OK, so I am getting overwhelmed with a flood of 2017 selectees with very basic questions. Let me try and address the most frequent ones here in the hope that people will read this. If you ask a question and I give you a link to this page, it is to indicate that your question can be answered by reading this page and using some common sense.
By the way. VERY IMPORTANT. If you have to ask me more than one question – please NUMBER the questions to make my work easier.
Is there a deadline to submit my DS260?
There is no official deadline to submit your DS260. People will continue to submit DS260s for DV2017 cases well into 2017. Submissions as late as April or perhaps even May of next year will still get processed in time.
How long does it take to process the DS260?
Based on the past 2 years (since the DS260 was introduced), we can be pretty confident in the following info.
The actual processing time of the DS260 is quite short – probably 3 to 4 weeks. However, because of the volume of DS260s that are received starting at the beginning of May, a backlog builds up very quickly. You can think of this as a queue. In the two past years, that queue or backlog has meant that DS260s were taking 4 to 5 months to process (obviously most of that time being spent waiting). So – for those that submit their DS260 in the first week or two after the initial draw, the processing time will be quite short. Then a backlog will build and processing times will build up to 4 or 5 month delay. Then, early next year, processing times will reduce again to being a few weeks.
Does every DS260 take the same time to process?
No. There is some background checks required on each case that vary according to the situation of the selectees. The precise details of the checks are not published, but we can guess they are mainly about ensuring security of the USA. That means they communicate with agencies and foreign governments about the details you provide on the DS260. Some countries co-operate with the USA, some don’t. In countries that don’t co-operate you can expect DS260 will take longer. So, some cases are very simple, and some not so simple. If a selectee was raised in Western Europe, works in an office and has never travelled to certain high risk countries we can expect the DS260 processing (once the case is ACTUALLY processed, not queued) to be quick. If on the other hand someone has travel history around certain countries in the middle East or lists their work as “Nuclear weapons specialist”, well they can expect the US government to take longer over those checks.
So – never assume that all DS260s submitted on the same day will complete processing on the same day. There will be variations.
When will I be interviewed? Is my number safe?
OK, first of all. Processing timing is mainly based on your case number, and where that number is ranked within each region. So – if you are case number 900 in OC region for example (where the highest case number will probably be around 1000) you are near the back of the line and can expect a long wait before being interviewed. However, that same number in AF region (where the highest case number could be 50,000 to 60000) would be very low. A low number means the case could be interviewed earlier.
HOWEVER, if a selectee with a low case number submits their DS260 late, it is possible their case will not be scheduled until a later month than their case number would suggest. No case will be scheduled unless the DS260 has been processed. However, in the case of someone with a low number who missed their “current” month because of DS260 backlogs, their case will be scheduled once the DS260 is processed. In some cases people might actually want to use this delay to cause a later interview (for instance if someone wants to get married prior to interview).
When will KCC send the first 2NLs?
The first 2NLs (the interview notification) for DV2017 will go out in late August. That will be for cases that have been processed AND are current for October. Then 2NLs will come in a monthly schedule, also late in each month. So – late in September for November interviews and so on.
When are the visa bulletins published?
The visa bulletins are published around the 8th to the 15th of each month. If you call KCC they will always respond that it is released on the 15th. They are not “late” until the 16th. Usually I get people lamenting “the sky is falling” and “why are they so late” around the 10th or 11th. That will happen every month – and no matter how many times I explain, people are impatient.
How do KCC schedule the cases?
Roughly speaking all interviews are spread out over the year, starting in October and ending the following September. KCC release numbers via the visa bulletin to say which case numbers can be interviewed. Check out this article to understand how to read the visa bulletin.
KCC will increase the number made current on each region at a pace that ensures they have enough interviews to match the embassy capacity during each month.
So – to take an example. If OC had a highest case number of 1000, we could roughly expect to see that number increase by 100 each month. However, due to DS260 backlogs (remember no case can be scheduled UNTIL the DS260 is processed), KCC might release a higher number to start with (for October and November for instance) and slow down later. So – we might see OC start at 200 in October, be 350 in November and then increase by 50 to 75 each month for a while.
The same thing will happen in each region. This effect is going to be particularly pronounced in AF region where selectees typically take a long time to submit their forms. So – AF will start with a high VB number. Many will rejoice and say how fast things are moving and then those same people will be confused when the pace decreases later on. I have tried to explain this many times, but people just don’t seem to understand the point. It ends up being mysterious and frustrating. So – people need to be ready to be patient.
You can look at the historical visa bulletin numbers from previous years to get an idea how things work. However, every year is different, so I would suggest only taking a look at DV2016 or DV2015 to try and anticipate when your number will be scheduled for interview. Please do that rather than asking me to predict your interview date. Use some judgment and common sense to allow me to spend my time on people that need help with more critical questions.
To encourage people to look for themselves I have taken the 2015 and 2016 numbers and plotted them onto charts. So – look for your number in your region and you can guess roughly when your case will be ready for interview.

