PLEASE READ THE TEXT BELOW RATHER THAN ASKING QUESTIONS I HAVE ALREADY COVERED.
As most of you will know there have been technical problems affecting the visa issuing systems that are being resolved at this time. Those same problems had an impact on the CEAC data system that I use to extract visa issue data. So – the CEAC data that I published on June 12 was understated because of the system problems which started on June 9. Over the last two days there have been updates to the CEAC data system and in fact the 2NL “in Transit” rows have been updated – some very quickly marked as received by the various embassies.
Just a note about “at NVC”, “in Transit” and “READY” status types. The standard starting point for all case is at NVC. Once the case is scheduled (and usually immediately after the 2NLs are sent) the CEAC system is updated to in Transit (meaning the case is being passed to the embassy. Then the case is marked as received by the embassy and the case then shows READY status.
So – I have extracted a CEAC file and published it. However, the issued numbers are clearly impacted still (some updates, but not all). This means the issued number is inaccurate. We can not deduce too much by these files although it is possible to see the 2NL volume and work out response rates in the regions (apart from AS). The response rates are best measured on cases that are newly current.
A couple of notes – AF region has had a very large number of interviews scheduled – well over 2000. This is what I had hoped and is a sign that KCC are trying to compensate (finally) for the no shows. Also the AF response rate for the numbers that just went current is 60%. I had earlier speculated that the real response rate (ignoring certain high volume, agent controlled countries) for AF would end between 60 and 65% – so that turned out to be accurate. The final number should be in the predicted range.
EU also had a good month for 2NLs – and had a newly current response rate of 50%.
I am hopeful that 2NLs will be sent out tomorrow (Thursday), or Friday. However, the technical problems seem to be having an impact still.
Many people are asking why I am not predicting the final numbers – I have fully described my reasons here. I have already posted a fairly detailed description of what ranges I think will be safe or risky. So – please read those posts rather than asking me for final VB predictions or asking is your number safe – thank you!
Here is the data.
June 27, 2015 at 07:21
The second 2nl has not arrived yet
June 27, 2015 at 08:16
Simon, so you mean if the respond rate remean 60% to 65% or go beyond, that mean we will not see up to af65xxx in the final vb for AF?
June 27, 2015 at 15:09
Like I have said – a higher response rate would mean a lower final number. Let’s wait and see what the final number says – about two weeks from now….

hi , thank you for your blog , it helped me alot
i have a question , my number is 2016AS71XX and my interview is one year from now , i filled dv 260 on march and submitted , now i wanna know that :
1.if i unlock would it cause any delay in my interview or any other problem
2.how can i unlock and submit , because i did minor mistake ,
3. i graduated and i wanna change my university degree
thank you for giving your time to us
June 27, 2015 at 15:10
1. No issue – people unlock all the time.
2. Email KCC
June 27, 2015 at 17:43
You are the best , thank you very much
June 27, 2015 at 10:18
do you think it is possible for AF to add 15k case numbers for the next VB ???
June 27, 2015 at 17:04
i m getting this funny question..in my head..if there is monthly cutoff 4 nepal(not the final cutoff) ..so does that cutoff is meant for the ppl who have thier interviyew schedule in nepal (i.e. KDU) or nepalese nationality?…does changing the place 4 interview change anyth??
June 27, 2015 at 17:23
The cutoff applies to people charged to Nepal regardless of where they interview.
June 27, 2015 at 22:10
My case is ready now but still didnt recieve my 2 nd letter
Is that normal
By calling kcc they told me about my interview date
Also when do you advice to start reserving mt medical in Egypt sin e my interview is schedualed for August?!
June 28, 2015 at 00:35
It isn’t normal, BUT it is the same for everyone this month. So don’t worry.
I would go ahead and schedule the medical.
June 28, 2015 at 10:29
Where can I find the number of KCC?
June 28, 2015 at 14:58
June 28, 2015 at 12:01
Simon, plz don’t be angry with my question. I see on the CEAC refuse 1859, AP 1560, issue 10934, and transit 10578. My question is what will happen to the 1859 visa after August? And you are saying that by the end of August the balance visa that will be left is about 4000 to 5000. So what will happen to AP and Refuse after August?
