OK – a few days ago I posted an article about a new document procedure that is happening. At the time I did not know that much about the new procedure – I think some people get the impression that the government explain things to me before they make changes. They don’t. Whatever I know, I know by getting information from you all and applying a little logical reasoning.
So anyway. Here is what we know so far:
- The new procedure seems to be in effect for all cases in all regions.
- Although the email has not gone out to all cases so far, it HAS gone out to people in all number ranges – so the fact that you get the email does not mean your case will be current next month.
- Principal selectees will get the email and submit the documents for themselves and all derivatives.
- The list of documents needed is clearly stated in the email. There is no reason to send documents they haven’t asked for. There are also clear instructions in the email, so you don’t need to ask me if you just read the email carefully.
- There are some cases where police certs cannot be sent ahead of time (like Albania where the police cert is sent to the embassy). Also, some countries do not have reliable police certs so they are not required. In those cases make sure you carefully follow the instructions in the reciprocity page and attach an explanation to the email response about why you are not sending the police cert.
- Police certificates are in the list of documents to be included. Since those documents expire, I believe you should not submit these police certs too early. Therefore a person with a high case number could sensibly wait and not respond to the email too soon. However, you should later respond to the email once your case number is getting closer. In other words, if your case is close to being current (in the next 2 or 3 VBs, then go ahead and submit these documents asap. If on the other hand you know you won’t be current until August, then wait a couple of months before you submit. Please use some common sense about this. Don’t ask me when to send – use some logic!
- People that have not received the email but expect to interview soon could choose to send these documents anyway.
- People already scheduled do not need to send these documents unless requested.
- The official instructions have been updated to reflect this new procedure. It seems to have been decided to be implemented in time to affect the January 2019 interviews.
Why are they doing this and is it a good thing?
They are probably trying to improve processing of DV cases. By KCC having the documents early, KCC and the embassy have some extra time to screen the cases and perform additional checks before the interview. That might help reduce AP waiting times after the interview. Maybe. Not certain – but maybe.
Additionally it will reduce the number of people that get scheduled for interview but don’t show up. That is because some people would have sent in their DS260s because no proof of documents is required for that, but now have to show valid documents. Some people won’t be able to provide valid documents, so rather than scheduling those people and wasting an interview appointment, the embassy will be more certain the selectee will show up.
Amazingly, there are people that show up to the interviews without some of the required documents. That is just a waste of time, so this process will reduce the chances of that happening.
Those reasons seem positive to me – so this should be seen as a positive improvement.
How will this impact processing and the VB this year?
Because some people who have submitted DS260s won’t respond to this email in a timely manner, those cases will not be able to be scheduled. That will possibly create a “backlog” effect as we used to see. To explain that, let me give some illustration with made up numbers.
Let’s say KCC decide they need 500 cases to be interviewed in a given region in the next month. Before this new procedure they would look at the cases and see how many cases had submitted their DS260 and were ready for scheduling. That might have meant they needed to increase the VB by 1000 cases to yield the 500 cases they needed for interviews.
With the new procedure they now have to see if the documents have been submitted. So now, they might need to increase the VB by 1200 case numbers to yield the 500 cases. That creates a backlog of cases that will be scheduled in later months once they have submitted their documents.
So – this change in process might temporarily lead to 2 or 3 months of higher VB movement, and then a later slowdown. This is not certain – just a guess of what might happen – just speculation. In fact, it may end up not changing things by enough to be noticeable. So – just remain patient and wait and see what happens.

The translation must include a statement signed by the translator that states that the translation is accurate and the translator is competent to translate.
You will take original or certified copies of all documents you submit to KCC to your visa interview at the U.S. embassy or consulate. Submit the same documents to KCC that you will take to your visa interview. Any differences between the documents you submit electronically to KCC and the originals you present at your visa interview could cause delays in processing or refusal of your visa application.
Do not mail paper documents to KCC. Any paper documents sent to KCC will be destroyed.

