This is for January interviews and is the fourth VB for the DV2019 year out of twelve.
Again the numbers are low, but no need to panic – this is normal. They divide the work (the interviews) over the whole year – so there is a increase in these numbers each month. The new document process does not seem to have affected these numbers much – I imagine the VB numbers were already decided before the new procedure was implemented.
Those that are current, and have forms processed early enough, they can expect their 2NL in about 1 to 2 weeks from now. This is the same every month. VB from the 8th to the 15th of each month, and 2NLs in the second half of the month. For the last few months there have been 2NLs sent in two main batches, some early (around the 15th to 20th) and then some in the later part of the month. But given the low numbers that may not be necessary.
To those new to looking at VBs, let me explain what the “except” XXX country means – and you can also read this post on how to read the visa bulletin.
Processing is spread out over the full year. You can see the progress of the two previous years in this post about basic questions. However, some countries have a high number of selectees and those selectees are concentrated in the lower case numbers. For various reasons, mainly to do with embassy capacity, KCC slow down certain countries as compared to the region. So – in Africa, any case with a case number shown as under the new number can be interviewed but for cases from Egypt, that number is lower. That isn’t a big problem, it just “slows down” those countries a little more than the rest of the region. Since selectees from those countries all have lower case numbers, this slowing down does not present any risk. It does not (at this point) mean they won’t allow all selectees an interview from those countries.
To understand why some countries get lower case numbers, read this article about the lottery draw process.

I LIKE the new process , like every year some people will not complete there ds 260 in time and will not send the new documents in time that will give the big numbers like me AF30XXX a chance to get an interview in may maybe not in july , but what i don’t understand is this dv 2019 had lower selectes than 2017 but it is going as slow as 2018 ………
November 14, 2018 at 00:52
hi Brit I see that to date the cut off number goes 50 numbers later vs the DV of 2018, that is, the progression goes more ahead vs last year
November 14, 2018 at 00:53
that it is good news I think
November 14, 2018 at 04:07
No it is not good news. We have similar selection number as 2017 but still 50% behind, have a look at January
Region 2017 2019
Africa 25800 13100
Europe 15900 8800
Oceania 650 350
South America 775 550
Asia 4000 3800
Looks like we should start freaking out! Especially Africa and Europe 🙁
November 14, 2018 at 05:36
Please don’t be silly.
November 14, 2018 at 06:46
Haha ok sorry, Guess too much waiting got on my nerves.
November 14, 2018 at 06:19
I think so.
November 14, 2018 at 03:33
Is the selection made and released on that first date in May or is it made throughout the months until September next year? I mean is the DV lottery a one time selection or an ongoing process?
November 14, 2018 at 05:36
One time, but in some years there is a small additional draw in September/October.
November 14, 2018 at 05:05
dear Brit i need your assist please advice i get 1NL on may 17 and the 2nd NL on September 24 and my interview went well and the officer told me that i get a visa. and he gave me a yellow paper and said that send this scan copy for your sponsor and he will process the green card for you. my question is 1. what is this paper mean? is this a must sending it now for the sponsor or can any other friends do this for me? 2. my sponsor told me that her husband is not willing to stay me with them so she said that find anther option to stay. what shall i do? the other friends that i knows are living in DC & Dallas and the sponsor that i fill in DS 260 is living in Washington Seattle so am worried please help me what shall i do? 3. is that a must going to seattle first? how is this kinds of issues managed?
November 14, 2018 at 05:45
1. I don’t know what paper you were given.
2. I don’t know, because you are unclear.
3. Live where you want.
November 14, 2018 at 06:50

November 14, 2018 at 08:09
Dear Brit, I am current as per the new VB for January 2019 interviews , my case no is AS000034xx. I completed my DS-260 on 15-Oct-2018. I have also received email for scanning of documents which i have already sent on 09-Nov-2018 including Police Certificates. Now could you please tell me when i will get the 2NL in coming days for my interview.
Secondly, I am giving interview in UAE, so as per additional requirement of the embassy , i need to register to the for the interview , the date of the interview will be the same as will be given by the KCC on 2NL or it can be changed by the UAE Embassy upon their own.
Thirdly, i dont have any sponsor or i-134 but have more than 35K USD in bank accounts of me and my spouse. will it be sufficient for a family of four with two children under the age of 10 years.
Moreover, when i should go for the medical, after receiving 2NL or getting information from the embassy from the interview.
I hope you will help me.
Regards
AD
November 14, 2018 at 14:53

