OK – a few days ago I posted an article about a new document procedure that is happening. At the time I did not know that much about the new procedure – I think some people get the impression that the government explain things to me before they make changes. They don’t. Whatever I know, I know by getting information from you all and applying a little logical reasoning.
So anyway. Here is what we know so far:
- The new procedure seems to be in effect for all cases in all regions.
- Although the email has not gone out to all cases so far, it HAS gone out to people in all number ranges – so the fact that you get the email does not mean your case will be current next month.
- Principal selectees will get the email and submit the documents for themselves and all derivatives.
- The list of documents needed is clearly stated in the email. There is no reason to send documents they haven’t asked for. There are also clear instructions in the email, so you don’t need to ask me if you just read the email carefully.
- There are some cases where police certs cannot be sent ahead of time (like Albania where the police cert is sent to the embassy). Also, some countries do not have reliable police certs so they are not required. In those cases make sure you carefully follow the instructions in the reciprocity page and attach an explanation to the email response about why you are not sending the police cert.
- Police certificates are in the list of documents to be included. Since those documents expire, I believe you should not submit these police certs too early. Therefore a person with a high case number could sensibly wait and not respond to the email too soon. However, you should later respond to the email once your case number is getting closer. In other words, if your case is close to being current (in the next 2 or 3 VBs, then go ahead and submit these documents asap. If on the other hand you know you won’t be current until August, then wait a couple of months before you submit. Please use some common sense about this. Don’t ask me when to send – use some logic!
- People that have not received the email but expect to interview soon could choose to send these documents anyway.
- People already scheduled do not need to send these documents unless requested.
- The official instructions have been updated to reflect this new procedure. It seems to have been decided to be implemented in time to affect the January 2019 interviews.
Why are they doing this and is it a good thing?
They are probably trying to improve processing of DV cases. By KCC having the documents early, KCC and the embassy have some extra time to screen the cases and perform additional checks before the interview. That might help reduce AP waiting times after the interview. Maybe. Not certain – but maybe.
Additionally it will reduce the number of people that get scheduled for interview but don’t show up. That is because some people would have sent in their DS260s because no proof of documents is required for that, but now have to show valid documents. Some people won’t be able to provide valid documents, so rather than scheduling those people and wasting an interview appointment, the embassy will be more certain the selectee will show up.
Amazingly, there are people that show up to the interviews without some of the required documents. That is just a waste of time, so this process will reduce the chances of that happening.
Those reasons seem positive to me – so this should be seen as a positive improvement.
How will this impact processing and the VB this year?
Because some people who have submitted DS260s won’t respond to this email in a timely manner, those cases will not be able to be scheduled. That will possibly create a “backlog” effect as we used to see. To explain that, let me give some illustration with made up numbers.
Let’s say KCC decide they need 500 cases to be interviewed in a given region in the next month. Before this new procedure they would look at the cases and see how many cases had submitted their DS260 and were ready for scheduling. That might have meant they needed to increase the VB by 1000 cases to yield the 500 cases they needed for interviews.
With the new procedure they now have to see if the documents have been submitted. So now, they might need to increase the VB by 1200 case numbers to yield the 500 cases. That creates a backlog of cases that will be scheduled in later months once they have submitted their documents.
So – this change in process might temporarily lead to 2 or 3 months of higher VB movement, and then a later slowdown. This is not certain – just a guess of what might happen – just speculation. In fact, it may end up not changing things by enough to be noticeable. So – just remain patient and wait and see what happens.
Here is the email again for those that might not have seen it.

Dear ************:
The Kentucky Consular Center (KCC) has completed processing of your DS-260 Diversity Visa application form and the DS-260s of all accompanying family members.
In order to continue processing your case, you must submit electronic copies of the documents below in .jpeg or.pdf format to [email protected]. Use your case number as the subject of the email. The maximum email size is 30MB. If the total size of your attachments is larger than 30MB, send multiple emails using your case number as the subject of each email. Please send your documents for KCC review only after you have collected all of the required documents for yourself and all accompanying family members. Send documents only to the [email protected] email address; for any document processing questions use the [email protected] email address.
Documents photographed or scanned with a mobile phone are acceptable, but every document must be fully legible. Illegible or incomplete documents must be re-submitted and will delay processing of your case.
All documents not in English, or in the official language of the country in which application for a visa is being made, must be accompanied by certified translations. The translation must include a statement signed by the translator that states that the translation is accurate and the translator is competent to translate.
You will take original or certified copies of all documents you submit to KCC to your visa interview at the U.S. embassy or consulate. Submit the same documents to KCC that you will take to your visa interview. Any differences between the documents you submit electronically to KCC and the originals you present at your visa interview could cause delays in processing or refusal of your visa application.
Do not mail paper documents to KCC. Any paper documents sent to KCC will be destroyed.
For more information on required documents, refer to the Department of State’s Diversity Visa webpage.
Documents Required for All Applicants:
• Copy of passport biodata page (no translation required)
• Birth certificate
• Military records for any applicant who has previously served in the military
• Police certificates for applicants 16 years of age or older from all required countries
• If you have been convicted of a crime, a certified copy of each court record and any prison record
Collect and submit your documents promptly. Your case will not be scheduled for a visa interview at a U.S. embassy or consulate until KCC has received and processed all required documents. Missing or illegible documents will delay processing of your case. Diversity visas are numerically limited and there is no guarantee a visa will be available. Only a consular officer can determine, at the time of the visa interview, if you are qualified to receive a Diversity Visa.
If you have questions about document submission, you may contact KCC at [email protected]. The KCC telephone number is 606-526-7500 (7:30 a.m. until 4:00 p.m. EST).

