Just to be clear – this Visa Bulletin is about DV2020, NOT DV2021.
Now as you can see, every case number has been made current (with the removing of the exceptions for Egypt and Nepal). That means ANY case number can be interviewed, but of course this will be affected by the status of the embassies in each country. As I have explained, there is not enough time to conduct all the interviews needed, so by making every region current they have at least given cases the best chance possible. Actual cases interviewed will depend on whether people had submitted the required documents, and then embassy capacity. I was concerned that they would retrogress the numbers (reduce them) but I am relieved they have not decided to do that.
This is also very good news for cases wanting to adjust status in the USA as those people can now submit their I-485 packages.
The Executive order that caused a ban for immigration for 60 days is over in a few days and there is no sign of it being extended at the moment, although that is not to see it cannot be extended.
To those new to looking at VBs, let me explain what the “except” XXX country means – and you can also read this post on how to read the visa bulletin.
Processing is spread out over the full year. You can see the progress of the two previous years in this post about basic questions. However, some countries have a high number of selectees and those selectees are concentrated in the lower case numbers. For various reasons, mainly to do with embassy capacity, KCC slow down certain countries as compared to the region. So – in Africa, any case with a case number shown as under the new number can be interviewed but for cases from Egypt, that number is lower. That isn’t a big problem, it just “slows down” those countries a little more than the rest of the region. Since selectees from those countries all have lower case numbers, this slowing down does not present any risk. It does not (at this point) mean they won’t allow all selectees an interview from those countries.

I contacted the US embassy in Bucharest last week to ask when DV2020 interviews are expected to resume and the only reason that they provided why the processing is on halt was the presidential proclamation. As a derivative you cannot adjust status without your husband since he is the winner. So – I assume you are telling me he is not in the USA, and so if he gets a consular processing interview he would come to the USA and then file an I-130 family based case.

In my opinion, an exception to the law should be made in light of the 3 month-long embassy closures, and DV2020 processing should be extended by 3 months beyond the Sep 30 deadline. Such an exception could be accomplished legally and officially by congress if they so wished to. The pandemic is an extremely rare natural disaster which warrants an exception to be made to the law. This is a fair and reasonable expectation in the light of such a rare and freakish disaster. We should all petition congress.

We luckily received our visa printed on our passport just before the pandemic but we are coming from Europe and the ban forbids us to enter into the U.S. The ban talks about the fact that people who have stayed in Schengen area in the past 14 days before arriving to the U.S. are not allowed to enter. It doesn’t mention nationality, so if we read between the lines, it doesn’t mean that if you have an european passport you are automatically not allowed into the US ? My question is :
– What if we spend 14 days in a country that allows us to come and isn’t subject to the ban before entering the US ? We would then have not been in the Schengen area in the past 14 days, so will we be allowed to come into the US ?

The final interviews will be scheduled in July based on cases fully processed, with documents processed, by the end of June – about 2 weeks from now. You are free to send documents, but honestly its probably a waste of your time.

1. I heard that for the DV-2021, it will not be enough to prove by providing I-134 form that applicant won’t be a public charger and I only have savings of 4k$, do you think it’ll be hard to convince CO by these two factors combined (I-134 form and 4k$)?
2. Does my case number has a chance to be interviewed? If so in which month approximately?
3. I have 4 different Hosts and I will tell you their scenarios, I want to know who will be the best choice to use in interview:
1st Host: he’s US citizen, he is married ( has a wife and one young kid) and we’ve met via Facebook and he used to sponsoring charity organization in my country but we never met personally and he never came in my country , he sponsoring my education (from High school until now),food for my family regularly equal monthly amount, materials…
He’s ready to host me , he has high salary (more than 150k$ annually) and he is willing to gimme a job offer in his business before I even apply. He even gave me some extra funds when he sent the funds, now I have 4k$ in my savings because of his savings.
2nd Host: he’s US citizen, single and he works in US Navy, we’ve met in 2014 for 2months then he go back to USA, he was my sponsor on I-20 when I was about to apply F1-visa(student visa 2019) but unfortunately my visa had been denied, his salary is somehow low 25k$ though he use them as savings because all basic needs are given from the Navy and he’s willing to be my Host too.
3rd Host: she’s my Aunt, she’s married (with 2kids and hasbund) she has permanent residence, she is willing to host me though her salary is somehow low 40k$ but joined with his husband can exceed that amount.
4th Host: She’s cousin, she’s married (with one baby and husband), she’s GC holder, she came via fully scholarship then she applied for H1B eventually got a green card.
She’s willing to host me and she has great salary 60k$.

My case number is 2020EU51*** from Sofia, Bulgaria. I am quite high so I didn’t rush it with questions with hopes everything will come into place by the end… Well, we can all agree this is not the case at all!
I have sent my documents in Nov, 2019 after KCC requesting for it.. I have contacted them twice (via mail) since then and they still do not give me any specific answer if my documents are okay – they still need time to process them? Last answer from them was on 1st of June, 2020.
Today I called the embassy in Sofia – they are waiting for the Executive order to be over and then could give me more info on the situation with DV interviews. Right now they are in an emergency cases only routine.
I am worried if KCC will be able to process my documents at all and pass them on to the embassy in time… is there anything I can do beside waiting? Shall I resend the documents? Call them on the phone?
I know my number is high, but still… it is current and if it comes only to the embassy here – I believe the number of winners in my country (may be 300 winners) is not that high to be able to interview and issue visas to .. most of us.

