PLEASE READ THE TEXT BELOW RATHER THAN ASKING QUESTIONS I HAVE ALREADY COVERED.
As most of you will know there have been technical problems affecting the visa issuing systems that are being resolved at this time. Those same problems had an impact on the CEAC data system that I use to extract visa issue data. So – the CEAC data that I published on June 12 was understated because of the system problems which started on June 9. Over the last two days there have been updates to the CEAC data system and in fact the 2NL “in Transit” rows have been updated – some very quickly marked as received by the various embassies.
Just a note about “at NVC”, “in Transit” and “READY” status types. The standard starting point for all case is at NVC. Once the case is scheduled (and usually immediately after the 2NLs are sent) the CEAC system is updated to in Transit (meaning the case is being passed to the embassy. Then the case is marked as received by the embassy and the case then shows READY status.
So – I have extracted a CEAC file and published it. However, the issued numbers are clearly impacted still (some updates, but not all). This means the issued number is inaccurate. We can not deduce too much by these files although it is possible to see the 2NL volume and work out response rates in the regions (apart from AS). The response rates are best measured on cases that are newly current.
A couple of notes – AF region has had a very large number of interviews scheduled – well over 2000. This is what I had hoped and is a sign that KCC are trying to compensate (finally) for the no shows. Also the AF response rate for the numbers that just went current is 60%. I had earlier speculated that the real response rate (ignoring certain high volume, agent controlled countries) for AF would end between 60 and 65% – so that turned out to be accurate. The final number should be in the predicted range.
EU also had a good month for 2NLs – and had a newly current response rate of 50%.
I am hopeful that 2NLs will be sent out tomorrow (Thursday), or Friday. However, the technical problems seem to be having an impact still.
Many people are asking why I am not predicting the final numbers – I have fully described my reasons here. I have already posted a fairly detailed description of what ranges I think will be safe or risky. So – please read those posts rather than asking me for final VB predictions or asking is your number safe – thank you!

Just wanted to share with you all my experience with KCC. I’ve requested KCC to unlock my DS 260 last Wednesday. Yesterday morning I got an email informing me that my DS 260 is unlocked 🙂 how cool is that. It took them 4 business days to do it. If any of you asked for the form to be unlocked wait patiently and you’ll get the email pretty soon.

What I said was that the range could be within that 55 to 65 window. However, that means there is a smaller and smaller chance as the number gets up to 65000. For the number you are talking about (65000 to 66000) you have very little chance (if any). If it turns out the final number released is below your number, then your DV selection for this year will be meaningless.

Dear Simon , Egypt issued about 2400 visa until 9/6 that issued including Sudan people and Egypt issued about 110 visa per 1000 and if Sudan people get about 10 visa per 1000 that mean there are about 200 visa issued for Sudan that mean Egyption people got only 2200 visa until 9/6 that mean they’re about 1300 visa donot use .
And in your estimate you told us that Egypt will increase about 28500 to 29500 that mean there are more selected you counted for Egypt and there are visas for this selected.
Why now you say that the last visa bulletin in the last visa?

Don’t forget, that even if all those numbers are correct, you have not accounted for the activity between 20900 (end of May) to 28700 (end of August).
Add to that those Egyptian cases processed at other embassies around the world or AoS cases, and you can see why it is going to be a close call…
In two weeks we find out for sure…

Yes you are wrong. There are less than 40000 cases among that 89799 – there are lots of gaps. But also there are derivatives on each case, AND the number range you mention is specific to AF region, which has a quota of 21000 to 22000 visas. So yeah – you are wrong – you can’t do the sort of calculation you tried to do.

You are confusing different things. The 60 to 65% was the response rate. Response rate of those cases going current. You can’t apply that to the 89000. I don’t know where to start explaining it all – but just perhaps wait until the final VB is released in less than two weeks time.

Don’t forget that an Egyptian interviewing in another embassy will not be counted on Cairo embassy – it will show up elsewhere. Also – an Egyptian living in the USA won’t show up in CEAC at all.

