The above numbers are for the final VB that relates to DV2018. And oh my – they have really continued the roller coaster.
Those that are current, and have forms processed early enough, they can expect their 2NL in about 1 to 2 weeks from now.
There is much to talk about. The most unusual thing is the retrogression of AF region from CURRENT, back to 39500. I knew it was technically possible, but in the years I have known I have never seen this happen. I had pointed out my concerns about scheduling interviews in AF region – and it was clear that they focused on scheduling for lower number ranges. There was not enough time to schedule all remaining cases, but it was NOT clear to me how they were pick and choose which cases got scheduled, and which didn’t. Well – this is their answer to that problem. By moving the number lower, they don’t have to Pick and choose.
Now – the big question for a few cases that are above 39500 and already scheduled is how will their cases be handled. Well – I am not 100% certain, but I believe those cases will be cancelled. The page that explains retrogression is here. For other case types it simply means a delay. For DV of course – it means the deadline will be hit. So – that might mean they handle thes cases differently – I don’t know. If you are one of those affected, I suggest you contact KCC and see what they say. Just THOSE people call please – those people need priority to get their question answered. **Update – some points made here for people already scheduled ABOVE AF39500
For others in AF region who were current – they are now finding they are not current – and will not be getting a DV interview. The journey is over for those people.
For other regions, EU has had the hard stop we could all see was coming and has been widely discussed. I would say that a redistribution of visas did NOT happen. SA and OC regions are exactly where they have been expected to end right from the beginning. This year will be “underfilled”. It’s very sad to see.
Now – some obvious questions.
- Is this the final numbers for the year – YES. This is it.
- Has this ever happened before – not in DV that I know of, but it has happened in other visa classes.
- Can anyone sue the government over this – no. Immigration is a privilege, not a right, and everyone is warned in the beginning that visas could run out and that selection does not guarantee a visa.
This year has turned out to be a mess. Over 30,000 people already have their DV visas, and for those people I am happy and grateful for the DV program. For those who just had their dreams shattered – you have my understanding and sympathy.

Hi Brit.thanks for the updates.I just received my 2nl scheduled for the september .I have some worries.I attended the interview with our daughter as derivatives of my husband on July 10 since we were included in his case and our visas have been issued.
1what should I do in this case?

Warning! Strange things are happening in EU.
In Polish forum (I do not know if I can link www here) I have just read a post from girl who had a phone call from Embassy in Warsaw. They moved her interview for next week (in july), when she asked why, women from embassy said that VISAS run out and when someone will abandon their interview/visas.
She said she called them back, and they confirmed that info. I was trying to call embasy but nobody pick up the phone.
Is that possible or is just stupid joke:( Is that possible? It is from may VB number EU 21XXX, so why they published new numbers in june and finally july?!

Within 3-5 days of receiving the letter, you will be able to log into http://www.dvlottery.state.gov to verify your appointment date. The Kentucky Consular Center has completed the processing of your case and forwarded it to the interviewing office. That comment had mentioned Abu Dhabi. While diplomatic missions may do as they please, I believe in UAE Sunday is a working day (IIRC it’s Friday and Saturday that are considered weekend there), so I guess embassy is probably sticking to the same.
I could be wrong, though. Never been there, except for the airport transfers 😉 just read some trivia on Wikipedia. Different countries and different customs.

URGENT,i just had a long cal with KCC ,they confirmed that they are in dilemma because of the bog numbers of call regarding AFRICA cases scheduling,he uttered that it was not expected to be cut off and they feel embarrassed and they are not sure how it will end this year of DV2018 which makes the question that KCC are interested abut the change of visa bulletin of Africa.i and my friends on the net who r selected all they are arguing this with KCC daily on the phone.

You should read the article above. The final cutoff for AF has been set and your number is too high. YOu will not get an interview.

Holla,my friend had a case number of 60000 during AD of four years ago and he lost hope until he was called suddenly in Sept,she said to her opinion that may be when august ends many visas are available due to refusal and absence .any way i think greatly to keep contacting KCC specifically August cases were technically current but many have not been scheduled so those must be take into consideration for Africa region.

This visa Bulletin for september is the saddest information i had to accept to receive, they have been a few days of ‘mourning’ but life moves on. accepting that my 2018AF45XXX is not going to be scheduled for an interview is one very difficult thing. i wrote to kcc and they confirmed that. Visa Retrogression
Sometimes, a priority date that is current one month will not be current the next month, or the cut-off date will move backwards to an earlier date. This is called visa retrogression, which occurs when more people apply for a visa in a particular category than there are visas available for that month. Visa retrogression generally occurs when the annual limit for a category or country has been exhausted or is expected to run out soon. When the new fiscal year begins on October 1, a new supply of visa numbers becomes available. Usually, but not always, the new supply returns the cut-off dates to where they were before retrogression.

I understand this was random process and this could happen. You previously said that DS260 can be a factor in future for non-immigrant visa applications as it shows my interest to immigrate to USA. I still have a valid tourist visa and I am going to enter USA for 1-2 weeks before it expires. Could DS260 be a reason to deport me in the point of entry? I just want to show that I want to travel to USA with no immigration purposes as long as I entered USA and returned with DS260 submitted. I know you don’t specialize in this kind of questions, but I will be happy to hear what you think.
