We now have the full list of 2NLs sent for August interviews. Whilst they have scheduled more cases than we have been seeing in DV2018, there is still an obvious problem.
There are 2187 interviews scheduled in AF region. The number ranges and counts of those are as follows
0 to 28300 – 613 cases (Cairo and several other embassies – presumably late submissions)
28300 to 38000 – 1345 Cases (much less than the 2300 cases I calculated would ant an interview). These cases were all current in July, and have August interviews.
38300 and above – 229 Cases (Again – much less than the 3000 cases that would want interviews).
So it is clear to me that there must be *at least* 4000 cases remaining at this point that expect interviews. KCC will not be able to schedule all those cases – so if that is correct, we will see only about half of those remaining cases that want an interview will get one. The other cases will miss out, despite being current. I have no way to predict which cases will be lucky, although by looking at what has happened for August interviews, they seem to be giving preference to cases that were current in July.
I do recommend that people waiting for interviews in AF region email KCC to let them know you are waiting. I would not normally recommend that – but with whatever capacity is available it would be better if KCC don’t “waste” appointment slots on cases that will be no shows. So – KCC might appreciate knowing who will make use of their interview chance.
I am being asked questions about why some people are current but haven’t received 2NLs, and I can’t answer them honestly without giving more info. I am concerned about how the year will finish for AF region. This is ONLY about AF region, and only affects some embassies.
So – here is the concern. Since April I have been getting messages from people (in AF region) that were current but didn’t get scheduled by the end of the scheduling month. By that I mean that June interviews should all have been scheduled by the end of April. Those interviews were not scheduled, and in some cases still have not been scheduled. The same thing happened in May for July interviews. I believe this backlog of unscheduled cases is mainly at a few embassies – and the evidence suggests a problem with scheduling at those particular embassies. It is not specific to the cases, it’s the embassy. So for instance there were many Cameroonians delayed – but if the Cameroonian was being interviewed at another embassy (say Paris for example), then there was no delay. The embassies I noticed as being delayed were Cameroon, Ivory Coast, Algeria, Morocco and Liberia – but there could be others similarly affected.
A look at the CEAC data from Xarthisius confirms the concern. It is obvious that there were not enough scheduled interviews.
Then the VB had the big increase for July interviews (from 28300 to 38000) and then August saw the region made current. Those two jumps made THOUSANDS of cases eligible for interview. If we take the real case count from 28300 to 38000 we see 4600+ cases. So – probably at least half of those (conservatively) will want interviews. So – that is 2300 cases. From 38000 to the highest AF number we have 6100+ cases – so again let’s assume half of those will want interviews – another 3000 cases. So we have at least 5300 – and probably another 1000 or so that should have been June interviews. However, through the CEAC data we can see they scheduled 1181 cases for July interviews, and so far only 1079 for August. I’m pretty sure some more 2NLs will go out in the next few days for August interviews, BUT my concern is that there are too many being left over for September. I think we have AT LEAST 4000 (probably more) left to schedule – and it is very unlikely that can be done within the timeframe.
So – how do they decide who gets scheduled and who doesn’t, if that what it comes down to. It looks like a bit of random decision. Once a batch of numbers are all current, the order in which they are scheduled is NOT based on case number. I also don’t think it is based on DS260 submission date. In reality, we don’t know how they prioritize cases to be scheduled. Cases at some embassies will have no problem at all. Cases at other embassies have a nervous wait.
No DV2018 cases can be interviewed after September 30.
2NLs for August interviews will be sent this month, and then the September 2NLs will be sent throughout July.
If you ask KCC now, they will respond that your forms are “processing”. In a normal year/month, that would mean the DS260 is not fully processed, but this year things seem different. There are several standard replies and their meaning is normally pretty clear as shown on this link. BUT, they don’t have a standard reply for the current situation where the forms are processed, but delays are stopping the scheduling.
The other impact about this last minute rush of cases is that it will affect clearing AP cases. If a case has been on AP for over a month (has passed from one month to another), once the case is cleared the embassy have to request a visa allocation. That is much harder to do when so many cases are being scheduled. The scheduled cases have visas reserved for them, so we won’t have much time to get reallocations to clearing AP cases.
I hope I am wrong about this – but my gut tells me this is going to end sadly for a lot of cases.