June 28, 2015 at 14:57
Those visas being refused and put on AP have been re-used all year. So – let’s say an embassy is allocated interviews for 50 people in a month. 30 are approved 5 refused and 15 on AP. At the end of the month they return 20 visas (the 15 and 5) back to KCC. Those visas are used within the region. The next month the same thing happens, but let’s imagine they now cleared 3 of the AP cases. If the embassy has enough refused/AP cases during that month, they can reallocate the visas to those 3 AP cases, and if they don’t have enough visas they have to request additional visas in the next month.
So – when we get to the final month of processing, the remaining visas already includes visas refused previously – and the embassies do the best they can to allocate visas as best as possible. Clearing AP cases in the final month have a bit of a gamble because they could clear the AP but not get a visa.
June 28, 2015 at 12:27
the totale issued + ready = 49XXX
so the cutt off will be under 53XXX ?
June 28, 2015 at 14:51
It does not work like that. Many of the ready cases will not interview. Also, the AF number is specific to AF, EU has its own range. So – with your logic AF quota (21000 to 22000) would have been met many months ago.
June 28, 2015 at 13:10
what are chances of AP to get a visa?
how can u check your visa process under AP ?
with thousand thanks
June 28, 2015 at 14:49
Some selectees (such as Iranian) have higher chances for AP. Others generally won’t get AP if their paperwork is in good order and trustworthy.
During AP, you just have to wait – they don’t provide progress updates.
June 28, 2015 at 19:15
thnx for your reply
June 28, 2015 at 13:37
hello, when you download new ceac or after vb?
June 28, 2015 at 14:47
I will extract again after the month end.
June 28, 2015 at 19:22
Two weeksto go,lets keep our finger crossed..we higher CN number this last VB is impirtant one…My prayers last VB will add 8000 more cases. God please helps us
June 28, 2015 at 22:58
god bless all higher case numbers 😉
June 29, 2015 at 00:42
ive been applying for lottery since 10 years back and this is they first time i get selected
been not selected better than selected with height CN , the worst things in they world is to give hope to someone then take it from him , for us as an african we dont have any kind of future for us and for our kids in Africa America is dream and its gone away
66xxx i will always remember this number
June 29, 2015 at 01:57
I’m sorry – keep trying, but you must not place your future on a lottery…
June 29, 2015 at 02:21
i hope you do well…………keep hope, there’s two weeks left, nothing’s impossible………..you could just squeak by
i felt a little guilty reading your post because i am a Canadian citizen already and i want to move to the USA NYC for the fun of it while there are others such as yourself who are looking for a better life for your children
I sincerely wish you well and i hope that you don’t lose hope………….Britsimon is very knowledgeable but even he has said that there is lots of uncertainty and no one knows what’s going to happen in any of the regions for sure.
it’s possible that you could squeak by, please don’t lose faith, have a good two weeks relax a little and hope for the best on July 10th 🙂
June 29, 2015 at 07:03
Thanks my friend i really appreciate your feeling and your kindness ,,,
June 29, 2015 at 04:06
Has anyone who is scheduled for August interview received 2nl. Why so far no one has got 2nl ? What’s the problem Simon. Is it due to technical problem or what ? My case no shows ready but I have not received 2nl for August interview. What is it ?
June 29, 2015 at 05:52
No one has received their 2NL. It is probably to do with the technical problem. Relax and wait…
June 29, 2015 at 06:27
What about the time they send the 2nl?i mean in the morning or in the evening?if you have an idea or if you know from the other cases pls tell us. or it depends from the place?
June 29, 2015 at 14:11
June 29, 2015 at 04:40
hi Mr Simon
i know it’s stupid to ask you to estimate my chances in percentage because you have said you don’t do percentage …. but i rellay need to know that right now.. i have other plans and decisions to be done and depends on this
hope to see your answer soon
thanks in advance
June 29, 2015 at 05:51
The reason I don’t do percentage is that it is not possible to calculate a percentage and it is meaningless. If the number is 58800 or above you are fine (100% fine), whereas 58750 would be bad news (0% chance). That number switches at a specific point – so – as I said – I don’t do percentages. You have two weeks to wait. Your plans and decisions will have to wait until then….
