There has been some recent debate about the actual number of visas available for the DV2020 program (and beyond) due to the NACARA program. Watch the video below for full details!
Charles Oppenheim (the U.S. Department of State (DOS) Chief of the Visa Control and Reporting Division) apparently provides comments and “predictions” most months after the VB is released about trends.
Here is an excerpt from his comments on the recent VB – where he seems to have confirmed the long discussed assumption that NACARA near or at it’s end of life, which is probably why the wording has changed. So it does indeed seem we are at 55k global quota, or very close to that, ALTHOUGH, I actually think that has been the case (less overtly) for a few years anyway (as we have discussed from time to time). But that being said there have been recent years where the brakes were applied and we did NOT hit the 55k, so I am not sure we fully get the inner workings of the way they apply the limits yet.
“Since 1999, 5,000 DV numbers were offset to support the NACARA program. As there are very few remaining NACARA matters, going into 2020, the vast majority of these previously diverted 5,000 numbers will once again be available for usage under the DV program. “

Here is what they replied,
Hello,
DV applicants who have responded to requests for documents from the Kentucky Consular Center (KCC) and have been notified that their cases are documentarily qualified, but awaiting a visa interview date, will be scheduled in accordance with their rank order and post’s scheduling capacity. The Department expects that, due to resource constraints, limitations due to the COVID-19 pandemic, and country conditions, it will be unable to accommodate all DV applicants before September 30, 2020.
Please note that embassies and consulates may need to reschedule visa applicants in other visa categories to prioritize DV applicants, in adherence with the court order, through September 30.
We will reach out to applicants directly for cases that will be processed before September 30. This does not disqualify you from participating in future DV programs.

Hello Brit
I emailed the embassy in Ethiopia. And they replied a general statement that they will reach out. They did not directly respond to my request. Can you please tell me if there is any other way that i could contact them?
September 17, 2020 at 19:47
I don’t have any other methods of contact than you already have. Keep pushing.
September 8, 2020 at 22:15
Hello Brit
I am dv2020 winner. I have been trying to contact the embassy regarding the judge’s ruling but the following information pops up.
Greetings –
In accordance with United States Department of State worldwide regulations in place due to COVID-19 and in line with efforts by the Government of Ethiopia to prevent the spread of COVID-19, the Consular Section of U.S. Embassy in Addis Ababa has now temporarily restricted all routine consular processing, including immigrant visa services. We will resume routine visa services as soon as possible but are unable to provide a specific date at this time.
Please monitor https://ais.usvisa-info.com/en-et/iv/information/announcements for the latest updates on the operating status of the United States Embassy in Addis Ababa.
Sincerely,
Brit could you suggest me what to do please? Thank you…

Dear Brit,
After a long time I am writing you with some curiosities!
1. I am dv2020 winner from Nepal my case no. is 133##. I am not much aware about the recent case filing,/lawsuit against ban. The attorney Curtis Morrission has twitted to file the case for time extension of dv2020. (a)Should I fill the Form to be plaintiff of Curtis’s case to be benefitted?
( b) OR without being plaintiff do we get benefitted like me and all dv2020 winners?
Regards,
Krishna

Hi Mr. Brit Simon,
It’s Zed again, with a new question,
Dear Brit Simon, i wanted to ask a question regarding insurance part in new 5540 form.
After i “point” that i will do the insurance within 30 days. I visited the Web Site you mentioned.
What is the Minimum duration of insurance, coverage should be( to be ok for Embassy), in months?
3-6 Months? more?
Thank you again for your time!
March 2, 2020 at 18:59
The insurance rule (that is blocked) asked for 12 months. But I do NOT suggest buying insurance – just get the info/quote and detail that in the section about getting insurance within 30 days.
March 3, 2020 at 21:12
Thank you So much!

Dear Brit Sir,
Greeting from Nepal! case 13.3k
Sir, I sent all the docs. to kcc but I didn’t submit the police report of my spouse. I did not know that. But I got the mail from kcc saying documents received.
1. Now, do I have to send the police report of my spouse to kcc?
2. If I have to submit, still it takes 10-12 days. What happens sir?
Regards.
Krishna.
* Sir, I have been much benefited with your suggestions . Thanks a lot.
March 1, 2020 at 21:54
Resend ALL the documents.
February 28, 2020 at 08:17
Dear Brit,
Sir, would you mind explaining-
1. what are the possible reasons of public charge that affect for dv winners(2020) like me?
2. To get rid of public charge, what steps should we adopt?
3. Regarding sponser, is it necessary to have relatives or anyone can sponser the dv winner?
Thanks.

