2NLs are starting to be sent for February interviews (DV2019).
Some people previously got 2NL emails but then had to wait days or even a couple of weeks before the interview letter showed on the ESC page. Other people waited until the beginning of the following month to get their 2NLs and ESC page update. So – be patient, stay calm. Some physicians won’t schedule the medicals unless you have the 2NL in hand, BUT there is plenty of time before these interviews, no need to stress out!
The email itself has no useful information. It simply tells you to check the ESC site for the interview details. Some people that receive the email will find the ESC site is not ready, those people should try again after a few hours. Also, some people find the email itself goes to a trash or spam folder or somehow miss it. So – if you think you may have been scheduled but missed your email, you can check the ESC site, just in case. The 1NL (you have been selected letter) is replaced by a new letter which gives the appointment details.

Hello Brit greeting. my case is AS15XX Nepal. i am here in japan currently. i already sent my police report of my birth country and further docs. KCC responded me docs completed
and schedule for interview. Now i received the police report of japan also but this report is on envelope with stamp. we don’t have authorize to open from envelope, scan and send to KCC.
this is the rules of japan that we can not see own police report (this word is mention on envelope)(they asked me verbally you not to open). this is authorize only for us embassy to open from envelope. i sent email regarding this situations. But KCC replied me you need to open and send scan copy. in this situation, Is KCC will not schedule 2nd letter? If you have any advice then i will much thankful Brit. I am waiting your suggestions.
December 24, 2018 at 15:39
If KCC have told you to open the letter and scan it, do that. Take the email where KCC instructed you to do that to the interview.
December 24, 2018 at 17:14
Thank you Brit for your amazing help. This was my question to KCC.
“Today, i received my police report from my current address police head quarter of japan. They asked me not to open myself this police report from envelope. I need to Directly send it to the concern, So in this situation what do i do? i have no authorize to open & send it’s scan copy to KCC? I have send you photo and please advice me what to do further? ”
Reply me from KCC……..!!!
“Thank you for your inquiry.
If you are required to have a sealed police certificate by the consular office, you will be required to obtain two copies of the certificate. One copy should be opened, scanned, and sent to [email protected]. The other copy should remain sealed to be given to the Embassy/Consulate for your Visa interview.”
——————————————————————————————–
I have only One Police Report Brit. This is sealed on envelope. So, How can i solve this problem? Please give me any idea.
December 24, 2018 at 20:51
I think their answer is a bit daft, so you can choose to follow their instruction exactly (getting a second police cert) or you can unseal the one you have AND present that to the embassy showing them the letter from KCC. You could also ask the embassy direct.
December 24, 2018 at 18:09

Hey Brit!i email kcc about my 2nl delays, caseNum af11xxx.they replied the following
Thank you for your inquiry.
Your DS-260 has been processed. You should have received, or will soon receive, an email from the Kentucky Consular Center giving you instructions to complete in order for your case to continue processing. Please follow the instructions in the email. Interviews are scheduled numerically based on case numbers that have completed processing. Interviews for the DV 2019 program will begin in October 2018 and conclude on September 30, 2019. Please refer to the visa bulletin at http://www.travel.state.gov to locate the current numbers being processed. This bulletin is updated after the 15th day of each month. Once an interview date has been scheduled, you will receive notification via email to check http://www.dvlottery.state.gov.
For February, immigrant numbers in the DV category are available to qualified DV-2019 applicants chargeable to all regions/eligible countries as follows. When an allocation cut-off number is shown, visas are available only for applicants with DV regional lottery rank numbers BELOW the specified allocation cut-off number:
AFRICA: 13,800 Except: Egypt 9,500
ASIA: 4,400 Except: Iran 3,400
Nepal 2,800
EUROPE: 10,000
NORTH AMERICA (BAHAMAS): 12
OCEANIA: 450
SOUTH AMERICA and the CARIBBEAN: 625
The Visa Bulletin at https://travel.state.gov/content/travel/en/legal/visa-law0/visa-bulletin.html is updated monthly and contains the current allocation cut-off numbers as well as other important information.
Interviews for the DV 2019 program will begin in October 2018 and conclude on September 30, 2019. KCC cannot provide information as to when an interview date may become available for your case. Interviews are scheduled numerically according to assigned case numbers which have completed processing. The Department of State designates how many interviews will be scheduled each month according to visa availability. You may refer to the visa bulletin at http://www.travel.state.gov for the list of current numbers beginning August 2018. This information is updated on the 15th day of each month thereafter.
The following documents are required for all applicants:
• Copy of passport biodata page (no translation required)
• Birth certificate
• Military records for any applicant who has previously served in the military. If you have not served in the military, military records are not required.
• Police certificates for applicants 16 years of age or older from all required countries, which can be found at https://travel.state.gov/content/travel/en/us-visas/immigrate/diversity-visa-program-entry/diversity-visa-if-you-are-selected/diversity-visa-prepare-supporting-documents.html. Click the link to find if a police certificate is required for your country.
• If you have been convicted of a crime, a certified copy of each court record and any prison record. This is only needed if you have been convicted of a crime.
In order for the Kentucky Consular Center to assist with inquiries regarding a specific Diversity Visa (DV) case, you must provide the Principal Applicant’s full name, complete case number, and date of birth in the following format (MMDDYYYY) as entered on the original entry. Please remember that the Kentucky Consular Center does not have the authority to tell you whether or not your specific case will be disqualified. Only a consular officer can do that at the time of your visa interview. Do not send any paper documents to the Kentucky Consular Center.

