The “December” visa bulletin has been published. It concerns the case numbers eligible for January interviews.
For those that are current, and have forms processed early enough, they can expect their 2NL in about 1 to 2 weeks from now. I know I am going to get a lot of people who will ask me this exact question – so let me say that again. 2NLs will be sent in about one or two weeks time.
It is possible that some people will be current for January interviews, but will not be scheduled in January because they submitted late, or there is a processing backlog that causes a delay. December interviews were based mainly on cases submitted up to mid June. I expect the January interviews to be allocated to cases submitted up to (roughly) mid July. That is an educated guess, we will be able to confirm that when the 2NLs start to come out.
To those new to looking at VBs, let me explain what the “except” XXX country means (for Iran Nepal, Egypt and Ethiopia).
Processing is spread out over the full year. You can see the progress of the two previous years in this post about basic questions. However, some countries have a high number of selectees and those selectees are concentrated in the lower case numbers. For various reasons, mainly to do with embassy capacity, KCC slow down certain countries as compared to the region. So – in Africa, any case with a case number of 13500 can be interviewed but for cases from Egypt or Ethiopia, that number is lower. That isn’t a big problem, it just “slows down” those countries a little more than the rest of the region. Since selectees from those countries all have lower case numbers, this slowing down does not present any risk. It does not (at this point) mean they won’t allow all selectees an interview from those countries.

Now, I am sure I am also going to get asked about the presidential election that was held a few hours ago. Staggeringly, Trump won. He has been very vocal about some, frankly, very misinformed policies he would like to enact. People will be fearful that the DV program will be cancelled immediately. It won’t be. It is run by laws, not presidential whim. The president cannot act in a unilateral way. So – whilst there has been a desire by some to reform immigration for years, that process cannot happen overnight. Therefore DV2017 and DV2018 will both go ahead unaffected. My guess is that DV2019 will also, because that lottery starts just a few months after Trump will come to power and there would not be any time to change the laws by that time. So the earliest change possible to the DV program is for the DV2020 year – and even that is not clear. So for now, nothing changes regarding the DV program.

Does this mean that the processing times are same for all regions? Doesn’t OC region that has comparatively less number of selectees get their 2NL earlier, for example if submitted late August/1st sept, Feb is interview is possible?

A smaller region doesn’t mean faster processing. There is faster processing for selectees from countries with less security concerns, but otherwise it’s the about the same.

Our case number in 2017 dv, region OC in mid 500’s and is current now and waiting to be called for the interview. We submitted our DS-260 in August as we forgot to check it earlier. When we called the KCC centre last week they said that our DS-260 is complete and also shows ‘complete’ status in site https://ceac.state.gov/ceac/.
They also said the interview might might be in Feb..
In December bulletine the CN is upto 650 I think. We we are well within the numbers.

Cases are scheduled when they are current AS LONG AS the DS260 is processed. So – if your case becomes current before the DS260 is processed it cannot be scheduled. Once the DS260 is processed the case is scheduled in the next monthly batch.

Hi Simon, we found out that our DS-260 is being processed by KCC. The processing started in mid December and we called today to find out and KCC said it is almost complete. Do you know how long the processing normally takes, and in my case I lived and worked in the US around 2001 for about 2 yrs. Because of this does the processing take longer than usual?
And what do they normally check?

Up to now in DV2017 it has been taking several months. March interviews will only include current cases with DS260 submissions up to early September. So – I would expect your case to take another month or two.
US stays don’t increase the time.
They do not publish the detail of the checks – nor would I, even if I knew.

The step child must be listed on your own forms (both of yours). You only complete a DS260 for the child if the child wants a GC at the same time through the DV program.

To change AD, you would need to unlock your DS260 and change your current address to one in AD. THen you would email KCC and ask them to change your interview location. However, if your address is not changed, KCC will pick the interview location, based on their procedures.

Received today a reply that they need to further research on our case why daughter’s green card is not received. They didn’t said the card is sent out or not.
We checked our status on USCIS, it said that a biometric appointment is set for my daughter (she is 5) and the appointment letter was sent on Oct 30. But we didn’t receive the said letter as of today.

1. It depends whether you are preparing an I-134 or not. If your embassy accepts the host “system” then your host does not need to do anything. Read the link below for more info.

My number is EU259xx, and based on what I can see, we should be fine, and likely to be scheduled for an interview mid-April or so.
The thing is, since we live in Africa (expats), and my interview will be in Europe (I just find it very difficult to get all the documents and medicals sorted here), we’d prefer to have the interview in the 2nd half of June, since by then we will have returned home.
Based on your experience, do you think I’ll jeopardize my chances if we move the interview from April (or May) to end of June, given or EU259xx number

There will still be visas at that time BUT asking to reschedule, and move to another embassy introduces risk that they mess something up. And the idea that you can pick when in the month you are scheduled (like a hair appointment) made me chuckle. So – I would suggest you have the interview they schedule.

Apologies for the misunderstanding – I do not plan to change interview location – just the date.
My biggest challenge is that we’ll all need to travel to Europe for the interview, and my kids will miss school for probably a week.
The other, unrelated, issue, is that I was born in Germany (and moved on after 1 month), but have Bosnian citizenship, and I used Bosnian eligibility. Well, now I know I should have used Germany. From what I can read on different forums, it should not be a major issue (e.g. my wife was born in Bosnia), but it could cause a bit of a delay.
And if what I wrote made you chuckle, great and I am glad, but frankly, don’t see any harm in asking.

Don’t forget that you all have to have medicals in the country where you interview shortly before the interview (about 1 to 2 weeks before is typical) and once interviewed they will keep your passports for another week or two (if approved).

Thanks. To summarize, and I would appreciate your opinion on this:
1. Initially I put Sarajevo as our interview location (We are Bosnians, and we lived there prior to my expat assignment to Lagos, Nigeria). Our number is EU25xxx. Most likely, our interview will be scheduled for Mid April – May (DV260 sent on Sep 15 – I was selected in the 2nd draw). Now, we live in Nigeria, and my contract is until June. Because of the logistics, and the likely chance that our kids would have to be absent for at least a week from school if we were to attend the interview in Sarajevo, I am considering changing the interview location to Lagos, Nigeria. We pretty much have all the paperwork, and we’ll complete our medicals here in Nigeria. My view is that, since the interviews have not been scheduled yet and are 5+ months away, this is our best bet, and the chances for a mix-up on their end are marginal. What’s your view?
2. I was born in Germany, but I mistakenly put Bosnia as my country of eligibility. I have Bosnian passport, my parents are Bosnians who live in Bosnia, my wife is Bosnian, and I have lived most of my life in Bosnia. Both countries (Germany and Bosnia) are under EU quotas, both qualify, and I have read on your website as well as other forums what are the rules, and the experiences of others. My take is that this should not be an issue, but what’s your opinion?

They will send the 2NL by email, BUT when the emails are sent (which happens once per month) you can simply check the ESC page to get your interview details. The interview details are NOT in the email.

does the work history matter i mean i was unemployed when i fill the DS 260 now i got a job do i have to unlock and correct it or that is ok?
by the way am qualified by education CN AF 9*** and expecting my 2NL next week.

hello simion, I have lost access to gmail ID which I used while filling DS-260 from. Now will it effect me while I get second notification. Should I need to get access same Mail ID at any cost? Plz Clear me. Thank You

You don’t really need the email. When you hear other 2NLs go out, you simply check the ESC site – that is where the interview date is communicated.
