Yesterday I posted an article explaining how the new document procedure has impacted the process thus far, causing low issued numbers. I think my concern might need further clarification. This is something that mostly affects EU and AF region. AS region is fine, there are ample visas, progress up to now is fine and there is time left. OC and SA are also OK – so I am not going to get into specifics for AS, SA or OC regions.
For EU and AF, we can try and calculate the likely backlog based on an assumption of what the final response rate will be. The response rate in previous years is measured as cases (disregarding holes) that submit their DS260 and therefore get scheduled for interviews. Now, there is an extra step – submitting documents. So – there could be some cases that submit their DS260 but never submit their documents. In theory (based on the updated instructions), that should mean those cases are not scheduled for interview. So – again, that means looking at cases which are scheduled for interview. The response rate always “grows” over time, since someone can delay submission of the DS260 for many months after the initial results announcement. In fact, there will be cases that submit as late as May and June this year that still get scheduled for interviews.
The source data for the calculations below are the data files on Xarthisius’ site. A big thanks to him for creating the process and hosting the data and of course to the willing scrapers. Two scrapers have solved over 20,000 captchas , so a big thank you to Petr and Mena (plus Anthony, Mena’s son!). There are three others who have solved over 10,000 captchas also, Recocanovic, Anna and Xhana – again, an awesome effort, and much appreciated.
OK – so how do we get a response rate to start with. Well – that is really a matter of prediction – so it is not a number we can be 100% certain about, but we can take last years numbers and adjust them. The response rate for EU last year was 66%, and AF region was 64%. Since the new document procedure will now miss some cases who don’t go through the additional step of submitting documents, we should lower both those numbers. Because I have observed a higher “no show” rate in AF region in previous years, I think it is wise to assume a bigger reduction for AF than EU – so let’s take our assumptions based on 59% for EU and 55% for AF. I cannot be certain of those numbers – it could be higher or lower in the end. By the way – for those calculating based on prior year success rates, remember to adjust those rates because no shows, AP and refusals will be lower since people have jumped through an extra hoop and have shown documents prior to being scheduled.
So then we can take those assumed response rates and use them to calculate how many cases should be responses, compare to how many are responses so far and look at the remaining cases (not yet current) to calculate how many of those will want interviews.
It is important to note that I am NOT talking about quotas and caps here. I am simplifying and assuming there are enough visas for all. That may or may not be the case – again – we really have to wait and see based on new issued rates, derivative rates and so on. So – this is really about remaining demand and whether there is logistical capacity for that demand.
For EU, there are real 11927 cases already current (below 21900) and 3158 cases left above 21900. Of the 11927, 5313 are “responses” meaning a response rate of 44.5%. If we assume a response rate of 59%. that means there are 1724 cases, already current, but not yet scheduled – in other words – the “backlog”. Of the remaining 3158 cases we could assume that 1863 of them will respond. So that is a total of 3587 cases that would need to be scheduled in the last 4 months of interviews. The May interviews in EU region were 1009, and that is in line with (or even a little lower than) what I have seen in previous years. So – I think capacity will be OK in EU – it’s just a matter of whether KCC can keep the numbers up with the new procedure.
OK – so now the same exercise for AF region.
For AF, there are real 16098 cases already current (below 24500) and 8925 cases left above 24500. I am ignoring the affect of Egypt on these numbers, so this is somewhat incorrect – but close enough to make the point. Of the 16098, 6688 are “responses” meaning a response rate of 41.5%. If we assume a response rate of 55%. that means there are 2166 cases, already current, but not yet scheduled – in other words – the “backlog”. Of the remaining 8925 cases we could assume that 4909 of them will respond. So that is a total of 7075 cases that would need to be scheduled in the last 4 months of interviews. The May interviews in AF region were 1137, and that is lower than capacity I have seen in previous years. So – we need to see higher number of interviews for AF region. And again it is a matter of whether KCC can keep the numbers up with the new procedure.
I hope this helps people understand a little better. I know I am going to get some questions from people who have not bothered to read this whole article – so those people will simply be told to read the article.

Feel free to apply your own numbers but remember the low response rate you are pointing to to the RESULT of the new procedure. Last year was 64% – so my 55% number assumes a 9% reduction.

Where are you getting the ‘No Show’ numbers for previous years from? Response rates of 66% for EU and 64% for AF sounds pretty low to me. 35% not showing up to their interviews just doesn’t make sense.. I am thinking KCC just didn’t update those cases? Of course I don’t expect a 100% response rate, but I would at least think it will be in the high 80 to low 90!!

Only a consular officer can do that at the time of your visa interview. Do not send any paper documents to the Kentucky Consular Center.