No, nothing. Until scheduled, the embassy don’t know anything about your case. If you contact KCC they will tell you the forms are processing status (although you are welcome to ask). There is no one else to help. All you can do is wait and hope.
Q: Is XXXX embassy affected?
I can’t tell with certainty which embassies are affected, but if you look on the data page that Xarthisius has provided there is a per embassy lookup there. Look for your embassy and see how many cases were being scheduled under 28000, and then how many are scheduled over 28000. Some reduction is logical (lower density), but there are a number of embassies with very small number of cases scheduled. You should know that the data doesn’t include a batch of 2NLs that went a few days ago – but the point can be seen quite easily.

It’s really hard thinking that your number is close and at the end you won’t even have a chance to get interviewed.
Regarding ALG embassy I think they are trying to get interviews for lower numbers .. I think every number less than 28300 got his chance for an interview .. and they will do the same for less than 38000 next month (after July 15th) because I don’t think they will schedule more interviews for ALG this month (not sure) .. do you think contacting the embassy may get you a chance for an interview?

I have a mid-1200 number for the OC region. I initially submitted my ds-260 in May 2017 but reopened and edited it to include additional information in mid April 2018. I haven’t received a 2NL yet and looking at the CAEC scraping data my number doesn’t appear in the August info (yet). I note that it could still come through until the end of the month.
But think I may have own-goal’ed myself with reopening the ds-260 and I’ll be pushed back to September…? Interview will be in Sydney.

I got the same message about my forms processing and I was mad as hell, asking myself why they would allow my forms untouched for 1 year (since 2/6/17), and choose to process someone at 51k. Even if that person is from another embassy, its illogical and disheartening. I think they should revert to the traditional style of processing seen in previous years because this new system has created such a mess that even they have to gamble to decide who gets interviewed.

Just FYI, I have noticed this scheduling issues in the Casablannca consulate since the first vb of this year.
As far as we know and share on local groups, people sent their ds260 on time with normal cases/conditions but still a big part didn’t receive the 2nls (the case number order was followed and they only went as far as 2500-3000 in october interviews)
From the comments in your blog – at the time – I suspect other consulates from af region had the same issue.
The backlog continued through the following months but becoming less evident because of the small vbs.
Now with the big jumps, here we are again with the issue.
Plus some people with extra long AP since november….

Hey Simon, genuine question here, why are you convinced that all forms are processed already ? Why could it not be the case that some forms are actually still not processed yet ? I know 5 years of watching the DV process would suggest that forms should be already processed at this stage but what if it is not the case , this year being such a particular year ?

Because we know of cases where people have submitted their DS260’s just 2 to 3 weeks before being scheduled – which is entirely consistent with what we have seen in late stages in other years. To put it another way – the backlogs in processing in previous years have only affected early case numbers – by Jan/Feb all backlog is gone. This year shows those same signs.

What confuses me is if my form is probably already processed, why didn’t Madrid’s embassy schedule me if the number of monthly cases they have can be counted on the fingers of one hand? If the problem is with some few AF embassies? And what is worse,…from the response I received from KCC, it looks like I won’t be one of those going “ready” in the next days. (otherwise, why do some selectees receive “Your form is pending further embassy review”,…which may be an indication of imminent interview scheduling)?

The processing message is not the one that indicates imminent 2NL.
I don’t know about your case – it is clear that Madid has NO cases above 38000 scheduled at this time. But of course – there are not many interviews there either. Maybe you will be in the second batch which is imminent.

