Well who is in the mood for some chaos? The government are, apparently.
The VB for September 2024 has been released – this one an important one as it contains the numbers for the end of DV2024. These numbers won’t change, they are final. If your number is lower than the numbers shown, then your case is current and you may get an interview. If not, then your DV2024 chance has ended.
Now, I have been saying for months that no regions will go current and the VB has been operated well until this point to assure that numerical control was enforced. I have always stressed we can never be sure about what the VB will do, and there are sometimes “surprises”. But this month is probably the dumbest thing I have seen in my years watching the DV process.
It seems someone at the visa office decided to have some fun and give massive unjustified increases across all the regions. Honestly, whilst this will thrill many, and no doubt *some* will benefit, this is simply going to lead to some form of chaos.
For those that are current, there are some embassies that are still backlogged and will not reach the highest case numbers for the region, even though those case numbers would have been interviewed elsewhere. This is an unfortunate effect still lingering from the COVID times which increased backlogs in other visa categories that affect the capacity that is given to DV cases.
Even in embassies that are not currently backlogged, there will be capacity limits that won’t allow the scheduling of cases all the way to the VB numbers.
There will be some embassies where they will have flexible capacity and they could take cases up to the max case number, but I don’t anticipate that will be many embassies.
So now we have the unfortunate position where a process that is supposed to be numerically controlled (as written in the law) will now be another lottery based on which embassy you are assigned to. That is dumb, almost cruel. And it will be hard to understand why someone will get a chance at an interview when another selectee won’t, just because of a few miles.
Also, this might bring back the DV23 chaos where they overschedule cases in September, and then visas get exhausted on some random date. People turned up for their interviews at embassies on September 7th last year, having spent hard earned money on medicals and travel, only to be told all the visas had been used. I honestly assumed the government would have learned from that disaster, but we now will have to wait a few weeks to see if they recreate that situation. Thankfully, I will be able to monitor that to some extent, but people may get locked in to some tough choices with late September interviews.
Two quick points.
Cases will still be handled in case number order. Take EU as an example. Cases from 30k to 49999 just became current, but they will be added to the AV queue for each embassy in numerical order (assuming those cases have been processed). So, within an individual embassy we will not see Cases being scheduled out of order, but embassy to embassy comparisons will show differences due to their capacity.
And second point, in some years the VB published in July also provides the selectee numbers for the next year, but this year it seems it will be another month before we know that important data.

Those that are current, and have forms processed early enough, can normally expect their 2NL in the next 2 to 3 weeks from now. This is supposed to be the same every month. VB from the 8th to the 15th of each month, and 2NLs in the second half of the month. For the last few months there have been 2NLs in daily batches, but we seem to be moving to a more normal procedure where almost all the 2NLs are sent before the end of the month, with just a handful being sent earlier this month. I would normally expect all the interview 2NLs to have all been sent by the end of this month, but we can see recently they are exceeding that to try and get as many interviews in as possible. They can be sent right up until the last day of the month, and even the first few days of the following month during exceptional times.
To those new to looking at VBs, let me explain what the “except” XXX country means – and you can also read this post on how to read the visa bulletin.

May be you are right and they just randomly decided to give 26 cases to Germany and Austria for instance and zero to France or Albania. I doubt it. What about AF and AS high numbers took capacity from EU cases it doesn’t sound logical in european embassies, at least in Tirana for sure. I think scheduling for 2024 is far from being over and that is the reason for delay in 2025 invitations sending.

I am an Ethiopian and i have not recived the 2NL plus I have not been scheduled for an interview but the thing is i filled out my DS260 on may 2023 after i won the DV lottery. I am still waiting and my Case number is 2024AF28*** in Ethiopia case numbers were released that were slightly before and after me which i felt like i was jumped . Hello , i have a question , i filled my Ds-260 on may 2023 and sent to KCC after 2 days. My case number is 2024AF28*** . so the thing is here in Ethiopia , there are some released case numbers before me like 27k , like so close to me and when i check my status it says it is still in KCC . It is possible that some cases were skipped in the final 2NLs, but the signs suggest that KCC will noty send any more 2NLs, so it is probably over for you. The list below is cases in the 28XXX range that did get scheduled in Addis. Make sure your number is not among them.

Probably not, obviously we can’t be 100% sure that there are no more interviews, but we have seen emails from embassies saying that KCC have announced there will be no more interviews arranged (new interviews).