Hello Brit
Before my question, I want to give to you thanks for your blog and all the orientation work that you bring to us.
I sent the asked documents for KCC and I received the confirmation and few days later, I received the appointment or 2nl, I’m happy for that, but there is a little problem, its hard to me to attend for the day that my appointment is scheduled.
I’m thinking about ask to the embassy a reschedule, but some friends in the same process, think that would be a worng. I would like to know, what do you think about that? Could be that a big problem?. Could you give me your opinion or advice?
Thanks.
November 17, 2018 at 05:55
I would normally say don’t reschedule unless it is unavoidable.
November 23, 2018 at 08:30
Hi,

@Hawa, the most like cause of the error is wrong entry of your date of birth, make sure you put the correct date of birth and if you cant remember exact date of birth details in your initial DV application just try with each month from (jan-dec) one by one 1st day to 30th day and definitely you will find though a tiresome assignment.
Regrettably KCC can not help in this kind of login error/problem except to advice you to enter the correct details as per your DV initial application.
Hopefully, this will be helpful to your problem.

Maybe i remind you of removing the zero if your number is maybe 2019AF00025XXX while submitting your DS 260 at the end on case number you suppose to write 2019AF25xxx (remove zero after AF)
Where are u from Hawa ?, i am from Tz.
November 18, 2018 at 15:08
No – you haven’t followed my instructions. But as I already said – you have time. Stop asking, start doing.
November 20, 2018 at 00:31
Hi Brit,
I have two American son. so I have to submit my son’s certificate to KCC
please thanks for your answer.
November 20, 2018 at 17:39
No, because you have not completed a DS260 for them.
November 20, 2018 at 22:22
Dear brit
I think this might be long text sorry for that
My CN is AF18*** and I received the e-mail from KCC for new documentation process but i don’t still submit it.
My question is when I fill my DS-260 there was a problem the year of the high school is not correct and after the high school I was studying some courses I didn’t put it in my DS-260 form but it is not the requirements for DV applicants but after that i joined university regularly and i get my BSC in high grade and I am working by my profession.
1, should I unlock and fix my errors? Will I have a time?
2, will it be safe if I let it as a surprise in my interview?
3,what if I tell the case for the consular, I think the interview is all about the DV winner is really you or not.
and I have all documents in my hand.
Please brit make it brief
Thank you for your kind assistance
November 20, 2018 at 22:34
1. Yes
2. Surprises are not good.
3. I don’t know what you mean.
November 20, 2018 at 23:00
Brit what if I tell the problem for the consular @ the interview time. Since my educational background is more than enough. Will they consider as a Fraud?
And I hear that if you open ur DS-260 form You may not be scheduled. What do you say about this? Is it 100% safe to open my DS-260 form? CN AF185** Sorry for bothering you .
With regard
November 20, 2018 at 23:22
Unlocking doesn’t cause delays. The rest is already answered.
November 21, 2018 at 01:38
Ethehiwot Negash I have been reading your message and I see that u have already got an email from kcc which mean your ds260 form have already processed however with your education at the interview you can explain to them what happen. Because you r already selected or if any problem just email kcc and find out. Because my husband just finesh his master and did not put it in his ds260 we got the email too from kcc we r from SA interview pending already submit document and waiting. And the email from kcc did say any question send them an email.
November 21, 2018 at 05:54
Thank you Telicia
Telicia do you think this wiĺ be a big problem. I think this is not a critical problem i don’t need to open the document, the consular officer will genuinely understand the problem. Since my DS-260 form is on process if i open it I’ll pull back my process. And I read some interview questions they don’t ask for such kind of things. what do you think?
November 21, 2018 at 16:06
People ask me questions because I have been answering and guiding people for a number of years and have experience of literally thousands of cases. I gave you an accurate answer. Why on earth are you now asking someone who has experience of exactly one case what they think?
Telicia, I realize your intention is to help, but my guidance is about reducing risk. There is NO impact of unlocking, so to reduce risk is the main concern. Please let me do the answering.