June 29, 2015 at 06:06
i got the second part of your answer (i dont do percentage) but i didnt understand the first part 🙁 sorry sir
June 29, 2015 at 06:10
I was just explaining why percentage guesses are meaningless….
June 29, 2015 at 09:42
Most of the visas have been issued, but CEAC still showing AP.
I have got an email from embassy that my visa has been issued and ready for pick-up, but my CN status still on AP.
June 29, 2015 at 14:02
Yes – as I have pointed out the CEAC data was affected by the technical problems.
June 29, 2015 at 10:47
My status become ready but no 2nl yet,we have to wait a couple of days but can we prepare our civil documents till we recieve our 2nl then call the doctor? We just won’t lose the time 🙂
June 29, 2015 at 13:56
You can call the doctor before getting the 2NL.
June 29, 2015 at 18:39
What about documents, can i prepare them?
June 29, 2015 at 18:42
June 29, 2015 at 11:00
thank you Mr simon…I appreciate your efforts and i will never forget some one as nice as you 🙂
June 29, 2015 at 12:35
hello birtsimion , my status changed to issued in the CEAC website this morning . Now haw many days does it take for me to get my passport and visa in hand and is my visa 100% sure now
June 29, 2015 at 13:54
A few days – depends on the embassy. Congratulations – nearly there.
June 29, 2015 at 15:06
If you remember from earlier posts i am the one who submitted my ds260 forms in late May.My number is current on August. I called KCC two weeks ago and the lady said that they will schedule me an interview for September. Then i called them again today and the gentleman said *your case is not processed yet , there is a chance that you will get an appointment but i can not guarantee*. I would like to have your opinion about this if you have time. Oh and BTW the gentleman today said i should call again during the second week of July to see if my case is processed. Any comment about this would be highly appreciated. You already gave me your explanation a month ago but i would like to know what my chances are now , considering the technical issues that they had and relatively low number of visas issued for EU region so far.
Thank you very much 🙂
June 29, 2015 at 15:10
This was always going to be a risky case. The information today makes more sense – it would be a surprise to find the case was processed already. As he told you, in about two weeks time they will have issued the final VB, and they will be scheduling the final batch of interviews. Hopefully your case will be ready in time….
June 29, 2015 at 15:18
Is there any advice that you have for me now? Would it be a good idea calling the NVC itself….
June 29, 2015 at 15:25
KCC handle your case, not NVC. It isn’t really “at” NVC at all.
Best advice, think about something else for 2 weeks. There is nothing you can do but wait.
June 29, 2015 at 15:29
Lol thanks but it would be hard to think about something else. Thats a lifetime oportunity and apparently i missed it. What a loss…thanks for your time Brit.
June 29, 2015 at 15:30
Well it isn’t over yet. Maybe it will work out for you…
June 29, 2015 at 18:25
Maybe….I dont understand why would the lady say *WE WILL schedule you an interview for September* two weeks ago? Could it be that its just a standard reply or that she wanted to finish the conversation ASAP and get rid of me….?
June 29, 2015 at 18:43
Yes – probably standard reply based on your case number….
June 29, 2015 at 21:08
Just wanted to add for your comfort. I changed from AOS to CP, which is basically like sending the DS 260 for the first time. I did that on April 20th and June 29th it completed processing. That may give you an idea about yours. And again processing time may be different for different regions AS, AF etc Good Luck
June 29, 2015 at 22:50
I’m not sure that will provide comfort – but it does say something about processing speeds.
June 29, 2015 at 23:09
so the processing speed is only that slow when it comes to first time submissions, but not for corrections?
what’s the average time for corrections…..i corrected security question, address and work information, as well as province, went from a province name which was apparently a mistake to no province at all
this was about 3 weeks ago, i resubmitted it right away, my interview won’t be until sept, so yah the 2nl thing in 3 1/2 weeks i guess
what do you think?
June 29, 2015 at 23:23
The time for a correction varies by what is changed. Change of future USA address – no reprocessing. Add an address showing you lived in another country – that could cause some reprocessing time.
