the response rate – especially for AF region – as you could se on the Graph, 55% has nothing maybe with 5% shown, so !?
April 2, 2019 at 20:53
Feel free to apply your own numbers but remember the low response rate you are pointing to to the RESULT of the new procedure. Last year was 64% – so my 55% number assumes a 9% reduction.
April 2, 2019 at 20:59
I really would like to give you a thumbs up for your articles to express my gratitute for the well explained information you deliver. Sad this is only possible with a wordpress account. Great job! Thank you.

April 2, 2019 at 22:19
So use some of your own judgement…
April 2, 2019 at 21:55
thanks brit thanks….you are a Angel…god blessed you and your family
April 2, 2019 at 22:02
it’s just a matter of whether KCC can keep the numbers up with the new procedure. Can you explain this for me ,please??o dont understand
April 2, 2019 at 22:17
i guess it’s the scenario B from the last article.
April 2, 2019 at 22:21
I’m saying can they line up enough people with completed documents.
April 2, 2019 at 22:11
Hi Brit, do you think KCC can make region like AF current then deal with scheduling and backlog till the end of the exercise, just to be fair with high case numbers already submitted documents?, because they have requested documents for as high numbers as Af44×××.
April 2, 2019 at 22:21
April 2, 2019 at 22:14
Really? Kcc sent you a mail by asking you to send your docs Zulu?
April 2, 2019 at 23:55

April 3, 2019 at 00:20
Hi Zulu, they did? I’m af45*** but haven’t received any mail.
Simon do you I should send my documents?
April 3, 2019 at 00:25
You can decide…
April 11, 2019 at 14:15
I submitted my documents without a request mail. AF45***
As adviced, I’ll be patient.
Let me keep my hopes high
April 3, 2019 at 06:36

April 11, 2019 at 14:17
Hey Zulu? No mail yet but I went a head and submitted the documents yesterday.
Let me hang in there
April 3, 2019 at 22:41
I am AF45xxx and have received the email for further documents.
April 3, 2019 at 22:56
Really Sir? When did you submit please?
April 6, 2019 at 14:12
I reopened and resubmitted my d’s 260 in November. I received the mail to submit documents on 19th March. I’ve not submitted yet because I’m still getting them ready .
April 3, 2019 at 04:08
Where are you getting the ‘No Show’ numbers for previous years from? Response rates of 66% for EU and 64% for AF sounds pretty low to me. 35% not showing up to their interviews just doesn’t make sense.. I am thinking KCC just didn’t update those cases? Of course I don’t expect a 100% response rate, but I would at least think it will be in the high 80 to low 90!!
April 3, 2019 at 05:14
You are not describing the no show number – you are describing the response rate – and that is based on actual data from DV2018 (which is the same year after year). So – whether you understand it or not, it is accurate.
April 3, 2019 at 04:51
A very Big thanks Brit.
I was approved yesterday in Ghana Accra embassy, ….
Thanks so much Brit and I wish the rest here good luck.
Just listen to Brit, and u shall be successful after his command, he is a good man and anyone who obeys him shall be successful.