Documents Required for All Applicants:
• Copy of passport biodata page (no translation required)
• Birth certificate
• Military records for any applicant who has previously served in the military
• Police certificates for applicants 16 years of age or older from all required countries
• If you have been convicted of a crime, a certified copy of each court record and any prison record
Collect and submit your documents promptly. Your case will not be scheduled for a visa interview at a U.S. embassy or consulate until KCC has received and processed all required documents. Missing or illegible documents will delay processing of your case. Diversity visas are numerically limited and there is no guarantee a visa will be available. Only a consular officer can determine, at the time of the visa interview, if you are qualified to receive a Diversity Visa.

Use the information that is currently available. Visa bulletins for DV 2019 have been so far:
October: 2200
November: 4400
December: 6600
January: 8800
The trend is that the case numbers increase by 2200 each month. Your case number is 132xx. If you keep going with the increase of 2200 each month the visa bulletins will look like this probably:
February: 11000
March: 13200
April: 15400
Based on that it looks like you’ll get processed in April 2019.

I think that your theory is not true because some of cases that filled the DS260 late like you have received an e-mail about documantation. I dont know that is the new procedure but they are sending respectively with numbers. In last two days, so after EU128xx number that I heard the highest, they didnt send an e-mail. I think that now they have enough documents for january interviews but after they processed them, KCC will move on to send e-mails. Also this my theory but in this situation we couldn’t do anything without theories 🙂 I hope all of us will take the e-mail. Besides of that I am in Europe but from OC I heard the 13xx CN took the e-mail and for OC this CN is very high.

(Yes, people provided the Email address information to you and now we know which Email addresses are available. But many applicants also do not know your page and they may not be able to know the Email addresses).

Do you think it would it be an issue if I submit a document electronically and in case the document expires close to the interview date, I submit a renewed document? Issue here is that the KCC e-mail states that the docs sent via e-mail should be the same as those submitted at the interview.

1. No problem. No deadline.
2. You get the police certs according to the instructions. If you were never in the military, there is nothing to show. Same as if you were never an astronaut. You wouldn’t have a spaceship driving license. You don’t have to show proof for things you never did.

Given the new document procedure. Let’s assume that those in the next range of visa bulletin were all sent emails to send those documents before their interview is scheduled, and half of that number didn’t send the required documents while those with higher case numbers received the email and sent the documents in time before the next visa bulletin is out.
Questions:
1.Will the higher case numbers be scheduled for interview to replace those with lower case numbers who didn’t submit the documents?
2. Won’t that alter the chronological order of visa bulletin release? ( from lower CN to higher CN)

Hi Brit. Kindoff worried. We sent more than the asked documents i.e marriage cert and diploma s cuz my husband who is principal applicant insisted.
1) I was wondering if we should resend and take out what was not asked or leave it like that for them to select what they need.
2) my husband’s non-conviction was cut Abit i.e one number cut at the end and the magistrate who signed his full names didn’t come out though the title and stamp came out. Please note that the original police certificates are valid for 12 months from the date of issuance for the purposes of the immigrant visa application process. If your visa case is not completed prior to the expiration of the original police certificate you submitted, you will be required to submit a new original police certificate to replace the expired one(s).
From the history of visa issued, all case number equal to mine have proceeded before August.

Please remember that the Kentucky Consular Center does not have the authority to tell you whether or not your specific case will be disqualified. So it is true as you said interviews area scheduled based on case numbers that have completed processing. Once the Kentucky Consular Center has finished processing my DS-260, i will receive an email from the Kentucky Consular Center giving me instructions to complete in order for my case to continue processing.
So I should wait to receive email asking for the documents and not sending them before receiving that email.

Should the person submit the other documents and write KCC eplainexpl why the document is missing or just sent the available documents and wait till the interview to explain why.

I would like to share my experience with documents submission.
I sent an email with the required documents before one week and I didn’t receive an auto reply from KCC confirming that they r received my docs.
Later i discovered from dvLottery WhatsApp group that if u didn’t receive an auto reply from KCC that means u have something wrong in your email.
I checked my sent email and i found in EMAIL SUBJECT: CASE NUMBER: 2019EU000×××× and that’s WRONG! I MUST ONLY WRITE IN SUBJECT AREA: 2019EU000×××, WITHOUT WORD (CASE NUMBER).
I fixed it and resend the docs and i received confirmation from KCC that they r received it.

