The government have posted the official instructions for the DV22025 lottery today. The main points are:
- Entry period begins on October 4 and will continue to November 7.
- Passport not needed.
- Anyone from eligible countries can enter including current or former selectees.
- Enter for free at DVProgram.state.gov
The UK has been added to the list of eligible countries. The reason is a decrease in the number of people from the UK below the 50k number over 5 years. This was probably due to the quiet Covid times, so I don’t expect that to continue for very many years – so get in while you can if you are from the UK.
You can see the details including the official instructions here

Dear Simon,
A friend brought forth a tricky one:
“Can a Conditional LPR (CF1) apply for DV2025?”
Also, under which name? The name obtained after marriage in the US? Or the name before marriage, same as the valid passport from the country of origin? Apparently, the US marriage isn’t yet registered in the country of origin, therefore my friend has “two names and addresses”, in different countries.
As always, I recommend your Blog and YouTube to all DV applicants, for the best information and updates!
Thanks!

An LPR should not enter the lottery.

hi there and thank you for your post.
Do you know if they allocate the case numbers to the selectees according to the date these candidates applied? What I mean is, with it make a difference for me if I enter early, as in, could I have a lower case number because I applied Oct 5th and a higher case number if I applied Nov 2nd?
take care

No. The case numbers are allocated in random order.

It is an adjustment of status, but there is risk of denial (if you were out of status)

Thank you Simon.
How about about TPS people?
Do they also have high risk for visa denial?

Again depends.on whether they were ever out of status.

Hello! Do you know why passport is not needed anymore? Also, I’m guessing that because passport is not needed at the time of entering and the UK being allowed to enter, there will be a much, much higher number of entries and possibly even higher number of selectees like it happened this year…? Thank you

The government tried to implement a rule to require passports, but they screwed up in the way they implemented that change. A smart lawyer challenged them, and got the requirement removed. To re-implement the rule they must follow a certain process which includes a period of public consultation. They have so far failed to follow that procedure, hence no passport rule.
Yes the lack of the passport rule allows more entries, and leads to more disqualifications, both before and after the selection results.