April 3, 2019 at 05:28
Hello Brit! I have a question for you about scheduling interview. My case number is 2019EU218xx. I have received confirmation email about 4 documents (22 march). But aftere receiving i have re-opened my ds260 (2days ago) and re-submitted again yesterday. Will it has an impact on my interview date? Or do you thing i’ll get may 2NL at the end of this month? Best regards!
April 3, 2019 at 05:45
Wait and see.
April 3, 2019 at 06:11
Okay, i’waiting. But is there any possibility for that? I mean being late for interview?
April 3, 2019 at 15:14
April 3, 2019 at 11:31
Just to appreciate your good work and the kind hearted man you are to us winners.I pray God will maintain in you that calm and attentive spirit you have towards our numerous worries. And that you wouldn’t get tired and angry with some of us who may not understand you or waste your time.Only God alone can reward your good work.
So, I need your advice as an expert Brit.my case number is2019Af45xxx and my Ds-260 was submitted since October, 15, 2018.
I wrote to kcc just a couple of weeks back asking if I should submit my docs or must wait for their email first.
And their response was;;
“Thank you for your inquiry.
Your forms have been received and are currently processing. Allow several weeks for processing. Interviews are scheduled numerically based on case numbers that have completed processing. Once the Kentucky Consular Center has finished processing your DS-260, you will receive an email from the Kentucky Consular Center giving you instructions to complete in order for your case to continue processing”
Now my question, being an expert Brit ,I wish to follow your advice on weather I should prepare the docs and send or should wait until received their email. Thanks for your collaboration.
April 3, 2019 at 14:20
Tongwa Elvis, you will get your email between now and two weeks meanwhile get ready with your documents
April 3, 2019 at 15:41
Your number is high – so no need to rush, but don’t wait much longer to send your documents.
April 3, 2019 at 06:41
Mr Simon my CN is AF211** i send documents without asking Feb17 and I haven’t received the email from KCC . In your opinion what should I do ? To send documents again or wait for their email ? Thanks a lot
April 3, 2019 at 15:33
Email them to ask if they are satisfied with your documents.
April 3, 2019 at 19:06
I asked and kcc send me
Your forms have been received and are currently processing. Allow several weeks for processing. Interviews are scheduled numerically based on case numbers that have completed processing. Once the Kentucky Consular Center has finished processing your DS-260, you will receive an email from the Kentucky Consular Center giving you instructions to complete in order for your case to continue processing.
In order for the Kentucky Consular Center to assist with inquiries regarding a specific Diversity Visa (DV) case, you must provide the Principal Applicant’s full name, complete case number, and date of birth in the following format (MMDDYYYY) as entered on the original entry. Please remember that the Kentucky Consular Center does not have the authority to tell you whether or not your specific case will be disqualified. Only a consular officer can do that at the time of your visa interview. Do not send any paper documents to the Kentucky Consular Center.
what advice me MR Simon,
God bless you .
thanks a lot
April 3, 2019 at 19:20
Well that email seems to suggest they do not have your documents. If I were you (and I was CERTAIN that I had followed instructions), I would call them.
April 3, 2019 at 10:25
Thanks for the detailed explanation. So does that mean even if those cases/people that responded ontime for both Ds and docs and thier number are just only been current affected by the backlogs?
April 3, 2019 at 15:40
Backlogs are causing an impact – that could include causing delays for other cases.
April 3, 2019 at 10:48
Firstly I am so appreciate that you wrote my name in your post. It was so stressfull to finish captchas but it gived to us pretty much information to see next clearly. I try to understand as a DV2019 with 27k from EU this new procedure since December’18 and I did so many statistics about when I will be current or will I be ? However, in my opinion it is so obvious to see current for EU. I know that we cant know when will happen this but after this post, something lighted in my brain 🙂 and I did some calculations for next bulletin. Now with 21900 cutoff, there are approx. 11628 cases that are current and we know what is the response rate. This is 51.22% for now and with this rate we can see how many case began to process I mean that filled ds260 and the number is 5955. Also we know how many cases are processing now with CEAC DATA. I mean transit, ready, issued, refused and AP with processing. When I sum these number, I found the 5313 cases are being processed now. The difference between these gives us the backlog cases that are 642 cases. To sum up, before 21900 there are 642 case that is waiting to be scheduled but I dont know how many of them sent the documents and how many of them took the approval. So when we assume that KCC gives interviews for approx. 1000 case, we can see that after 21900 there so less people that took an approval. With all of these I think that this month EU will go current. Of course maybe it cant be happen, this is just my idea. If you ask me what about your case? Did u take the approval for your documents. YES, everything is ready. I sent the document and I took the confirmation and I am just waiting for next or the other next bulletin to be current 🙂 Again thanks for your attention and interest. This blog teached me a lot about the process 🙂 Have a nice day
April 3, 2019 at 15:25
You seem to be working on some other dataset with different numbers or have some mistakes. In the article I give the current count of 11927 – which I just checked and is accurate. Of those the 5313 that are being processed now are the case that have responded – 44.5% as I state above. Where do you get the 51.22% response rate from? Just so you are aware, backlog cases to 673 of the 1009 interviews for EU this month. So – backlog is certainly still a HUGE factor and the response rate we are seeing is NOT the end of the story.
April 3, 2019 at 17:08
Soory sir yes, the current count is 11927, I took the 51.22% response rate from https://dvstack.com/statistics/2018/2019/EU/ that is made by a Russian. I think that rate gives us all cases that began their process with filling DS260. Other way, when we compare the 5313 with 11927, as you said we can obtain the 44.5%. Also, I think like you the backlog is so huge but last 3 months backlog doesnt going to decrease. It still keeps and maybe will increase. I am just thinking KCC couldn’t handle with this backlog and they will give current but maybe the bulletin will decrease. I am just trying to assume with some predictions with numbers. This year is going so weird 🙂 however, ı believe that at the end of this fiscal year we will all get our visas. At least I hope it will be like this 🙂
April 3, 2019 at 17:25
OK – I think you must ignore the 51.22% number. It is incorrect – because we do not have ANY way to determine how many cases submitted their DS260 (or filled in documents) UNTIL they are scheduled. I think DVstack just doesn’t understand that aspect too well.
Yes it is a weird year – but they always have some new factor – every year there is something. In the end, I think there are some people who don’t read the blogs such as mine who will miss out, and that will help higher numbers…
April 3, 2019 at 18:23
Wow, I feel so upset about DVstack because I thought that is correct but you said right. When I checked the excels from DVchats as you said we cant predict how many cases filled their DS until they are scheduled. However, still I have strong hopes about current 🙂 I have beeing followed so many forum about DV and I read a lot things about the process. I am sure that I really understood the new procedure but still we can’t predict what KCC will do 🙂 such a game that they played 🙂 Again I am so honoured with your post that includes my name about thanks. And beside of that I want to thank for your attentions. I just want to say that how such a person that doesnt follows or searches about their GC process can be real 🙂 because GC is an unbelievable chance that I can get once in my life I think 🙂 I hope next years this card will be taken people that realiaze the extraordinary aspects of this card 🙂 See u in new posts Brit….
April 3, 2019 at 18:46
I’m sure the new process was intended to improve things (perhaps reducing the post interview processing time, or reducing the people that fail to show up for their interview). But, since it is a new procedure it has created a headache.
May 1, 2019 at 05:56
New data is available from dvstack.com
He scraped data yesterday
May 1, 2019 at 14:10
Unfortunately his data doesn’t include the most important number right now – 2NLs (1st and 2nd batch).
April 3, 2019 at 13:03
Cases above Af40xxx will be interview in Jesus Mighty name
April 3, 2019 at 15:44
That would be a big mess. People should have their own names on the visas.