At the subject area, I added case number and sent the documents, less than 3 minutes of delivery, I had my reply automatic.
So what your saying is never true. Don’t device a plan for someone.

What did you write in the subject line?
2019xx0000xxxx
or
Case Number 2019xx0000xxxx
If you sent “2019xx0000xxxx” then you did it correctly and that’s why you got the confirmation email right away. That’s what you were supposed to do.
If you sent “Case Number 2019xx0000xxxx” then you wouldn’t get a confirmation email because their system doesn’t recognize that subject line.
What is Mo Ramadan said is correct, because I made the same mistake.
Key is this: If you got a confirmation email you did it right, everything is good. If you didn’t the subject line might be a reason why you didn’t get the confirmation email.

1.Birth Certificate one PDF file
2.Police Certificate one PDF file

Ethehiwot, i don’t think it matters how you send them as long as all the required documents are there. i personally sent them as 3 separate files.

I submitted my documents and a few things I wanted to add:
1. The email starts by saying this:
“The Kentucky Consular Center (KCC) has completed processing of your DS-260 Diversity Visa application form and the DS-260s of all accompanying family members.
In order to continue processing your case, you must submit electronic copies of the documents below in .jpeg or.pdf format to [email protected]. ”
For those asking: when they processed your DS-260 you will get the e-mail. Until then PATIENCE. They have no use for your documents. You’re slowing down the process for everyone else.
I know this, because I work in HR in a big company and it slows down everything when employees submit documents we have no use for, like the KCC when they haven’t processed your DS-260 yet. I live in a country where bureaucracy is big, meaning every little thing has a form that needs to be filled out by an official person with the right color ink, stamp, letterhead, etc. Trust me when I say this, wait until you get the email. Don’t worry about your case number and what other case numbers have received the email. Worry about yourself and make sure you’re prepared for everything!
2. When you send the e-mail, only write your pure case number in the subject line, nothing else. By that I mean this:
2019xx0000xxxx
Otherwise your email will go nowhere. My first email included the words case number in the subject line and I didn’t receive a confirmation email. My gut said resubmit your docs and by coincidence I left out the words and after a few minutes I received the confirmation email. SUBJECT LINE MATTERS!!!
3. Once you’ve successfully submitted your documents you will get a confirmation email within an hour. Let me repeat this again: WITHIN AN HOUR! That means that it can take up to 60 minutes for you to receive a confirmation email. Be patient. If it takes longer than that your email was too big (more than 30 MB) or you sent it to the wrong email address, or your subject line was wrong.
@BritSimonSays, it might be helpful to add to your post that people get the email after their DS-260 has been processed, that the subject line matters, and that you’ll get a confirmation email once the documents have been submitted successfully.

Why are u people causing panic than allow Brits to come out with the correct responds?.
I said I did mine in Ghana here , I added case number to my subject , I received confirmed report less than 3 minutes .
Why are u people trying to deciebe others like that ?. If u have no idea about the confirmation, please leave it to Brits than to lead the public astray sake of different country and region we are into this process. If your region benefit you by that, go ahead than to cause panic to others from diggernt region.

You’re not understanding what we are saying.
People who write “CASE NUMBER 2019xx0000xxxx” in the subject line do not get a confirmation email because the system doesn’t recognize it. I had the same issue. I sent it that way and did not get a confirmation email.
When I sent an email saying “2019xx0000xxxx” in the subject line I got the confirmation email after a few minutes.
The point is, you are supposed to get a confirmation email. If you don’t, you did something wrong and that is one way to do it wrong.
Please read what we are writing. This isn’t to lead people astray or cause panic, this is to help people. READ!

Just as a response, people have been very concerned ( would say overly concerned) about getting the email response. Based on past experiences, whether you get a response or not is probably not a big deal, as long as people have correctly identified their case in the email subject line as described in the instructions. But, for those that want to see the automated response, knowing how to create the subject line (case number only) is useful.
We still don’t know how their new process will affect processing. They often say one thing and do another. In this case they say that cases won’t be scheduled until the documents are submitted. I would not be AT ALL surprised if that turns out to be not true (at this time). But, we will see.

viv i wrote just my num on the subject line and my documents are less than 30 mb. still i ddnt receive any confirmation, i sent my documents on 07/11/2018.