June 29, 2015 at 23:29
ok thanks for your answer
i was living in a foreign country at the time i submitted the DS260 first.
but i moved back home, so i changed my address to my home address
so it’s not a new foreign address, i was just going back home
how much reprocessing would that cause?
and what about the work/resume part?
thanks again for your help
and another question i read comments from people where they were checking their number and such and there’s a website for that.
is there a website i could check whether my corrections have been processed, and if so, what is it?
June 30, 2015 at 02:04
I don’t think your changes would have caused much reprocessing – but KCC can tell you. There is no website to check on that – just a call to KCC.
June 30, 2015 at 21:41
True that! US processing time sucks for all category, just not DV
June 30, 2015 at 06:58
Thanks but this means that it took your case more than two months to be processed, which in my case it would be too late…
June 30, 2015 at 07:45
Thanks for your comment. So it took your case more than two months of processing which in my case means i wont be processed before last interview appointments are allocated. 🙁
June 30, 2015 at 15:52
Hopefully you might just squeeze in. Good luck
June 30, 2015 at 17:45
Thanks Brit. If they send notification letters for September in the end of July or early August, does this mean that there is another whole month available for my case to be processed ?
June 30, 2015 at 17:50
The final batch of 2NLs will be sent in about 3 to 4 weeks from now – those will be the September interviews. The scheduling for those is based on cases that are current and the DS260 is processed. That scheduling will happen in about two weeks time – so you need to be ready by then.
Let’s say you find you forms are not processed by then, but you find out they are finished at the end of July. You could contact KCC and see if they will schedule you for interview – BUT they might have pre-allocated all the available visa places by then – and so it may or may not happen.
June 29, 2015 at 17:07
no update at the moment???
finger crossed for cn above 60k
June 29, 2015 at 18:00
I just read on the site of an embassy of the USA in a country of West Africa that since 08 June, the central computer system in charge of US visas has encountered a problem that prevents printing embassy visas since that date and schedule new appointments since June 9 . Is the problem solved now?
June 29, 2015 at 18:49
Yes – that problem is fixed.
June 29, 2015 at 18:41
Yes my case is ready now just a few days and we receive the 2NLs
June 29, 2015 at 18:45
Case updated to Ready so I went ahead and booked my medical exams. Now just waiting for the 2NL.
June 29, 2015 at 20:39
We are ready,Can we prepare our documents?
June 29, 2015 at 23:18
I’ve got kinda weird question 😀
I requested my bacalaureat Diplomat (temporarily=which means I’m supposed to get it back) from the College where I currently study in order to have it prepared in case my case gets scheduled for August ( I had high hopes for my CN which is AS10xxx) .. now that I didn’t get scheduled , I still stand a chance for a Sept. interview ( according to so many factors) right ?
-so my question is .. IF you ,sir, were me .. would you get it back ? or would you rather keep it for Sept. _ ps : It’s not a problem if one keeps their Bac Diplomat .. however , you could be waiting for quite some time when requesting your bac. diplomat again .
June 29, 2015 at 23:29
That sounds too strange to me. It’s your diploma.
June 29, 2015 at 23:33
Come on I mentioned ‘IF YOU WERE ME’ 😀 .. it’s crystal clear that I’m asking if my case number was YOURS ,how would you feel about it 😉
June 30, 2015 at 02:02
First. I can’t understand why your diploma is not your diploma to do with as you wish.
Second. If I were you, I would try and understand that the final number in AS region is unguessable. So – I cannot say what I would do, other than to say that I would wait the less than two weeks to hear the final official number.
June 30, 2015 at 00:51
Hello Sir, my case still “in transit” since last week is that normal do you think will i get 2nls ?
June 30, 2015 at 01:55
Yes you will. No one has theirs yet. Be patient.
June 30, 2015 at 02:17
Hi ! Simon as far as I know, after we receive 2nl only then we can prepare for medical report. If our medical test is scheduled in 2nl then how can we now go for medical test before receiving 2nl. I read that you saying you can go for medical test but isn’t it that our medical test is scheduled in 2nl ? One more thing, how long does it take to get 2nl if my case shows ready status? Has anyone got 2nl now ?
June 30, 2015 at 02:21
You schedule your own medical test. Some doctors want to see the 2NL, some don’t.
No one has the 2NL yet. Patience….
June 30, 2015 at 12:21
Is there a limit by when should they send the 2NL? They are getting very late comparing with previous months.