Thank you for the great work here
Have a good day

Good Afternoon Sir, CN43k, I received the email to provide Docs Feb-28th & I sent then March-7th – but till now, there’s no confirmation, so I called them today and they answeredf they didn’t receive any docs, so I sent them again and re-called, Sir Chris told me he was unable to check (smth.. the system..week etc) and asked me to call next Wednesday — Do you have any explanation for that ? ( I followed all the rules and I received the auto-reply )
April 3, 2019 at 18:43
No explanation, no.
April 3, 2019 at 20:49
The Reviewing process of my DS260 was completed by KCC , I was received an E-mail from KCC requesting to send the scanned documents ( still not yet submitted) ,after that I sent request to unlock my DS260 to make some minor corrections and the revised DS260 will be sent within two days ,Knowing that My CN is AS12XXX ,my question are
1- The Reviewing process of my revised DS260 will start from the scratch and it can take time like it is new submitted or it will go fast because it was reviewed before??
2- Is that creating delay for my interview?

In kenya the police certifigate expires after 1 year,i took mine on november 2018 meaning it will expire by november 2019.I expect my interview by september,2019 meaning the certifigate will not have expired by then.Should i send this certifigate or it is too old?
April 4, 2019 at 14:19
You can send to KCC – I would recommend getting a new one nearer the interview and take both to the interview.

April 4, 2019 at 12:17
What is your case ?
April 4, 2019 at 15:39
Hello …. There are many things that are unsafe this year. Everything depends on the number of interviews that will be prompted every month ….. In Europe there are 3586 issues waiting for an interview for (4 months) …. . I see that many issues over 24,000 have not received emails from Kcc for sending documents … This means that we have to wait NOT more than 24,000 ket Vb ………. Comparing 2 NL of May 2018 with 2NL of May 2019 we conclude that the Embassies in Europe have sent 480 2Nl + in the year 2019. This gives us reason to hope that the number of interviews will continue to increase for the European region .. …. The probability of getting the current are few, but everyone will receive an interview date according to the case number they have …… This year is a very big rematch

Is this normal answer for me?

