NVC means not scheduled. You can wait to be asked for your documents or send them without being asked.

Look. We are talking about a USCIS field office. The Moscow US embassy (not USCIS field office) performs the DV visa interviews. The embassy will assume some additional work (previously handled by the field office), but it very difficult for me to guess what impact that will have to the Moscow embassy (although I suspect very little).
But also – as I have told you MANY MANY times – you are overthinking this USCIS FO issue, just as you have other things. Not everything that happens will have an impact to DV, so no need to jump every time something hits the newswires. I do understand you want precise predictions but I have lost count of the times I have told you “wait and see” and explained why that is the smartest way to behave.

good evening please I’m new here. I have a question. when I was filling my ds-260 form in June 2018 the person am supposed to live with in the USA was based in Florida at the time so I filled Florida as the state where I’ll live and the state where I want my green card delivered but early this month the person bought a house in Dallas TX last month and early this month he moved into the house in Dallas TX.
Just wanted to ask if that will affect me in anyway since I already filled Florida in my ds-260 form and received a notification in November 2018 that my ds-260 form has been completely reviewed and was asked to send the supporting documents for further processing of my case. Please answer me.
And if it will affect me in anyway what can I do to inform the people in charge about the recent developments

The address you give in the USA will be the address where the GC is sent.
If not already scheduled for interview you should contact KCC to unlock your form and update the address (Read FAQ about unlocking).
If scheduled you should advise the CO at the interview so the address can be changed.

1. No – it is clear it continues.
2. Well it will “confuse” things. That confusion threatens (to some extent) the final numbers, but more likely just adds confusion to the month to month process. Unless the confusion is great (as we have seen in other years), it should not be a factor at the end (at least in EU). AF in particular is likely to have some people expecting to be scheduled, that miss out because they did not supply documents – and that means AF is more likely to reach high numbers/go current. EU will have less of that effect because more people in EU will respond to the new procedure.
