This is for December interviews and is the third VB for the DV2019 year out of twelve.
Again the numbers are low, but no need to panic – this is normal. They divide the work (the interviews) over the whole year – so there is a increase in these numbers each month.
Those that are current, and have forms processed early enough, they can expect their 2NL in about 1 to 2 weeks from now. This is the same every month. VB from the 8th to the 15th of each month, and 2NLs in the second half of the month. For the last few months there have been 2NLs sent in two main batches, some early (around the 15th to 20th) and then some in the later part of the month. But given the low numbers that may not be necessary.
To those new to looking at VBs, let me explain what the “except” XXX country means – and you can also read this post on how to read the visa bulletin.
Processing is spread out over the full year. You can see the progress of the two previous years in this post about basic questions. However, some countries have a high number of selectees and those selectees are concentrated in the lower case numbers. For various reasons, mainly to do with embassy capacity, KCC slow down certain countries as compared to the region. So – in Africa, any case with a case number shown as under the new number can be interviewed but for cases from Egypt, that number is lower. That isn’t a big problem, it just “slows down” those countries a little more than the rest of the region. Since selectees from those countries all have lower case numbers, this slowing down does not present any risk. It does not (at this point) mean they won’t allow all selectees an interview from those countries.
To understand why some countries get lower case numbers, read this article about the lottery draw process.

Now i am really worried brit its been 3 month already bt case no for nepal is 1500 this time it seems it wont going to touch 6000 plus mark whats your saying brit i am really worried now my case number is AS609*
October 11, 2018 at 14:24
Stop being silly.
October 11, 2018 at 14:32
do you think there is a chance brit
October 11, 2018 at 14:43
Whats happening? It is really interesting for me embassies are lazy or there is high density?
October 11, 2018 at 17:00
It’s normal.
October 11, 2018 at 18:55
WHat is normal?
October 11, 2018 at 19:44
The pace of VB progression.
October 11, 2018 at 20:14
Why do you think it is normal what is the reason?
October 11, 2018 at 22:33
The reason for what – please make your question clear.
October 11, 2018 at 14:49
I predict that maybe after 12000for eu because of density response and hole rate numbers increase rapidly and on august/september it will be current (i hope)
October 11, 2018 at 15:05
Brit do you think there will be increasing in numbers for nepal or it will goes in a same way
October 11, 2018 at 17:01
Current pace is 500 per month – so I expect a small increase – maybe 600/650 per month.
October 11, 2018 at 16:38
this is a very very low for eu….i am 29### and i still very very sad…
October 11, 2018 at 16:55
Simon
if my interview be in December I must medical examination before interview or after interview I am from Afghanistan and they all cases for administration process go
October 11, 2018 at 17:21
Normally you have the medical before the interview. If you are put on AP and that takes a long time you might need to repeat the medical later.
October 11, 2018 at 17:53
Hi brit. I think now it will be difficult to predict when our case number is going to be comparing last years due to this law numbering of visa bulleting. Also I coundnt understand that except egypt 6200 are they going to be interviewed in december or not? I tryed to understand it many times but not. If not for those who have case numbers above 9000 and below 16000 have chance to recieve 2NL. Is that what it means. Thanks.

October 11, 2018 at 19:12
hello briit…..In which month we can expect an increase in visa bulletin…..thanks
October 11, 2018 at 19:47
You just did. If you mean when will the increases get bigger – when the density decreases – but we don’t know exactly when because we don’t have the CEAC data for DV2019.
October 11, 2018 at 19:23
Hi Mr Simon pls I’m from Ghana i submitted my ds260 on 1st of August but till now haven’t recieve my 2nl pls wat should i do
October 11, 2018 at 19:47
Case number?
October 11, 2018 at 19:37
hi Britt,
My case number is 2019AS23XX.
1. When is my possibility of 2nd letter?
2. I am overseas now. I have to have the police report. When is it good to make?
October 11, 2018 at 19:48
1. Please read the article before asking questions I already answered.
2. Now probably.
October 11, 2018 at 20:29
Actually I am from Nepal. I could not understand what that means ‘Except Nepal-1500’?