November 21, 2018 at 15:49

Hi Brit,
Quick question regarding the police certificates.
I know they expire when you still live in the country (I think 6 months), but if I have been living abroad for 3 years (originally from Europe but now in Canada), so can I use a 3 year old police certificate? I haven’t been back since I requested them and it’s a lot of hassle to get them from 3 EU countries on time. I read it’s ok as long as one hasn’t been back to the country. What’s your recommendation?
Thanks in advance.
Claude
November 23, 2018 at 20:41
Personally I would get new ones, but you may be OK with old police certs.
November 24, 2018 at 06:51

Hello Dear Brit,
I am from Afghanistan. My case number is AS21xx and my interview is scheduled on December 2.
1. My police record will be sent two days after my interview through foreign ministry. Does it cause delay to the approval of our cases/visas?
2. KCC still hasn’t yet E-Mailed me for my documents as our interview was scheduled before the new KCC DOCUMENT PROCESS. What should I do?
Thank You!
November 27, 2018 at 17:55
1. Possibly.
2. Nothing. You know why…
November 27, 2018 at 10:58

November 30, 2018 at 16:23
Hi Brit !
My case number 2019AS264*. According to VB the interview expected to be in December. And I’ve received the email requesting submitting documents for me and my derivatives. My documents are ready but my wife and daughter not. Because they have different nationality than me and we are processing them now and maybe will be ready in the end of December. I’ve sent email to KCC asking about this if will affect my case but their reply just saying I should submit all documents promptly to be scheduled an interview appointment . So
1- Is their a deadline date for submission these documents?
1- delaying submission documents will it affect my case and will cancel it ? Or might be delayed to Next months ?
Thanks in advance for your efforts!
December 1, 2018 at 03:25
1. No, but you will be held waiting until you send them.
2. Delayed.
December 1, 2018 at 13:45

December 10, 2018 at 17:02
Hello my friend
Someone I know told me that this kind of things may not be a problem. So just relax.
Don’t you think so Simon?
December 4, 2018 at 11:44
Is there any confirmation responce from KCC after documents sent?
December 4, 2018 at 15:39
Yes
December 4, 2018 at 16:55
Dear Simon
In kcc I must send my all documents or only birth certificate, passport, and police certificate. If I send my all documents can it be damage my case process
December 4, 2018 at 20:06
You just follow the instructions. No more, no less.
December 4, 2018 at 17:02
Dear Brit
Regarding sending the docs to kcc, do we need to attest the documents like police certificate from Department Of Consular Services?? I send the documents without doing attest. I could not find the need for attestation at any site nor even in embassy. What’s your take?? Should I get it attested and send the documents again or no need.
Regards.
December 4, 2018 at 18:18
No need . which document you doubt for attest rohit ji.
December 4, 2018 at 20:08
It varies by country. It depends on document standards where you will interview AND where the documents are from. Follow the official instructions relevant to your situation.
December 5, 2018 at 03:30
I am from Nepal and I have gone through the official sites but could not find the instruction for attestation. I do not doubt about the certificates as I have obtained them from the respective government offices of Nepal by myself. But some of the Nepalese cases have done it so don’t know it’s mandatory or what. So what should I do??is it necessary for kathmandu or not?? Should get it done and resend or not?? A genuine advice seeking from you Brit.
December 5, 2018 at 06:54
I only have the same instructions you have….
December 6, 2018 at 01:37
Dear Rohit,
You do not need to attest the documents.
Regds
December 7, 2018 at 09:55
sorry for off topic – pls
1. I recently changed my mother’s birth certificate so just her Surnames at Birth is a little changed (one letter is wrong), it was necessary – shoud I ask KCC to open my DS260… or it’s not such a big mistake?
2. there is a ques. in DS260 Have you ever served in the military? i am Sergeant in reserve – I did just 3 months to the military department at the university. so what I have to answer Y or N … beacause it was not a real millitary service..(Persons who have served in the military forces of any country must submit a copy of their military record) I am confused…
December 7, 2018 at 14:51
1. Not a problem.
2. I don;t know whether you were in the military or not – but it wasn’t boy scouts. Why don’t you ask the reserve whether you have and can obtain a military record.
December 7, 2018 at 20:35
2. I have a military record, but i dont served in the military forces as a soldier in Army or somethig like that. It was a short courses in the Univer about General military things. So in ds260 i answer No but as i sad i have Military Record and can present it at the interview. Do i need to open ds 260 or to explain all this to cons officer???
December 7, 2018 at 21:03
Ideally unlock and correct the DS260.
December 9, 2018 at 17:54
hi all
i have contacted KCC why i haven’t received the email to submit the documents, they replayed me that every applicant should submit the documents mentioned by Brit in this article. so every one should work on it according to his case.
December 11, 2018 at 09:03
Hi Simon. I’m sorry to disturb you.
I’ve got a question for you.
A friend of mine on Facebook has received yesterday morning the notification letter to send the documents (the new screening process for the dv2019). She have the number eu1369x while I have the 137xx. Nothing has arrived to me yet. Is this normal that so close numbers receive the letters in two different moments? Maybe days? I’m pretty worried as you may understand.
I beg you pardon for my English.
December 11, 2018 at 12:49
People from all number ranges have received the email. It is not ordered by case number. As noted above, you don’t have to wait to get the email to send your documents.
December 11, 2018 at 13:00
So you’re saying that it’s normal that some people receive the notification and some others don’t and we have to send them anyway. I ‘ve already read it in another comment but I wasn’t sure so far. This is a good news. Thank you. I’ll probably wait a couple of weeks to submit the documents given that I could be interviewed in April.
Thank you so much.
December 11, 2018 at 11:05
Hi brit. I just received the email. Im from albania. So i dont need to ad the police certificate in my email , instead when my interview is scheduled they will send it directly to the embassy.
December 11, 2018 at 12:28
Wich is your case number?thanks
December 11, 2018 at 19:37
My case number is 13xxx
December 11, 2018 at 12:51
Correct.
December 11, 2018 at 19:38
Thank you
December 13, 2018 at 20:43
Hello i am from albania to. I received that email to but i send to them all the documents that they required to me . Is that a problem?
December 13, 2018 at 22:33
No
December 11, 2018 at 12:13
I m already serving in military so what kind of military record they need? And that record should be in English translation or any other languages? Can you explain that please?
December 11, 2018 at 12:56
People applying for the GC must be free to leave – you cannot be committed to stay to serve in the military. So – speak to your “bosses” to see what military documents you need (it is OBVIOUSLY specific to YOUR country).
December 11, 2018 at 14:02
HELLO BRIT pleae concerning the e mail for sending documents should we wait to recieve the e mail before submitting the documents question
December 11, 2018 at 14:16
It really is your choice. I would send without being asked, but not too early.
December 11, 2018 at 14:38
is it possible to make prediction for february visa bulletin for Africa?? please make your prediction brit
December 11, 2018 at 15:01
It is possible, but not accurate, so – I won’t be giving a prediction.
December 11, 2018 at 17:01
i hope february visa bulletin for Africa as it is 17xxx except Egypt , do you think so?
December 11, 2018 at 18:30
That would be a prediction….