Dear Brit sir,
Greeting from Nepal after a long time!
1. Regarding public charge, does public charge execute to the pregnant derivative (if pregnancy seen during medical test just before interview)?
2. And does it become the matter of rejection?
Please would you seriously reply my query?
regards,
Krishna.
February 22, 2020 at 05:39
Thanks for your quick reply
One more thing. My wife (derivative) has visited the embassy twice. First, her guardians invited her but refused. Second, her guardians applied to take her as thier child but DNA was requested. So the process was interrupted. Now this chance came. We are worried about this. Is there a chance of refusal for her? We have a 3 old daughter.
February 22, 2020 at 15:19
As she was a child when these actions happened, and she is now only a derivative, that should not be a problem.
February 22, 2020 at 03:08
Hello Sir
First I appreciate the great job you are doing.
I am a dv 2020 selectee and I have been scheduled for next month. I have filled my brother as my sponsor. However, I have recently learnt that his annual income is not sufficient to add my family ( we r 3). In the mean time, my brother’s friend has enough income and promised to file me his income statements. Having this in mind
1. Should I change my sponsor’s address?
2. Can I submit both statements as evidence on my interview?
3. Anything I should be aware of?
Thanks
February 22, 2020 at 04:13
1. No need – the sponsor does not have to be the address you give.
2. No – choose one and present an I-134 from that sponsor.
3. Not that I can think of.

February 24, 2020 at 20:19
1. Execute???? I have no idea what that means. But the NEW public charge rules do not affect the majority of DV cases. You do have to show financial support – preferably with an I-134. That however is not new, and not affected by pregnancy.
2. Again – not sure what you are asking – please be clear.
February 28, 2020 at 09:18
Sir,
I mean to ask that during the medical check up or interview if the derivative is seen pregnant does she get visa? ( thinking that she may take benefits in the US by US govt.)
February 28, 2020 at 19:21
Pregnant women can be approved but you should have a plan to pay for childbirth expenses.
January 23, 2020 at 08:53
Dear Brith simon ,
I have been randomly selected for further processing in the Diversity Immigrant Visa Program for the fiscal year 2020 (October 1, 2019 to September 30, 2020) under Foreign State Chargeability: ALGERIA.
I have two nationality Palestinian and Algerian, I were porn in Gaza strip and i got the Algerian nationality through my mother ” she is originally from Algeria and my grand Mother born there .
I have submit my application for DV2020 under city of birth Gaza strip and chargeable under Algeria Recently i notice that i should be chargeable under Egypt not Algeria which is both under Africa .
Am i eligible to continue in the DV 2020 or ?! .
Please advice me .
Thank you
January 23, 2020 at 20:45
You actually have some (small) risk of denial.
The processing instructions allow the CO to “forgive” some country of chargeability errors within a region **IF the selectee did not gain any advantage through the error**.
There is a possibility that your chance of selection increased by not being charged to Egypt. I don’t know for certain – and I don’t know if your particular CO will even understand that point, but *IF* they understand they could say you gained an advantage – and deny you on that basis.
The only way to know for sure is by interviewing.
January 21, 2020 at 06:06
Hello Sir