Hi sam What is your country?
October 12, 2018 at 14:30
Hi ritu my case is as15xx nepal waiting nxt month vb.lets see
October 11, 2018 at 21:57
DV2019 for EU zone, I think every bulletin will continue with approximately 2200-2350 increase. Final cut off will be around between 26.000 and 28.000 max. In my opinion, more then 26.000 case numbers are risky. It’s so smilar as DV2018 progress.
October 11, 2018 at 23:05
Once your number comes up, eg, say you’re within range for December, how long is the wait for the interview. Is it a few weeks or a few months usually?
October 11, 2018 at 23:23
Please read the article above.
October 11, 2018 at 23:29
Is that this part ‘Those that are current, and have forms processed early enough, they can expect their 2NL in about 1 to 2 weeks from now.‘ Sorry, if so, I didn’t realise the 2NL was the interview, sorry for wasting your time 🙂
October 11, 2018 at 23:31
Yes – that, and the title of the page.
October 12, 2018 at 00:23
For your reference.
“Those that are current, and have forms processed early enough, they can expect their 2NL in about 1 to 2 weeks from now. This is the same every month. VB from the 8th to the 15th of each month, and 2NLs in the second half of the month. But given the low numbers that may not be necessary.”
October 12, 2018 at 00:50
Thanks so much, that’s makes sense now. I think I just had things backwards, I thought you didn’t get your interview letter until the month your number was called, but you get it FOR the month your number is called when the VB is released for that month. That makes a lot more sense and heaps clearer for me. Thanks guys!
October 12, 2018 at 01:32
Hello Simon I am from Nepal. My question is you asked 7% of 50k dv that’s means 3500 in derivatives each country will get entry. But vb release 6000 above result. Is vb published selectee number all will get 2 letter?
October 12, 2018 at 03:41
I don’t understand your question – but read the FAQ.
October 12, 2018 at 02:59
Hi Simon. Am from Australia and have Case Number 2019OC2xx but below the current 290 cutoff. I have a couple of questions as follows:
1. When I receive my 2NL in a couple of weeks time, will my interview time already be set or is there a process to secure a particular time? I will be in the December intake and therefore an simply wondering if this is going to being affected by Holiday season etc.
2. Wrt Police Checks, I am also a Canadian Citizen and lived in Canada for a period of approx 12 months which I believe means I am required to get a police check for Canada also. I saw some information relating to some form of reciprocity in Visa Screen / Citizenship and I am wondering if this means I do not need to do a Canadian Police check. Any input here would be appreciated.
3. I have completed my DS-260 however, in comments throughout your blog you speak about it needing to be processed. How and where do I check whether it has been processed or is sitting in a backlog? Is this the CEAC website? If so, I am having trouble accessing it at present using my Case Number as I interpreted it as being a post interview resource whereby it tells you about your application process and visa status. Any clarification here would be appreciated.
4. In the event I was unable to attend my interview, how is my rescheduling prioritised? Do I go to the very back of the queue for rescheduling which may jeopardise my ability to get the interview for instance?
Thanks in advance,
Ben.
October 12, 2018 at 03:41
1. Set.
2. Get the police cert.
3. You’ll know when you get your 2Nl
4. Rescheduling should be avoided.
October 12, 2018 at 03:48

Dear Brit I havent completed my Graduate studies yet.At this moment I only have 12 years school education only. I stated this when filling DS 260.Will this qualification is enough to call me interview.
October 12, 2018 at 13:26
They will call you for interview, as it is not based on your education. The requirement level to PASS the interview varies by country.
October 15, 2018 at 02:11
Hi ritu I m also from npl dv winner. Share me ur email address.
October 12, 2018 at 08:22
Hi Simon.
I am a Turkish National and my case number is 2019EU00018xxx. I worked in Afghanistan for a period of approx 15 months as a civil engineer for State Dept. & USACE projects in various military bases.
I checked Reciprocity page for Afghanistan from travel.state .gov related to police records. Explanation says “Police records are partially available for very limited periods. Not required for the U.S. visa process due to their unreliability.”
I visited Afghan Consulate in Istanbul but, they did not even accept my application.
What is your comment? Do you think I should apply to Turkish Foreign Ministry?
Thanks in advance,
Tufan.
October 12, 2018 at 13:29
It says “not required”.