Hi Brit. Thanks for your time and for running this blog. Brit, will the present crisis with US federal funding for govt functions affect the DV processing, or any delays to expect of DV processing in coming months? Thanks Brit.
December 22, 2018 at 15:16
f a shutdown lasted a long time it could have an impact. Since this one will be short, and over the holidays it will not have much impact.

No
December 21, 2018 at 11:34
Dear Brit, my CN is AS00034xx submitted the documents already but till now no 2NL for Feb interview. I saw many people are getting it now a days but till then I am not. I emailed KCC and they confirmed that u have submitted a valid Ds 260 for derivates and submitted the documents.
What could be the reasons of delay for 2NLs? When VB is already current for jan and Feb interviews.
December 21, 2018 at 15:14
A new procedure was implemented in November that is causing a delay. Also, American holidays in November and December mean there are less working days to process everyone.
Anytime a big organization implemented a new process it’s always chaotic at the beginning. Your 2NL will come. Be patient

Hello Brit,
I was selected for DV lottery 2019. My case number AS31xx. My visa number is expected to be current in Jan 2019. Since I am in the US, I will file I-485 (AOS). The only email I got from KCC was to pay $330 DV processing fee, which I paid and got the receipt by mail. I contacted KCC and USCIS many times to ask the below questions, but they couldn’t give me definite answers.
1) Am I supposed to receive 2NL from KCC?
2) Can I file my I-485, as soon as my visa number becomes current in Jan or should I wait for some letter from KCC?
3) I-485 includes A-number (Alien registration number ), which I don’t have. Can I leave the A-number blank since I don’t have it?
I’d greatly appreciate if you have any more information about my questions. My email XXXX edited XXXX
Thank you in advance.
December 21, 2018 at 00:45
1. No
2. You could ALREADY have filed!
3. Seems like a pointless question.
I advise you to check the link below. Read the spreadsheet linked from the first post. DV related AOS questions are specialized and should be asked/answered on that thread.

Anyone DV AS regions winner from japan in student visa then please comment here. Thanks
December 20, 2018 at 07:23
Hello
In two weeks I will enter the first time to the states after receiving the visa a few months ago,
What is the process and how do I get the SSN?
Is it all going on at the airport? (I land in Miami)
December 20, 2018 at 23:09
That depends on whether you selected the option to have USCIS apply for your SSN or not (the DS260)
If you did, the SSN should arrive automatically about 2 or 3 weeks after entry – so visit the SSA office if that does not happen.
Please read the FAQ.
December 20, 2018 at 05:49
Hi Brit, I’m AF37xxx will my case be reachable?
December 20, 2018 at 06:25
Wait and see.
December 20, 2018 at 05:45
Hi Brit,
Thanks for your help. I also got a 2NL for February and I want to ask a question about education requirements.
I am from Europe and I have completed a 4 year Construction High School which is considered Vocational Education and then completed a 3 year Bachelor of Science Degree in Software and one more year from another university to get a Software Specialist degree.
The travel.state.gov website says: “Vocational degrees that are not considered a basis for further academic study will not be considered equivalent to U.S. high school education.”
My high school degree was considered a basis for further studies in my country, but not sure if it’s accepted in the US.
Since my high school degree is a vocational degree, how do I know if it meets their eligibility requirements?
Thanks for your time
December 20, 2018 at 06:28
You haven’t made clear what you achieved in normal secondary schooling. But In your case the only way to be sure is at the interview. The CO might choose to approve on the basis of your degree, but there is some risk.
December 21, 2018 at 05:30
For the high school, I got a Diploma for completed Secondary Vocational Education which was 4 years and gained a title Construction Technician. Basically, in my country it’s considered as a normal high school, same as any gymnasium or private high school. But then I went on and studied university and gained a Bachelor of Science Degree, doesn’t that matter?
December 21, 2018 at 23:10
My previous answer still makes sense.
December 21, 2018 at 05:36
I also have more than 5 years of work experience as a software engineer, which documents should I prepare to make sure if they reject my high school qualifications, I still pass based on the rule to have more than 2 years experience in a profession recognised by them?
December 21, 2018 at 23:11
The work experience might help make it safer. Read this.