No luck, still waiting. I respect your experience and your intuition, but I really suspect the problem comes from KCC and that their new methodology of processing forms has created a backlog halfway and sparked a snowball effect that is severly affecting late cases. Otherwise I can’t explain why an embassy with 3 cases (1 EU and 2 AF) for August can’t schedule me if KCC had my forms processed already as it’s supposed to be. Moreover, my case is very simple and straightforward: Single, no travel history outside europe, morocco and North America, have only lived in 2 countries and all my adult life in Spain, non-sensitive field of studies and work, never worked for the government, never been in the military, never had problems with justice or the police, no political activities, etc….

I should also add. Even before the better method for processing DS260s (when they process all DS260s in the order received), there was no backlog after about February at the latest – meaning they can process a years worth of DS260s before then. It is hard to imagine why/how your theory could possibly be correct, since what they are doing is attacking the pile of work in a different order.

But obviously, some sort of processing is happening,..whether DS260 or some new additional pre-interview processing,…otherwise I should have been scheduled for August. The only thing that still gives me a hope is,…..the other 2 AF cases scheduled for August in Madrid are from July’s batch (28300-38000). So they too didn’t receive their appointment in the month they should have received,…but eventually, got scheduled one month later. that is, I’m not alone. So I hope one month for the processing or whatever they’re doing is enough and they’ll be able to schedule me for September. Fingers crossed.

Or they are holding interviews back from any country which would have additional workload, and cannot handle it. For example, when you interview in Madrid, they will have to use Morocco to affirm your education and so on. If Morocco cannot respond to such requests they might be holding you back for that reason. It could also be additional security measures being implemented, but selectively based on country of origin or travel history. Who knows. Keeping your fingers crossed is all you can do. AF is having a second type of lottery.

I called KCC this afternoon. They said my forms were still processing, and when I told them these were supposed to have been processed a long time ago,….they told me they started processing them in june, before my case was current. I asked them if there was a possibility to not get scheduled at all,…they said, yes, if the embassy didn’t have capacity,….that they are trying to schedule as many cases as possible, but there is a possibility to not get an appointment at all. I told them Madrid’s embassy didn’t have a lot of cases,…she said she didn’t know about Madrid’s volume of work, but if they don’t have a lot of cases to deal with, in this case I shouldn’t worry.

I’m sure you realize their answer makes no sense. What was the trigger to “start” your processing in June. That is obviously not accurate. Like I have said – you can ask questions, but don’t rely on the answers.

Incidentally – the prioritization point perfectly explains why you were not scheduled – they were focused mainly on lower numbers below 39000.

Taking into consideration the above article and the article “Update about quotas” I realize that KCC has been fair to winners from AF and AS region and make all of them eligible for interviews since these two regions are not close to using their own quota.
So what I think now, also from reading your comments, KCC has given the opportunity to AF and AS to schedule as many interviews as possible and have kept EU at bay just to fill its own quota.
When KCC will have better picture about the number of the scheduled interviews during August and potential number during September for AF and AS, they will be in a better position to judge on how many visas should be distributed and have left the month of September and EU as a last resort to fill the void.
Do you think that can be the reason (having a better picture about AF and AS) why they decide against visa redistribution for the month of August?
In any case I think KCC are already too late to redistribute as many visas as they want because after all even EU can not issue more than 2500 visas within September alone. Do you agree?

AF region will be busy with interviews up to the final day – so I don’t think they would be able to judge that there are many unused visas. Perhaps if more progress had been made in AF earlier… anyway – wait and see.

They had visas reserved for the original interview month. But once that month has past, they lose the reserved visa and then have to hope a new visa can be allocated once AP clears. In other words, it’s a risk.

Hope you are doing great, I just realised that after I submitted my ds260 in May 2017 no confirmation form was send to me, and it shows my application is completed and currently at kcc, what can I do in order to get this form because is a requirement for interviews.

Go into the DS260 and review each page – at the end you can print the confirmation page.
