The “October” bulletin has been released. It includes details of case numbers that are current for November interviews.
As usual, some will be shocked at the progress, some will panic, some will rejoice. For those panicking – this is only month TWO of a TWELVE month process. The numbers will change each month until the final VB of the DV2018 year (published in July 2018). So – calm down.
A couple of points, most regions have continued at the approximate pace set at the beginning. The new way of processing DS260’s seems to be allowing better (more logical) progression in OC, EU, SA and AS regions. AF region is different – so I will explain that.
Interviews cannot be scheduled for a case until the case is current AND the DS260 is fully processed. KCC sets the VB numbers based on how many cases have had their DS260s processed. So – if they look at the 1000 cases, how many of those 1000 have their DS260s processed. If there are only 200 cases ready in that 1000 cases, then they will look at the next 1000 cases and so on until they have enough cases that are ready to meet the approximate capacity for the embassies in the region. This means that for October, KCC made 8500 cases available (probably around 1800 interviews).
In November there are more of the first 8500 cases now processed, so those cases will now be scheduled and they have added only 100 case numbers to the VB. It does not mean that anything has changed with high case numbers, it is only a matter of pacing the interview over the full year. So, no need to panic!!
Why does this happen in AF region and not so much in other regions – well that is two things, first, AF region selectees tend to be a bit slower to submit their DS260s than other regions. Secondly, the cases in AF region are harder to complete background checks because the record keeping systems in some AF countries are not up to “modern standards”.
The other thing to remember is that three regions (AF, EU and AS) have some countries that take a large allocation of the selectees in early case numbers and those countries have no cases in the higher case numbers. During the draw process those countries are stopped. That means the density of cases in the three regions becomes less in the higher case number ranges and the VB progress is faster later in the year for those regions.
For those that are interested in understand density and the draw process, I explained in this in detail in a series of posts that can be found here. This was from a previous year – but the principles are the same.
Those that are current, and have forms processed early enough, they can expect their 2NL in about 1 to 2 weeks from now. I know I am going to get a lot of people who will ask me this exact question – so let me say that again. 2NLs will be sent in about one or two weeks time – that means the latter part of the month. The schedule is that VBs are published between the 8th and the 15th of each month, and 2NLs go out from the 15th to the end of the month (most typically around the 20th to 24th). This is the same every month, so there is no need to ask me.
To those new to looking at VBs, let me explain what the “except” XXX country means.
Processing is spread out over the full year. You can see the progress of the two previous years in this post about basic questions. However, some countries have a high number of selectees and those selectees are concentrated in the lower case numbers. For various reasons, mainly to do with embassy capacity, KCC slow down certain countries as compared to the region. So – in Africa, any case with a case number shown as under the new number can be interviewed but for cases from Egypt, that number is lower. That isn’t a big problem, it just “slows down” those countries a little more than the rest of the region. Since selectees from those countries all have lower case numbers, this slowing down does not present any risk. It does not (at this point) mean they won’t allow all selectees an interview from those countries.

I am from Nepal. In DS260, I mentioned my out of country (India) stay from June 1997 for 2 yrs education; whereas the Indian Embassy issued police report from August 1997 only. I am scheduled for interview early Nov. Will this be a problem? Since my interview is already scheduled; do I still have opportunity to make this correction in DS260? Thank you in advance for your advises.
Note: Nepal and India has open boarder and do not require visas. So, there is no as such records. Since this was like 20 years ago, even I am not so sure about the exact month of the year I started my study.

I apologize in advance for asking you this question. This may likely piss you off yet again. But I have kept this question to myself for sometime and have been hoping for someone else to ask it (which many did) and you provide your thoughts on it, but you always respond as wait and see.
According to your calculations, you have estimated that winners around AS8XXX don’t not need to worry about interview as their chances seem to be very good and I fall right in that category as my number is in early 8XXX. Do I understand this correctly?

Yes, I consider the (almost unquestionably) safe range for AS region to be below 9000. Having said that – in DV2015 I was CERTAIN that AF region could go to AT LEAST 55000 (because I had full access to the numbers, and full understanding of the process). However, the region was stopped at 50,000 which was a big shock. Published statistics show my calculations were 100% correct (meaning the 50k caused a shortfall of issued visas). BUT sometimes they don’t play exactly to the numbers, and every year has multiple moving parts. Hence, in most cases above my safe ranges, “wait and see” is the best answer.

Hi Simon. Could I know as to why you say ththat safe range is below 9000? In the years of 2017,2016 and 2014 the cutoff number went current at around 13000+. Is there any reason as to why you say this year is gonna be different? The number of selectees from Asia aren’t very different either.

There is a rule that allows some redistribution of visas from some undersubscribed region to overselected regions. In 2016 and 2017 there were plenty of spare visas. In DV2015 and DV2014 there were too many global selectees (just like DV2018). In DV2015 the cutoff fell (too early) at 7650. So – weird things can happen, and I prefer to be conservative in my statements.

The number of DV 2018 winners is less than 3000 in Morocco. You wrote earlier that no more than 7 percent is given a visa in each country, so since Moroccan winners are less than 3000 then they will all get a visa even if some of them might have very high case numbers. Is this correct?

Q1- marriage date was entered in D260 as the actual cermony date (which is only one week post the marriage certificate date), is it a problem that requires unlocking D260 or this can be explained during the interview if asked?
Q2- I understand from your explanation on the d260 processing change, density and holes theory that nothing has actually changed as an outcome of a “one year process”, does this mean that the only lever/risk in my case is to have 3500 accepted interviewees from Egypt with case numbers below 19xxx?
Q3- Considering the fact the entire selectees from Egypt are 4500; meaning that 28% of the selectees will not be interviewed because of the country limit (assuming every single selectee meets the requirement and get granted a visa), can I say that the probability of cases on the 19xxxth to be located within the other lucky 72% is high? Am I understanding the logic or I miss something here?
Q4- I’m relaxed, “wait and see” answer is really the right answer for this question No.4 :-)! But! I’m expecting a job offer in US and don’t know if applying for an employee based visa may interrupt DV process, based on prior years data, 19xxxth used to get interviewed within March to May, and I have no problem to get delayed this year (if it comes at all), but what do you advise if I get the job offer earlier?

Another quick question. I might have to go back to the US before the interview gets scheduled. I will then of course leave to US and come back to my home country for the interview (with time to spare to take care of the medical and paperwork) but I have a question in regards to the “last 5 trips” question. It’s likely I won’t get a chance to reopen the DS260 and add the trip info as the interview will be scheduled. Should I immediately reopen the DS260 after I land in the US and add the date of my arrival? And if yes, should I mention that my length of stay will be roughly 2 months? (as after 2 months I’d have to go back to prepare the interview).