October 12, 2018 at 13:32

October 12, 2018 at 10:34
G’day Simon, thanks for all you do here. Got a question.
So my case number is OC2XX and below 290, so I’m likely to be made current accordingly. I’ve noticed a lot of information advising to submit DS-260s ASAP, but due to life getting in the way, I wasn’t able to get mine completed and sent in until roughly six weeks after the 1NL was posted.
Based on your previous experience following the DV stats, do you have any insight as to whether a six week delay to submit the DS-260 might knock me back at all in terms of interview month? Or would it still be safe to assume it has been processed and expect a December interview?
October 12, 2018 at 13:34
No delay.
October 12, 2018 at 17:23
I believe it’s safe to say that this year is moving faster, at least EU (I’m not following other regions).
Case numbers have increased by 1900 and 1500 in 2018, against 2400 and 2200 in 2019. Feeling really lucky having EU19*** case number, and I expect this year to finish in a 27000-29000 range for EU.
I have a non-trivial question related to my case, would like to hear everyone’s opinion. I use a pseudonym for my work. I believe that fits into “Professional name” requirement from DS-260 form, so I’ve included it there. Now I realize there’s huge complication. Consulate in my country requires police records on all names registered. My guess that’s primary related to marriage and divorces. It’s worded in a very strict manner, with no exceptions. And this is my issue. This is a pseudonym, not a legal name. It’s never been registered anywhere. Person with those initials doesn’t and has never existed. I can’t even get a “this person doesn’t exist” notice from police, since that’s not legally possible in my country. The only one who can request police records, outside of court and other instances, is the person himself. The only document I can produce for consulate is my work agreement, where I’m specified as a contractor by both real name and pseudonym.
I have two choices, either continue as is, or ask KCC to reopen DS-260 and remove pseudonym altogether. First choice – I’m afraid that even if consular officer understands my situation, it will still be impossible for him to approve my application, he will end up slapping me with AP which will never get resolved as this is just too rare of occurrence, and we all know how incompetent government institutions are. Second choice – there’s a small risk that consular officer somehow learns about my pseudonym and will consider my non-disclosure as a hostile act of trying to deceive US.
So yeah, if anyone has any advice or relevant experience, would love to hear about it! Thanks.
October 12, 2018 at 18:00
Your first point assumes the VB pace determines the final cutoff. It doesn’t.
using an alias doesn’t mean you have to provide a police cert with that alias. You are overthinking a trivial matter.
October 12, 2018 at 21:42
Sir, what do you want say with this sentence “the VB pace does not determine the final cutoff”?
October 12, 2018 at 23:09
Whether the VB increases are fast or slow does not directly impact the final number. For example. Let’s say a region was ultimately going to cutoff at 36000. The VB could increase by about 3000 per month, and over 12 months reach that number, or it could go at 4000 per month and stop increasing after 9 months.
October 12, 2018 at 19:26

Good morning I’m Elisa I tried to read your articles and I understand that the number of visa passes from 50,000 to about 30,000 I have a case number EU278XX can I have real possibilities to be called or do you think I have no chance? … with my EU278XX number I was hoping to be saved … but now I’m really sad
October 13, 2018 at 14:33
The number of selectees for EU region is quite low, so you might get a chance. We cannot be certain at this time, so you will have months to wait to be sure.
October 13, 2018 at 14:44
hello Briit ….. for dv 2018 i have a par that the response rate is about 25% …. Ap + refused + ready = 22% …… So far the “big” states of 2018 TURKEY. .ALBANIA..RUSSIA have a big reduction in the number of the selected for dv 2019…… I have seen all that and Eastern Europe has a decrease of the selected compared to 2018 ……… the only thing that we do not know is starting derivative ?? Can you help me ???
October 13, 2018 at 14:48
You seem confused about the definition of response rate.
You have the same data I have.
October 13, 2018 at 17:25
please please please please tell me …How is response rate dor dv 2018??please please please I look xarthiius and i canculate 25% from 1 -26000 case number…….please Briit answer me..
October 13, 2018 at 20:03
I don’t know what you are calculating. Response rate is people that sent in their DS260. You first deduct holes and you make sure you are only including case numbers that got current.
October 14, 2018 at 00:10
I see xarthius database …example::case number 1 – 1000 response is 29.3 1000-2000 response rate is 28.4 and so on…..Can you told me please ….Response rate for dv 2018?? I cant Briit…..please help me