You can call KCC to make sure they have your documents.
But until the embassies reopen (after the closure for COVID, not the ban) KCC will not schedule interviews. So – that is the risk. As to how they will pick the cases that get interviewed, I don’t know.

Unfortunately, I’m stuck here in Canada.therefore, I believe I won’t be able to go back to my country to have the interview with my wife. We got our confirmation, that they have received the documents, our case number is around 37k.I ve been thinking about opening ds 260, and exclude myself from the interview. So, that my wife can pass the interview if there is any.what do you recommend please.

You don’t need to exclude yourself. If your wife does get scheduled, you simply won’t attend the interview and won’t get the GC. Your wife can sponsor you later. However, the biggest problem right now is that the embassies are closed, so it is not clear who will get interviews.

Just wanted to say thank you for running this blog. I find it extremely informative and really helps manage expectations. The knowledge and experience that you share increases the understanding of those inner immigration mechanisms, which are far from being clear for someone who just got into this topic like me. Those mechanism are bound to have a enormous effect on all involved. We are talking about close to 2 years of DV lottery processing, after which you may or may not be granted the visa, which may mean relocation opportunity for you and your family. With everything that is going on today: pandemic, immigration ban, November elections, BML protests, I consider DV2020 and 2021 to be in jeopardy. But knowing more about the process itself allows me to assess my chances better, so that my life feels a little bit less stuck between places. I that it makes some sense.

US embassy at KTM does not have any plan to open the embassy soon.

As my concern that would be retrogress on September, the case number might not be CURRENT anymore and I have high case number, but my documents was confirmed anyway.

How high is your case number? Mine is AS27xxx but I have not received any email that they received all my documents. I am from Cambodia also.

I am also from Cambodia AS23xxx. I have already received email from KCC, on 12th June, confirming that I have already submitted all required documentation to KCC and are ready to be scheduled for interview. Now what I am waiting is the 2NL. I think the KCC’s document confirmation email may come to you soon.

That’s interesting. I called our local embassy today and they told me that they didn’t receive any information from DOS regarding reopening. If Cambodia is able to reopen I don’t understand why in any european country it’s not possible. I guess the schedule in the link you provided concerns rescheduled cases, not the new ones. Anyways, it seems to be a positive sign that such things happen somewhere in the world. I hope it’ll get better everywhere soon.

Cambodia is NOT OPEN in general for immigrant visas. They resumed limited services for citizens on June 8 (announced June 3) along with some drop off services. It is likely that the limited schedule of interviews they have are for time sensitive family based applications by citizens, which coincidentally have been the subject of lawsuits like Jim Hackings’ suit etc.
Remember all embassies ceased operations by order, on March 20. That ORDER needs to be removed first for an embassy to then make a decision based on in country conditions. The order was in place a month before the ban and no embassy can open until the order is removed – which is why this has NOTHING to do with the ban.
There is a useful list being maintained at the link below which gives current status for the embassies. This list is pretty accurate in my opinion and along with understanding the phased reopening approach is what people should be understanding – not making illogical assumptions about the ban.

May we consider embassies’ reopening for nonimmigrant matters as a positive sign and we might suppose that this order will be lifted soon? Or it has nothing to do with the immigration affairs and the ban may last forever?

I have been following your page for a while now. For Asia, the case got current and since I am applying through USCIS office, How long do you think will take for my process to get the interview. I just submitted my application. Does it depend on USCIS local office case processing time? If so, can I request USCIS office to process it faster because from my understanding, USCIS cannot issue visa after september right?

September 30th is a hard deadline.
As for how long it will take – I don’t know for sure since there are changes being made with FO and ASC processing.

We have no way to know why the case was updated. Sometimes a case will be updated numerous times for no particular reason that we can determine.

Thanks for all your effort and dedication, I follow every detail you post and I greatly admire your excellent work.
In the current reality I am very worried because I see that time is running out, I have delivered all the DS documents and supporting documents in time, all confirmed by KCC, I have draft I 134. I just wait with my fingers crossed! I feel desperate … Cuba does not have US consular services in the country, and to do this, in case of pointing out 2NL, it had to travel to Guyana, which is where the cases are assigned. Cuba’s airports are still closed and we don’t know when they open and time is running out.
I have a positive mind, I trust destiny and I am doing everything in my hands.
1. Any other advice especially related to Cuba or SA cases?

I just called KCC about document information, and like always different meaningless answers, as their answers when i send an email too, i did both multiple times, like every week i ask once by phone and once by email. I’ve sent my documents o October, and many more after this.
I also checked with you the documentation email if i did something wrong or not and you told me that i did it in the right way
Is there anything else i can do?

My employer just submitted a premium petition for H1B visa (cap exempt). As I understand it would take 15 days from now to get an outcome, perhaps first week of July. If approved and I managed to get my visa stamped and travelled by late July early August would I still have a chance to apply for adjustment of status for DV2020 once I arrive to the US assuming that I didn’t get an interview date at a consulate till August?