June 30, 2015 at 14:49
There is no time limit, although they normally say they release them by the month end – so it is not really late.
June 30, 2015 at 15:09
I agree, they are not really late but depends on which date the interview is scheduled. If it is the first week of the august they leave less time for us. Not all of us can schedule a medical test without 2NL. Hopefully they will send 2NL this week.
June 30, 2015 at 16:15
Have you tried to schedule the medical – you should!
June 30, 2015 at 06:43
is thier another CEAC eill be release before last visa bullitin
June 30, 2015 at 15:55
After the end of the month – yes.
June 30, 2015 at 08:33
Thank you for a super interesting and a very helpful blog.
I am very interested in your blog since I am a DV 2016, ROA, high number 2016AS114XX selectee. I use this thread since it seems you monitor it more frequent, and I am sure many ROA 2016 high CN selectees are looking at the 2015 ROA results to predict the future..
I noticed a very interesting issue regarding the DV 2016 ‘selectee cut off’ for Iran and Nepal:
a. In 2015 there is a constant max of 5000 selectees for Iran,Nepal (out of a total of 20,000 selectess).
(In one of your blogs, you suggest it is related to the max 7% limit of visa issues per country)
b. In 2016 it is 4500 and 3800 selectees (out of a total of 15,000 selectees total).
It is definite that both Iran and Nepal overflow the system and submits over 500,000 applications every year per country (..not including derivatives..) and reach the selectee cutoff per country.
1. How come the cutoff of 2016 is 4500 vs 3800 and not the same for both countries?
2. Have KCC changed the algorithm?
the only change I could think of is changing the order of ‘selecting’ and ‘removing selectees above the country selectee cutoff’. I suspect the new algorithm is:
2.1. Choose a constant max of X selectees per country, for all countries (the only affected ones will be Nepal and Iran)
2.2. Choose X of all Iranians and X of Nepalese submissions. Remove all other Iranian and Nepalese selectees from the Asia pool.
2.3. Now select 15000 out of Asia pool. Iran gets a bit more selectees (4500 vs 3800) since (after looking at official previous years selecee data http://travel.state.gov/content/dam/visas/Diversity-Visa/DVStatistics/DVApplicantEntrantsbyCountry%202013-2015.pdf) Iranians have more derivatives 499/433 as compared to Nepaleese 545/354, so an iranian that is selected from the Asia pool contributes more selectees to the total Iranian selected, therefore the difference 4500 vs 3800.
3. I also do not see this max value (constant 5000 in DV2015) in AF/EU 2016.
What do you think about the above?
If I am right, this new algorithm is fairer. It removes the high density of Iran and Nepal in low CN numbers and spread their selectees evenly across the whole 1-150000 range.
Does this seems good for AOR and high CN numbers?
Please share with me (..and many other high ROA) your smart thoughts about the above.
Thanks a lot.
June 30, 2015 at 15:05
1. Derivative rate is the difference.
2. The algorithm has not changed – this was the same in previous years with a higher country draw limit. By the way, the draw limit is not the 7%. There is a case limit in place, but also a high country limit – both are evidenced not just in SAsia but other regions. I have explained this previously.
3. The numbers are lower now… EU in particular had a huge decrease. But – look at Ghana – very low derivative rate – and obviously limited (at 3179) whereas other countries go to ~4500
June 30, 2015 at 14:50
I have entered all CN between 20900 to 28700 through CEAC Visa Status Check to calculate all visas at Cairo embassy it is 860 visa between ( Ready – Issued – AP )
and as you know there was 2400 visa produced by 20900 . so Egypt in the next VB will be exhausted ?
June 30, 2015 at 15:56
What do you think?
June 30, 2015 at 17:22
i don`t know ! m asking you MR. Brit what do you expect iam trust in your words
June 30, 2015 at 17:36
I know as much as you. I have said what I think – and you have done some analysis – so really – your guess is as good as mine. In less than two weeks we will know for sure,
June 30, 2015 at 17:41
Could Egypt exhausted before reaching 3500 visa?
June 30, 2015 at 17:45
There are more selectees than visa slots. So – the 7% limit will be reached without needing all Egyptian cases.