Having January 2NL backlog I don’t think this to happen… My prediction is 145xx with Egypt + Ethiopia Exception.

Ooooh, am speechless, why can’t people exercise patients at all?
This is just processing is not awarding automatic visa, so please just respond to stimulus, thus all but people are trying to be swift than what the instructions demands. Just follow the instructions Brits is given us and u shall pass through successfully, remember is not an authimatic awarding of visa, so be patience friends. Thanks

Hi Brit, I recently got into a bit of a complication, I accidentally missed an appointment that I hadn’t even really confirmed, However I did get a prompt response from embassy that they had noted my missed appointment but now I need to first clear medicals before rescheduling, how far of a delay am I looking at here?
Secondly how serious are wrong issuance dates of employment records can it be explained or do I need to unlock my ds260 to correct it
December 12, 2018 at 17:30
1. I don’t know – ask the embassy.
2. Not normally serious for minor differences.

December 13, 2018 at 13:06
??️??A️mbasad Us Albania | Are you a DV2019 selectee? KCC has changed the procedures – about one month prior to your case becoming eligible for interview, KCC will send you an email requesting to send electronically your civil documents. Failure to do so will result in not scheduling your visa interview date. Don’t miss your chance! #AskAnna

So? I’m sorry, what does it mean? Several people with my number has already received this letter and they’d probably have the interview in march/april… I didn’t receive anything yet and I have EU137xx. Today I wrote a letter to KCC and to US Consulate in Naples asking what I have to do since I have this situation.
I’m waiting for good news. Fingers crossed
December 13, 2018 at 14:24
No need to wait. Just send the documents.
December 13, 2018 at 16:13
Thanks for your reply.
I’ve just read the February bulletin. 10000 for Europe. Only 1200 number by January. With my 137xx I’ll probably be called on May. Isn’t too early submitting now the documentation given that most of the certificates are valid for maximum of 6 months?
Thank you Simon.

December 13, 2018 at 13:55
You cannot check yet. You have to wait until January – and even then the only status you will see is at the level of AP/Issued/Refused.
