In a move that is probably not legal, Kristi Noem is planning to “pause” the DV program. This was announced less than 1 hour ago – so obviously there are absolutely no details available, but this is clearly a huge potential disruption – which I wanted to issue the news ASAP.
The reason for this action is because a person who shot and killed 3 people before killing himself has been found to be a previous DV winner from 2017.
More details to follow as I get anything.

1.Can we go ahead and still apply our Ds260
2. As a Ghanaian(not ban) , can I still transfer my case to a ban country”s embassy like Cotedivoire and co
December 23, 2025 at 09:19
1. Yes
2. They base interviews on your current residence.
December 23, 2025 at 05:36
My friend got interview today (23rd dec) they didn’t give him any paper, just give back the passport and said “will inform later, we wait futher information from Trump” waaaaaah…
December 23, 2025 at 09:15
Yep – that is happening in all embassies.
December 22, 2025 at 23:13
I’m wondering if anyone has recieved 2NL’s after the pause. As I understand, Consular Processing cases are proceeding as normal so would this mean 2NL’s will continue to be sent out?
Has anyone wen’t for interview after the “pause” announcement and been issued a visa successfuly?
December 22, 2025 at 23:35
Consular processing cases are NOT proceeding as normal. Cases are being given 221g refusals pending more clarity.
December 22, 2025 at 10:47
There are so many reports from multiple embassies that everyone is being placed on 221g/AP. No interview is being cancelled.
I know it’s still early but do you think there is any possibility the program might continue without litigation? What expects us in the coming weeks?
December 22, 2025 at 10:50
We *really* need to wait. It isn’t even lunchtime yet in Washington DC. *OF COURSE* cases are being put in 221g and *OF COURSE* there have been no cancellations yet.
Let’s wait for a bit of actual news….
December 22, 2025 at 09:01
what’s done is done so movin on to what may be ahead of us as the next step; if I am not mistaken you’ve told in your session that Visa Bulletins will continue to be declared each month since immigration does not only mean DV solely but will they still declare cutoff numbers for each month? it did not make sense to me since they’ll not proceed any interviews due to suspension. will they continue announcing cutoff numbers like nothin happened and increase them based on their agenda(quota) for this year or may it affect or even pause the increasing cutoff numbers? On the other hand let’s assume suspension is over in June (after 5-6 months) since (assumably) they will not have paused but incremented cutoff numbers from 11k to let’s say 19k but they won’t be able to proceed all applications from Jan to June either and still, all of a sudden, will they be accepting accumulated interviews all at once? Like even when ignoring the gaps around 8k number (lets assume 4-5k applicants are within 11k to 19k)? Is it realistic? Just wondered how did they manage it on dv2020 and how will they possibly manage it this year?
December 22, 2025 at 09:30
VBs will be published each month because they concern more than just DV.
Whether the numbers increase each month or not is what we don’t know. However, in 2020 (during the COVID suspension), the VB went current for all regions even though no cases were being interviewed abroad. The chaos actually caused the current VB.
In that situation, when interviews were restarted, the processing/embassy capacity favored lower case numbers, as it should, and procedures have been firmed up these days to handle that better.
As for what will happen this year – well that is speculation and heavily depends on the length of the pause. It is too early therefore to speculate. There is plenty of time to speculate later once we know more…
December 20, 2025 at 12:06
Hello, Mr. Simon,
I watched your YouTube live where you explained that the DV 2026 processing via CP might be affected. I have an interview in two days, and I wanted to ask if you think mine could also be affected (such as cancellation of the interview or Administrative Processing)?
December 20, 2025 at 12:29
It could be affected, yes – you will have to wait and see what happens on Monday/Tuesday.
December 23, 2025 at 06:11
It happened and it affected me; I received a 221(g). Do you think this pause could end in one or two months? What do you think in general? I feel really sad and helpless. Just two days ago, I paid a lot of money to the hospital, and there was no such issue on the agenda at all. I’m sure there are many people who feel the same way I do.
December 23, 2025 at 09:18
I tend to believe the pause will be temporary, but we have to wait and see. Stay calm and wait for news.
December 19, 2025 at 23:27
Don’t know if you saw this on the immigration.com site – but looks like there’s official guidance from USCIS – and it only affects AoS

December 20, 2025 at 12:16
Yes I had seen it thanks.
December 19, 2025 at 15:08
When is this year dv lottery coming out?
December 19, 2025 at 15:16
Not yet announced.
December 19, 2025 at 15:01
We have been approved for our DV1 green cards and are booked to activate on January 8th (waited until after Christmas/New Year). Are we still okay to travel and should we be trying to make this trip earlier?