Hi,
My case number is 2019AS26XX so I expect my interview will be in the second half of December.
I am out of my home country and plan to be here till mid December.
As the doctor told me there should be a minimum of two weeks between the medicals and the interview, do you know if it possible to do the medical with an authorized doctor in the county where I’m currently at and come with the sealed results to the interview in my home country?
Thanks
October 13, 2018 at 20:04
No, it must be in the country where you interview at a physician the embassies nominates.
October 13, 2018 at 20:54
Sir,
We know that many selectees have problem for accessing ds 260 form is this situation also affect VB pace? Because some people which have low case numbers they did not complete their forms yet or is this a game for make slow this process.Because when i think about this problem i can not believe that it is difficult for US government repairing accessing of ds 260 forms.
October 14, 2018 at 04:19
I don’t know.
October 14, 2018 at 00:37
Hi Sir,my case number is 2019AF00041*** Which means that my chances of the interview are very small and almost non-existent, so I would like to apply in the lottery 2019, does this affect the chances of interviewing the lottery of 2018

Hi Brit. The current online I-134 form has an expiry date as 30 Nov 2018. If our interviews are after that date based on our CN, are we supposed to stay till the new form is published, send it to the ‘sponsor’, get it completed and take it to the interview? Or is there any other way to start processing I-134 without waiting for the new form in that case? Thanks Brit.
October 14, 2018 at 15:10
Use that form.
October 14, 2018 at 15:51
Brit, you mean the present form? Thanks.

October 14, 2018 at 16:03
Maybe rather than keep throwing out these silly numbers you need to take a moment to be sure you know what response rate is – and how you get it. I already told you some things. Now, tell me what statuses you are including to get those numbers.
October 14, 2018 at 17:40
i look xarthius database…….i look response rate for 1000 cases……………i am stupid …. can you please tell me how much is the response rate oer dv 2018…..??????
October 14, 2018 at 18:45
I’m not sure you even understand what it means, which is why I asked you to explain what you were looking at as response rate!!!! You are wasting my time because you are not listening and answering what I ask. I am too busy to deal with someone like that! You can wait for my analysis.

October 14, 2018 at 16:16

You take everything.
October 15, 2018 at 03:30
Hi Simon,
My wife is a dv winner from Nepal AS15xx but she is now in japan for 2 year course in student visa & submitted address of Japan in ds260 form. She live in yokkaichi city japan.i heared that police report is needed from japan at the interview time. If dv 2nd letter came then is there any problem to take police report from Japan? Our planning is to cancel japan and face interview. Is it any problem an interview? I will so happy Simon for those answer of questions?
October 15, 2018 at 03:34
The official instructions make it clear when you need a police cert. Please read the instructions.
October 15, 2018 at 06:32
Hi Simon,
Can a winner in 2019 (not having the 2nd letter yet) apply for the 2020 lottery or not?
October 15, 2018 at 13:23
Yes
October 15, 2018 at 12:26
I don’t want to hijack this thread, but I experience technical issues during entering the currently running DV-2020 registration. The first submission for me was ok, I got a confirmation message. Since then I am failing to also submit an entry for my wife. When clicking on final submission button I get: ERR_CONNECTION_RESET
I tried different browsers and completely different locations / networks yesterday and today. Does somebody have the same issue ? Maybe a infrastructure / page overload ?
October 15, 2018 at 13:32
Keep trying.
October 30, 2018 at 14:54
Me too. How did you solve it?
October 15, 2018 at 14:39
Hello Brit,
My case number is SA6XX, do you think there is a chance I will be interviewed in January?
Also, once I receive the 2NL, is it okay to do the medicals a week prior the interview or is it too late?
Thanks!
October 15, 2018 at 16:39
Wait and see.
Book your medical once you get the 2Nl.
October 15, 2018 at 19:13
Hello Brit
I have been selected for dv 2019 . I submitted ds 260 form. I noticed that i forgot to write one address which lived before. Is it a problem to pass interview .
October 15, 2018 at 21:28
Probably not.
October 15, 2018 at 19:48
Hi Simon.
EU selectee.
I wander why the Visa Bulletin of 2019 is going the same way as VB 2018. Is there a formula it is following ?
October 15, 2018 at 21:29
I have explained this before.