Firstly I am so appreciate that you wrote my name in your post. It was so stressfull to finish captchas but it gived to us pretty much information to see next clearly. I try to understand as a DV2019 with 27k from EU this new procedure since December’18 and I did so many statistics about when I will be current or will I be ? However, in my opinion it is so obvious to see current for EU. I know that we cant know when will happen this but after this post, something lighted in my brain 🙂 and I did some calculations for next bulletin. Now with 21900 cutoff, there are approx. 11628 cases that are current and we know what is the response rate. This is 51.22% for now and with this rate we can see how many case began to process I mean that filled ds260 and the number is 5955. Also we know how many cases are processing now with CEAC DATA. I mean transit,ready, issued, refused and AP with processing. When I sum these number, I found the 5313 cases are being processed now. The difference between these gives us the backlog cases that are 642 cases. To sum up, before 21900 there are 642 case that is waiting to be scheduled but I dont know how many of them sent the documents and how many of them took the approval. So when we assume that KCC gives interviews for approx. 1000 case, we can see that after 21900 there so less people that took an approval. With all of these I think that this month EU will go current. Of course maybe it cant be happen, this is just my idea. If you ask me what about your case? Did u take the approval for your documents. YES, everything is ready. I sent the document and I took the confirmation and I am just waiting for next or the other next bulletin to be current 🙂 Again thanks for your attention and interest. You seem to be working on some other dataset with different numbers or have some mistakes. In the article I give the current count of 11927 – which I just checked and is accurate. Of those the 5313 that are being processed now are the case that have responded – 44.5% as I state above. Where do you get the 51.22% response rate from? Just so you are aware, backlog cases to 673 of the 1009 interviews for EU this month. So – backlog is certainly still a HUGE factor and the response rate we are seeing is NOT the end of the story.

Soory sir yes, the current count is 11927, I took the 51.22% response rate from https://dvstack.com/statistics/2018/2019/EU/ that is made by a Russian. I think that rate gives us all cases that began their process with filling DS260. Other way, when we compare the 5313 with 11927, as you said we can obtain the 44.5%. Also, I think like you the backlog is so huge but last 3 months backlog doesnt going to decrease. It still keeps and maybe will increase. I am just thinking KCC couldn’t handle with this backlog and they will give current but maybe the bulletin will decrease. I am just trying to assume with some predictions with numbers. This year is going so weird 🙂 however, ı believe that at the end of this fiscal year we will all get our visas. At least I hope it will be like this 🙂

OK – I think you must ignore the 51.22% number. It is incorrect – because we do not have ANY way to determine how many cases submitted their DS260 (or filled in documents) UNTIL they are scheduled. I think DVstack just doesn’t understand that aspect too well.
Yes it is a weird year – but they always have some new factor – every year there is something. In the end, I think there are some people who don’t read the blogs such as mine who will miss out, and that will help higher numbers…

Wow, I feel so upset about DVstack because I thought that is correct but you said right. When I checked the excels from DVchats as you said we cant predict how many cases filled their DS until they are scheduled. However, still I have strong hopes about current 🙂 I have beeing followed so many forum about DV and I read a lot things about the process. The Legend, the problem is that english translation it costs 10 euro for paper so me & my wife have 10 papers in total so it costs 100 euro. Thats why i am making sure if needed English Translation for that document.

Hi Simon!
As we are preparing for the interview in May, I just want to quickly pick your brain in regards to the proof of funds and clarify some doubts I have for the interview.
1. Although married, my husband and I have separate accounts because we’ve never bothered to create a joint account. We want to show bank statements from our individual saving accounts. Not having a joint account could possibility be a problem at the interview?
2. We have together equivalent of around $10,000 already in our savings accounts, a pension fund with $7,000, and some properties back home, and plan to save more in the next months (after the interview). These savings are considered very good starting money in EU for a young couple, however I checked the US poverty guidelines and for two people, the chart is showing 100% – $16,910 and 125% – $21,137. Which percentage should I consider?
We are young professionals, with strong international work experience (rating 7 as per O*Net database). Would this factor in positively if we are slightly under the poverty threshold (in the sense that it could highlight our capacity of finding jobs quickly once relocated)? My husband is the main applicant, and has 10+ years IT work experience, and I have extensively worked in the US in the past, but we currently haven’t started looking for a US job, hence we don’t have a job offer yet. Am I overthinking this?

2. The percentage guidelines are for income of sponsors, not savings. Your savings are low, but the CO may be ok with your work history and prospects.

Dear Brit,
While completing DS application we made a one day mistake in previous US travel entry date. It should be 11-th of October but we indicted 12-th. The length of stay was also mistakenly written as 10 days instead of 11 days. Will it cause any problem? The interview is scheduled in May. Region: EU.

hi brit my case is Af 25xxx and i have 1 question please, Before 6 years i travelled to UAE and leaveed there for 6 years, at that time i travelled to Saudi and Turk with my employers but starting from sep.2014 i backed to my country and now i win dv2019 and i felled ds 260 and send all the necessary documents to KCC my question is do you think i need some document form UAE.