What will be the cause and effect to my case as the DV is concern to my chance now.
Thanks Brit’s
Am from Ghana .
December 19, 2018 at 19:40
He already answered.
If you go on the website of the state department that talks about what supporting documents you need, you’ll read the following:
“Important: Police certificates expire after one year, unless the certificate was issued from your country of previous residence and you have not returned there since the police certificate was issued. If at the time of your interview the following three items are all true, you must bring a new police certificate to your visa interview:
– You are more than 16 years old;
– The police certificate was obtained more than one year ago; and
– You still live in the country that issued the certificate.”
All the information is here:
https://travel.state.gov/content/travel/en/us-visas/immigrate/diversity-visa-program-entry/diversity-visa-if-you-are-selected/diversity-visa-prepare-supporting-documents.html
AND they were kind enough to list the specific requirements for each country here:
https://travel.state.gov/content/travel/en/us-visas/Visa-Reciprocity-and-Civil-Documents-by-Country.html
Most questions are answered by the state department or on here, which you can find by the search feature.
Some embassies even have a guide explaining everything in the local language.
December 19, 2018 at 20:57

December 19, 2018 at 17:58
Hey Simon, thanks for the amazing blog and i have to say i appreciate your patience. I have a question slightly related to DV process but mostly i would like to hear your opinion. I’m currectly residing in Ireland but not Irish, case number is EU88xx , did not receive my 2nl yet. Since my number is 88xx january vb covered eu8800 and Dublin embassy does not have many dv visas (50~ every year if i remember it correctly) i thought that i could have been scheduled for early february but in the comments i saw that some january interviews are moved to february and some EU6xxx – EU7xxx numbers are currently being scheduled for february. So due to this backlog if i got an interview for late february-early march i won’t be able to attend it since i need to give my passport to Irish government for 2-3 weeks to renew my immigrant status for ireland,i have a one month period to apply for that and my deadline would be the first week of march so i would need to reschedule dv interview it if it’s late which i really really dont want at this point. So my question is this, if i request a reschedule, would they give me a new date according to all other EU cases or could i get a new date much earlier since Dublin embassy don’t have much DV cases. What do you think? (I know i should wait for couple of more days for 2nl to arrive to see the date hopefully, but i’m freaking out a bit since i need to apply for the irish immigrant renewal in a short time window)
Thanks again for the great blog and your guidance in advance.
December 19, 2018 at 20:38
Rescheduling carries some risks. You have a visa allocated to you for the month arranged by KCC. After that month you lose that allocated visa. So – the embassy might reschedule, but once you are approved by the embassy they have to ask KCC for a new allocation and that all adds up to delays and risk. So – I strongly suggest you wait a few days for your 2NL and plan around that.
December 19, 2018 at 21:09
Thanks for your answer, i needed to know if it’s completely embassys decision or not, i will wait for 2nl. Thanks again.
December 21, 2018 at 21:16
Hi Emma – I am also in Dublin and your comment about ~visas got me worried a bit. Where did you read about Dublin embassy having limited number of DVs?
December 21, 2018 at 23:41
You are misunderstanding. There is not a limit for Dublin or any other embassy.
May 31, 2019 at 08:41
Hi Dan and Emma!
I know it is an old posts from you, but still in case if you still visit the blog… Please share your experience with the interviews! How it go? Did you get the visas? We are having ours in June.
December 19, 2018 at 16:57
Hi Brit,
please advice how frequently KCC sends out 2NL letter notifications? According to the lucky people here, they started to receive from 18th of December, will they send on 19th, 20th …. to 30th December?
or there is a slot of days where should be expected such notifications. I am current since January EU7700
December 19, 2018 at 20:35
Did you read the article above? Do that.
December 19, 2018 at 15:44

December 19, 2018 at 16:13
I don’t know. Ask KCC if you like.
December 19, 2018 at 15:02
Hi! Again Brit, just wondering why our 2NL hasn’t come yet since our case number as EU66XX is current. The DS269 was submitted along with application. Additional documents were submitted to KCC early November and received the response from them. What do think is causing the delay. Any thoughts or advice? Many thanjs asin. ARNOLD
December 19, 2018 at 15:58
They just started sending the 2NLs out. It depends on the availability of the embassy that is supposed to review your case and do the interview.
It also depends on how many people have been scheduled in the last few months at that embassy and if they are behind.
I saw someone post that they received the 2NL and their case number is 2019EU77xx.
Could be that the embassy confirmed the appointment because they have more availability.
They send out letters in the last two weeks of the month, and there’s still plenty of time left to receive the 2NL for a February interview.
Patience. Just because the first couple of people received it yesterday, doesn’t mean that everybody who is scheduled in February will get them too. They send them spread out throughout the second half of the month. Just be patient
December 19, 2018 at 16:17
@Vivien. Exactly.
December 19, 2018 at 16:17
That’s make rsense. Thank you so much for the comforting advice. Yes, the word is patience.
December 19, 2018 at 16:14
@Arnold. In the article above you could have read this “Other people waited until the beginning of the following month to get their 2NLs and ESC page update. So – be patient, stay calm. ”
That explains it – right????
December 19, 2018 at 14:36