December 19, 2025 at 15:16
You are still OK to travel.
December 19, 2025 at 14:42
Hi Simon, as a lawyer in my country who won dv2026 I have a question.
What prevent the president to pause the dv lottery each year for 2/3 months ?
That would legally be a pause (so it would be legal) but in practice a ban regarding the technical impossibility to issue every visa between let’s say march and September.
December 19, 2025 at 14:53
Not sure what you are getting at. The government are not required to meet the quota. So – last year they simply let 5000 visas go to waste.
December 19, 2025 at 14:31
Hello Mr. Britsimons, my wife and I received our DV 2026 visa a week ago. I would like to know if we are affected by this decision and if we will receive our green card once we arrive in the United States.
December 19, 2025 at 14:52
You will be fine.
December 19, 2025 at 08:58
Hello Simon. It’s been long. In light of the recent, regrettable, news concerning Dv lottery, I am now more convinced than ever that the current president’s administration had a hand in the low visa issuances we saw in Dv2025. Dv2025 was my second win with Af64k, following a previous win in Dv2018 with AF49k. In both years, he was president, and in both years, visa issuances failed to meet the regional targets by a lot. When they repeatedly said they wanted people to come in legally through extreme vetting, I used to give them the benefit of the doubt; not anymore! They’re truly wicked, selfish, anti-immigrant people full of self-contradictions. I would gladly contribute to any lawsuit against them, by you or your partners. It’s personal for me.
December 19, 2025 at 09:30
I’m sure you are correct in the sense that the general sentiment under Trump is anti immigration. Part of it is malice, and part is simple incompetence.
December 20, 2025 at 04:19
Hi simon i an winner of dv2026 and my cn 88xx eu section and cut off 11.000 relased what you think about us? Am i gonna effected?
December 20, 2025 at 12:17
If DoS introduce a pause then yes you will, be delayed, but your chance will not be completely lost.
December 19, 2025 at 08:44
1️⃣ The sentence and its meaning
“At President Trump’s direction, I am immediately directing USCIS to pause the DV1 program…”
This is a political and administrative announcement from USCIS/DHS.
The stated goal: “to protect Americans from this disastrous program,” according to the statement.
USCIS is being asked to pause certain internal processes, especially for those inside the United States or applying for Adjustment of Status.
2️⃣ Who legally manages the DV lottery (DV‑2027)
The DV program is entirely under the Department of State (DOS), not USCIS.
KCC (Kentucky Consular Center) manages:
The random selection
Sending notifications
Receiving DS‑260 forms
Scheduling consular interviews
USCIS does not have legal authority to cancel the lottery or prevent its opening for applicants outside the United States.
3️⃣ Does the USCIS pause affect DV‑2027?
If you are outside the United States:
The USCIS pause does not block your selection
It does not prevent the registration portal from opening or the random selection
It does not prevent embassies from conducting interviews
USCIS may only affect:
Cases inside the United States (Adjustment of Status)
Certain internal administrative processing
4️⃣ Conclusion
✅ The opening of DV‑2027 depends on the Department of State
✅ The USCIS pause has no practical effect on registration or the lottery for applicants outside the U.S.
❌ The lottery can only be canceled if Congress passes a law to terminate the program, which is very rare.

Hi Simon ,
Updated Summary: Status of the Diversity Visa (DV) Program
1. What the Current Suspension Actually Does
The recent action does not fully suspend the DV Program.
It only pauses processing of Diversity Visa–based Adjustment of Status (AOS) applications in the U.S. handled by USCIS (DHS).
These internal AOS cases are very rare (< 1% of all DV winners).
Most DV winners are processed abroad through consulates and the Department of State, which remains unaffected by this USCIS instruction.
2. What the Suspension Does Not Cover
The DV Lottery Itself — registrations, selection, and consular visa issuance are still under the State Department’s control.
As of December 19, 2025, the State Department has not announced any cancellation or official suspension of the main DV Program.
3. Legal Authority and Controversy
The DV Program is part of the Immigration and Nationality Act (INA) and requires Congressional action to repeal.
The authority of DHS/USCIS to unilaterally block internal AOS processing is legally questionable and expected to be challenged in court.
A broader executive suspension (e.g., via an executive order under INA § 212(f)) could target entry or visa issuance, but:
Such orders are typically temporary.
They are subject to judicial review.
They require justification (e.g., national security).
4. DV-2026 / DV-2027 Program Status
DV-2026 (current winners):
Winners should still be able to obtain visas by the end of FY 2026 (Sept 30, 2026), except those from countries added to recent travel bans.
