From Albania, a 2019 DV applicant selected for further processing identified as 2019EU20xxx. Even though I filled the DS-260 form in June and I commonly accessed the CEAC until around Mid-July, during the maintenance period of CEAC webpage up to now I have no access on CEAC page. Actually, I do not want to make changes, but I cannot understand why the access is denied for my case number noting that “your case number is currently unavailable …”. One month ago I wrote to KCC and the response was, although they thought I wanted to make any change in the form, that I cannot make changes into the form as long as the interview is still not done. In this uncommon case, one of the responses might be “wait” but is there any further information that can help me wait calmly (until the 2NL has come)? All the best.

You can apply, but the DV lottery process may give concern that you will not return home, as you have declared “immigrant intent”.

I just returned from activating my 2018 DV greencard. I dont know where to post this, but is there any info on the Social Security Card Issuance process? Regarding the DS260 question where you can opt to have a ‘Social Security Number’ created with your application? I selected this, however when I entered (and gave the new address for Greencard) the officer said he didn’t think that would change the address for the Social Security Card!!! He advised I speak with Social Security Administration. Thus I went to their office in San Francisco, lined up for over an hour, and then they said they don’t know which address, as I don’t have an application yet (though they had my name and dob in system – but that’s all). They said I need to speak with USCIS about that, because it’s their department and different systems etc. I’m wondering anyone had issues with changing their US delivery address at port of entry, then the Social Security Card never arriving? Further, I’ve discovered that earlier this year USCIS has started using the USPS “Signature Confirmation Restricted Delivery” functionality upon delivery of Greencards. This is a huge change for those who need to enter US to activate, but then return home to pack/sell up their lives before they emigrate. This is new this year so I’m wondering anyone had their greencards returned because they were not present to sign? USCIS website says this process only implemented for “returned” greencards at this time, HOWEVER, they state that this delivery method may be used if there is a ‘change of address’ lodged at the port of entry (This is because this causes an update on the individuals file, which might cause the greencard to be delivered under the new process). This really changes my situation greatly so any information on what’s been occurring for 2018 entrants greatly appreciated. Thanks

Changed addresses at POE usually get taken into account for the GC and the SSA. Yes there are new delivery procedures this year – but the way that is implemented won’t be 100% the same in all cases (because change is slow to be implemented). So – you may need to go to the SSA when you return. I can’t predict exactly what will happen in your case.

Thanks for that Simon. The new “signature confirmation” delivery process is a big change for DV immigrants. I’m sure not many know where they will be a few months after initial entry to US, and the old method of nominating a friend or relative address, and having them mail the greencard to you is more complicated now, especially if you are back overseas when it arrives. As many people won’t be at their designated address when their green card arrives, people now need to complete a PS form 3801, nominating an authorised agent to sign for USPS deliveries. This is made more difficult by the fact that it seems this form needs to be lodged at the relevant post office most local to your nominated address, and I’m pretty sure that needs to be done in person, so the USPS can verify your identity. If you do happen to be present at your nominated address when the greencard is delivered (using the signature confirmation process) you will need official government photo ID. Not many would have this without their Green Card yet! Hopefully they will accept your foreign passport, however this is not clear. Further, I’ve spoken USCIS, KCC, SSA, and USPS on these processes in recent months, and EVERYONE gives you different information, which is different again to the info provided by the agent at the POE. Furthermore, USCIS and KCC officers both recommended the ‘friend or relative’ address nomination, when I spoke with them, however neither knew about the new “signature confirmation” delivery. Further USCIS can’t confirm whether I will be subject to the new delivery process, because I changed the address at point of entry. So it’s a pretty crazy situation for everyone. Good luck to us all! It would be really great to have a thread for people to discuss how the Green Card delivery process has eventuated for them, given it’s a pretty important final step of this whole DV process, that is, actually getting your Green Card! (also given that this is new process and officers at the different departments don’t seem to know about it, or give the wrong information). Just a thought, cheers

I think you are overthinking it. Procedures are not as “clear” as you think, so the change may not even be implemented in many cases. But – if you actually have a problem, contact USCIS.

Ok thanks Simon, that’s reassuring to hear. I think I get your drift.. that I ‘probably’ won’t have an issue with the Green Card delivery. Also FYI for anyone interested, today i found out my SSA card has been delivered, and not using the USPS signature confirmation method (even though I had an address change at POE). It’s dated 4 days after my date of entry, then only took 1 week to be delivered! So 10 or 11 days! Hopefully this also means the Green Card will be quick too, and no issue with delivery!

I’m wondering about delivery of the greencard too. I entered the US to activate my greencard on 26th April this year and returned home to the UK almost immediately. My SS number arrived within three weeks but the green card has not yet arrived. I’m concerned after reading your message that they could not deliver it because no one was home at my friend’s house. My friends have not reported anyone trying and being unable to deliver it due to me not being there to sign for it. I wasn’t aware of any of the points you raise about me needing to sign for it and show government ID! I wonder if we can simply wait till we return to the US and then collect it from the relevant department (USCIS?).

I recently had my visa issued and approved – received it in the mail today, thank you very much for this service, it has been a great help along the way.
Just a pre warning to any males between the ages of 18-25 who are having their interviews, you should also take a signed copy of a ds-1810 with you (notice of duty to register with US Selective services) otherwise this may delay the sending of your visa out as they will require this form and put your case in AP.
Also, just a quick question, how do you read the annotation section of your visa? If it has ‘**’ what does this mean? They gave an annotation information explaining document however none of info mentions the stars **?

