This is for December interviews and is the third VB for the DV2019 year out of twelve.
Again the numbers are low, but no need to panic – this is normal. They divide the work (the interviews) over the whole year – so there is a increase in these numbers each month.
Those that are current, and have forms processed early enough, they can expect their 2NL in about 1 to 2 weeks from now. This is the same every month. VB from the 8th to the 15th of each month, and 2NLs in the second half of the month. For the last few months there have been 2NLs sent in two main batches, some early (around the 15th to 20th) and then some in the later part of the month. But given the low numbers that may not be necessary.
To those new to looking at VBs, let me explain what the “except” XXX country means – and you can also read this post on how to read the visa bulletin.
Processing is spread out over the full year. You can see the progress of the two previous years in this post about basic questions. However, some countries have a high number of selectees and those selectees are concentrated in the lower case numbers. For various reasons, mainly to do with embassy capacity, KCC slow down certain countries as compared to the region. So – in Africa, any case with a case number shown as under the new number can be interviewed but for cases from Egypt, that number is lower. That isn’t a big problem, it just “slows down” those countries a little more than the rest of the region. Since selectees from those countries all have lower case numbers, this slowing down does not present any risk. It does not (at this point) mean they won’t allow all selectees an interview from those countries.

Hello Brit,
My home country is Nepal. Currently I am here in Japan for 2 years student visa entered dated on 5th April 2017 where as my visa will expire on 5th April 2019.
According to KCC email, I have submitted my Passport Biodata Page, Police Report & Birth Certificate of my birth country Nepal already to KCC.
My question is “Should I submit another police report of japan to KCC? Please suggest me that need to submit Japan Police Report to KCC or submit when attending the interview periods at U.S. Embassy, Nepal?”Do u hav any idea, I will quite happy if I get this answer.
(Passport Biodata Page, Police Report & Birth Certificate of Nepal has been sent already to KCC)

Yes you may need to get a police cert for Japan. Read the reciprocity page for that country.

One more question, please. My wife is Egyptian but she lived in Saudi Arabia from 1987 to 1997. She left Saudi when she was 18. Does she need a police certificate from Saudi?

Normally yes (the instructions would have clarified that for you). However, Saudi Arabia is unusual, and on the reciprocity page for SA it says this-
“Exceptions: Police clearances are unavailable for third country nationals who no longer reside in the Kingdom. They are also unavailable for third country nationals who are not legal residents.”
Because of that you are NOT expected to provide them for this country.

I received mail from KCC asking me to send some documents including police certificates from Egypt (my home country). I live outside Egypt and the last time I visited Egypt was in the mid of August 2018. I prepared police certificates for me and my family during that time but these were effective for 3 months only and they are expired sine November 15, 2018. I tried to get new ones from the embassy but I learned that this would take a long time and I can’t wait. Can I send these expired certificates, especially I left Egypt just a few days after I received them? .

Yes, send those. If you can prove you have not returned to Egypt the CO will normally accept them.
