Thanks firstly to Xarthisius who spotted this early announcement by one of the embassies.
We now have the start and end dates for the DV2025 entry period as leaked by the Portugal US embassy.
The entry period will open on October 4th, 2023 and run through November 7th, 2023.
I expect these dates to be updated at the official site here along with instructions for DV2025 in the next day or two.
The ONLY official entry site is here https://dvprogram.state.gov/
Entry is free, and anyone can enter as long as their country of chargeability is eligible. Former and current selectees of any years can enter, and in fact I would recommend entering for any DV2024 selectees as a backup. Look out for a video on my youtube channel in the next couple of days that will help you with the entry.

1. Am a scholarship student in China doing my Bachelors with 2024AF36xxx from Uganda, can my on going study affect my application?

If the system are accepting entries without any degrees(high school/universities) it means they are blocking people and they encourage illegal immigration

No, you are not correct.