Mr. Simon I am confused in this information “2nd letters are starting to send”. Is letter of different Region send in different time ? Or according by case number of same interview date? Are letters send different time for same interview month ? What happen to Nepal? Even january interview notified more people were not getting their second letter. And again february notice released but not january even february notified get their letters ? If they send letters timengly what is the time of Nepal to take an action ?

My ds260 have been submitted on last june but since then I haven’t received any mail from kcc to submit police records.
When did you receive yours?

December 19, 2018 at 17:54
AF23xxx,
I received mine on November, and responded, but Brit said is not all of us who are to go into that new procedures, so maybe you have been scheduled among those people. If not just play the game of patience, it will come. Okay.
December 19, 2018 at 14:21
LOL. The cause you know.
The effect. You get a new one.

It is the same case as me from AF9***,i was current for January and all the documents were submitted but til now nothing. So as Brit always said lets be patient up to the end of this month otherwise there must be a problem with those who were current for January. Thx
December 19, 2018 at 14:19
Read the article above.
December 19, 2018 at 04:40
Thank U Brittt
December 19, 2018 at 03:46
I also got mine today, EU7xxx (was current in January).
I have a problem, appreciate your advice Simon. I am married and I am the primary applicant. I have my wife on all the documents and submitted forms for both of us and she is listed as a beneficiary on the 2NL. Now she is changing her mind and doesn’t want to go to the interview. I am worried if that will cause problems to my application, because I still want to go and I am going to the interview. Please advise!
December 19, 2018 at 04:36
Your case would be unaffected.
December 19, 2018 at 06:17
You mean I can go alone to the interview, even though there is DS-260 submitted for her and she is present on all the forms/documents submitted?
Thanks for your answer and clarification, means a lot.
December 19, 2018 at 14:27
I hate repeating myself.
December 19, 2018 at 10:17
Pardon me for intruding. I have seen cases where the co insist the spouse attend the interview even if she has no plans of traveling.
December 19, 2018 at 11:06
Uh, that’s bad, thanks for your info. I hope to avoid that, because she doesn’t want to go to the interview, but I am the primary applicant. Anyone with similar experience?
December 19, 2018 at 14:39
Please guys. Don’t confuse each other with bad info. Let me do the answering.
December 19, 2018 at 14:38
Only in cases where fraud is expected. That is not normal procedure.
December 19, 2018 at 03:22
Yep, got mine too. from AF region.
like siomon says patience is the key guys.

Hello brit greeting. I am from Nepal n sent all docs of Nepal including police report to kcc. Kcc replied your case in schedule. I am now in Japan n I received police report of here. But report is in envelope with stamp we have no authorize to open from envelope. Also they asked me verbally u cant open this. Send direct to embassy or return without open if you not select. So without open how can I send scan copy to KCC. Please advice me. I have emailed to KCC they doesnot reply me still.
December 19, 2018 at 04:38
Wait for KCC.
December 19, 2018 at 03:12
Hello, brit, what does it mean by priority date?
December 19, 2018 at 04:38
Priority date is for other visa types.
December 19, 2018 at 02:26
Mr Brit,
No information is here in Nepal. Does it take time for Nepal ?
December 19, 2018 at 04:39
Right. So you have checked with EVERYONE in Nepal have you?
December 19, 2018 at 01:17
I send my documt on 11 NOV but I didnt receive 2nl? is there a problem?
December 19, 2018 at 01:18
my case is current in january is AF10XXX???
December 19, 2018 at 00:01
Just received 2nl. It’s quite a relief. Thanks Brit for helping us keep a calm spirit. But my names came in disorder. Instead of A T P they put T P A. is it a problem?
December 19, 2018 at 00:19
The names are in the order you gave in the entry (but lastname, firstname middlename order). If you corrected that in the DS260, there should not be a problem.
December 18, 2018 at 23:52
Sorry Mr. Brit… January interview notified have not get their’s 2nd letter yet. What happen to them? Do they need to forward documents again?
December 19, 2018 at 00:17
Some people have been scheduled for January interviews. Others will have been moved to February interviews and will shortly get their 2NLs. If they had sent the documents before they don’t need to send them again.
December 18, 2018 at 23:42
Yes professor you are right mine (2NL) has been fully updated and printed promptly.