November 15, 2018 at 05:41
Hi Brit! My case number is 2019AF27*** from Ethiopia is this case number safe or risky?
November 15, 2018 at 06:00
https://britsimonsays.com/dv2019-basic-questions/
November 15, 2018 at 09:17
Tg don’t worry your number is safe
November 15, 2018 at 16:07
Job.. u can’t say that. She is from Ethiopia where there are nearly 4000 selectees. She is at high risk just b/c she is from Ethiopia.
November 15, 2018 at 17:13
I had seen the comment from Job and chose not to comment, because it is not incorrect. However, your comment *is* incorrect. Ethiopia doesn’t get close to the 7% cap, because many of the Ethiopian selectees do not proceed.
November 15, 2018 at 20:13
This comment is not clear. I know a friend like 28xxx and succeeded.
November 16, 2018 at 09:43
Hi Brti.
I Don’t understand. please explain.
November 16, 2018 at 16:03
I can’t answer vague questions. Read the link I gave you. Read the FAQ. Don’t be lazy.
November 16, 2018 at 10:01
Thank you so much! But I confused workneh comment.
November 17, 2018 at 06:42
Not risky
November 18, 2018 at 20:42
TG, what I meant is that only 3500 selectees will be given visa from a given country.
from Ethiopia, there are nearly 4000 selectees (3892 if am not mistaken) this means around 400 slectees whose CN is high will never be interviewed.
Simon will let us know more about the progress of success rate after January.
November 18, 2018 at 22:47
@Workneh. I already told you that you were incorrect. Stop giving answers without the knowing.
November 15, 2018 at 08:28
Dear Brit,
KCC will sent Email ” subject: Further DV Documents Required”
to e-mail that we completed in DS-260?

November 19, 2018 at 01:45

Hi BritSimon,
After I sent all the documents requiered via email to me by de KCC on Nov 6, yesterday again I received an email asking me send the remaining documents (???). November 16, 2018 at 00:24
Hey Guys,
Interview letters have started for January, just got mine for mid January in Oceania.
November 16, 2018 at 06:36
Hello jared .how does your case number looks like ?and when did you submit the electronic copies ?
November 16, 2018 at 06:52
Hey Brian, my case number is in the lower 300’s. I only submitted my electronic copies this Monday just gone, the 12th, so I was surprised I got an interview date so quickly. The new process seems to be speeding things up.
November 16, 2018 at 13:26
thanks for your prompt reply I am waiting my 2nd letter too I submitted the documents earlier on the 06 th .Good luck to all of uss
November 16, 2018 at 22:21
Oh cool, good luck, I hope the interview letter arrives soon! I think I was lucky that that whoever got my documents did it very fast, was definitely not expecting it so soon. So nervous now and have to arrange the medical etc!
November 16, 2018 at 05:12
Hi Brit, My case number is 2019AS6**. I successfully submitted the DS 260 and received instructions to submit the electronic copies of the documents. Since my case number is a lower one I’m planning to take some risk by delaying the interview date by submitting the electronic copies on late January2019. Because my wife is now 5 months pregnant and the delivery will be on end of March 2019. If we receive an interview date some where around April or May it would be the ideal time for us to plan everything. Infant will be 6 months older when we traveling USA and so on.
So could you please tell me am I doing a stupid thing? Or is it safe since I have got a lower case number (2019AS6**).
Thank You Very Much Sir.
November 16, 2018 at 05:37
It’s not stupid, and it might cause the delay you want.
November 16, 2018 at 06:02
Thank You Very much for your quick response sir.

November 16, 2018 at 20:45
Hi Simon,
it looks like DV2019 is moving as slow as DV2018 for Europe. Do you think it will move faster next year since there is a new document producedere? My cn is EU24XXX. Do you think a have a change in getting interviewed?
Many thanks
November 16, 2018 at 22:14
The affect of the new procedure isn’t known. You should wait and see what happens.

November 18, 2018 at 08:48
Has any one from EU received the 2NL for January 2019 intetview? Thanks!
November 21, 2018 at 20:28
Not yet. I think they’ll send them next week. This week is Thanksgiving so I wouldn’t expect them, because government officials don’t work for the rest of the week.
November 18, 2018 at 10:42
Hello, Brit, do you, by any chance, know, for EU which number received email regarding the new procedure? My number is 301xxEU, and I need to know if all principal selectees would receive email! Do you think I have any chance to receive email having this high number? Thanks! Would you be so kind to give me a detailed answer, please!!! Not wait and see!!! ??
November 18, 2018 at 15:22
I don’t know – so – “wait and see”.
November 18, 2018 at 17:07

