The above numbers are for the final VB that relates to DV2018. And oh my – they have really continued the roller coaster.
Those that are current, and have forms processed early enough, they can expect their 2NL in about 1 to 2 weeks from now.
There is much to talk about. The most unusual thing is the retrogression of AF region from CURRENT, back to 39500. I knew it was technically possible, but in the years I have known I have never seen this happen. I had pointed out my concerns about scheduling interviews in AF region – and it was clear that they focused on scheduling for lower number ranges. There was not enough time to schedule all remaining cases, but it was NOT clear to me how they were pick and choose which cases got scheduled, and which didn’t. Well – this is their answer to that problem. By moving the number lower, they don’t have to Pick and choose.
Now – the big question for a few cases that are above 39500 and already scheduled is how will their cases be handled. Well – I am not 100% certain, but I believe those cases will be cancelled. The page that explains retrogression is here. For other case types it simply means a delay. For DV of course – it means the deadline will be hit. So – that might mean they handle thes cases differently – I don’t know. If you are one of those affected, I suggest you contact KCC and see what they say. Just THOSE people call please – those people need priority to get their question answered. **Update – some points made here for people already scheduled ABOVE AF39500
For others in AF region who were current – they are now finding they are not current – and will not be getting a DV interview. The journey is over for those people.
For other regions, EU has had the hard stop we could all see was coming and has been widely discussed. I would say that a redistribution of visas did NOT happen. SA and OC regions are exactly where they have been expected to end right from the beginning. This year will be “underfilled”. It’s very sad to see.
Now – some obvious questions.
- Is this the final numbers for the year – YES. This is it.
- Has this ever happened before – not in DV that I know of, but it has happened in other visa classes.
- Can anyone sue the government over this – no. Immigration is a privilege, not a right, and everyone is warned in the beginning that visas could run out and that selection does not guarantee a visa.
This year has turned out to be a mess. Over 30,000 people already have their DV visas, and for those people I am happy and grateful for the DV program. For those who just had their dreams shattered – you have my understanding and sympathy.

Hi Brits….Pls clarify this in relation to DV immigrants n the AF shocker:-
“If, at the time of adjudication, an applicant’s priority date no longer meets the cut-off date published in the Visa Bulletin, due to retrogression, his or her case must be held in abeyance until a visa once again becomes available.”….

It’s really been a crazy year.
First, an over selection.
Then travel ban sets in and was later upheld, giving those in other regions hopes while those in the travel-banned areas shattered.
Then, some regions became CURRENT (AF for example) just for a retrogression to appear at the end. Smh !!
If only the US government and KCC knew the number of peoples they have left stranded, they’ll think properly before making such decisions on retrogression.
Brit, thanks for all what you’re doing to all of us who really didn’t know how to go about the entire DV lottery program.

Wow. I’m EU259** and this has been a loooong journey. Sometimes filled with hate towards the program, sometimes filled with too much hope, sometimes hopeless. I know one thing for sure – I will never again apply for this program. It’s just a real waste of energy and nerves. But they are not to blame, guys, in the end it is JUST A LOTTERY. A chance. No one said that all of us who got the 1NL would get a visa. So take it easy, make peace with your demons and move on. At least that’s what i’ll do. And thank you Simon for all the support! I saw this VB today and i was in shock , I’ve been following this DV since 2010 and I don’t think it happened before.

I am scheduled for an interview in August. I called KCC now and they said my interview will go ahead as I was scheduled when my number was “current’ ie:August Bulletin.
Apparently I dont have to worry and must appear for the interview as scheduled.
So I think all those that did get a 2NL and are above AF39500 should call KCC and confirm as well , but hopefully we will be fine.
My heart breaks for those who have been cut off this year.

Yes you are the second person that was told to continue to the interview. However, please note the following points.
KCC are not in charge of the VB numbers. This was probably nearly as much as a surprise to them as it was the rest of us.
KCC are not always given, *or give* correct information. They do the best they can with what they know.
I would suggest you book your medical, plan on attending the interview BUT CHECK again with KCC AND the embassy before the medical/interview. Don’t call again now – wait for some time. In particular you need to know if your visa can be issued when your case number is above the final cutoff. Being interviewed is one thing, getting a visa issued is another. For Non DV cases, the interviews happen and then the case is put on hold until the visa is available (i.e. current). If we apply that logic to what you have been told, you would be at risk of spending money on medical and interviews without a chance of getting the visa.

We are a couple wich makes it double money to be spent, so I will make sure to call them before interview and emphasize on the point of visa availability for my case, but again even then I guess we wont be really sure until the visa is issued…. or not
What about section (b) that still shows current for august interviews in af region? doesn’t it mean that current still applies for august while the cut off applies for september only?… since the rules that cause the retrogression in other visa categories are not the same in DV ( quote :” Visa retrogression occurs when more people apply for a visa in a particular category or country than there are visas available for that month” ), plus the availability of the visas (50000 quota wont be reached)