DV-2027 (next lottery):
Registration was delayed from October 2025 to late December 2025 / January 2026 due to:
Implementation of a new $1 lottery fee.
Technical system updates by the State Department.
The State Department has reiterated that the DV-2027 program will proceed once dates are announced.
5. Travel/Entry Restrictions Affecting Some Winners
A travel ban expanded on Dec 16, 2025 includes 39 countries (mostly in Africa and Muslim-majority states).
Winners who are nationals of those countries could be barred from visa issuance or entry even if selected and otherwise eligible.
This is separate from the USCIS suspension and comes from broader immigration/security policy.
6. Congressional and Policy Context
Ending the DV Program entirely would require legislation (e.g., proposals like the SAFE Act).
So far, bills to repeal the DV Program have not gained traction in Congress.
Most lawmakers favor comprehensive immigration reform over eliminating the lottery outright.
Key Takeaways (Simple Version)
✔ The DV Program is not canceled.
✔ Only a small internal part (AOS cases) is paused by USCIS.
✔ Most DV winners will continue to be processed abroad.
✔ Travel ban policies may affect eligibility for some nationalities.
✔ Full repeal of the program would require Congress, not just executive action.
December 19, 2025 at 08:33
Is this true Simon? Based on this would it be wise to send the DS260 asap? I was planning to do AOS, and I am close to being current SA2200.
December 19, 2025 at 08:42
It is too soon to know anything. So far we have a tweet – nothing more official than that.
December 19, 2025 at 08:53
I know, but this news is devastating. So much uncertainty
December 19, 2025 at 09:29
Yep
December 19, 2025 at 08:11
Please, tell us that Curtis is planning to do something and DV2026 still has hope.
December 19, 2025 at 08:32
So far we have a tweet. Not a proclamation. Let’s wait for clarification.
December 19, 2025 at 07:56
OMG I am so shocked and I feel so sorry for anyone who will be affected
I am a green card lottery winner of 2020
And I just took my oath of allegiance 3 days ago and no am a citizen of USA
You and your blog helped me so much as 2020 was so hard to even get a green card and luckily I was in USA at that time and was able to do adjustment of status . This is crazy and I do not agree with this . I do hope it will be fought . He can’t stop this program . Is
December 19, 2025 at 08:32
Hopefully this pause will not go ahead. We will see. Congratulations on your citizenship!!
December 19, 2025 at 07:41
This is so unbelievably bad news! We can only hope for a temporary hold or something. I really hope any legislation to terminate this program will not pass congress.
December 19, 2025 at 08:33
Fingers crossed
December 19, 2025 at 06:03
The U.S. immigration program is controlled by the U.S. Department of State, not by Kristi Noem.
My question is: does a sitting president have the right to impose a temporary suspension?
We no longer understand anything. Will the U.S. Diversity Visa Lottery for 2027 not open this year?”**
December 19, 2025 at 08:39
There is no proclamation yet. But while the President cannot just “cancel” the program he can do things that interfere with the program and slow it down. So we might see some short term impact.
December 19, 2025 at 04:37
My number goes current last month , currently waiting for 2NL, it’s such a shocking news…..
December 19, 2025 at 04:32
I am dv2025 winner, coming to US in 3 days. Is my visa and Green Card fine or I am not allowed anymore?
December 19, 2025 at 08:36
You should continue with your travel plans. There is no actual change at this time, and any change is unlikely to affect people holding DV visas.
December 19, 2025 at 03:27
Ugh this is so disappointing. Thanks for all the news and updates. Your weekly videos have been giving me hope for the last year… Happy holidays to you and your family. And thankyou.
December 19, 2025 at 08:35
Hopefully this will not be implemented. We have to wait for more information.
December 19, 2025 at 02:27
She is only executing her protagonist’s agenda and needed all she could muster to give a “bad name” to a “good cause”. Who says a native American can’t be a terrorist? All manners of evil emanate from the heart, and it’s an individual thing!
December 19, 2025 at 08:34
Agreed!
December 19, 2025 at 01:13
Is it safe for us to travel to Zimbabwe and come back with my greencard that l got through dv lotto;will l allowed to enter America.
December 19, 2025 at 01:16
Yes that is safe.
December 19, 2025 at 00:57
Does this apply to the 2025 winners as well, or only to those who will participate in 2026?
December 19, 2025 at 01:16
People holding visas will probably be OK, but it is too early to know. This is just a tweet so far – no official details.
December 19, 2025 at 00:36
does this means dv26 is also paused for interviews
December 19, 2025 at 00:43
Too early to know. This is just a tweet so far – no official details.