Thank you for a super interesting and a very helpful blog.
I am very interested in your blog since I am a DV 2016, ROA, high number 2016AS114XX selectee. I use this thread since it seems you monitor it more frequent, and I am sure many ROA 2016 high CN selectees are looking at the 2015 ROA results to predict the future..
I noticed a very interesting issue regarding the DV 2016 ‘selectee cut off’ for Iran and Nepal:
a. In 2015 there is a constant max of 5000 selectees for Iran,Nepal (out of a total of 20,000 selectess).
(In one of your blogs, you suggest it is related to the max 7% limit of visa issues per country)
b. In 2016 it is 4500 and 3800 selectees (out of a total of 15,000 selectees total).
It is definite that both Iran and Nepal overflow the system and submits over 500,000 applications every year per country (..not including derivatives..) and reach the selectee cutoff per country.
1. How come the cutoff of 2016 is 4500 vs 3800 and not the same for both countries?
2. Have KCC changed the algorithm?
the only change I could think of is changing the order of ‘selecting’ and ‘removing selectees above the country selectee cutoff’. I suspect the new algorithm is:
2.1. Choose a constant max of X selectees per country, for all countries (the only affected ones will be Nepal and Iran)
2.2. Choose X of all Iranians and X of Nepalese submissions. Remove all other Iranian and Nepalese selectees from the Asia pool.
2.3. Now select 15000 out of Asia pool. Iran gets a bit more selectees (4500 vs 3800) since (after looking at official previous years selecee data http://travel.state.gov/content/dam/visas/Diversity-Visa/DVStatistics/DVApplicantEntrantsbyCountry%202013-2015.pdf) Iranians have more derivatives 499/433 as compared to Nepaleese 545/354, so an iranian that is selected from the Asia pool contributes more selectees to the total Iranian selected, therefore the difference 4500 vs 3800.
3. I also do not see this max value (constant 5000 in DV2015) in AF/EU 2016.
What do you think about the above?
If I am right, this new algorithm is fairer. It removes the high density of Iran and Nepal in low CN numbers and spread their selectees evenly across the whole 1-150000 range.
Does this seems good for AOR and high CN numbers?
Please share with me (..and many other high ROA) your smart thoughts about the above.

1. Derivative rate is the difference.
2. The algorithm has not changed – this was the same in previous years with a higher country draw limit. By the way, the draw limit is not the 7%. There is a case limit in place, but also a high country limit – both are evidenced not just in SAsia but other regions. I have explained this previously.
3. The numbers are lower now… EU in particular had a huge decrease. But – look at Ghana – very low derivative rate – and obviously limited (at 3179) whereas other countries go to ~4500

Hi ! Simon as far as I know, after we receive 2nl only then we can prepare for medical report. If our medical test is scheduled in 2nl then how can we now go for medical test before receiving 2nl. I read that you saying you can go for medical test but isn’t it that our medical test is scheduled in 2nl ? One more thing, how long does it take to get 2nl if my case shows ready status? Has anyone got 2nl now ?

I agree, they are not really late but depends on which date the interview is scheduled. If it is the first week of the august they leave less time for us. Not all of us can schedule a medical test without 2NL. Hopefully they will send 2NL this week.

I requested my bacalaureat Diplomat (temporarily=which means I’m supposed to get it back) from the College where I currently study in order to have it prepared in case my case gets scheduled for August ( I had high hopes for my CN which is AS10xxx) .. now that I didn’t get scheduled , I still stand a chance for a Sept. interview ( according to so many factors) right ?
-so my question is .. IF you ,sir, were me .. would you get it back ? or would you rather keep it for Sept. _ ps : It’s not a problem if one keeps their Bac Diplomat .. however , you could be waiting for quite some time when requesting your bac. diplomat again .

I just read on the site of an embassy of the USA in a country of West Africa that since 08 June, the central computer system in charge of US visas has encountered a problem that prevents printing embassy visas since that date and schedule new appointments since June 9 . Is the problem solved now?