I don’t know the question you asked.

More than 28k
April 4, 2019 at 14:42
Because of your CN they said this I think. However, at least with this bulletin you will be close to current number. Anyway, try to take your approval in this month to take interview in July if your case will be current on May
April 4, 2019 at 15:44
What else can i do,i submit my form and send documents

My question is i call to KCC about the documents which i sent, but they said that because of your high case number at this time we can not see that.
So does it normal?
April 5, 2019 at 00:20
Sounds like they were just trying to get you off the phone.
April 4, 2019 at 18:59
To send docs to KCC,should I translate them into English or I can send them just in French..
But I know for the interview ,I have to translate all of them… am from Togo .so French is the language here
Thanks in advance
April 4, 2019 at 23:56
From instructions that everyone gets in mail:
All documents not in English, or in the official language of the country in which application for a visa is being made, must be accompanied by certified translations.
April 5, 2019 at 00:24
If you are translating them anyway, why wonder?

BritSimon ( The Legend ) as always i have another question
In Embassy is written “English Translation of any civil document…” but i don’t know if High School diploma & transcript is a part of civil documents so my question is: Should i translate High School Diploma & High School Transcript in English ?
Thank you Legend

If in doubt, overprepare.
April 5, 2019 at 15:56
The Legend, the problem is that english translation it costs 10 euro for paper so me & my wife have 10 papers in total so it costs 100 euro. Thats why i am making sure if needed English Translation for that document.
And also i have a suggest for you:
1. Use another theme for this Blog ( you can buy in ThemeForest ) its very un-friendly
2. Make Donation banner more visible and bigger and write good phrase (for example: like telling others that you do not profit from this, so donating is very appreciated ) so people can donate more to you because you really deserve it.

3. Also i forgot to mention you can put Adsense in your website so you can get revenue from Ads
April 5, 2019 at 16:51
I do get a little adsense revenue already that helps with the costs of hosting.
April 5, 2019 at 16:50
This is an expensive process – 100 Euros here or there is trivial.
Thanks for the suggestions.

Sorry, i didn’t notice your adsense because i am using AdBlock.
Thanks for your help

It means i can change it in the interview?
April 7, 2019 at 10:07
As we are preparing for the interview in May, I just want to quickly pick your brain in regards to the proof of funds and clarify some doubts I have for the interview.
1. Although married, my husband and I have separate accounts because we’ve never bothered to create a joint account. We want to show bank statements from our individual saving accounts. Not having a joint account could possibility be a problem at the interview?
2. We have together equivalent of around $10,000 already in our savings accounts, a pension fund with $7,000, and some properties back home, and plan to save more in the next months (after the interview). These savings are considered very good starting money in EU for a young couple, however I checked the US poverty guidelines and for two people, the chart is showing 100% – $16,910 and 125% – $21,137. Which percentage should I consider?
We are young professionals, with strong international work experience (rating 7 as per O*Net database). Would this factor in positively if we are slightly under the poverty threshold (in the sense that it could highlight our capacity of finding jobs quickly once relocated)? My husband is the main applicant, and has 10+ years IT work experience, and I have extensively worked in the US in the past, but we currently haven’t started looking for a US job, hence we don’t have a job offer yet. Am I overthinking this?
April 7, 2019 at 17:23
1. No problem.
2. The percentage guidelines are for income of sponsors, not savings. Your savings are low, but the CO may be ok with your work history and prospects.

All documents need translate for ambessy I know but for kcc to? Because some people says no.
April 7, 2019 at 17:26
Read the instructions from KCC – it is in the letter!
April 8, 2019 at 06:45
While completing DS application we made a one day mistake in previous US travel entry date. It should be 11-th of October but we indicted 12-th. The length of stay was also mistakenly written as 10 days instead of 11 days. Will it cause any problem? The interview is scheduled in May. Region: EU.
Thank you in advance.
