The “April” visa bulletin has been published. It concerns the case numbers eligible for May interviews. As you can see above all regions have gone current EXCEPT for the four countries identified (see below). It’s a big (and very welcome) surprise to see current so early in the year. What current means is that KCC have determined that there are enough visa slots to satisfy remaining demand for visas. So – all cases are “ready” for interviews (apart from those 4 countries listed individually).
This is particularly good news for the high numbers in SA region, as I was fearing there would not be enough visas for the demand in that region. Essentially it must mean that there has been a low response rate for the 2nd draw cases, particularly in that region. For other regions there may have been low response from the second draw (which would make sense as some people would not have checked). There is also a chance that the EO is having some impact also. If KCC believe they will have a lot of rescheduling work to do later (when the ban is lifted), they probably want to do as much as possible earlier in the year, so that later months will be about clearing up the cases from the 6 impacted countries. That seems like a wise precaution. Well done KCC!
For those that are current, and have forms processed early enough, they can expect their 2NL in about 1 to 2 weeks from now. I know I am going to get a lot of people who will ask me this exact question – so let me say that again. 2NLs will be sent in about one or two weeks time – that means the latter part of the month. The schedule is that VBs are published between the 8th and the 15th of each month, and 2NLs go out from the 15th to the end of the month (most typically around the 20th to 24th). This is the same every month, so there is no need to ask me.
As we know the 2NLs for last month were delayed, so that might cause a delay of the 2NLs for this month. KCC must still have a lot of work to do in dealing with the rescheduling of interviews previously cancelled.
It is possible that some people will be current for May interviews, but will not be scheduled in May because they submitted late, or there is a processing backlog that causes a delay. April interviews were based mainly on cases submitted up to early October.
To those new to looking at VBs, let me explain what the “except” XXX country means (for Iran Nepal, Egypt and Ethiopia).
Processing is spread out over the full year. You can see the progress of the two previous years in this post about basic questions. However, some countries have a high number of selectees and those selectees are concentrated in the lower case numbers. For various reasons, mainly to do with embassy capacity, KCC slow down certain countries as compared to the region. So – in Africa, any case with a case number shown as under the new number can be interviewed but for cases from Egypt or Ethiopia, that number is lower. That isn’t a big problem, it just “slows down” those countries a little more than the rest of the region. Since selectees from those countries all have lower case numbers, this slowing down does not present any risk. It does not (at this point) mean they won’t allow all selectees an interview from those countries.

Am beginning to think that reopen of dv 260 forms at times caused the delay in the 2nl. It depends on why the AP was called for, but if it is further background checks that is not done by the embassy – it is other agencies such as the FBI. I don’t think we can guess whether AP times will change because AP times are not fixed or predictable.

Thirdly, my partner has studied in India however in Tanzania we have the Indian Embassy that issues police clearance certificate (Which does mention his stay in Pune, India and that he has no criminal records ), Will that work or we need it to be from India?

I do apologize Simon, my brain froze for a second and did not make any sense. It’s 1 AM here and I just woke up to read your article. I don’t know why I misunderstood the concept behind the word “current”, I thought it means that the 50,000 visa will be filled with case numbers from the cute-off numbers of last month. Never mind that. Dear Simon, I’m from Iran and became current by today’s VB announcement of April 2017. Does it mean that I will receive 2nl for May Interview? If not, why KCC increased Iran’ CNs from 5300 to 6300 this month? How the revised travel ban is worded or interpreted? How do they deal with our cases? We have big confusions!

Based on feedback from other Iranians, they appear to be scheduling interviews for Iranians.
It is too early to be certain, but my guess is that Iranians will have those interviews unaffected by the ban. If a case does not need AP, Iranian cases would be place on hold (under the law 221(g) – which is AP) until the ban is lifted. Once the ban is lifted those case would then be issued.
If a case needs AP (background checks, very common for Iranian cases) they will (hopefully) start that background check during the ban. That way those cases have a chance to clear AP before the end of the year, and once they do, those cases could be issued if the ban is lifted by that time.
Remember no case can be approved after September 30th. Iranian cases typically take around 5 months of AP to clear, so cases interviewed in May are at risk of not clearing AP. You should understand that risk if you decide to proceed.

dear brit thanks for your unlimited help..my question is i am from ethiopia with case number AF35***..and i saw that ethiopia cutoff is going higher compared to previous years because in previous years ethiopia cutoff finished always around 19000 or 20000 and then included into africa but this year cutoff increase to 29000..and i know that each country will get 7% of the visa allocation..it means around 3500 visas for ethiopia..

1. I think you just can’t know that!! read how the visa bulletin numbers work. keep in mind that the
CNs are spread over 12 months.
2. the highest visa issued(DV) for Ethiopia in the past 10 years is 3,774 which is in 2010, and the
lowest was 1,419 in 2012. If you can see the last year data it was 2,143 visas. In the mean time,
keep in mind that the number of selected winners is about 4500-5000 may be more. So in my
opinion if your number is 35XXX you probably will have your interview if the VB pace continue
with the current speed. One thing I want to advise u is that it is not the number give you a visa
you better concentrate on your qualifications(legibility).

Does this mean that even case numbers that are higher like 40000 or more, can expect their 2NLs for a May interview if their forms were submitted as earlier as June or do they still have to wait until their numbers are displayed in the official VB for coming months?
Also, I think my worries of visas running out before May can now be put to rest.
All I need to do now, is to prepare all relevant documents and wait for my date to go and get my visa for a hard working and better life in the US.

The certificate is probably OK. As for online or not – just be sure you followed the reciprocity instructions for Australia.