Requirements for DV Applicants
Please Read Carefully!
The following is a list of requirements for all DV applicants. If you do not fulfill these requirements, you will not be issued a visa. If you apply for a Diversity Visa but you are denied the visa, your application fee will not be refunded.
Only an American consular officer can determine whether you qualify for a visa. The officer will interview you and adjudicate your application ONLY after you have paid the application fee.
If you are not able to fulfill ALL of the following requirements, your visa will not be approved.
1. On your original entry form, you must have listed your spouse (husband or wife) and all unmarried children under 21 years of age. This includes children who are your spouse’s from a previous marriage, and children who have been formally adopted. The only exceptions are:
If your child is already a U.S. citizen or a U.S. Legal Permanent Resident;
If you were legally divorced before the DV entry.
You must have listed all unmarried children younger than 21 years of age, even if they no longer reside with you and/or you do not intend for them to immigrate with you under the DV program. If you failed to list any of these people on your original entry, you are ineligible for a diversity visa. If your entry was submitted with an incorrect photo, your application must be refused under U.S. law.
2. You must possess one of the following as evidence of your educational qualifications:
Proof of graduation from 12th grade (including an Ethiopian Leaving Certificate Examination, a University Entrance Exam, or a Higher Education Qualification Exam), showing at least 5 passing grades, (or)
A 12th grade ESLCE and a Teacher Training certificate (or)
Proof of graduation from a four-year university.
Note: TVET 10+3 certificates are no longer acceptable.
You must submit official copies of school transcripts along with the above certificates. These requirements are determined by U.S. immigration law, and are not determined by this Embassy.
3. If you cannot meet the educational requirements, you may submit evidence of qualifying work experience. Qualified work experience is defined as at least two years of full-time employment during the past five years in an occupation that requires at least two years of college training or experience.
Please be advised that it is very difficult to fulfill the educational requirements based on work experience. Qualifying occupations are defined as those with Specific Vocational Preparation (SVP) rating of 7 or above and are listed as job zone 4 or 5 on the U.S. Department of Labor’s Occupational Skills List found at http://www.onetonline.org. We strongly suggest you research your own work experience on this website before proceeding with your DV application if you wish to qualify based on work experience.
Somali citizens: The U.S. Embassy in Addis Ababa cannot verify educational or work experiences that occurred in Somalia. Without such verification, please know that it may not be possible to process your case to completion.
4. If you submit any fraudulent documents with your application, you will be ineligible to receive a visa. Documents presented are subject to independent verification by trained professionals. Do not take the risk of presenting a false document.
5. Marrying a person in order to confer an immigration benefit through the Diversity Visa WILL result in a permanent ineligibility for both you and your spouse.
Please be advised that there is no guarantee that Diversity Visas will be available after the month of your scheduled appointment. Under no circumstance can a visa be issued after September 30.
I understand that if I cannot fulfill all requirements as described above, I will not be approved for a Diversity Visa. I understand that the application fee I pay cannot be refunded even though I may not be issued a visa.

I have a small scenario here:
If there are any mistakes while filling out the DS-260 Form, like addresses or some yes/no questions, or high school graduation date.
Question 1. Does that mean that you will not be issued a 2NL ?
Question 2. Do you get a 2NL regardless of some silly mistakes on the 2NL ?
Question 3. If your number is current and you have submitted the DS-260 Form does it for sure mean that you will receive a 2NL ?
Question 4. If your spouse, (That you add as a derivative ) has lived abroad for around 4-5 years. Does he/she require a police report from that country/place?
Question 5. While adding the information of the derivative, does he/she need to fill all the information just as the principal applicant would ? i.e. Parent’s info, Addresses lived after 16 info, all the yes/no question ?

I don’t call out Ethiopia and Egypt specifically above. Their pace is slightly slower each year than the rest of Africa, because both countries have a lot of selectees and all those selectees have low case numbers. Excepted means they are paced with a lower VB number. The article below explains why.

The AP checks are more in depth and involve the security services. The DS260 processing checks don’t go to the same level of detail – but may indicate to the embassy when a further level of checking is needed – thus causing AP.

