The “March” visa bulletin has been published. It concerns the case numbers eligible for April interviews.
For those that are current, and have forms processed early enough, they can expect their 2NL in about 1 to 2 weeks from now. I know I am going to get a lot of people who will ask me this exact question – so let me say that again. 2NLs will be sent in about one or two weeks time – that means the latter part of the month. The schedule is that VBs are published between the 8th and the 15th of each month, and 2NLs go out from the 15th to the end of the month (most typically around the 20th to 24th)
It is possible that some people will be current for April interviews, but will not be scheduled in April because they submitted late, or there is a processing backlog that causes a delay. March interviews were based mainly on cases submitted up to early September.
To those new to looking at VBs, let me explain what the “except” XXX country means (for Iran Nepal, Egypt and Ethiopia).
Processing is spread out over the full year. You can see the progress of the two previous years in this post about basic questions. However, some countries have a high number of selectees and those selectees are concentrated in the lower case numbers. For various reasons, mainly to do with embassy capacity, KCC slow down certain countries as compared to the region. So – in Africa, any case with a case number shown as under the new number can be interviewed but for cases from Egypt or Ethiopia, that number is lower. That isn’t a big problem, it just “slows down” those countries a little more than the rest of the region. Since selectees from those countries all have lower case numbers, this slowing down does not present any risk. It does not (at this point) mean they won’t allow all selectees an interview from those countries.

1. You contact the embassy.
2. No – the embassy will reschedule and let you know when that could be. It could cause several months delay.
3. No special format – you can write it.

But I face problem to authenticate my Diploma Certificate from this private college because the college is phase out at this time. Is there any problem if I leave to authenticate my diploma?

Out curiosity I have heard in some countries the US Consulates require DV selectees at interview to nominate a sponsor an US resident and provide their tax returns to support the case.
In Australia we have no such requirement. Going through the checklist provided by the US Consulate in Sydney, there is no such requirement.
I just like to know why their are differences..

In EVERY immigrant case the CO has a responsibility to decide whether the applicant is a risk for becoming a public charge. This requirement applies to ALL DV cases. It is part of standard immigration law and is discussed in the DV entry/FAQ (question 37 of the FAQ, from memory).
However, the embassies (and ultimately the COs) are able to determine how they establish that requirement is met. Different embassies have different “typical” approaches. In Sydney, the applicants are typically unlikely to be a problem for public charge. The economy is strong, so people have some money, they speak English, education is good and Aussies are famous for travelling and being transplantable. However, if some hopelessly failing, uneducated, unemployed, spotty faced kid arrived in Sydney embassy for a DV interview in tattered jeans and wanted to invest his $700 “life savings” in a one way ticket to the USA with a DV Green Card, you can bet the CO would be asking about financial support (typically an I-134). So – for Aussies in Sydney interviews, I normally recommend taking some financial statements, but that will rarely be requested by the CO.
Other embassies are stricter, sometimes because of the economy in the country or cultural and so on. Nepalese are routinely asked for a “welcome letter”. London embassy routinely asks for financials, Ghanaians are asked questions about who they will stay with and so on. All those approaches are to satisfy the “public charge” requirement.

Simon, We went for my interview at the Sydney consulate, but was not given the visa as in my lottery entry I had stated my changeability as Australia. I was born in Sri Lanka and have been living in Australia for 20yrs and an Australian citizen, so is my spouse an Australian citizen born in Sri Lanka. All my children were born in Australia.
Is there anything that can be done, appeal?
Also I migrated to Australia during the civil war and consider Australia as my home.

The instructions when entering the lottery are very clear. You should have been charged to country of birth. SL is in Asia region where your chance of selection was very small. By listing Australia you massively increased your chance of selection – and therefore cheated. In that case the CO was correct to refuse you (there was NO DOUBT that you would be refused). There is no appeal.

Thank you for your help, I have a situation, my sister live in Venezuela, she had a tourist visa B, she went to the embassy to ask for a F1 visa, so they denied the F1 visa and also revoked her visa B, and the official told her that was denied because he said that she worked illegal when she came to US once ( not true of course), after a few month she went to another interview to try again for the F1 and again denied and not explanation about why they revoked her visa B.. so which is her situation? What she can do? How long does she needs to wait to make a new visa B petition?

What a pity you did,’t do that through the DV. Now, once you are settled in the USA you can start a family based process to bring your wife. It will take about 2 years. I don’t advise on that process.

The delay is not absolutely unheard of, but this month they need to reschedule interviews that were previously cancelled due to the EO.
DS260 backlog is a delay on DS260 processing caused by volume of submissions. The backlog is almost gone now.