October 16, 2018 at 00:08
AS24XX. Just received my 2NL. Just wanted to share the information.
October 16, 2018 at 17:31
When do you recive your 2NL??
October 23, 2018 at 13:43
hi Alex, which country are you from?
My case is AS23XX, BUT NOT YET RECEIVED?
October 16, 2018 at 15:36
Hi Simon.
In 2018, only 87,610 winners have been selected so far. As of 2016, USAFIS has learned that, in September or October 2018, the US government is expected to choose another 30,000-40,000 winners in order to comply with the Congress Law that stipulates the 50,000 visas.
USAFIS is a worldwide leader in assisting clients from around the globe in preparing and submitting their applications successfully to the American Green Card (Diversity Visa) Lottery Program.
What do you think ?

I think USAFIS are only interested in their own financial gain.

I deleted that link. I am not interested in helping that organization with their scam of charging people for a service that should be free.

Hi Simon . I’m in a bit of a pickle , I wonder if you have met anyone else who had same situation as me . I won dv lottery 2019 awaiting interview (likely June as I am as64xx) . I am in USA now and I fell pregnant , my boyfriend and I will get married , he is a us citizen . Should I update kcc about my marriage and go ahead and wait for interview ? I would like the child to be born in America and child is due in May so our better option is maybe to apply marriage gc and give birth here . Would the two applications clash ? Any advice would be appreciated .

You can do either process and even both. I can’t advise you which way to go.

Hai Brisitmon,I am a DV 2019 winner.
When I try putting in my full date of birth to access my DS-260 it is not going through. I have observed that I mistakenly wrote down date of birth of mine when sending my entry. The summary page was not saved as I was show of my entry.I have the confirmations sheet with me but it only shows my year of brith.
What can I do to over come such barriers?
Should I write Kccc about my situations including my confirmation information, photo I used during lottery?
Thanks

KCC cannot give you the information you entered with, so that won’t help.

Hello Sir,
1. My no. 2019AF13XXX seems to approach too soon…(e.g. I need time to get police report from 3 countries-one very difficult to get) Is it possible to unlock it now? if so, to get an interview around April when should I re-submit ?
2. My secondary school diploma has one letter error “i” instead of “y” can I use only my B.Sc./M.Sc. Diploma as my educational qualification?
3. Previously I was rejected for Non Immigration Visa (B1/B2) twice due to Section 214(b) [intent to immigrate] will such rejection have detrimental effect for current application?
3.1 I copied the same details from my previous B1/B2 application to complete the DS260. But now I realized there were some errors e.g. .i. Birth date of my parents; ii. I just realized I had a Chinese name (two of them) iii. In B1/B2 I wrote the name of organization I applied to do volunteer work (translation) they said they will call but the time I could volunteer passed and they never called me. Now I believe I should remove it.
My question is, as these errors are corrected but when compared to my previous applications (B1/B2) will these corrections/changes cause disqualification or there is a room for explanation?
Thanks

1. Unlocking now won’t delay. Contact KCC and ask them to delay your case.
2. No, show everything.
3. No. You obviously DO have intent to immigrate this time!
3.1 They will allow explanation if they are concerned.

Some embassies require you to register with Aramex for delivery of the documents. You simply follow embassy instructions.

Hi Brit
If I checked the first time and it showed that has not been selected is there a possibility of being selected later?
If on the emailing address part I only put the place where I leave and never put pox number can this lead to did qualifying?
October 25, 2018 at 15:25
There are no further selections for DV2019.
October 25, 2018 at 14:12
