This is for March 2019 interviews.
Again the numbers are low, at least for AF region, which is most likely because of the number of people that were current for January/February, but were not scheduled. That backlog is likely more a factor in AF than other regions because AF as a region is slower to react to changed processes. The new document procedure has probably had some impact because as KCC warned, they did not schedule cases where people had not provided the documents by the new procedure. That meant there were significant numbers of people that could not be scheduled in January/February, and those people will have needed a large proportion of the available visa interview slots for March. The other regions have behaved largely as expected.
The other factor that might have had some impact is the government shutdown. It does NOT directly impact DV cases, because the work for visas is funded by the visa fee. However, the shutdown could impact related functions such as people that work on background checks, staff the embassies (like security personnel and so on). So – as the shutdown remains unresolved, there might be some impacts – we can only wait and see.
As I have explained before however, I do expect pace of the VB to increase toward the later months. Why? Firstly because it always works that way in the regions where there are country limits. Density reduces in later number ranges, so more case numbers need to be made current to get the same number of cases to interview. Secondly the new document procedure will mean that some people will not be able to be scheduled to be interviewed, so again, KCC would then have to increase VB pace to fill the interview spaces.
Those that are current, and have forms processed early enough, they can expect their 2NL in about 1 to 2 weeks from now. This is the same every month. VB from the 8th to the 15th of each month, and 2NLs in the second half of the month. For the last few months there have been 2NLs sent in two main batches, some early (around the 15th to 20th) and then some in the later part of the month. But given the low numbers that may not be necessary. I would expect the 2NLs to have all been sent by the end of this month.
To those new to looking at VBs, let me explain what the “except” XXX country means – and you can also read this post on how to read the visa bulletin.
Processing is spread out over the full year. You can see the progress of the two previous years in this post about basic questions. However, some countries have a high number of selectees and those selectees are concentrated in the lower case numbers. For various reasons, mainly to do with embassy capacity, KCC slow down certain countries as compared to the region. So – in Africa, any case with a case number shown as under the new number can be interviewed but for cases from Egypt, that number is lower. That isn’t a big problem, it just “slows down” those countries a little more than the rest of the region. Since selectees from those countries all have lower case numbers, this slowing down does not present any risk. It does not (at this point) mean they won’t allow all selectees an interview from those countries.

Compared to last year cut of number was 39,500 so yes there is big a possibility in September. But you know the VB is unpredictable it can be higher or lower than that.

It took me 20 minutes to find them using the search feature and going through the FAQ’s.
If you really dive in and read every post in the FAQs even if you don’t have a question about that topic or it applies to you, pretty much ALL of your current questions AND future questions that you don’t know you’ll have will be answered.
As Brit Simon says, he has a full time job, he has a family. Most questions have been answered somewhere on this blog. If you can’t find them, he has to look for that particular post with that answer just like you would have. Sure, it would take him less time, because he’s familiar with his site and his past posts, but why should he? This blog is purely voluntarily and is of enormous help! Might sound harsh, but if you’re looking for an answer he has provided somewhere and you want the green card and he already has one it’s up to you to look for an answer when he says there is one somewhere on this blog.
It took me 20 minutes to find the answer to your post. It took me 20 minutes even though I already know the answer to your question, because I read it here when I found out I was selected. And the funny thing is, I don’t need to know the answer to your question, because my country isn’t a “limited country.”
Whenever I had a question about the DV process, and trust me, I had a million of them, I first went to the official state department website (http://dvselectee.state.gov). When I couldn’t find my answer there, I went through the entire FAQ and I borderline abused the search feature and went absolutely crazy, and I ALWAYS found my answer somewhere. JUST LOOK FOR THE ANSWER. As you said yourself, you are smart, you’re resourceful, use those good traits during the visa process.
The only reason why a case that is current will not get an interview is if that person/family didn’t submit their DS260 and/or submitted their supporting documents on time to get scheduled for an interview. I’d guess that is extremely rare, and to be honest, that person’s own fault, because who waits till the last minute to submit the DS260 and the supporting documents if they really want that green card?

first, thank for your valuable information and helping lot of us through this process.
If I refer to your indications, it’s not possible to get the interview scheduled for the month right after the 2NL, is it?
Basically, I’m EU 7*** (sent DS260 end of December 2018, which got validated last week as well as additional documents). As my number is current since December, I’m wondering if they could schedule an interview in February with a 30 days notice (let’s say 2NL is sent 15th of January, and interview date is 20th of February).
As I need to travel in Feb, I want to make sure before booking flights etc.

Thanks for updating the VB for March. It’s really exciting to wait for the interview at this point. I have to questions for you, i’m really sorry if they have been answered before (by you or others)
1. Do you have the information about what was the last number called for an interview for February(EU)? If i remember it correctly from the comments they have announced 8800 for January and 10k for february but many people in EU6xxx-7xxx were still waiting to be called, so you have data about the last number they have called for feb? Should people in 10k-13500 actually except to be called in March or do you think they will have their interviews in April?
2. Do you know how the dates of the interview work with numbers? For instance lets just say that they will be covering 88xx and 10k in March and lets say that we have two people from the same country (sent their documents and got confirmation from KCC) would the person with lower number get a sooner date for interview than the bigger number? I’m asking because my number was in february VB as well and the country I will be interviewed in deals woth very little number of DV cases so i’m afraid they will be calling me for really early in March. Also my origin country is not the same as the country that i will be interviewed at (both in EU) would that effect the date in any way? Might sound a bit stupid but i’m really anxious about this process and it’s very hard to get information about this.

1. Choose an agent; 2. Pay fees; 3. Submit visa app form; 4. Collect financial doc; 5. Collect suporting doc; 6. Submit doc to the NVC;

First of all: awesome job with the blog! It’s been a great resource throughout the process for both my husband and myself.
I have recently received an email requesting electronic copies of the required documents.
In 2003, as an exchange student in Alabama, I was charged for a traffic offense (reckless driving) and paid a fine of $454. I could submit the document that shows the payment terms but don’t have any other documents related to this.
Do you (or anyone else reading this blog) have advice on whether this is relevant and needs to be submitted?