December 20, 2019 at 13:58
Dear Brit sir
I received the following email after sending inquiry about documents received or not.
1. Now should I send the docs once again? please suggest me.
Message from kcc:
Thank you for your inquiry.
Collect and submit your documents promptly. Your case will not be scheduled for a visa interview at a U.S. embassy or consulate until KCC has received and processed all required documents. Missing or illegible documents will delay processing of your case. If you cannot obtain a particular document, send a scanned or photographed explanation in of why you cannot obtain the document, as an attachment in .jpeg or .pdf format, to [email protected], with your case number in the subject line. Diversity visas are numerically limited and there is no guarantee a visa will be available. Only a consular officer can determine, at the time of the visa interview, if you are qualified to receive a Diversity Visa.
In order to continue processing your case, all documents should be submitted as attachments to your email to ensure they are properly received. We ask that you use the following method to name and attach your files:
• Your DV case number;
• The full name of the applicant whose document you scanned; and
• The document name or form number.
For example:
2020AF00938653_John_Doe_Passport.pdf
2020AF00938653_Jane_Doe_Birth_Certificate.pdf
Use your case number as the subject of the email. The maximum email size is 30MB. If the total size of your attachments is larger than 30MB, send multiple emails using your case number as the subject of each email. Please send your documents for KCC review only after you have collected all of the required documents for yourself and all accompanying family members. Send documents only to the [email protected] email address.
Documents photographed or scanned with a mobile phone are acceptable, but every document must be fully legible. Illegible or incomplete documents must be re-submitted and will delay processing of your case.
You and each family member immigrating with you to the United States should collect the civil documents that are required to support your visa application.
Passport Biographic Page: You and each family member immigrating with you must submit a photocopy of the biographic data page of a currently valid passport. The biographic data page is the page with your photograph, name, date, and place of birth.
Birth Certificate: You and each family member immigrating with you must submit a scan of an original birth certificate or certified copy.
Marriage Certificate: If you are married, you must submit a scan of your original marriage certificate or certified copy.
Marriage Termination Documentation: If you were previously married, you must submit scanned evidence of the termination of EVERY prior marriage you have had. Your scanned evidence must be of an original or certified copy of one of the following documents: FINAL legal divorce decree, death certificate, or annulment papers.
Military Records: If you served in the military of any country, you must submit a scanned copy of your military record.
Police Certificates: If you are 16 years of age or older, you must submit a scanned copy of a police certificate from all countries you have lived. Please refer to travel.state.gov for more information.
Court Record: If you have been convicted of a crime, provide a certified copy of each court record and any prison record.
In order for the Kentucky Consular Center to assist with inquiries regarding a specific Diversity Visa (DV) case, you must provide the Principal Applicant’s full name, complete case number, and date of birth in the following format (MMDDYYYY) as entered on the original entry. Please remember that the Kentucky Consular Center does not have the authority to tell you whether or not your specific case will be disqualified. Only a consular officer can do that at the time of your visa interview. Do not send any paper documents to the Kentucky Consular Center.

thank you.

November 16, 2019 at 06:20
Brit sir
So should I send documents again?
November 16, 2019 at 08:00
Someone from KCC will contact you within 24 hours if your documents have been received or not. Have some patience.
As Brit has said that this is an automatic response email.
You do not need to resend unless they email for documents to be resubmitted.
Hope this helps!
November 16, 2019 at 17:31
Always click reply so I know the context!
I did NOT say they have not received the documents. Why don’t you relax and wait!
November 15, 2019 at 04:38
Dear Brit sir
(Please I request you not to ignore this message)
Kcc asked me to send documents. After sending documents the automatic reply came like below mentioned. My query is that whether the documents were received or not.
Message from [email protected]:
The Kentucky Consular Center (KCC) has received your email and is currently processing your documents. This email address, [email protected], is only used for applicants to provide the Kentucky Consular Center (KCC) with documents required to continue processing Diversity Visa applications. [email protected] does not respond to inquiries. If you have any Diversity Visa related questions, please email [email protected] with your case number, complete name, and date of birth, as entered on your original entry.
You should expect an email from KCC in the next 3-6 weeks. If you do not hear from KCC after 6 weeks, please contact [email protected] to confirm all of your documents have been received, and you are ready to be scheduled for an interview.
Then I sent one email to [email protected] mentioning whether the documents were received or not the automatic reply came again. : Collect and submit documents promptly……………
Now please share me your ideas:
1.whether the documents were received or not by [email protected] ?
Thank you.
November 16, 2019 at 04:55
That email is automatic. It doesn’t signify they are happy with your documents.
November 14, 2019 at 08:38

2_ if I win in second draw lottery how is could my case number ??? does he begin after last case number in first draw or maybe random
Thanks…
September 13, 2019 at 19:21
1. We don’t know yet.
2. A new draw is simply more numbers being revealed – so it starts where the first draw finishes.