Indeed it was, the case was placed into AP until I signed and sent this form back. Not sure if this is a regular occurrence or not however just wanted to share my experience in case it helps anyone else in a similar situation. Thanks again for help with this Brit, it’s a great service you provide.

No it’s not a regular occurrence. It is not part of the process at all – because selective service info is presented to the selectee in the DS260 and then a person must sign up for selective service once they are in the USA. The embassy have no way to correctly know when the selectee actually enters.

My question is about having enough funds to prove. So for a single person it will be 125% of the Federal Poverty Guidelines. Which is currently 15.000 US Dollar, am I right? I also have to proof, where the money comes from: How far do I have to go with the bank statement? Like the balance of the last one year?
The alternative is finding a job before going there? I will go to the interview in Canada or Germany, it’s not sure yet.

No – it varies by embassy. However, I am sure the 125% number should not be applied – and in any case that is NOT what is applied to savings. The 100% or 125% numbers are applied to income. $10k per person is “normally” enough for savings, but they can expect more. An I-134 is the safest thing.

Family of five here (husband, wife and three children under 10). We have received our second letter and are busy preparing for our interview in November 2018 at the Johannesburg Consulate in South Africa. I have a question about “public charge”, the only requirement that does not seem to be clear cut. We plan to do the following:
– My wife won the DV lottery, but she does not currently work and does not plan to work when we get to the US. (she did finish high school and has a university degree though)
– We will NOT get an affidavit of support from a US resident.
– Neither of us have a job offer in the US.
– I currently work full time as an engineer and earn more than $70 000 per year. Will show three months payslips and employment contract.
– The house is in my name (not in both our names), is paid off and worth more than $100 000 (will show this with bank bond statement and house evaluation by estate agent)
– With 6 months bank statements on my savings accounts as well as my pension statement I will show more than $150 000 of available funds in my accounts (not my wife’s accounts. All accounts are in my name only, but my wife has full signing rights an all my bank accounts).
– We will try to get a letter from the bank stating that my wife has full signing rights on my bank accounts. She’s had since we got married.
Could you please let me know if the above will be sufficient to prove that we (my wife) will not be a public charge when arriving in the US?
The worry is that none of the funds are actually in my wife’s name and she is the primary applicant. We have been married for 11 years and will show our unabridged marriage certificate at the interview.

The fact that they are not in your name are not a problem. What you have may be enough. They will be most concerned about liquid assets. Really an I-134 would be safer.

I currently work on a 28 day on, 28 day off rotation basis in Nigeria from South Africa. When my family and I move to the US I can continue to rotate to Nigeria from the US (instead of SA), so I can keep the same job even though I live in a different country.
Can I therefore use my current employment contract as supporting evidence to show we will not be a public charge? It is not job offer as such, but I already have the job before I get there!

Interview and further processing all went well. We got our passport with the IVs. So happy about that. We will be travellig to US in November for greencard activation and stay there for 3 weeks. Currently seeking the internet of what must dos we can finish within these 3 weeks such as applying for SSN,… We are planning to move to California. I have a EU (German) drivers ID. As I will be then a green card holder upon arrival in the US am I actually allowed to drive a car. I found that 10 days driving with foreign driver’s IDs should be OK and I’m not sure whether or not I will be able to get the SSN fast enough to do the driver’s ID for the rest of our stay.

Once you are resident in California (i.e. have proof of residence such as a apartment lease), you can apply for your license.

No it doesn’t work like that. It needs to be your money and real. If it is a gift, you may be asked to show proof it is a non refundable gift. They aren’t impressed by a cheque with no meaning, or money that isn’t yours, and they are not idiots.

Hello Brit, I changed my name from Williams Aboah to Kofi Aboah and I have an affidavit and gazette to show that. I entered the name Kofi Aboah in the DV lottery 2020 and my passport bears the name Kofi Aboah. I hope it won’t cause any problem for me.
All my school certificates bears the name Williams Aboah.

My uncle finished his Middle School in Yemen and his living in other country now, so he cannot be able to take it back because its hard to travel there because of yemen situation etc..
And his work experience is more than 2 years plus my question is
1. What shall he choose in the education list? So he can fill it
2. If he won in the interview when they ask him about his education how he can prove?

There are no changes to the travel ban. You can be interviewed, but being approved is unlikely unless you have one of the exceptions such as dual citizenship. Submitting your DS260 can make future non immigrant visa applications harder.

Hi Simon,
I entered the USA on 26th April 2018 to activate my green card and then returned to the UK almost immediately to see out the year here. About three weeks after my date of entry, my Social Security number was posted to my US address (a friend kindly allowed me to use her address). However the actual greencard has still not arrived six months later. Is it usual for it take this long? Do you know which department I would write to to chase it up? My friend has informed me she will be moving house in January 2019 but I am not moving to the USA until February 2019. I am concerned that either a) card has been lost in the mail or b) it might not arrive before she moves house (although that would still be 9 months after my first entry). I’m wondering if it’s possible to contact the relevant government department and enquire if it’s been sent or if they can redirect it to a different address.

Yes that is too long. I assume you paid the $220 fee. If so, contact USCIS and ask about tracking info.

I also feel sorry for you when I read all the comments, people are really lazy to do their own research before asking stupid questions. I don’t know where you find the patience to answer the same questions over and over again 🙂