2024EU46251 at Madrid. Filed DS-260 early July. MDD has scheduled a single September batch of 6 CN (all EU) last Tuesday Aug 6, now reaching up to 2024EU36706. So roughly 10k CN below mine. I had already kind of given up until I saw the data this Saturday.
Is there any thing I can do right now? 9 embassies, 8 in Europe have scheduled up to EU50k, e.g. Vienna. I’d be open to move or to make an effort to attempt a hat trick with one of the mentioned embassies.
I have been in careful contact with MDD in the first days of August and had pleaded to give availability to KCC in such quantity, that it would allow my case to be scheduled timely. The response was, that they had no control over it and that I should contact KCC – which I believe must be a misunderstanding or misinformed officer keeping the inbox empty. It is contrary to how I’ve come to understand the process through your explanations. I haven’t dared to oppose or respond.
How many more cases would MDD have to accept, in order for us to be scheduled?

I somehow remembered from your videos that, once current, unlocking and switching locations would be tough to impossible. But your archived website FAQ regarding switching interview location differentiates between two cases: scheduled and not-scheduled. As current but not-scheduled, I could still request to unlock, then mail KCC and there would be a chance it would work? How do you evaluate this?
Would a complex DS-260 be queued thus delayed and slowly reprocessed from the ground up with all the extensive travel and work history, (which I btw, would also have to partially update), or could it be expected to be processed quasi immediately to be then scheduled at an embassy taking it in?

If you are at a backlogged embassy, you can enter a status of “AV” when you are processed and current. In AV status, KCC will typically not allow any changes to the DS260, they won’t unlock, and therefore embassy changes are much harder.

The unlocking historically would mainly have been done for an update of residency address, correct? My visa interview passed on the 17th of July and I was refused under 221g because my medicals was not ready when it was ready I traveled back to the embassy on the 24th and dropped them as instructed in the morning 8am. Question: DV2025, my case EU 36xxx in London embassy. Based on data and your content, I assuming that I have ~90% chance to have interview scheduled, and if so – 90% that it will be in September 2025. I also searched for any info about London embassy backlog – didn’t find any complaints, and for non-immigrant visas they have 14-21 days of wait (if true of course).
I know it’s a bit early to ask, but what are your thoughts about my assumptions?

It is too early to make that assumption. We have no idea how many people have been selected, so you cannot correctly assess whether your number is good or not. You cannot compare to numbers this year either.

My case number is EU 373xx, Naples Embassy, no 2NL yet. I saw at xarthisius site that 15 2NLs for September were sent to Naples Embassy on July 24. Does KCC send them out as a single batch, or there’s still a chance that they might send other ones for September?

We don’t know that for sure, but the general pattern is that embassies get one batch per month (with some occasional exceptions).

Hi My case number is 2024AS25869 and KCC replied me that my case number is now current for interview processing and my case is ready to be scheduled, KCC can no longer unlock your application. the embassy I chose is Myanmar. Any Suggestion?

Hi, Simon. Two questions:
1. I got selected for DV 2025 EU38XXX. I currently live in a country that is NOT eligible for DV Visa (such as Canada, India…), and I set the embassy of the capital city of the country as my interview location. In case my CN becomes current next year, do you think it would make sense to keep the embassy location here? I understand these countries have big embassies and process many Green Cards, that is why they are not eligible for the DV, but I am not sure whether I would have a higher chance of getting an interview at this location (since I understand they would be handling fewer DV cases), or lower chances of getting an interview since they are probably handling many Green Cards overall.
2. Is there a way we can check which embassies are scheduling interviews and what CN they are reaching at each embassy? And how do we know if an embassy is ‘misbehaving’?

Mr. Simon, I was told by my friends that they were appointed for an interview yesterday with 2024EU31k at our embassy in Dushanbe/Tajikistan. Do they scheduling numerically and can I be scheduled for September with my case number 2024EU34k?

Most of the time the interviews for an embassy are sent out as a batch for one embassy. Sometimes, but rarely, they send another batch in the same month. That is your only hope.

Yes, I think so. They have scheduled only 25 cases for now in Dushanbe while they could more than a 100, and I think they’re intentionally doing that to do not repeat last year’s situation. I heard from my other friends that the same thing happening in other embassies.
Maybe if there will be enough available cases at the middle of August, they will schedule more, who knows.

Hello mr Britsimon.thank you for your guidence.I wanted to ask you ,we have just had our medical check ups,we are a family of 6,me my husband and 4 children.I initialy thought that DNA would be included in medical check ups,but it wasnot. Is that normal and not a mandatory step?? Is there a possibility embassy may request it after interview?? Thank you sir