November 19, 2018 at 00:23
Hi Brit,
I am EU00017XXX selectee! but I want to do an internship in the states starting January, can I get a J1 visa before I get the interview? Thanks for your time!
November 19, 2018 at 01:44
Technically, yes – but in practice they may not want to grant a J1 because you obviously have immigrant intent. Then processing the DV win while in the USA could be more complex. Furthermore, make sure the J1 would NOT require a home stay.
November 28, 2018 at 15:41
BRIT thank you so muchh
November 19, 2018 at 05:04
Hi! Brit
Do you have any knowledge if 2NL for January 2019 has started sending out?
or is any one from the group specially from EU has received 2NL?
November 19, 2018 at 13:25
For Asia also 🙂
November 19, 2018 at 16:15
I will announce when I confirm it.
November 19, 2018 at 05:30
Hey Brit!
Please , i submitted the electronic copies of the docs and my country only provides non-conviction doc because we don’t have police cert.
1)do you think there will be a problem ?
2)should i send a letter to kcc explaining to them or it will be explained during visa interview.?
Thanks.
November 19, 2018 at 16:16
As lomg as the reciprocity page instructions are followed, no problem.
November 19, 2018 at 06:42
Hi Brit, thanks so much for all your advice, my question for you is as follows, DV2019AF24XXX. While filling out DS-260 for the question that says “do you have documentation to establish that you received vaccinations in accordance with U.S. Law?” I answered Yes that was wrong. Is it worth to unlock the DS-260 to correct the above?
November 19, 2018 at 16:17
No need to unlock.
November 19, 2018 at 22:42
We received mail today that our documents have been received and are ok. We submitted including married certificate and diplomas though it was not asked. So Brit was right when he said I should not worry about trivial matters. the mail said we will be sent a mail to check appointment date once our number is reached. Please Brit was that the 1NL?
November 19, 2018 at 22:57
Your 1NL is the “selected” letter. The 2NL is the interview notification.
November 20, 2018 at 00:21
Thanks
November 20, 2018 at 15:41
Hi Simon
I won or been selected for this 2019DV, One of the requirement is to show a sponsor through I 134 form.My question is ,I got a sponsor who is not either citizen or hold a green card lotery , she told me she is an asylum seeker though she has no status. But she earn enough money to support me , can I use her I 134 Form , what impact can a I 134 form from asylum seeker has on my chance of getting a visa. thanks
November 20, 2018 at 18:08
Use another sponsor.
November 20, 2018 at 18:13
Dear Brit, Any update regarding 2NL till date.
November 20, 2018 at 23:30
Hi Brit, does everybody wife and husband should bring the diploma to the interniew? Should they be notary translated? Or just translated in to English? Also, financial affidavit mandatory i864 for family application or bank letter is enough by showing the dollar amount from one of the derivetive or main applicant onlu?
November 20, 2018 at 23:59
These are very basic questions, which makes me wonder what else you are missing. I really suggest you read the FAQ.
November 21, 2018 at 06:28
Hi Brit,
Please see my questions after going through FAQ.
1. According to FAQ, translations should not be notarized and can be made by any fluent in English entity, but in the Embassy FAQ they request notarized translation of birth certificate. Which one is true?
2. It is understood that if we provide a liquid bank statement that no need to show Financial Affidavit I136 or I864.
3. I did not find in the FAQ which documents or list of documents should be brought to the interview by both Principal and Derivative applicants. Can you please guide on that?
Thanks!
November 21, 2018 at 16:08
1. In the FAQ you would also have seen advice to follow embassy instructions.
2. Depends on the amount and the embassy. Some embassies will still ask for the I-134
3. Read the official instructions to determine the documents YOU should provide.
November 22, 2018 at 04:29
It did not answer my question:
Which documents should be provided to the Consular for Principal and Derivative applicants? Can you list separately for both of them to avoid confusion?
November 22, 2018 at 05:51
No! Read the instructions, the documents needed are fully detailed, and are specific to your circumstances.
November 22, 2018 at 08:01
Which document you are referring to? Is there a link for that?
November 22, 2018 at 15:32
I keep saying “read the official instructions”. Do that.
November 23, 2018 at 07:32
Can you please provide a link for that which clearly tells which documents required from Principal and Derivative Applicants???
I only see that it needs Birth Certificate, Passport, Police Certificate, Bank Certificate, university Diploma from Principal or also Derivatives? and Medical documents. What else???
It is a bit complex but thr most important part of the interview. Be kind respond please.
November 23, 2018 at 20:35
You had this link in your selected letter.

November 21, 2018 at 08:09

letter is saying TSEGAY But all my documents are such as birth certificate, educational back ground passport,& DS-260 makes TSEGAYE. But now I am worry because of the missed letter of “E” What you say please?

Hi simon. My PD is dec 23 2016? Is there a possibility to have my interview on march?
November 21, 2018 at 16:19
I only answer DV lottery questions.
November 21, 2018 at 11:19
Hello Brit
I believe with the new document procedure, once your case number is current, irrespective of the time you send the document to KCC you will still receive the 2NL letter…
Taking the January Bulletin in consideration; can one choose to send his/her document anytime from 1st to 30th of November and still get their 2NL for the January Interview ???? (I mean as late as 30th Nov)
Thank You
November 21, 2018 at 16:23
The new procedure is new. So – we don’t know how they will operate it. What they say, and what they do are not always connected.
November 21, 2018 at 12:57
Hello Brit,
We can see October 2018 (FY2019) datas, how many visas issued by this link – https://dvcharts.xarthisius.xyz/issuances.html# // It shows in Europe 721 were visa issued. When we compare with FY2018 Ocotber 2017, we can see big difference (1386 visas in FY2019) // Do you have any idea? Are these numbers correct? Thank you!
November 21, 2018 at 16:28

Your case is finished, you cannot be approved after September 30. KCC probably just told you to contact the embassy so that they embassy can inform you.