Just wanted to add for your comfort. I changed from AOS to CP, which is basically like sending the DS 260 for the first time. I did that on April 20th and June 29th it completed processing. That may give you an idea about yours. And again processing time may be different for different regions AS, AF etc Good Luck

The time for a correction varies by what is changed. Change of future USA address – no reprocessing. Add an address showing you lived in another country – that could cause some reprocessing time.

The final batch of 2NLs will be sent in about 3 to 4 weeks from now – those will be the September interviews. The scheduling for those is based on cases that are current and the DS260 is processed. That scheduling will happen in about two weeks time – so you need to be ready by then.
Let’s say you find you forms are not processed by then, but you find out they are finished at the end of July. You could contact KCC and see if they will schedule you for interview – BUT they might have pre-allocated all the available visa places by then – and so it may or may not happen.

KCC handle your case, not NVC. It isn’t really “at” NVC at all.
Best advice, think about something else for 2 weeks. There is nothing you can do but wait.

If you remember from earlier posts i am the one who submitted my ds260 forms in late May.My number is current on August. I called KCC two weeks ago and the lady said that they will schedule me an interview for September. Then i called them again today and the gentleman said *your case is not processed yet , there is a chance that you will get an appointment but i can not guarantee*. I would like to have your opinion about this if you have time. Oh and BTW the gentleman today said i should call again during the second week of July to see if my case is processed. Any comment about this would be highly appreciated. You already gave me your explanation a month ago but i would like to know what my chances are now , considering the technical issues that they had and relatively low number of visas issued for EU region so far.

This was always going to be a risky case. The information today makes more sense – it would be a surprise to find the case was processed already. As he told you, in about two weeks time they will have issued the final VB, and they will be scheduling the final batch of interviews. Hopefully your case will be ready in time….

The reason I don’t do percentage is that it is not possible to calculate a percentage and it is meaningless. If the number is 58800 or above you are fine (100% fine), whereas 58750 would be bad news (0% chance). That number switches at a specific point – so – as I said – I don’t do percentages. You have two weeks to wait. Your plans and decisions will have to wait until then….

Some selectees (such as Iranian) have higher chances for AP. Others generally won’t get AP if their paperwork is in good order and trustworthy.
During AP, you just have to wait – they don’t provide progress updates.

It does not work like that. Many of the ready cases will not interview. Also, the AF number is specific to AF, EU has its own range. So – with your logic AF quota (21000 to 22000) would have been met many months ago.

Simon, plz don’t be angry with my question. I see on the CEAC refuse 1859, AP 1560, issue 10934, and transit 10578. My question is what will happen to the 1859 visa after August? And you are saying that by the end of August the balance visa that will be left is about 4000 to 5000. So what will happen to AP and Refuse after August?

Those visas being refused and put on AP have been re-used all year. So – let’s say an embassy is allocated interviews for 50 people in a month. 30 are approved 5 refused and 15 on AP. At the end of the month they return 20 visas (the 15 and 5) back to KCC. Those visas are used within the region. The next month the same thing happens, but let’s imagine they now cleared 3 of the AP cases. If the embassy has enough refused/AP cases during that month, they can reallocate the visas to those 3 AP cases, and if they don’t have enough visas they have to request additional visas in the next month.
So – when we get to the final month of processing, the remaining visas already includes visas refused previously – and the embassies do the best they can to allocate visas as best as possible. Clearing AP cases in the final month have a bit of a gamble because they could clear the AP but not get a visa.

i m getting this funny question..in my head..if there is monthly cutoff 4 nepal(not the final cutoff) ..so does that cutoff is meant for the ppl who have thier interviyew schedule in nepal (i.e. KDU) or nepalese nationality?…does changing the place 4 interview change anyth??

The cutoff applies to people charged to Nepal regardless of where they interview.

1.if i unlock would it cause any delay in my interview or any other problem

Like I have said – a higher response rate would mean a lower final number. Let’s wait and see what the final number says – about two weeks from now….