1. You should get both. The actual boundary of when you need a police report is 6 months for your own country and 1 year for a foreign country. But – play it safe – get the report for Tunisia (as well as Cameroon), even though you are just under 1 year.

However, due to budgetry constraints, the derivatives cannot also go through the process around the same time. On this note, when after the principal is gone will be considered too late for them to go and what must they do to be able to go with ease?

It would really help if you were more clear.
When you say the derivatives cannot go through the process at the same time – do you mean the interview? If the derivatives don’t attend the interview they won’t get the visas. At the end of the fiscal year (or once the principal has entered the USA), the derivatives simple DV path to the visa disappears. Later the principal can sponsor the family which takes around 2 years, and is a lot more complex and expensive.

I understand that to qualify to enter the US via this process you have to demonstrate the ability to earn a living and not become “a public charge in the united states”. I have a college degree and have substantial work experience in my field of study, so no problem there. The challenge is that I know NO ONE in the States, if I win the lottery, are there agencies which help with information on how to find safe accommodation, which states to choose to settle. Is there a place to get help for someone who will arrive not knowing the first place to go.

– I was separated when I applied. I applied under my maiden name as it was never officially changed but added in my husband as the Spouse. Our divorce will be official from December and he won’t be going through the application with me. Will it be an issue if I don’t fill out his IV Application? Or do I need to do it anyway and somewhere down the line, remove him from the application?
– In addition to my Australian passport, I just received my Italian passport (through my Father’s side). I did not note this in my original application (I can’t remember if I needed to) but is there any problems with having obtain a second citizenship from the time of applying and being selected?

I answered on immigration.com, but for the benefit of others here are my answers again.
1. You need to base your form on the facts as of the time of filing. So – if you complete the DS260 today it would be as married, with your maiden name (since you did not change it). That form will list husband. You can choose whether or not to include a DS260 as a beneficiary/derivative. If not, you simply do not complete a DS260 for him. Once the divorce comes through you can unlock and update your marital status.
2. There are not really any issues. Just be sure to be accurate with the facts as of the day you submit them.
3. No issues with the second citizenship at this point.

Hi BSimon: I am a DV 2017 selectee, currently residing in the U.S. (H3 Visa). The DS-260 asks me to list all the residency addresses since the age of sixteen.
I entered the US in October 2014 and since then until March 2016 I lived in min. 3 apartments without a lease, paying cash, no proof of payment.
The DS-260 system does not let you leave a gap longer then a month, I have to list those addresses.
Will anybody ask me to prove my residency in the U.S.? If yes, how do I prove that?

Your terminology is confusing.
You need to consider where/when you will have the interview, If you are doing adjustment of status in the USA, it is unlikely to be completed by Christmas. Do you mean your case will be “current” in November – you said “unlocked”.
You need to be more clear about your case number (and region, and how you plan to process your case.

Hi ,
I am a DV2017 selectee, and have lodged my DS 260 form, I included my husband’s children with his first spouse and there was one child with another woman and they are citizens of usa , but I did include that child’s name in my form? is that ok?
2. how do you unlock your ds 260 form?
please help..

Dear Brit, I win the DV-2017, My case ID is about 16XXX in morocco ,africa. I submit DS-260 in the middle of may and I edit the form again and submit it in the 12th of july (renew my passport and one or two other things ) … when do you think my second letter and the interview will be?

Hello, Brit. I’m from Argentina and I have a few questions:
1) Having double citizenship (argentine/Israeli) might conflict with the DV?
2) What criteria does the US dpartment of state to consider if you’re capable of handling yourself or if you’re going to be a liability (regarding economical aspects)?.
3) I have a couple of relatives living in USA, but not in the state I’m planning to move. Should I ask them to be my hosts and move with them or the host aspect is not necesarilly important if you meet other requeriments?

Hi Brit! In my case, I am born in Vietnam in which my mom was born in however I hold a Hong Kong passport (Eligible country) in which my dad is born in. Can I claim Hong Kong for the chargeability?

So your interview was setup at the correct location according to your DS260. You left the update until it was too late. Now, you have to check with the Tokyo embassy if they will schedule you AND ask the Cameroonian embassy to forward your case to Tokyo (once you have their approval). It will add complication and delay.
Furthermore, considering you were probably educated in Cameroon, the Tokyo embassy will most likely put you on AP while they check your education credentials.
You might be better off doing the interview in Cameroon.

Like I already told you, they choose the interview embassy based on the current address. So it is not surprising at all.
You can call KCC – but I know what the answer will be. That is why I told you what I did, rather than saying “call KCC” (which would have been easier to type).