June 30, 2015 at 17:56
I mean that Egypt will reach
3260 by end of August
it can exhausted in September or it might increase up on this number (3260) not reach 7% (3500)?
June 30, 2015 at 19:25
Don’t forget that an Egyptian interviewing in another embassy will not be counted on Cairo embassy – it will show up elsewhere. Also – an Egyptian living in the USA won’t show up in CEAC at all.
June 30, 2015 at 19:59
3620 include Libya, Sudan . My question is if all Egyptian visas are 3620 by August there is a chance for Egypt to increase at September?
July 1, 2015 at 00:03
In less than 2 weeks we will see.
June 30, 2015 at 17:25
you said : ‘ for AF would end between 60 and 65%’
so sir you think KCC will interview 60% of 89000 ? for africa
thank you sir
June 30, 2015 at 17:34
You are confusing different things. The 60 to 65% was the response rate. Response rate of those cases going current. You can’t apply that to the 89000. I don’t know where to start explaining it all – but just perhaps wait until the final VB is released in less than two weeks time.
June 30, 2015 at 17:54
Hello Mr Brit
with this max case number ” 89799 ” and with a max repense rate ”65%” is it means that the final number can’t exceed 58370
please answer me Mr if i’m wrong
June 30, 2015 at 19:23
Yes you are wrong. There are less than 40000 cases among that 89799 – there are lots of gaps. But also there are derivatives on each case, AND the number range you mention is specific to AF region, which has a quota of 21000 to 22000 visas. So yeah – you are wrong – you can’t do the sort of calculation you tried to do.
June 30, 2015 at 18:02
Please,I have one question to you
my family name in my passport written like bouaanani but in my birth certificat written like bouaànani.
is that gonna make some problem while i have my visa interview?
Thank you very much
July 1, 2015 at 00:12
It might – depends on the CO.
Your DS260 should show “bouaànani” as the official name and the passport version as an alias
July 1, 2015 at 01:05
in frensh language show as bouaànani but in english show as bouaanani
is it ok?
July 1, 2015 at 01:08
OK – should be OK.
July 1, 2015 at 01:17
thank you 🙂
June 30, 2015 at 18:07

Brit, do you know how many visas AF has issued up till now that is accurate? Have they all posted to the system or are they still off?

Most likely they are still off.

Dear Simon , Egypt issued about 2400 visa until 9/6 that issued including Sudan people and Egypt issued about 110 visa per 1000 and if Sudan people get about 10 visa per 1000 that mean there are about 200 visa issued for Sudan that mean Egyption people got only 2200 visa until 9/6 that mean they’re about 1300 visa donot use .
And in your estimate you told us that Egypt will increase about 28500 to 29500 that mean there are more selected you counted for Egypt and there are visas for this selected.
Why now you say that the last visa bulletin in the last visa?
Your answer sir is highly appreciated.

Don’t forget, that even if all those numbers are correct, you have not accounted for the activity between 20900 (end of May) to 28700 (end of August).
Add to that those Egyptian cases processed at other embassies around the world or AoS cases, and you can see why it is going to be a close call…
In two weeks we find out for sure…

Bravo to you simon, i believe and trust your prediction. So what you have posted on your comment AM I SAFE for sure that # will come. You said for those that are in af66xxx should try plan be. I want to know about those of us that fall b/w af65xxx to af66xxx what is our faith? You are a great man, once you have said af55xxx to af65xxx i know for sure that # will come. But i’m talking about those of us that are in b/w af65xxx to 66 what will happen to us?
July 1, 2015 at 00:17
What I said was that the range could be within that 55 to 65 window. However, that means there is a smaller and smaller chance as the number gets up to 65000. For the number you are talking about (65000 to 66000) you have very little chance (if any). If it turns out the final number released is below your number, then your DV selection for this year will be meaningless.

Just wanted to share with you all my experience with KCC. I’ve requested KCC to unlock my DS 260 last Wednesday. Yesterday morning I got an email informing me that my DS 260 is unlocked 🙂 how cool is that. It took them 4 business days to do it. If any of you asked for the form to be unlocked wait patiently and you’ll get the email pretty soon.

Great. At busy periods they takle longer – but yeah – unlocking is sometimes fast. Thanks for sharing!
